ACID DREAMS, THE COMPLETE SOCIAL HISTORY OF LSD: THE CIA, THE SIXTIES, AND BEYOND

The First Human Be-In


As the Love Pageant Rally drew to a close and the crowd began to drift away from the Panhandle, the organizers of the stoned festival exulted in their achievement. That same evening members of the Oracle group gathered at the home of Michael Bowen to consider their next step. Bowen was a key personality within the Oracle clique, and his studio served for a time as the office of the psychedelic tabloid. A painter with beatnik roots, he spent much of his time depicting third eyes and occult symbols amid swirls of bright color. When he wasn't putting the brush to an acid-influenced canvas, he acted as a self-appointed liaison between the Oracle staff and various psychedelic and artistic luminaries such as Allen Ginsberg, Timothy Leary, and Lawrence Ferlinghetti.

Some years earlier Bowen had fallen under the singular and charismatic influence of a mysterious guru-type figure named John Starr Cooke. A man of wealth and influential family connections, Cooke was no stranger to high-level CIA personnel. His sister, Alice, to whom he was very close, was married to Roger Kent, a prominent figure in the California state Democratic party; Roger's brother, Sherman Kent, was head of the CIA's National Board of Estimates (an extremely powerful position) and served as CIA director Allen Dulles's right-hand man during the Cold War. John Cooke hobnobbed with Sherman Kent at annual family reunions and is said to have made the acquaintance of a number of CIA operatives while traveling in Europe.

Driven by an avid interest in the occult, Cooke journeyed around the world befriending an assortment of mystics and spiritual teachers. In the early 1950s he became a close confidant of L. Ron Hubbard, the ex-navy officer who founded the Scientology organization. Cooke rose high in the ranks of the newly formed religious cult. (He was the first "clear" in America, meaning he had attained the level of an advanced Scientology initiate.) Before long, however, he grew disillusioned with Hubbard and they parted ways. A few years later, while living in Algiers, Cooke was stricken with polio, which left him crippled and confined to a wheelchair for the rest of his life. Despite his physical disability he was revered by a Sufi sect in northern Africa as a great healer and a saint. Some of his admirers claimed he could activate shakti, or kundalini energy, and induce a blissful spinal seizure merely by touching people on the forehead.

By the early 1960s Cooke had moved back to California, where he immersed himself in an intensive study of the tarot. Word quickly spread through the West Coast occult circuit about an extraordinary psychic who possessed a tarot deck with the handwritten annotations of its previous owner, the infamous Aleister Crowley. Crowds of young people started to flock to Carmel to visit Cooke, and they were not disappointed. With a bald head, goatee, and piercing gray eyes, Cooke looked as though he belonged behind a crystal ball. Shortly after he participated in a series of "channeling" sessions, which resulted in the New Tarot Deck for the Aquarian Age, he had his first taste of LSD-25. Apparently he found the psychedelic to his liking, as he proceeded to drop acid nearly every day for a two-year period. According to one of his disciple-associates, Cooke was also something of a bacchant. At times his penchant for alcohol and acid left him drunk and crazed in his wheelchair.

While the Haight was in its heyday, Cooke was sequestered at a secluded outpost in Cuernavaca, Mexico (his home until he died in 1976), from whence he directed a small but dedicated band of acid evangelists known as the Psychedelic Rangers. Michael Bowen was a member of this group. At Cooke's instruction a half-dozen Rangers were dispatched to various psychedelic hot spots in North America and Europe. Bowen went to Millbrook to try and influence the thinking of Leary's clan and lure some of them back to Mexico where Cooke was leading seances while high on acid. Among those who are said to have visited the crippled psychic were Ralph Metzner, songwriter Leonard Cohen, Andrija Puharich, who conducted parapsychology and drug experiments for the US military in the late 1950s, and Seymour ("The Head") Lazare, a wealthy business associate of William Mellon Hitchcock's.

Following Cooke's "master plan," the Psychedelic Rangers targeted selected individuals for high-dose LSD initiations. They employed 2,000 to 3,000 micrograms (100 to 250 micrograms is usually sufficient for a full-blown acid trip) during a single session in an effort to bring about a rapid and permanent transformation of psychological disposition. Bowen claims he furnished acid to a number of well-known public figures, including comedian Dick Gregory and Jerry Rubin, the future Yippie leader. He also turned on certain journalists (among them a reporter for Life magazine) with the hope that they might see the Clear Light, as it were, and present a more favorable picture of LSD in the press.

Cooke and his Psychedelic Rangers believed that by spreading the LSD revelation they were helping to enlighten mankind. They fancied themselves cosmic Good Guys secretly battling the Forces of Darkness in an all-out struggle that would ultimately determine the destiny of the planet. Their world view was distinctly Manichaean: Eros versus Thanatos, the great mythic showdown, with history merely the echo of these titanic opposites locked in eternal conflict. In this respect their perceptions were akin to those of another group of psychedelic devotees who operated in secret while invoking a Manichaean demonology to justify their activities. Nourished by the dual specter of an all-powerful enemy (Communism) and a permanently threatened national security, the CIA assumed the role of America's first line of defense. In its never-ending battle against the Red Menace the cult of intelligence utilized every weapon at its disposal, including covert LSD warfare.

In 1966 Michael Bowen settled in Haight-Ashbury, at the specific request of John Cooke. The two men communicated on a regular basis, keeping each other abreast of new developments within the burgeoning youth culture. When the Oracle people convened at Bowen's pad after the Love Pageant Rally, he dutifully called his spiritual adviser to tell him what had transpired. During their conversation, according to Bowen, the plan for an even bigger event was conceived: a "Gathering of the Tribes," a spiritual occasion of otherworldly dimensions that would raise the vibration of the entire planet. The Haight would host the Happening of happenings. It would be the first Human Be-In.

One of the main purposes of the be-in, as formulated by Cooke, Bowen, and the rest of the Oracle crew, was to bring together cultural and political rebels who did not always see eye to eye on strategies for liberation. In effect the goal was to psychedelicize the radical left.





A few days after the be-in, the Oracle hosted a hip summit conference focusing on "the whole problem of whether to drop out or take over," as philosopher Alan Watts put it. Watts was joined by Allen Ginsberg, Gary Snyder, and Timothy Leary, who made no bones about where he stood on the issue. In his opinion the psychedelic and antiwar movements were completely incompatible. "The choice is between being rebellious and being religious," he declared. "Don't vote. Don't politic. Don't petition. You can't do anything about America politically." To Leary there was no real difference between capitalism and Communism, between Ronald Reagan and Fidel Castro; both were hung up on competitive power politics. And so were the student activists, whom he denigrated as "young men with menopausal minds." Leary dismissed any action that did not emanate from an expanded consciousness as "robot behavior." "People should not be allowed to talk politics," he stated, "except on all fours."

Watts cautioned against imposing a particular vision on the world, but Leary persisted. As far as he was concerned, the psychedelic subculture was the only game in town. Forget about civil rights and exploitation, forget about the war; dropping out was the revolution. "The first thing you have to do is completely detach yourself from anything inside the plastic, robot Establishment." And then what? Leary envisioned the Haight as a launching pad for thousands of young people who would gallantly band together in small tribes and wander the United States and Western Europe, living off the fat of what he contemptuously called the unenlightened "mineral culture" (technological society). He preached his own version of lysergic Leninism -- the nation-state would eventually wither away as more and more people turned on. ("Let the State Disintegrate" was one of his less successful slogans.) In the meantime the hippies would "stamp out reality," as the famous button read, by loving the establishment to death.

Secret Warfare: Operation Gladio and NATO's Stay-Behind Armies

Chronology

1940 In England Prime Minister Winston Churchill creates the secret stay-behind army Special Operations Executive (SOE) to set Europe ablaze by assisting resistance movements and carrying out subversive operations in enemy held territory. After the end of World War Two the stay-behind armies are created on the experiences and strategies of SOE with the involvement of former SOE officers.

1944 London and Washington agree on the importance of keeping Western Europe free from Communism. In Greece a large Communist demonstration taking place in Athens against British interference in the post war government is dissolved by gunfire of secret soldiers leaving 25 protesters dead and 148 wounded.

1945 In Finland Communist Interior Minister Leino exposes a secret stay-behind which is being closed down.

1947 In the United States President Harry Truman creates the National Security Council (NSC) and the Central Intelligence Agency (CIA). The covert action branch of the CIA, the Office of Policy Coordination (OPC) under Frank Wisner sets up stay-behind armies in Western Europe.

1947 In France Interior Minister Edouard Depreux reveals the existence of a secret stay-behind army in France codenamed „Plan Bleu“.

1947 In Austria a secret stay-behind is exposed which had been set up by right-wing extremists Soucek and Rössner. Chancellor Körner pardons the accused under mysterious circumstances.

1948 In France the "Western Union Clandestine Committee" (WUCC) is being created to coordinate secret unorthodox warfare. After the creation of NATO a year later the WUCC is being integrated into the military alliance under the name “Clandestine Planning Committee” (CPC).

1949 The North Atlantic Treaty Organisation (NATO) is founded and the European headquarters is established in France.

1951 In Sweden CIA agent William Colby based at the CIA station in Stockholm supports the training of stay-behind armies in neutral Sweden and Finland and in the NATO members Norway and Denmark.

1952 In Germany former SS officer Hans Otto reveals to the criminal police in the city of Frankfurt in Hessen the existence of the fascist German stay-behind army BDJ-TD. The arrested righ-wing extremist are found non guilty under mysterious circumstances.

1953 In Sweden the police arrests right winger Otto Hallberg and discovers the Swedish stay-behind army. Hallberg is set free and charges against him are mysteriously dropped.

1957 In Norway the director of the secret service NIS, Vilhelm Evang, protests strongly against the domestic subversion of his country through the United States and NATO and temporarily withdraws the Norwegian stay-behind army from the CPC meetings.

1958 In France NATO founds the Allied Clandestine Committee (ACC) to coordinate secret warfare and the stay-behind armies. When NATO establishes new European headquarters in Brussels the ACC under the code name SDRA 11 is hidden within the Belgian military secret service SGR who has its headquarters next to NATO.

1960 In Turkey the military supported by secret armies stages a coup d’état and kill Prime Minister Adnan Menderes.

1961 In Algeria members of the French stay-behind and officers from the French War in Vietnam found the illegal Organisation Armee Secrete (OAS) and with CIA support stage a coup in Algiers against the French government of de Gaulle which fails.

1964 In Italy the secret stay-behind army Gladio is involved in a silent coup d’état when General Giovanni de Lorenzo in Operation Solo forces the Italian Socialist Ministers to leave the government.

1965 In Austria police forces discover a stay-behind arms cache in an old mine close to Windisch-Bleiberg and force the British authorities to hand over a list with the location of 33 other MI6 arms caches in Austria.

1966 In Portugal the CIA sets up Aginter Press which under the direction of Captain Yves Guerin Serac runs a secret stay-behind army and trains its members in covert action techniques including hands on bomb terrorism, silent assassination, subversion techniques, clandestine communication and infiltration and colonial warfare.

1966 In France President Charles de Gaulle denounces the secret warfare of the Pentagon and expells the European headquarters of NATO. As the military alliance moves to Brussels secret NATO protocols are revealed that allegedly protect right-wingers in anti-communist stay-behind armies.

1967 In Greece the stay-behind army Hellenic Raiding Force takes over control over the Greek Defence Ministry and starts a military coup d’état installing a right wing dictatorship.

1968 In Sweden a British MI6 agent closely involved with the stay-behind army betrays the secret network to the Soviet secret service KGB.

1969 In Mocambique the Portugese stay-behind army Aginter Press assassinates Eduardo Mondlane, President of the Mocambique liberation party and leader of the FRELIMO movement (Frente de Liberacao de Mocambique).

1969 In Italy the Piazza Fontana massacre in Milano kills sixteen and injures and maimes 80 and is blame on the left. Thirty years later during a trial of right-wing extremists General Giandelio Maletti, former head of Italian counter-intelligence, claims that the massacre had been carried out by the Italian stay-behind army and right wing terrorists on the orders of the US secret service Central Intelligence Agency (CIA) in order to discredit the Italian Communists.

1970 In Spain right wing terrorists including Stefano delle Chiaie of the Gladio stay-behind army are hired by Franco’s secret police. They had fled Italy following an aborted coup during which right-wing extremist Valerio Borghese had ordered the secret army to occupy the Interior Ministry in Rome.

1971 In Turkey the military stages a coup d’état and takes over power. The stay-behind army Counter-Guerrilla engages in domestic terror and kills hundreds.

1972 In Italy a bomb explodes in a car near the village Peteano killing three Carabinieri. The terror, first blamed on the left, is later traced back to right-wing terrorist Vincenzo Vinciguerra and the Italian stay-behind code named Gladio.

1974 In Italy a massacre during an anti-fascist demonstration in Brescia kills eight and injures and maims 102, while a bomb in the Rome to Munich train “Italicus Express”, kills 12 and injures and maims 48.

1974 In Denmark the secret stay-behind army Absalon tries in vain to prevent a group of leftist academics from becoming members of the directing body of the Danish Odense University whereupon the secret army is exposed.

1974 In Italy General Vito Miceli, chief of the military secret service, is arrested on charges of subversive conspiracy against the state and reveals the NATO stay-behind secret army during trial.

1976 In Germany in the secret service BND secretary Heidrun Hofer is arrested after having revealed the secrets of the German stay-behind army to her husband who was a spy of the Soviet secret service KGB.

1977 In Turkey the stay-behind army Counter-Guerrilla attacks a demonstration of 500'000 in Istambul by opening fire at the speaker's platform leaving thirty-eight killed and hundreds injured.

1977 In Spain the secret stay-behind army with support of Italian right-wing terrorists carries out the Atocha massacre in Madrid and in an attack on a lawyer's office closely linked to the Spanish Communist party kill five people.

1978 In Italy former Prime Minister and leader of the Christian Democratic Party, Aldo Moro, is taken hostage in Rome by an armed secret unit and killed 55 days later because he wanted to include the Italian Communists in the government.

1980 In Italy a bomb explodes in the waiting room of the second class at the Bologna railway station, killing 85 and seriously injuring and maiming a further 200. Investigators trace the crime back to right-wing terrorists.

1980 In Turkey the commander of the stay-behind army Counter-Guerrilla, General Kenan Evren, stages a military coup and seizes power.

1981 In Germany a large stay-behind arsenal is being discovered near the German village of Uelzen in the Lüneburger Heide. Right wing extremists are alleged to have used the arsenal in the previous year to carry out a massacre during the Munich October bear festival killing 13 and wounding 213

1983 In the Netherlands strollers in the forest discover a large arms cache near the Dutch village Velp and force the government to confrim that the arms were related to NATO planning for unorthodox warfare.

1984 In Turkey the stay-behind army Counter-Guerrilla fights against the Curds and kills and tortures thousands in the following years.

1984 In Italy right-wing terrorist Vincenzo Vinciguerra in court reveals Operation Gladio and the involvement of NATO’s stay-behind army in acts of terrorism in Italy designed to discredit the communists. He is sentenced to life and imprisoned.

1985 In Belgium a secret army attacks and shoots shoppers in supermarkets randomly in the Brabant county killing twenty-eight and leaving many wounded. Investigations link the terror to a conspiracy among the Belgian stay-behind SDRA8, the Belgian Gendarmerie SDRA6, the Belgian right-wing group Westland New Post, and the Pentagon secret service Defense Intelligence Agency (DIA).

1990 In Italy judge Felice Casson discovers documents on Operation Gladio in the archives of the Italian military secret service in Rome and forces Prime Minister Giulio Andreotti to confirm the existence of a secret army within the state to parliament. As Andreotti insists that Italy had not been the only country involved in the conspiracy the secret anti-communist stay-behind armies are discovered across Western Europe.

1990 In Switzerland Colonel Herbert Alboth, a former commander of the Swiss secret stay-behind army P26, in a confidential letter to the Defence Departement declares that he is willing to reveal „the whole truth“. Thereafter he is found in his house stabbed with his own military bayonet. The detailed parliamentary report on the Swiss secret army is being presented to the public on November 17.

1990 In Belgium the NATO linked stay-behind headquarters Allied Clandestine Committee (ACC) meets on October 23 and 24 under the presidency of Belgian General Van Calster, director of the Belgian military secret service SGR.

1990 In Belgium on November 5 NATO categorically denies the allegations of Prime Minister Andreotti concerning NATO's involvement in Operation Gladio and secret unorthdox warfare in Western Europe. The next day NATO explains that the denial of the previous day had been false while refusing to answer any further questions.

1990 In Belgium the parliament of the European Union (EU) sharply condemns NATO and the United States in a resolution for having manipulated European politics with the stay-behind armies.

1991 In Sweden the media reveals that a secret stay-behind army existed in neutral Finland with an exile base in Stockholm. Finnish Defence Minister Elisabeth Rehn calls the revelations "a fairy tale", adding cautiously "or at least an incredible story, of which I know nothing.”

1991 In the United States the National Security Archive at the George Washington University in Washington files a Freedom of Information (FOIA) request concerning the secret stay-behind armies with the CIA in the interest of public information and scientific research. The CIA rejects the request with the standart reply: "The CIA can neither confirm nor deny the existence or non-existence of records responsive to your request."
1995 In England the London based Imperial War Museum in the permanent exhibition "Secret Wars" reveals next to a big box full of explosives that the MI6 and SAS had set up stay-behind armies across Western Europe.

1995 In Italy the Senate commission headed by Senator Giovanni Pellegrino researching Operation Gladio and the assassination of former Prime Minister Aldo Moro files a FOIA request with the CIA. The CIA rejects the request and replies: "The CIA can neither confirm nor deny the existence or non-existence of records responsive to your request."

1996 In Austria stay-behind arms caches set up by the CIA are discovered. Aginter Press

Aginter Press, also known under the name Central Order and Tradition (Portuguese: Ordem Central e Tradição), was a pseudo press agency set up in Lisbon, Portugal in September 1966, under Oliveira Salazar's dictatorship (so-called Estado Novo). Directed by Captain Yves Guérin-Sérac, who had taken part in the foundation of the OAS in Madrid, a terrorist group which fought against Algerian independence towards the end of the Algerian War (1954–1962), Aginter Press was in reality an anti-communist mercenary organisation with subsidiaries in other countries. It trained its members in covert action techniques, including bombings, silent assassinations, subversion techniques, clandestine communication and infiltration and counter-insurgency.

Strategy of tension

Aginter Press took part in Italy's strategy of tension, a campaign of false flag bombings and an attempted coup d'état organised by the Italian neo-fascists with support from Propaganda Due (P2) and Gladio, NATO's stay-behind anti-communist networks during the Cold War.

This agency is alleged to have carried out work for various right-wing authoritarian governments (including Salazar, Franquist Spain, the Greek Regime of the Colonels after the 1967 putsch, etc.) Its agents worked under the cover of reporters or photographers, which allowed them to travel freely.

Aginter strategic document

An Aginter Press document, titled "Our Political Activity," was discovered at the end of 1974 and described the use of pseudo-operations:

"Our belief is that the first phase of political activity ought to be to create the conditions favouring the installation of chaos in all of the regime's structures. .. In our view the first move we should make is to destroy the structure of the democratic state under the cover of Communist and pro-Chinese activities. .. Moreover, we have people who have infiltrated these groups and obviously we will have to tailor our actions to the ethos of the milieu — propaganda and action of a sort which will seem to have emanated from our Communist adversaries. .. [These operations] will create a feeling of hostility towards those who threaten the peace of each and every nation.

Leary remained a productive writer in prison, sowing the seeds for his incarnation as a futurist lecturer with the StarSeed Series. In Starseed (1973), neurologic (1973) and Terra II: A Way Out (1974), Leary transitioned from Eastern philosophy and Aleister Crowley to a belief that outer space was a medium for spiritual transcendence as his principal frame of reference. Neurologic also added the idea of "time dilation/contraction" available to the activated brain through the cellular, DNA, or atomic level of reality. Terra II is his first detailed proposal for space colonization. Leary's muse peaked with Exo-Psychology, Neuropolitics, and Intelligence Agents.

...Leary's colonization plan varied greatly through the years. According to his initial plan to leave the planet, 5,000 of Earth's most virile and intelligent individuals would be launched on a vessel (Starseed 1) equipped with luxurious amenities. This idea was inspired by the plotline of Paul Kantner's concept album Blows Against The Empire, which in turn was derived from Robert A. Heinlein's Lazarus Long series. In the 1980s, he came to embrace NASA scientist Gerard O'Neill's more realistic and egalitarian plans to construct giant Eden-like High Orbital Mini-Earths (documented in the Robert Anton Wilson lecture H.O.M.E.s on LaGrange) using existing technology and raw materials from the Moon, orbital rock and obsolete satellites.

Also, I should point out that the theme of Paul Kantner's Blows Against The Empire ( a space opera exhorting the freaks to think about stealing a spaceship and head for the stars), was according to Kantner, inspired by the notorious Michael Aquino, who according to Kantner also arranged for the rock musician to visit an underground Air Force space command type center in Colorado...

On one LSD trip Fat George spent the day wandering the streets, fascinated by the visual insights his dose produced. He carefully examined the carvings and grain on an antique totem pole. Standing over six feet tall and weighing 250 pounds, George Wethern stared like a fascinated toddler at the twinkle of glass equipment in a power station. He was sitting watching the rain dappling the surface of a swimming pool when the police arrived and cautiously shooed him home. You could never be too careful with a Hell's Angel. Introduced to LSD at Kesey's La Honda party, the Angels became fervent converts, doubling and trebling doses to 1,000 micrograms in a twelve-hour session. Despite a number of clashes with anti-Vietnam War protesters, they were welcomed by the hippies of Haight-Ashbury as allies, even regarded as a counter-culture police force. When two popular Angels—'Chocolate George' and 'Hairy Henry'—were arrested during a Haight-Ashbury festival celebrating (among other things) the death of money, 250 hippies demonstrated outside the local police station. It was a display which included self-interest as well as altruism.

The Angels were not only 'policemen' but also purveyors of drugs. What the Angels were selling was Owsley's products. He knew them through Kesey; they offered him a secure network through which to move his LSD around San Francisco. They might seem unlikely allies but their reputation was high in Haight-Ashbury and, on the practical side, the Angels were renowned for never informing on one another. Nor for that matter were they an easy group to infiltrate.

'Terry the Tramp', born John T. Tracey, was at the centre of the dealing operation. Tracey became the Angels' link with the hippies. A tall, bizarre man—once described by a friend as looking like a yeti—he had a string of convictions including one for performing cunnilingus in public. At the La Honda party he got so bored when his friends tried to lynch some unfortunate in one of the few tense moments, that he picked up a spider and chewed it. Wethern, at one time a plasterer, became his lieutenant.

The dealing be gan on a small scale with the two Angels cruising San Francisco offering a little marijuana and LSD in $50-$100 deals. The appearance of three hippies in search of $8,000 worth of LSD helped to change all that. The exchange became the basis for a permanent arrangement, escalating to deals worth $70,000 a week: the hippies sold to neighbours and paid up in bundles of small-denomination notes wrapped in animal skins until Wethern, tired of counting the notes, refused to take anything smaller than $50 bills. Owsley passed on raw LSD crystals which the Angels tableted themselves at 4,000 doses to the gram, using a formula the chemist supplied. With street prices now rising to $3-$5 a dose, they were churning out up to 25 grams of LSD worth $225,000-$375,000.

The market could bear it. Haight-Ashbury was turning into a drug entrepot. Nothing was organized, but people would drift in from out of town, make a buy and then take it back to campuses or hippy enclaves in some comer of a city or town. The streets were like an open-air drug Bourse, an exchange for Owsley's LSD, and for marijuana, much of it brought up across the border from Mexico.

One of the best of the La Honda soirees was held on Labor Day weekend of 1965, the first anniversary of the Monterey rape. By this time the Angels' publicity blitz was in high gear and they were dealing constantly with the news media. Reporters and photographers were hanging around the El Adobe nearly every weekend -- asking questions, taking photos and hoping for action to beef up the next day's headlines. The Oakland police assigned a special four-man detail to keep tabs on the Angels. They would stop by the bar now and then, smiling good-naturedly through a torrent of insults, and hang around just long enough to make sure the outlaws knew they were being watched. The Angels enjoyed these visits; they were much happier talking with cops than they were with reporters or even sympathetic strangers, who were frequenting the El Adobe in ever increasing numbers. Despite the outlaws' growing notoriety, the Oakland police never put the kind of death-rattle heat on them that the other chapters were getting. Even at the peak of the heat, Barger's chapter had a special relationship with the local law. Barger explained it as a potential common front against the long-rumored Negro uprising in East Oakland, which both Negroes and Hell's Angels think of as their own turf. The cops, he said, were counting on the Angels to "keep the niggers in line."

The second Big Mistake of Altamont was the hiring of Ralph "Sonny" Barger and a contingent of Hell's Angels to keep the peace.

