NIST will arrange for third parties to conduct independent reviews before final approval. NIST plans to retain a third party expert in structural system behavior, structural stability, and failure criteria for members and system failure. The third party expert will provide expert technical assistance to guide and assist the Contractor’s work, but it is the Contractor’s responsibility to conduct the work described in this SOW. Third party experts will also review Contractor reports for: (1) appropriateness of the models for their intended uses, including modeling assumptions, level of detail, model geometry and material properties, and<br>verification and validation procedures; and (2) appropriateness of the analyses and accuracy of results.<hr></blockquote><!--EZCODE QUOTE END--><br><br>So it seems that NIST have had difficulty in undertaking the analysis themselves & now wish to sub-contract out the difficult 'donkey work' to a contractor who will play along. Advance notice of this iminent Work Package MUST have been given to the likely winning contractor as it would be impossible for any contractor to prepare the price for & submit such a bid within the 5 day 'notice of Interest' period given. <br><br>The use of a sub-contarctor (who will dance to the NIST Paymaster) will allow the excuse to be used when the analysis is criticised (as was used before in relation to criticisms of the NIST's reluctance to fully model the collapse visualisation & initiating events [NCE article of 6th October 2005]) along the lines of "Well, it was a sub-contractor & we have now terminated his contract.<br><br>The WTC7 report sure is proving difficult to produce..............<br><br><br><br> <p></p><i></i>

The Federal Register Notice (announcing the meeting)
===================================

The originally stated FINAL WTC7 report issue date of December 2005 is now revised to the new date of Spring 2007.

From the PDF document, I see that some of the 'Additional Investigative Topics Identified as the WTC 7 Investigation Progressed' include:
- Investigation of hypothetical blast scenarios
- Evaluation of thermite as a possible heat source substance
(Slide 7)

Slide 11 mentions Analysis Hypothetical Blast & Controlled Demolition. NIST will estimate the magnitudeof hypothetical blast scenarios that could have led to the structural failure of one or more critical elements as a result of blast.

It will be interesting to see where this is going. The inclusion of the 'Hypothetical Blast & Controlled Demolition' analysis is contrary to the originally stated scope of the WTC7 study.

Is the delay because they are having trouble making the explanations fit?

Recent update from NIST on the WTC7 collapse report:

http://www.nist.gov/public_affairs/rele ... 62907.html

NIST Status Update on World Trade Center 7 Investigation

FOR IMMEDIATE RELEASE:
June 29, 2007
CONTACT: Michael E. Newman
(301) 975-3025
michael.newman@nist.gov

A team of scientists and engineers at the Commerce Department's National Institute of Standards and Technology (NIST) that is investigating the collapse of New York City's World Trade Center 7 (WTC 7) building expects to release its draft report for public comment by the end of the year. WTC 7 was a 47-story office building adjacent to the WTC towers (WTC 1 and 2) that collapsed following the terrorist attacks of Sept. 11, 2001. WTC 7 collapsed later that afternoon.

NIST's investigation of WTC 7 includes an extremely complex analysis that incorporates detailed information about the building's structure and construction, as well as data about fires, damage sustained from falling WTC 1 debris and other technical factors to determine its probable collapse sequence.

"We are proceeding as quickly as possible while rigorously testing and evaluating a wide range of scenarios to reach the most definitive conclusion possible," said Shyam Sunder, WTC lead investigator for NIST. "The WTC 7 investigation is in some respects just as challenging, if not more so, than the study of the towers. However, the current study does benefit greatly from the significant technological advances achieved and lessons learned from our work on the towers."

The NIST investigation team initially worked simultaneously on both the WTC towers and WTC 7 collapses. In June 2004, the team shifted to full-time study of the towers to develop needed simulation methods and other research tools and to expedite completion of the WTC towers report. Work resumed on the WTC 7 study in October 2005.

The current NIST working collapse hypothesis for WTC 7 is described in the June 2004 Progress Report on the Federal Building and Fire Safety Investigation of the World Trade Center Disaster (Volume 1, page 17, as well as Appendix L), as follows:

An initial local failure occurred at the lower floors (below floor 13) of the building due to fire and/or debris induced structural damage of a critical column (the initiating event) which supported a large span floor bay with an area of about 2,000 square feet;

Vertical progression of the initial local failure occurred up to the east penthouse, as the large floor bays were unable to redistribute the loads, bringing down the interior structure below the east penthouse; and

Horizontal progression of the failure across the lower floors (in the region of floors 5 and 7, that were much thicker than the rest of the floors), triggered by damage due to the vertical failure, resulting in a disproportionate collapse of the entire structure.

This hypothesis may be supported or modified, or new hypotheses may be developed, through the course of the continuing investigation. NIST also is considering whether hypothetical blast events could have played a role in initiating the collapse. While NIST has found no evidence of a blast or controlled demolition event, NIST would like to determine the magnitude of hypothetical blast scenarios that could have led to the structural failure of one or more critical elements.

Updated information with the specific date for the public release of the NIST team's draft report will be posted on the WTC investigation Web site, http://wtc.nist.gov.

Author(s): Gann, R. G.;
Title: Final Report on the Collapse of World Trade Center Building 7, Federal Building and Fire Safety Investigation of the World Trade Center Disaster (NIST NCSTAR 1A)
Published: November 20, 2008

Abstract: This report describes how the fires that followed the impact of debris from the collapse of WTC 1 (the north tower) led to the collapse of WTC 7; an evaluation of the building evacuation and emergency response procedures; what procedures and practices were used in the design, construction, operation, and maintenance of the building; and areas in current building and fire codes, standards, and practices that warrant revision. Also in this report is a summary of how NIST reached its conclusions. NIST complemented in-house expertise with private sector technical experts; accumulated copious documents, photographs, and videos of the disaster; conducted first-person interviews of building occupants and emergency responders; analyzed the evacuation and emergency response operations in and around WTC 7; performed computer simulations of the behavior of WTC 7 on September 11, 2001; and combined the knowledge gained into a probable collapse sequence. The report concludes with a list of 13 recommendations for action in the areas of increased structural integrity, enhanced fire endurance of structures, new methods for fire resistant design of structures, enhanced active fire protection, improved emergency response, improved procedures and practices, and education and training. One of these is new; the other 12 are reiterated from the investigation into the collapse of the towers. Each of the 13 is relevant to WTC 7.

I predict that one day the official admission will come that 7 was indeed a demolition controlled that was carried out to prevent the hazard of some or all of the burning building from falling less vertically and causing greater loss of life. It will also be admitted that in hindsight it was a failure not to inform the public of this, citing concern at the time that it would have unduly stressed a stressed population. Heroes will be lauded for having braved the danger of a burning skyscraper in order to place the necessary explosives. Probably they will have all perished.

I hope you are right but I doubt it will occur because then they would have to admit it was possible to plan, disseminate, deploy, set and detonate enough thermite to bring down a massive building of 40,000,000 tons of structural steel in just a matter of hours. All without anyone noticing. Which would only lead to more pressing questions regarding all the other hard to believe explanations of the official story. I have poured steel before and there is now way "rivers of molten steel" would be caused in a large building like that by normal fire.

The Saudis did it by using those head dresses they wear. They jumped from planes and silently glided onto the rooftop by attaching small guiding wings to the head dresses and used their robes for wings. Then they silently glided to the street like Batman and walked off. Over a period of years they rigged the whole building. 28 pages. :twisted:
