<!--EZCODE LINK START--><a href="http://news.independent.co.uk/world/politics/article312223.ece" target="top">The Independent</a><!--EZCODE LINK END--><br><br>By David Usborne in New York <br>Published: 13 September 2005 <br><br>Tony Blair plans to take the lead at the United Nations tomorrow in pushing an important new anti-terror resolution through the Security Council which will <!--EZCODE BOLD START--><strong>oblige governments around the world to take action against anyone found guilty of inciting others to commit acts of terrorism</strong><!--EZCODE BOLD END-->. <br><br>Diplomats were confident that the British-sponsored text would be adopted by a special session of the Security Council to be held on the fringes of the UN Summit of more than 175 world leaders, which opens here tomorrow.<br><br>Its adoption is likely to be overshadowed, however, by the summit itself, which last night appeared to be heading towards confusion if not outright collapse.<br><br>The passing of the resolution will nevertheless be important to the British Government as it presses for tighter counter-terrorism action around the world. The British seat at the Security Council table will be taken by the Prime Minister. Several other leaders will join him, possibly including George Bush.<br><br>-----------<br><br>My, the Brits are really pushing their terror agenda aren't they? Home Secretary Charles Clarke is trying hard to convince the other EU countries to adopt his proposed 1984ish data retention measures, and biometric ID-cards for the entire EU, and Blair will propose a new anti-terror resolution at a "special session" of the Security Council. <br><br>What a coincidence that 7/7 should happen just at the beginning of Britain's <!--EZCODE LINK START--><a href="http://www.eu2005.gov.uk/servlet/Front?pagename=OpenMarket/Xcelerate/ShowPage&c=Page&cid=1079980257734" target="top">EU presidency</a><!--EZCODE LINK END-->, just in time for Clarke to use it to justify his proposals.<br><br>And that Britain hosted the G8 at the same time, giving Blair the photo opportunity of addressing the world in front of all the important leaders about the need to stand together and defeat the terrorists.<br><br>I'd really like to think that's all coincidental. But I must admit that it all feels very wrong. I'm recalling Indira Singh's words: "there will be no exit strategies from this... it won't just be America, it will be global" ... "what they are planning will make the Third Reich look like a tea party...