Barger, it has since been divulged, was an informant and hit man on the payroll of the Department of Alcohol, Tobacco and Firearms (ATF). When Black Panther Eldridge Cleaver fled the country for Algeria, the ATF negotiated with Barger to "bring Cleaver home in a box." He often made deals with law enforcement in exchange for dismissal of charges against fellow Angels. Barger was even hired by federal agents to kill immigrant farm labor activist Cesar Chavez, and may well have if Barger hadn't first been arrested by police in the Bay area on a prior homicide charge.

The accusation arose in the death of Servio Winston Agero, a drug dealer. In a surprise courtroom maneuver, Sonny took the witness stand and confessed to his arrangement with local police and federal agents. Over a period of several years, he testified, he had brokered deals with Oakland authorities to give up the location of hidden caches of automatic weapons, mortars and dynamite in exchange for the dismissal of all charges against members of his motorcycle gang. This was a deal he had brokered with Edward Hilliard, then a sergeant at the Oakland Police Department's vice squad. Hilliard refused to comment when questioned by reporters. The defendant admitted for the record that he sold narcotics for a living, forged IDs, and slept with a pistol under his pillow. On seven occasions, though, Barger refused to respond to questioning and was fined $3,500 by Judge William J. Hayes for each demurral.

Deputy prosecutor Donald Whyte asked the "spiritual" leader of the Hell's Angels, an admitted federal operative, to name officers who asked him to "kill someone." Barger squirmed and claimed that he could not recall, exactly, but attempted several phonetic variations of a possible name. Even in the courtroom, it seems, he was not about to risk retaliation by government contacts.

But the deal was exposed anyway by ATF whistle-blower Larry Shears. The agent told his story to narcotics agents, and they gathered evidence on the murder plan before talking to the press. Shears announced that Barger had been contracted to kill Chavez, an assassination ordered by agribusiness magnates in the San Joaquin Valley. Chavez was only alive, Shears reported, because there had been delays. The first came when ATF agents insisted that certain files first be stolen from the farm union. The arson of union offices was attempted by hired hands, another delay. Confirmation of these allegations came three weeks later when union officials complained to reporters that there had been recent "arson attempts against [farm] union offices. Others have been riddled with bullet holes, and on at least two occasions attempts were made to steal records in the union offices."

The next glitch in the Chavez assassination, Shears said, came when the hit man, Sonny Barger, was arrested for the Agero murder. To support his statements, Shears waved a federal voucher at reporters signed by Senator Edward Kennedy, a payment of $10,000 to Shears for services rendered as an informant to narcotics agents and the IRS.

In March 1989, according to wire releases, Sonny Barger was convicted with four other Angels for conspiracy to violate federal firearms and explosives laws in a variety of plots to kill members of rival motorcycle clubs. Barger and Michael Vincent O'Farrell were sentenced in US District Court, Louisville, Kentucky, for their part in the transport of explosives with intent to kill. Barger and three others were slapped with additional counts for "dealing with a stolen government manual." Barger was freed on parole three years later The mystery of his early release was dispelled by the Tucson Weekly in 1996 -- it seems Barger had a political guardian. "You can talk about the biker tradition," a law enforcement source explained, the Harley, the patch that they've killed for, but in the end, what's most important is money. Hell's Angels is represented in 18 countries now. They're probably the largest organized crime family that we export from the US. At the center of this global expansion is Oakland-based International President "Sonny" Barger, who's had his hand on the throttle of Hells Angels' money and mayhem machine since the late '50s, despite occasional prison stints. When Barger was released from prison in 1992, an estimated 3,000 people attended his party ... Some influential people might get bought. I can't tell you that Colorado Senator Ben Nighthorse Campbell received any money... I do know that he used his influence to try to get Sonny Barger out of prison."

Quite a few acidheads and acid graduates subscribed to the Eastern belief that reality is an illusion. They were quick to mouth the phrases of enlightenment -- karma, maya, nirvana -- but in their adaptation these concepts were coarsened and sentimentalized. The hunger for regenerative spirituality was often deflected into a pseudo-Oriental fatalism: "Why fret over the plight of the world when it's all part of the Divine Dance?" This slipshod philosophy was partially due to the effects of heavy acid tripping -- "the haze that blurs the corner of the inner screen," as David Mairowitz said, "a magic that insinuates itself 'cosmically,' establishing spectrum upon confusing spectrum in the broadening of personal horizons. It could cloud up your telescope on the known world and bring on a delirium of vague 'universal' thinking." Or it might just reinforce what poet John Ashbery described as "the pious attitudes of those spiritual bigots whose faces are turned toward eternity and who therefore can see nothing."

The laissez-faire intellectualism that flourished in the acid subculture was particularly evident in the San Francisco Oracle, which by now boasted a nationwide circulation of a hundred thousand. The lingo of pop mysticism was sprinkled throughout the pages of the psychedelic tabloid. Sandwiched between various tidbits on ESP, tarot, witchcraft, numerology and the latest drug gossip were announcements of impending UFO landings. Yet in a sense the Oracle was merely echoing a trend that had begun to assert itself in American society as a whole. The appetite for spiritual transcendence, the desire to go beyond "the sweating self," in Huxley's words, is an indefatigable urge that assumes many guises -- offbeat religious sects, parapsychology, the occult, and so forth. While such phenomena are not necessarily futile diversions, there is an inherent danger in "wanting the ultimate in one leap," as Nietzsche put it, whether by pill or perfect spiritual master. This desperate yearning makes individuals highly vulnerable to manipulation by totalitarian personalities. It was, after all Charles Manson who wrote a song called "The Ego Is a Too Much Thing."

In October 1965 Ken Kesey addressed the Berkeley Vietnam Day rally, an event that was part of the first International Days of Protest, when young radicals in a hundred cities throughout the Western world demonstrated against the war. The Berkeley rally attracted nearly fifteen thousand people who listened to folksingers and a slate of antiwar notables including Allen Ginsberg and Lawrence Ferlinghetti. Kesey showed up with a band of Merry Pranksters in the old psychedelic school bus, which had been painted blood-red for the occasion and covered with swastikas, hammers and sickles, the American eagle, and other nationalist symbols.

