Remember the satellite spotlight?

I remember around 2000 reading in a mainstream periodical (USA Today?) about a spotlight in orbit that could be shone onto Earth and would be like 10 times brighter than the moon, and cover some absurd distance. Whatever it was, it existed now, not in the future. <p></p><i></i>

Was this the "mirror ball" satellite that was launched from the shuttle - I think as part of some high school expriment? Essentially just a small globe covered in mirror tiles or such. I remember watching it being launched, it was very bright but i think it was designed to eventually re-enter the atmosphere and burn up, gone now. <p></p><i></i>

I have been noticing strange shimmering reflections coming from the surface of the moon the past few cycles. I am convinced they have some sort of laser beams or reflective shields that are being used for various nefarious reasons.
