US-NATO proxy war in Ukraine utilizes space technology

The Global Network monthly space video this time reviews how space satellites are used by the US-NATO to target Russian-ethnic regions of the Donbass in eastern Ukraine and Russian military forces.

Elon Musk's Space X company is deploying tens of thousands of Starlink satellites in Lower Earth Orbit (LEO). The parking lots in LEO are getting dangerously crowded. Scientists fear cascading collisions as a result.

The Pentagon is using Musk's Starlink satellites to provide surveillance and targeting information to the Ukrainian army.

Whichever nation(s) control LEO enables them to have considerable advantage on the battlefield.

China is responding by announcing it will launch 13,000 satellites into LEO in order to prevent the US-NATO from totally filling up the scarce orbital parking spaces.

Danger exists as major powers compete for access and/or domination in space.

A new United Nations space weapons ban treaty is needed now more than ever.

Inspector General's Report on the FBI Laboratory: What It Really Means to Prosecutors
NCJ Number 171599
Journal Prosecutor Volume: 31 Issue: 3 Dated: (May/June 1997) Pages: 13-15
Author(s)
J M Maddock
Date Published 1997
Length 3 pages
Annotation
An investigation of the Federal Bureau of Investigation (FBI) Laboratory was initiated by the Office of the Inspector General (OIG) in September 1995 in response to allegations raised by an FBI special agent.
Abstract
The investigation focused on three laboratory units: Explosives Unit, Chemistry-Toxicology Unit, and Materials Analysis Unit. Several broad areas of concern surfaced in the course of the investigation, particularly the impact of laboratory issues on criminal cases. The OIG did not find evidence of systemic contamination or improper evidence handling by laboratory employees but did raise serious criticisms of the performance of certain FBI employees. The FBI cooperated fully with the investigation and determined ineffective management within the laboratory resulted in problems being overlooked. In addition, the FBI agreed certain examiners failed to uphold high standards of professionalism. The FBI concurred with each of the 40 major recommendations contained in the OIG report and also adopted measures to improve the quality of the laboratory's work that exceeded OIG recommendations. Actions the FBI has taken in response to OIG recommendations are noted that relate to accreditation, laboratory restructuring, examiner reports, examiner training, and quality assurance. 1 photograph

Probe could help unlock vast web of CIA criminality and corruption spawning from theft and illegal use of spyware software used to monitor and track dissidents
During the 1970s, a former National Security Agency (NSA) staffer named Bill Hamilton, who had translated articles in the North Vietnamese press for the CIA during the Vietnam War, developed with his wife Nancy new computer software under contract by the Law Enforcement Assistance Administration (LEAA) to help law enforcement agencies collect money owed to the government by criminals and to track court cases and criminal offenders.
In March 1982, a company that the Hamiltons formed, called the Institute for Law and Social Research (INSLAW), was awarded a $10 million contract to install the software known as Prosecutors Management Information System (PROMIS) in 94 Department of Justice offices.
Officials in the Justice Department working under then-Attorney General Edwin Meese, however, forced INSLAW into bankruptcy and seized INSLAW’s version of PROMIS

The U.S. Patent Office has proposed new rules about who can challenge wrongly granted patents. If the rules become official, they will offer new protections to patent trolls. Challenging patents will become far more onerous, and impossible for some. The new rules could stop organizations like EFF, which used this process to fight the Personal Audio “podcasting patent,” from filing patent challenges altogether.

Testimony of FBI lab Director Dr. Frederic Whitehurst in the Timothy McVeigh Trial

https://www.nytimes.com/2004/05/20/us/w ... trial.html
Witness Says Expert Lied at Bomb Trial
May 20, 2004
An F.B.I. whistle-blower testified Wednesday at the state murder trial of Terry L. Nichols that a government scientist lied when he said ammonium nitrate crystals found on debris from the Oklahoma City bombing had been embedded by the force of the blast.
The whistle-blower, Frederic Whitehurst, testifying for the defense, said an F.B.I. forensic scientist he had trained, Steven Burmeister, also lied when he testified that the crystals came from the kind of fertilizer believed to have been used in the bombing.
Mr. Whitehurst said there was not enough evidence to support either of Mr. Burmeister's conclusions.
''He is my student,'' Mr. Whitehurst said. ''And I trust him like a brother. But he lied under oath. He lied.''