Kesey's entourage, which included a number of mean-looking Hell's Angels, grew restless while the antiwar speakers riled up the crowd about the genocide across the ocean. The Chief Prankster was disturbed by the angry overtones of what was supposed to be a peace demonstration. The lack of humor amidst all the self-righteous rhetoric rubbed him the wrong way. When it was his turn to speak, he strolled to the mike in his Day-Glo helmet and windbreaker and proceeded to shock the audience by saying that wars had been fought for ten thousand years and they weren't going to change anything by parading around with signs and slogans. Then he pulled out a harmonica and regaled the crowd with a squalling rendition of "Home on the Range." "Do you want to know how to stop the war?" Kesey screamed. "Just turn your backs on it, fuckit!" And then he walked away.

Kesey represented those elements of the hip scene that emphasized personal liberation without any strategic concern whatsoever; the task of remodeling themselves took precedence over changing institutions or government policy. This posture rankled hard-core politicos who were committed to busting the system that had driven them into limbo. Their opinion of Kesey did not improve the following day when the Hell's Angels began to hassle antiwar activists as they set off toward the US Army installation in Oakland in an attempt to block trains carrying American troops destined for Vietnam.

ACID DREAMS, THE COMPLETE SOCIAL HISTORY OF LSD: THE CIA, THE SIXTIES, AND BEYOND

The styles associated with psychedelic drugs achieved widespread cultural diffusion throughout North America and the Western world thanks to the ubiquitous reach of the mass media. Even those who did not actually sample LSD were apt to wear their hair longer and partake, however indirectly, of the psychedelic groundswell. But LSD had a much deeper effect on those who actually experimented with the drug. The media fanfare surrounding Haight-Ashbury and the Summer of Love catalyzed the sudden explosion of the acid scene. Four million North Americans are said to have tried acid in the late 1960s, and the average user, according to an extensive survey by Dr. Sidney Cohen, Richard Alpert, and Lawrence Schiller, was taking a dose every three or four months. Seventy percent of the turned-on set were of high school or college age, and many of them were involved in radical politics at one time or another.

The burgeoning acid scene raised more than a few eyebrows within the intelligence community, and a number of CIA-connected think tanks, including the Rand Corporation, [1] analyzed the broader questions relating to the social and political impact of LSD. Based in Santa Monica, California, the Rand Corporation played a crucial role in designing strategies for counter-revolution and pacification that were implemented in Vietnam. In the mid-1960s the think tank approach was expanded to include domestic issues; along this line Rand personnel examined the short and long-term effect of LSD on personality change. A Rand report by William McGlothlin refers to "changes in dogmatism" and political affiliation: "If some of the subjects are drawn from extreme right or leftwing organizations, it may be possible to obtain additional behavioral measure in terms of the number resigning or becoming inactive."

While Rand Corporation specialists pondered whether LSD might be an antidote to political activism, the Hudson Institute, another think tank with strong ties to the intelligence community, kept tabs on shifting trends within the grassroots psychedelic movement. Founded by Herman Kahn, [2] one of America's leading nuclear strategists, the Hudson Institute specialized in classified research on national security issues. Kahn experimented with LSD on repeated occasions during the 1960s, and he visited Millbrook and other psychedelic strongholds on the East Coast. From time to time the rotund futurist (Kahn weighed over three hundred pounds) would stroll along Saint Mark's Place in the East Village, observing the flower children and musing on the implications of the acid subculture. At one point he predicted that by the year 2000 there would be an alternative "dropped-out" country within the United States. But Kahn was not overly sympathetic to the psychedelic movement. "He was primarily interested in social control," stated a Hudson Institute consultant who once lectured there on the subject of LSD.

The psychedelic subculture and its relationship to the New Left and the political upheavals of the 1960s was the subject of an investigation by Willis Harmon, who currently heads the Futures Department at the Stanford Research Institute (SRI). Located in Palo Alto, California, this prestigious think tank received a number of grants from the US Army to conduct classified research into chemical incapacitants. Harmon made no bones about where he stood with respect to political radicals and the New Left. When Michael Rossman, a veteran of the Berkeley Free Speech Movement, visited SRI headquarters in the early 1970s, Harmon told him, "There's a war going on between your side and mine. And my side is not going to lose."

Harmon was turned on to LSD in the late 1950s by Captain Al Hubbard, the legendary superspy, who took a special interest in his new convert. Shortly thereafter Harmon became vice-president of the International Federation for Advanced Studies (IFAS), an organization devoted to exploring the therapeutic and problem solving potential of LSD. IFAS was the brainchild of Hubbard, who undoubtedly leaned on his political connections in Washington to insure that Harmon and his colleagues would be allowed to continue their drug investigations even after the first big purge of above-ground LSD research by the FDA in the early 1960s. During this period IFAS charged $500 for a single session of high-dose psychedelic therapy -- an arrangement that led some critics to accuse IFAS of bilking the public.

Adverse publicity forced IFAS to disband in 1965, whereupon Harmon, who considered himself a disciple of the Captain, became director of the Educational Policy Research Center at SRI. In October 1968 he invited Hubbard, then living in semi-retirement in British Columbia, to join SRI as a part-time "special investigative agent." As Harmon stated in a letter to his acid mentor, "Our investigations of some of the current social movements affecting education indicate that the drug usage prevalent among student members of the New Left is not entirely undesigned. Some of it appears to be present as a deliberate weapon aimed at political change. We are concerned with assessing the significance of this as it impacts on matters of long-range educational policy. In this connection it would be advantageous to have you considered in the capacity of a special investigative agent who might have access to relevant data which is not ordinarily available."

Hubbard accepted the offer of a $100 per day consultant's fee, and from then on he was officially employed as a security officer for SRI. "His services to us," explained Harmon, "consisted in gathering various sorts of data regarding student unrest, drug abuse, drug use at schools and universities, causes and nature of radical activities, and similar matters, some of a classified nature."

Hubbard was the ideal person for such a task. He boasted a great deal of experience both in the law enforcement field and in the use of psychedelic drugs. As a special agent for the FDA in the early 1960s, he led the first raids on underground acid labs, and a number of rebel chemists were arrested because of his detective work. The Captain was particularly irked when he learned that LSD in adulterated form was circulating on the black market. To Hubbard this represented degradation of the lowest order. The most precious spiritual substance on earth was being contaminated by a bunch of lousy bathtub chemists out to make a quick buck. The Captain was dead set against illicit drug use. "Impure drugs are very dangerous," he explained, "and the Law takes a dim view of it." He kept a sample of street acid for "comparative purposes" each time he busted an underground LSD factory during the 1960s; most of these outfits, Hubbard maintained, were run by the Mafia.

