Biosphere 2 and other "failed" projects

Remember all the attempts to create sustainable, enclosed environments?<br>Remember how the attempts supposedly failed?<br><br>I got a hunch last night that they didn't fail.<br>That the underground bases the elite will escape into should the shit hit the fan are employing biosphere technology. I imagined Cheney addressing the media in the event of a sudden climate catastrophe: "We tried to develop biospheres in case of an emergency like this, but unfortunately the biospheres didn't work...good luck, and God bless America." [Then he turns to his staff and whispers out the side of his mouth: "Get me to the underground biosphere."]<br><br>How many of these unsuccessful and/or abandoned projects were actually successful, you think? Project Stormfury was supposedly abandoned in the 80's, despite spending hundreds of millions of dollars and producing significant results re: hurricane modification. So, of course, it probably continued off the record. just from reading that wiki piece it seems thoroughly successful,

they identified lots of problems that would have been fixed with subsequent projects,
nothing that you try and learn a lot from is a failure,

i think you are correct in your basic hunch

I guess Stargate or whatever would also be considered a failed project.