https://en.wikibooks.org/wiki/Professio ... nd_the_FBI
Frederic Whitehurst and Michael Malone
Frederic Whitehurst had a Ph.D. in chemistry from Duke and a J.D. from Georgetown. He joined the FBI in 1982. He worked in Houston and Los Angeles as a special agent, and at this time, his biggest gripe was about how other agents padded their time cards. When he was moved to the lab to be the top explosives-residue expert, he immediately found many problems in the lab. He questioned colleagues’ work, and had an issue with the clutter in the labs, he felt there was too much contamination of evidence. He cared so much about the state of the lab that he spent nights, weekends, and holidays cleaning the lab and replacing equipment with state-of the-art equipment.[2]

In the fall of 1990, he had a conversation with Bill Tobin, who also worked for the FBI, about how they hate when agents misuse their frequent flier miles. Tobin told Whitehurst about a colleague who might have been conducting his lab work while staying faithful to his law enforcement team. That would be Michael Malone.[3] He had a bachelor’s and master’s degree in biology, after teaching high school for two years he joined the FBI as a special agent in 1970. After four years as a criminal investigator, he was assigned to the crime lab.[4]

He worked in the lab for 25 years as a hair and fiber analyst. He testified in 5000 criminal trials. He was extremely popular with prosecutors, and was famous for being able to come up with evidence when there were no eyewitnesses, no confessions, and no motives to send people to prison or death row. The more he seemed to do this, the more prosecutors sought him out for their cases. He worked in many high-profile cases. [5]

Tobin actually told Whitehurst that he saw Malone manipulate evidence in a high-profile case. His accusations referenced the Hastings case, in which was a federal judge was convicted of taking a bribe.[6] He also testified against Charles Fain, who was sentenced to death row for murder and rape of a nine- year-old girl; he had served 18 years on death row before the Department of Justice acknowledged the mistakes Malone made, and that real evidence showed it his innocence.[7] Donald Gates was another innocent man found guilty on Malone’s testimony for rape and murder, but he had to do 28 years before they let him out.[8]

When Whitehurst blew the whistle, he got suspended from work, and the FBI immediately came down on him for “bashing” the FBI crime lab. Malone himself claims he never did anything wrong; he admits that sometimes he testified as a laymen, not an expert, but claims that was always known. He admits that he “misspoke” on several occasions, but denies doing it on purpose. He says he never favored prosecutors.[9]

By HALEY STRACK
Haley writes with righteous indignation about the FBI’s failures to prevent further sexual abuse by former USA Gymnastics doctor Larry Nassar:
The FBI’s Indianapolis field office met with USA Gymnastics officials, including president Steve Penny, in July 2015 to address allegations that Nassar sexually abused multiple gymnasts. After consulting with attorneys and special agents, the Indianapolis office decided to transfer the case to the Western District of Michigan, where there would likely be federal jurisdiction. That transfer never happened, even though W. Jay Abbott, the special agent in charge, told Penny and FBI officials that it did.
Weeks after not transferring the report, Abbott met Penny at a bar to discuss a job opportunity. From there, the case was stagnant for eight months until USA Gymnastics officials alerted the FBI’s Los Angeles field office of Nassar’s misdoings. When contacted by the Los Angeles office, the FBI’s Indianapolis field office said it had no record of the initial report.
This reminded me of a 2018 article from Kevin Williamson in the aftermath of the Parkland, Fla., school shooting. Kevin wrote:

Shocking Video from Maine Prison Shows a Restrained Prisoner Being Tortured with Pepper Spray
This is one of many examples of corrections staff abusing restraints and pepper spray, at times with deadly results
You’re never going to win… Bottom line is the house wins every time.
That’s what Maine Correctional Center Captain Shawn Welch said to a prisoner who was strapped into a restraint chair, his face coated with pepper spray and his legs shaking in pain and fear. The entire ordeal was captured in a disturbing video that recently hit the internet. After Captain Welch pepper sprayed prisoner Paul Schlosser in the face, Captain Welch ignored Schlosser’s plea that he could not breathe; at one point, Captain Welch responds to Schlosser’s pleas for help with the taunt, “Last I heard, I was as useless as tits on a bull.”
How in the world did this come about?
A former military medic, Paul Schlosser has received treatment in prison for both bipolar disorder and depression. After being held in solitary confinement for two months, he began to cut himself – a common response to such long-term isolation. On June 7, 2012, Schlosser pulled off his bandages and refused to be treated. He was then strapped to a restraint chair and confronted by Captain Welch.
In the video, we see Schlosser immobilized in the restraint chair and surrounded by officers in riot gear. Schlosser remains compliant until one of the officers pins Schlosser’s head to the back of the chair; Schlosser responds by squirming and then spitting at the officer. Without warning, Captain Welch suddenly coats Schlosser’s face at close range with pepper spray from a canister only intended to be used on large crowds from a distance of twenty feet or more, according to an investigator’s report. Schlosser chokes and fights for breath. He pleads, “I can’t breathe, Captain,” but Welch does nothing. Instead of following accepted professional standards and rinsing away the liquid, Welch puts a spit hood on Schlosser, effectively trapping the pepper spray against the man’s face. For over 20 minutes, Welch, with canister in hand, paces in and out of the small area where Schlosser is being restrained, and refuses to let him wash the burning spray from his face and eyes.
Sadly, this is one of many examples of corrections staff abusing restraints and pepper spray, at times with deadly results:
* Nick Christie died in 2006 after being pepper sprayed twelve times and spending six hours naked in a restraint chair. There, too, guards placed a spit hood over Mr. Christie, ensuring that he would breathe the liquid as long as he wore it. The case was later ruled a homicide.
* Maricopa County Sheriff Joe Arpaio discontinued the use of restraint chairs in 2006 after three wrongful death lawsuits.
* Jesse Lee Williams, Jr. was restrained when guards sprayed an entire can of pepper spray into a hood before putting it over his mouth as part of a savage beating. He died two days later.
Openness and accountability are two of the strongest bulwarks protecting prisoners from abuse. This is true whether the abuse occurs in a matter of minutes, such as when Arizona guards beat, tased, stripped, and left Marty Atencio to die in a cell, or days, like when Michigan guards strapped Timothy Souders to a cement slab until he died of hyperthermia and dehydration.
Unfortunately, instead of promoting openness and accountability, the Maine Department of Corrections has closed ranks to protect one of its own. Corrections Commissioner Joseph Ponte ignored the recommendation to fire Welch despite an internal investigation which found that Welch acted on a personal vendetta against Schlosser and not for any legitimate security reason. Now, the Department has focused its attention on ensuring no more videos are leaked, instead of ensuring no more torture happens.
Paul Schlosser is lucky to be alive. The next Paul Schlosser might not be so lucky.

US justice department uncovers significant 'improper conduct' among staff taking open-book, multiple-choice test
Adam Gabbatt
Tue 28 Sep 2010
The FBI is responsible for, among other things, tackling fraud and corrupt practices in the public sector.
However, it seems the US federal agency may have its own problems with duplicity, after an investigation found that "a significant number of FBI employees engaged in some form of improper conduct or cheating" when obliged to sit a key exam.
Agents from the FBI – motto "Fidelity, Bravery, Integrity" – had to take the 90-minute assessment to prove they had understood guidelines on how to conduct terrorism investigations.
Suspicion was raised, however, when more than 200 employees completed the exam in less than 20 minutes.

Justice Department Inspector General Glenn Fine said Monday that his limited review of allegations that agents improperly took the open-book test together or had access to an answer sheet has turned up "significant abuses and cheating."

FBI guns and laptops go missing

Record-keeping was poor, the Justice Department found

An embarrassed US Justice Department is reviewing its security procedures after admitting that more than 700 weapons and over 400 laptop computers had gone missing in the past three years.
Most of the laptops belonged to the FBI - many containing classified information.
Two of the guns were subsequently used in armed robberies, a third apparently became a murder weapon after being stolen from the home of an FBI agent in New Orlean

“Fourteen brick agents in a row whose guns were stolen get suspended at least five days without pay. Number fifteen is an SAC who only gets a written reprimand. You tell me, where’s the Integrity in that? ”

My last assignment at the FBI included supervising investigations into government property stolen from federal law enforcement officers.  Cases involved guns,  badges, bullet proof vests, cell phones, and ballistic steel plates (those plates are expensive and have serial numbers).   My squad carried cases from all the federal agencies, not just the FBI.  Sometimes it seemed like the whole alphabet soup

Frank Wilkinson, Anti-HUAC Activist, Sent to Prison for Contempt of Congress

Civil libertarian and anti-HUAC activist Frank Wilkinson was sentenced to prison on this day for contempt of Congress. Wilkinson had been called to testify before the House Un-American Activities Committee, on July 30, 1958, and refused to answer its questions.
He had been a leader of the national campaign to abolish HUAC, and organized the protests against the committee’s hearings in San Francisco on May 12, 1960, which were the largest public anti-HUAC protests in the committee’s history.
Contempt of Congress indictments became a heavy weapon against alleged subversives during the Cold War. While it had rarely been used before World War II, HUAC issued 21 contempt citations in 1946, 14 in 1947, and 56 in 1950. All other House Committees in those years issued a total of only 6 contempt citations.

Sen. Wyden Reveals New Details about the Massive Hemisphere Surveillance Program
November 21, 2023
Yesterday, in a letter to the Department of Justice (DOJ), Sen. Ron Wyden revealed stunning new details about the Drug Enforcement Agency’s Hemisphere program, now known as Data Analytical Services (DAS), a vast and highly-secretive surveillance authority run by the White House Office of National Drug Control Policy and the DEA. Under DAS, law enforcement agencies at the state, local, and federal levels serve AT&T administrative subpoenas—which under current law are not subject to any judicial oversight—to obtain more than a trillion call detail records, including location information. While DAS is ostensibly supposed to used exclusively to obtain information relevant to drug-related crimes, WIRED reports that agencies have used this authority for a variety of non-drug related investigations. Sen. Wyden, in his letter, noted that he has “serious concerns about the legality of this surveillance program,” and that materials provided by DOJ “contain troubling information that would justifiably outrage many Americans and other members of Congress.”
EPIC has published a fact sheet about the Hemisphere/DAS program and released the following statements following Wired’s story:
“The Data Analytical Services, or Hemisphere, program is just the latest example of the U.S. government’s warrantless surveillance of Americans. Congress needs to end this outrageous violation of Americans’ civil liberties.” – Alan Butler, Executive Director, Electronic Privacy Information Center (EPIC)
“The Data Analytical Services (DAS) and its predecessor, Hemisphere, are yet another piece of the warrantless government surveillance ecosystem, which has enabled the government to acquire staggering amounts of Americans’ most sensitive information. Congress must conduct a hearing on DAS immediately and rein in this outrageous practice before reauthorizing any other parts of this surveillance ecosystem such as FISA Section 702.” – Jeramie Scott, Senior Counsel and Director of EPIC’s Project on Surveillance Oversight
EPIC filed suit against the DEA in 2013 after the agency failed to respond to EPIC’s FOIA request for information about the Hemisphere program, leading to the release of records revealing that both the FBI and CBP obtained access to these call detail records. EPIC recently endorsed the Government Surveillance Reform Act (GSRA), which would ensure judicial review and robust oversight of DAS and other massive surveillance programs. It would also fix gaps in statutory protections for Americans’ most sensitive information, ensuring that agencies cannot evade existing protections, such as by purchasing information.

Hemisphere: Law Enforcement's Secret Call Records Deal With AT&T
For almost 10 years, federal and local law enforcement agencies across the country have engaged in a massive and secretive telephone surveillance program known as “Hemisphere.” Publicly disclosed for the first time in September 2013 by the New York Times, the Hemisphere program provides police access to a database containing call records going back decades, combined with a sophisticated analytical system. The program involves a private-public partnership with AT&T.
“Hemisphere” came to light amidst the public uproar over revelations that the NSA had been collecting phone records on millions of innocent people. However, Hemisphere wasn’t a program revealed by Edward Snowden’s leaks, but rather its exposure was pure serendipity: a citizen activist in Seattle discovered the program when shocking presentations outlining the program were provided to him in response to regular old public records requests.
But these documents only painted a partial portrait of the program, and since the New York Times’ initial reporting in 2013, EFF has filed its own Freedom of Information Act and state-level public records requests to learn more. The results have been frustrating, with various agencies providing highly and inconsistently redacted documents in what seems to be an attempt to further hide information from the public.
In July 2015, EFF had enough with the secrecy. We filed two separate lawsuits to force law enforcement agencies to release important information that would contribute to the public debate about the efficacy and legitimacy of the program. One lawsuit was against the Drug Enforcement Administration (DEA), while the other was against the California State Attorney General.
In late 2018, we closed the case having freed up hundreds of pages of documents and unmasked redactions across dozens of emails and presentations. The California lawsuit is ongoing.
What is Hemisphere?

