FBI RENAMES 'CARNIVORE' INTERNET WIRETAP

WASHINGTON, DC -- The controversial Internet surveillance tool known as "Carnivore" has been renamed DCS1000, a name devoid of any negative associations, the Federal Bureau of Investigation said Tuesday, Reuters reported.
According to Reuters, Paul Bresson, an FBI spokesman, said, "With upgrades come new names."
The old name of a flesh-eating predator had conjured up "unfortunate" images for many people, he added.
Carnivore is specialized software installed on an Internet service provider's network under federal wiretap authority. Used in criminal and national security cases, it is capable of keeping tabs on a suspect's e-mail, instant messages and Web surfing activities.
Privacy and civil-rights advocates argue that the system violates protections against unreasonable search and seizure in the U.S. Constitution's Fourth Amendment. Former Attorney General Janet Reno ordered an independent review of its inner workings after a stir in Congress.
The name change was to have been rolled out in conjunction with an internal Justice Department review of Carnivore to be presented to Attorney General John Ashcroft soon, an FBI official said. But the change was leaked to a trade publication, Government Computer News.
"Had it not been called Carnivore, it probably wouldn't have stirred as much controversy," Bresson said. He said the new alpha-numeric "doesn't stand for anything."
Critics said the FBI was kidding itself if it thought a name change alone would allay fears. They consider the system ripe for abuse largely because of the secrecy surrounding how it scans passing data to find the court-authorized target.
"It's not the name that worries people," said David Sobel of the Washington-based Electronic Privacy Information Center. "It's the way this system works."
Barry Steinhardt, associate director of the American Civil Liberties Union, added: "If it prowls like a wolf, howls like a wolf and has the voracious appetite of a wolf, it's still a carnivore."

Cincinnati Bell security supervisors ordered wire taps installed on county computers before elections in the late 1970s and early 1980s that could have allowed vote totals to be altered, a former Bell employee says in a sworn court documents
Leonard Gates, a 23-year Cincinnati Bell employee until he was fired in 1986, claims in a deposition filed Thursday in Hamilton County Common Pleas Court to have installed the wire taps.
Cincinnati Bell officials denied Gates' allegations tha are part of a six-year-old civil suit that contends the elections computer is subject to manipulation and fraud.
Gates claims a security supervisor for the telephone company told him in 1979 that the firm had obtained a computer program through the FBI that gave it access to the county computer used to count votes.

Monkeypox virus: some truth about the virus and the horribly false solution

Monkeypox is a real virus that spreads due to skin contact, almost exclusively. If you don’t want to call it a virus, that is okay with me. It is a contagious something that spreads person to person or rarely between animals and humans. If you are not in really closely contact with someone while they are harboring a replicating virus, you won’t get it. Okay, sheets and towels and [smallpox] blankets might spread it, based on experience with smallpox.
The CDC wants to reinvent itself so we can all trust it again. This would require it to produce guidance that is helpful, not harmful, and to be truthful—which it has been unable to do so far, and I don’t think it knows how.
But I can remind the CDC how to make itself useful. Remember the AIDS epidemic, Tony and Rochelle? Aren’t you both supposed to be among America’s top experts on AIDS? That’s your specialty, right?
When NYC faced an HIV epidemic, it closed the bathhouses. It didn’t raise the status of its equity office, Rochelle. Simple, but it made a difference.
Monkeypox is a mild disease but the “pocks” are a great annoyance, because we hate seeing and dealing with them. In some areas, like the mouth and private parts, their downstream effects can be rather painful. The pocks may result in scarring.
Let’s face it: we don’t like dealing with pocks

The documents show that at least 665 employees left the FBI to avoid penalties following sexual misconduct investigations from 2004 to 2020. They also suggest that senior FBI employees received lighter penalties than lower-ranking employees after committing similar misconduct. An FBI's informant's role in the murder of a civil rights activist by the KKK is. In 1965, Detroit housewife Viola Liuzzo drove to Alabama to help organize Martin Luther King's Voting Rights March from Selma, Alabama, to Montgomery. But after the march's historic success, Liuzzo was shot to death by members of the Birmingham Ku Klux Klan. The case drew national attention and was solved almost instantly, because one of the Klansman present during the shooting was Gary Thomas Rowe, an undercover FBI informant. At the time, Rowe's information and testimony were heralded as a triumph of law enforcement. But as Gary May reveals in this provocative book, Rowe's history of collaboration with both the Klan and the FBI was far more complex. Based on previously unexamined FBI and Justice Department Records, The Informant demonstrates that in their ongoing efforts to protect Rowe's cover, the FBI knowingly became an accessory to some of the most grotesque crimes of the Civil Rights era-including a vicious attack on the Freedom Riders and perhaps even the bombing of the Sixteenth Street Baptist Church. Department of Justice (DOJ) Inspector General Michael E. Horowitz announced today the release of an evaluation of gender equity in the Federal Bureau of Investigation’s (FBI) training process for new Special Agents and Intelligence Analysts at the FBI Academy. The FBI Basic Field Training Course (BFTC) at the FBI Academy began in 2015 and is the program for New Agent Trainees (NAT) and New Intelligence Analyst Trainees (NIAT) to learn the skills and standards necessary for their job.
In 2019, several former NATs and NIATs filed a lawsuit against the FBI, alleging gender discrimination at the FBI Academy. Following a request from the U.S. House of Representatives Committee on the Judiciary, the DOJ Office of the Inspector General (OIG) initiated this evaluation of policies and practices, trends, and patterns for male and female trainees, as well as perceptions of gender equity at the FBI Academy. The OIG did not evaluate the specific allegations made in the lawsuit, which remains pending in a U.S. District Court.
The OIG’s findings included the following:
* Female and Male Trainees Graduated at Comparable Rates, but Female NATs Received a Disproportionate Number of Dismissals and Negative Tactical Training Evaluations. From 2015 through 2020, 96 percent of men and 94 percent of women graduated from the BFTC. However, we found that female New Agent Trainees received a disproportionate number of performance citations and were dismissed at rates higher than expected based on their share of the population.
* A Substantial Number of Women Reported Inappropriate Behavior and Inconsistent Instructor Evaluations of Trainees Based on Gender. While most trainees we interviewed and surveyed stated that trainees were treated equally at the FBI Academy, some trainees reported negative training experiences and a substantial number of women reported inappropriate instructor behavior. Specifically, 50 percent of female survey respondents stated that instructors told sexist stories or jokes. In addition, trainees identified concerns regarding instructors’ inconsistent instruction and evaluation of trainees, particularly in tactical training. For example, 45 percent of female survey respondents reported being evaluated differently because of their gender.
* Women Have Been Substantially Underrepresented as Tactical and Defensive Tactics Instructors. Even though stakeholders detailed multiple benefits of women serving as tactical instructors, between 2015 and 2020 only two women served as tactical or defensive tactics instructors for the BFTC. Our evaluation found this was due to few women applying to these roles and role qualification requirements that limited the number of female FBI employees who qualified. Academy leadership recently changed one of the qualification requirements for applying to be a tactical instructor, which may increase gender diversity in these instructor positions.

Jane Turner was a highly decorated, 25-year veteran Special Agent with the FBI. She served in the most difficult investigatory positions and was the first women named as the head of an FBI resident agency. She led the FBI’s highly successful programs combating crimes against women and child sex crime victims on North Dakota Indian Reservations.  In retaliation for exposing FBI failures within its child crime program, Turner was removed from senior resident agent position.
Turner successfully fought her removal and won a historic victory for all FBI whistleblowers before the U.S. Court of Appeals for the Eighth Circuit.  She challenged her retaliation in federal court, and won a unanimous jury verdict in her favor, obtaining the largest compensatory damage award permitted under the law for federal employees.  Jane also exposed criminal theft of property at the 9/11 crime scene by a handful of FBI agents.  She was harshly retaliated against for reporting these violations to the Department of Justice, Inspector General.  After a ten-year battle, she prevailed, becoming only one of a small handful of FBI agents to win her cases under the FBI Whistleblower Protection Act.

Frank Serpico was born in Brooklyn, New York. When he was eighteen, he enlisted in the U.S. Army and served for two years in Korea. After military service, he worked part-time and attended college, joining the New York City Police Department at the age of twenty-three. His police career has been well-documented in Peter Maas’s best-selling biography and in the Academy Award nominated film, Serpico, in which Al Pacino portrayed him.
Serpico’s career as a plainclothes police detective working in Brooklyn and the Bronx to expose vice racketeering was short-lived, however, because he swam against the tide of corruption that engulfed the NYPD during the late sixties and early seventies. Not only did he consistently refuse to take bribes for “looking the other way,” he risked his own safety to expose those who did. In 1967 he reported to appropriate officials “credible evidence of widespread, systemic police corruption.” It was not until April 1970, however, when the New York Times published an explosive story, that Mayor Lindsay took action and appointed the Knapp Commission to investigate. As a consequence of his testimony before the commission, Serpico was ostracized by his peers and, many believe, ultimately “set up” to be shot during a drug raid in which he was seriously wounded and his fellow officers did not call for assistance.
He resigned from the NYPD and spent the next ten years living abroad, recovering from his wounds, traveling and learning. In the early eighties he settled in New York State.
Serpico continues to speak out against both the weakening of civil liberties and corrupt practices in law enforcement, such as the attempted cover-up following the Amadou Diallo shooting in 1999. He provides support for “individuals who seek truth and justice even in the face of great personal risk.” He calls them “lamp lighters,” a term he prefers to the more common “whistleblowers,” because it evokes memories of the historic ride in which Paul Revere made a great deal of noise and caused the lanterns to be lit.

A teaser notice: I am producing a Symposium on the Attack on Food and Agriculture--and how to fight back, on Saturday, March 4
This will be a ~4 hour event on CHD-TV, beginning at noon, eastern time.
Speakers will include James Corbett, Stephanie Senneff, Joe Mercola, Patrick Wood, Ronnie Cummins and a host of others.
They will explain how federal and state governments have been squeezing small farmers and growers for decades here and overseas, and contributing to the debasement of food. This is how we address it.