Even though Hubbard took a lot of acid and was a maverick among his peers, he remained a staunch law-and-order man throughout his life. The crew-cut Captain was the quintessential turned-on patriot, a seasoned spy veteran who admired the likes of J. Edgar Hoover. Above all Hubbard didn't like weirdos -- especially long-haired radical weirdos who abused his beloved LSD. Thus he was eager to apply his espionage talents to a secret study of the student movement and the acid subculture. After conferring with Harmon, the Captain donned a khaki uniform, a gold-plated badge, a belt strung with bullets, and a pistol in a shoulder holster. That was the uniform he wore throughout his tenure as an SRI consultant, which lasted until the late 1970s.

Ironically, while Harmon and Hubbard were probing the relationship between drugs and radical politics, a number of New Left activists grappled with a similar question. Political and cultural radicals from both sides of the Atlantic discussed the drug issue at a conference on "the dialectics of liberation," which took place in London during the summer of 1967. Some were wary of mixing acid and politics. "Don't give LSD to Che Guevara, he might stop fighting," said Dr. David Cooper, a British psychiatrist who feared that drugs might undermine political commitment (the same thesis put forward by the Rand Corporation). But others, such as Allen Ginsberg, saw great advantages in a "politics of ecstasy." The pro-LSD faction insisted that acid was a radicalizing factor and that psychedelics would continue to galvanize the youth rebellion.

Obviously there was a great deal of confusion about LSD and its influence on the New Left. But an assessment of the overall impact of LSD cannot be couched solely in terms of whether acid "politicized" or "depoliticized" those who turned on, for the drug is capable of producing a wide range of reactions. A common mistake with respect to LSD was to attribute the personal effects of an acid trip to something inherent in the drug itself; as a result of this subtle transference, acid acquired the qualities of a particular mind-set or milieu, depending on who was experimenting with it. The love-and-peace vibrations thought to be intrinsic to the psychedelic high were largely an amplified reflection of the unique spirit that animated the mid-1960s, just as the CIA's obsession with LSD-induced anxiety and terror mirrored the Cold War paranoia of the espionage establishment.

Strictly speaking, acid is neither a transcendental sacrament, as Leary claimed, nor an anxiety-producing agent, as initially defined by CIA and army scientists. Rather, it is a nonspecific amplifier of psychic and social processes. LSD "makes you more of what you are," Aldous Huxley concluded. "It gives each person what he or she needs." At the same time acid catalyzes whatever forces are already active in a given social milieu and brings forth those that are latent.

Magical Politics

The peace movement had reached a crossroads in the spring of 1967, after people took to the streets in unprecedented numbers all across the country to protest the war in Vietnam. Despite this tremendous outpouring of public sentiment President Johnson continued to escalate the war effort. American troop strength swelled to nearly a half-million, and young men were returning in body bags at a rate of five hundred a month. All of this was deeply disturbing to David Dellinger, director of the National Mobilization to End the War in Vietnam (otherwise known as the Mobe). Dellinger, an avowed pacifist, was strongly committed to nonviolence, but he questioned whether petitioning the government solely through legal means was an adequate response to the Vietnam debacle. His dilemma was compounded by the fact that the antiwar coalition had grown to encompass a broad range of groups from moderate to radical, each pursuing its own strategy and objectives. The only thing they all agreed on was to meet at the next big event: an antiwar demonstration in Washington, DC, on October 21, 1967, sponsored by Dellinger and the Mobe.

Dellinger feared that anything less than a huge turnout would be depicted in the press as a sign that the peace movement was losing steam. Big demonstrations were essential for media coverage, and the Mobe needed publicity to keep up the momentum. But the prospect of yet another well-mannered, nonviolent event that the government would simply shrug off did not appeal to radical elements. At one point SDS threatened to boycott the protest rally on the grounds that it would "delude" people into thinking they were having an effect on public policy. The Mobe eventually opted for a multi tactical approach that included a call for defiant mass resistance at the Pentagon after the main rally at the Lincoln Memorial. To attract as many young people as possible Dellinger invited Jerry Rubin, the noted Berkeley activist, to New York to help organize the Pentagon action.

Rubin had impressive credentials among radicals and youth groups. He was one of the prime movers of the Vietnam Day protest in Berkeley two years earlier, and he led marchers in an attempt to block troop trains. After spending a month in jail for his political work, he was subpoenaed by the House Un-American Activities Committee (HUAC) in Washington. Instead of pleading the Fifth Amendment as most people did when called by HUAC, Rubin entered the hearing room dressed in an American Revolutionary War uniform. "I wear this uniform to symbolize the fact that America was born in revolution, but today America does violence to her own past by denying the right of others to revolution," he told a group of reporters. It was a political ploy designed to make a mockery of the HUAC proceedings; the congressmen were caught off guard, and Rubin's stunt became page-one news throughout the country. The publicity helped him garner 22% of the vote when he ran for mayor of Berkeley the following year on a platform opposing the war and supporting black power and the legalization of marijuana.

As soon as Rubin arrived in New York, he teamed up with Abbie Hoffman, an East Village hippie who'd been a civil rights organizer before he turned on to acid in 1965 courtesy of his roommate, an army psychologist who supplied the LSD. Hoffman got into drugs and grew his curly hair long, but he remained an activist at heart. He was involved in staging the New York be-in during the spring of 1967 -- an event modeled after the first Human Be-In in San Francisco, which had featured Rubin as a speaker.

Hoffman's politics got a lot saucier after he met a group of San Francisco Diggers in June 1967 at a "Back to the Drawing Boards" conference sponsored by SDS. At this gathering, which took place in Denton, Michigan, a Digger spokesman took off his clothes and challenged everyone else to do likewise. When no one budged, he started tossing tables and chairs around while berating the New Lefties in a burst of "do your own thing" rhetoric for being stodgy and unimaginative in their discussions of strategy. For many of the SDS members it was like watching the sulfurous fumes of hell. But not for Hoffman; he just sat there transfixed, absorbing everything he heard and saw. When he returned to New York he began calling himself "Abbie Digger" and opened a Free Store in the Bowery. Hoffman later published Steal This Book, a widely read underground treatise that incorporated much of what he had gleaned from the Diggers.