Biden's Key Climate Law Gives Big Oil a 'Massive Escape Hatch': Analysis
‘While the IRA was touted as the 'largest investment in climate and energy in American history,' it could turn out to be a failure if Biden doesn't also take bold action on fossil fuels," said Oil Change International.
JULIA CONLEY Nov 20, 2023
The 2022 law heralded as U.S. President Biden's key climate achievement may support an expansion of clean energy, but a new analysis out Monday demonstrates
how the Inflation Reduction Act leaves the fossil fuel industry with vast opportunities to extract more oil and gas and continue boosting its record-breaking profits at the expense of frontline communities.
The report, said Oil Change International (OCI) as it released the new findings, proves that the Biden administration can't rely on the IRA to demonstrate its commitment to the emissions reduction that scientists agree is needed to mitigate the climate crisis.
Titled Biden's Fossil Fuel Fail: How U.S. Oil and Gas Supply Rises Under the Inflation Reduction Act, Exacerbating Environmental Injustice and released 10 days before the 28th annual United Nations Climate Change Conference (COP28), the analysis uses previously unpublished data from climate modeling by the Rhodium Group, an environmental think tank.
"The model projects that despite the IRA's investment in renewable energy, electric vehicles, and batteries, the United States could still miss its Paris Agreement goal of reducing U.S. emissions by 50 to 52% below 2005 levels by 2030," reads the report, noting that as the world's largest historical emitter of fossil fuel emissions, the U.S. has a responsibility to "cut its emissions faster than the global average."
The group's model projects that domestic fossil gas demand in the U.S. will decline by 16% by 2035, yet production is expected to rise by 7%. Petroleum demand is expected to decline by 20%, yet

Nov 20, 2023
Privacy advocates on Monday renewed demands for swift congressional action on government surveillance in response to new WIREDreporting on a federally funded program through which law enforcement obtains phone records from AT&T.
"This is a long-running dragnet surveillance program in which the White House pays AT&T to provide all federal, state, local, and tribal law enforcement agencies the ability to request often-warrantless searches of trillions of domestic phone records," U.S. Sen. Ron Wyden (D-Ore.) wrote Sunday in a letter to Attorney General Merrick Garland, which WIRED obtained and published in full.
Wyden—a lead sponsor of the Government Surveillance Reform Act (GSRA), a bipartisan bill introduced earlier this month—shared some of what he has learned about the program and urged the U.S. Department of Justice (DOJ) to release information about it.
Now known as Data Analytical Services (DAS), the program was initially revealed to the public as the Hemisphere Project by The New York Times in 2013. Information collected includes caller and recipient names, phone numbers, and dates and times

DEA's Domestic Surveillance 'Mission Creep'
It appears that DEA agents have been employed on non-drug-related investigations for far longer than they were originally authorized.
PATRICK EDDINGTON | 11.20.2023
Normally, when Americans see a story mentioning the Drug Enforcement Administration (DEA), they expect it to deal with the nation's endless (and futile) war on drugs. And most of the time, the news about or coming from the DEA concerns illicit drug trafficking, arrests, and prosecutions. But during the 2020 national protests against the murder of George Floyd by Minneapolis police, the DEA got publicity for another mission its leadership generally doesn't want to discuss: domestic surveillance.
On June 2, 2020, BuzzFeed News reporters Jason Leopold and Anthony Cormier broke the story that the Justice Department (DOJ) had authorized the DEA to go outside of its normal legal boundaries of drug enforcement. The DEA was authorized "to enforce any federal crime committed as a result of protests over the death of George Floyd." The mission included "covert surveillance

FBI INFORMANT SENTENCED TO LIFE

In the series of trials which followed the capture of the Ohio 7, the government relied heavily upon the testimony of an informant named Joseph Aceto (aka: Joseph Balino), a former member of Statewide Correctional Alliance for Reform (SCAR), a prisoners-rights organization founded in Portland, Maine during the early 1970s by Tom Manning and Ray Luc Levasseur.  Aceto offered considerable "evidence" concerning the original formation of the SMJJ, its evolution into UFF, and supposedly first-hand recollections of the defendants' having described their bombing and bank-robbing exploits to him. Only later did it emerge conclusively that the government's star witness had consistently lied under oath, passing off third-hand gossip and utter fabrications as conversations in which he himself had participated.   It also came out that Aceto had been diagnosed as psychotic and administered heavy doses of the tranquilizer Mellaril - to "increase his veracity" - prior to testimony.   To top things off, it was revealed that, in exchange for such testimony, the FBI had arranged for him to be released from prison where he was serving a life sentence for a brutal stabbing murder and placed on the federal witness protection program (a package with an $800 per month stipend).   All this information had been withheld from the defense - and consequently from the jury - at trial.

In recently discovered film of the Kent State Shooting in 1970 (1:07.40 thru 1:08), FBI informant provocateur Terry Norman (photo at top) is the young man in the light colored sports jacket. Earlier that day Norman's mentor, Detective Tom Kelly from the Kent Police had attempted to have Norman's gun approved for carrying on campus during the demonstrations, but that approval never came so it's KEY that the video clearly shows Norman handing over his gun to Detective Kelly.
From forensic evidence expert Stuart Allen's analyses of the Kent State Tape in 2010, we learned that Norman shot that weapon at the May 4th demonstration as he was attacked & beat-up by students who saw his gun. (More on Terry Norman ~ Does Terry Norman Hold the Key to Kent State?.)
Watching these Kent State videos without sound, Norman's gun hand-off coupled with the post-Kent State Tape analysis, we now understand the importance of this interaction caught on video & at many other sources.
Norman's pistol 'created the sound of sniper fire.'
In response to the DOJ whitewash report Congressman Dennis Kucinich issued a statement:
“The letter also failed to indicate any efforts to reconcile the evidence in the recording with any prior statements about the incident made by FBI paid informant, Terry Norman, who was on campus that day and was known to have brandished a gun that might have created the sounds caught in the recording.
“While I appreciate the response from the Justice Department, ultimately, they fail to examine key questions and discrepancies. It is well known that an FBI informant, Terry Norman, was on the campus. That FBI informant was carrying a gun. Eye witnesses testified that they saw Mr. Norman brandish that weapon. Two experts in forensic audio, who have previously testified in court regarding audio forensics, found gunshots in their analysis of the audio recording.
Did an FBI informant discharge a firearm at Kent State?
Did an FBI informant precipitate the shootings?"
Why is understanding the Kent State Ohio Massacre critical?
To understand the events of May 4, 1970 at Kent State and the four dead in Ohio, is to understand much of what has happened in our history before, during and after.
In the intervening 41 years, there have been a wide range of commissions, studies, research and theories of what actually led to twenty-eight Ohio National Guardsmen shooting into a crowd of anti-war protesters at Kent State University which left four college students dead on the ground.

GARY MAY. The Informant: The FBI, The Ku Klux Klan, and the Murder of Viola Liuzzo.
Gary May's book tells the story of a white-on-white drive-by shooting in Alabama that took place in the narrow window between Selma's bloody Sunday and passage of the Voting Rights Act of 1965 that brought down Jim Crow for good. Ku Klux Klansmen from Birmingham arrived in a Chevrolet Impala looking to serve the great white race and did so on Highway 80 near Big Swamp Lake by shooting into the Oldsmobile driven by a Detroit housewife who had left five children behind to come South and help the civil rights movement. Shortly after noon the next day, President Lyndon B. Johnson announced that J. Edgar Hoover's Federal Bureau Investigation (FBI) had solved the Viola Liuzzo murder. He did not mention that a paid bureau informant rode in the Impala with three other Klansmen and made no attempt to stop the shooting (he may have fired the fatal shots himself).