While Hoffman admired the acid anarchists from San Francisco, he did not share their disdain for using the media as a political tool. "A modern revolutionary headed for the television station, not for the factory," he declared. His eagerness to exploit the TV cameras struck a responsive chord in his newfound friend Jerry Rubin, who was also strongly influenced by the acid scene in San Francisco. ("If everyone did it," Rubin said of LSD, "it would be like heaven on earth.") They got stoned together and shared ideas about building a grand alliance between the bohemian and New Left tendencies. Such a combination, they believed, would provide an inexhaustible source of energy for the Movement. They agreed that the psychedelic subculture could be a significant political force, but if more young people were to be drawn into the protest struggle they would have to be engaged theatrically, via long hair, costume, and clever gamesmanship. With this in mind they set their sights on the upcoming march on the Pentagon.

Rubin had picked up a bit of occult folklore from Michael Bowen, the Psychedelic Ranger from Haight-Ashbury who had organized the San Francisco be-in and turned Rubin on to LSD earlier that year. A five-sided figure, Bowen explained, is a symbol of power, and when the figure is pointed north like the Pentagon building in Washington, it represents the forces of evil. This being the case, Bowen introduced the notion of encircling the Pentagon -- not to capture it or shut it down, as some militants had urged, but to wound it symbolically. The idea of a mass antiwar ritual appealed to Rubin and Hoffman. At a press conference preceding the demonstration, they announced their intention to exorcise the Pentagon's evil spirits by levitating the building three hundred feet in the air until it started to vibrate and turn orange, whereupon the war in Vietnam would immediately cease. Hoffman also threatened to release a mysterious gas called "LACE," allegedly concocted by Owsley, which "makes you want to take off your clothes, kiss people and make love."

Seventy-five thousand protesters assembled at the Lincoln Memorial, including a sizable number of hippie types dressed in colorful costumes. The motley army of witches, warlocks, sorcerers, and long-haired bards who had come to celebrate the mystic revolution lent a carnival atmosphere to the demonstration. After a rousing prelude of speeches and songs, a large contingent crossed the Arlington Memorial Bridge into Virginia and raced toward the Pentagon, waving banners and shouting antiwar epithets. Some were high on acid when they stormed the grim ziggurat. They surrounded the entire building, dancing and hissing in unison, while soldiers stood guard at all five walls. Posters and slogans memorializing Che Guevara, the Latin revolutionary who had been killed in Bolivia a few weeks earlier, appeared on abutments, and a Viet Cong flag, blue and red with a gold star, fluttered in the breeze. And then the promised exorcism began.

"Out, demons, out!" boomed the voice of Ed Sanders, leader of a burlesque folk-rock ensemble called the Fugs, which provided musical edification for the antiwar constituency. On a flatbed truck in front of the high church of the military- \industrial complex, the Fugs worked their "gene-shredding influence" on the crowd. Thousands shrieked their approval -- "Out, out, out!" -- and the stage was set for an ecstatic confrontation.

The demonstration had become a form of ritual theater, a preview of what politics would be like in the post-Haight-Ashbury era. As Norman Mailer wrote in The Armies of the Night, a best selling account of the march on the Pentagon, "Now, here, after several years of the blandest reports from the religious explorers of LSD, vague Tibetan lama goody-goodness auras of religiosity being the only publicly announced or even rumored fruit from all trips back from the buried Atlantis of LSD, now suddenly an entire generation of acid-heads seemed to have said goodbye to easy visions of heaven, no, now the witches were here, and rites of exorcism, and black terrors of the night.... The hippies had gone from Tibet to Christ to the Middle Ages, now they were Revolutionary Alchemists."

The revolutionary fervor of the late 1960s was amplified by the widespread use of LSD and other hallucinogens. These drugs tended to blur the distinction between the imaginary and the real, so that daily life for frequent users became infused with the exaggeration of a mythic dream. Many political activists who got high regularly behaved as though they were living in the midst of a revolutionary situation.

"The effect of LSD was really heavy," acknowledged John Sinclair, former head of the White Panther party in Ann Arbor, Michigan. "Acid blew all sense of proportion, all sense of a frame, to smithereens. I mean it just blew the frame right out of the picture.... It gave you a sense of infinite possibility. You could do anything if you just did it-totally! You could walk right into the sky." Sinclair now considers this attitude foolhardy. "All your big decisions were made on LSD. And while that might be an exciting way to operate, it's not the most intelligent way. To think that your personal consciousness can overcome historical forces is a mistake."

Sinclair first turned on to psychedelics in the early 1960s, after reading Ginsberg and the beats. Known among his peers as a poet and jazz aficionado, he got involved with the Detroit Artists Workshop and started turning on more frequently with his creative clique. After the Detroit riots in 1967 Sinclair began to study the literature of the black power movement. "Anything to the right of Malcolm X just wasn't happening," he asserted. At the time there was a lot of acid floating around. "In my case it was the idealistic poetry stuff coupled with the black militant stuff and the turned-on black jazz artists, " Sinclair recalled, "and all those things came together in my little psyche, 500 mikes a week, and POW! After one particularly stunning LSD experience, I got to the point where I felt that writing and poetry and all that was cool, but it was really important to develop some sort of instrumentation to make it relevant on a larger scale."

Sinclair credits LSD with facilitating the transition from the secretive, cabalistic mentality of the beats to the collective orientation of the 1960s. "When the beatniks started taking acid, it brought us out of the basement, the dark place, the underworld, the fringes of society.... all of a sudden one was filled with a messianic feeling of love, of brotherhood.... LSD gave us the idea it could be different. It was tremendously inspiring. We thought this would alter everything. We were going to take over the world. This was the general belief. It was the LSD.... Acid was amping everything up, driving everything into greater and greater frenzy."

In retrospect Sinclair wonders whether the CIA was behind the acid craze. "They're the ones who had it," he says. But the notion that LSD might have been part of a government plot was the furthest thing from Sinclair's mind when he moved to Ann Arbor with a coterie of radicals in early 1968 and formed the White Panther party. One of their main objectives was to spread the revolutionary message to high schools throughout the Midwest with the help of a politically dedicated rock and roll band, the MCS, which Sinclair managed. "School sucks," declared the White Panther manifesto. "The white honkie culture that has been handed down to us on a plastic platter is meaningless to us! We don't want it! Fuck God in the ass. Fuck your woman until she can't stand up. Fuck everybody you can get your hands on. Our program of rock and roll, dope and fucking in the streets is a program of total freedom for everyone. And we are committed to carrying out our program. We breathe revolution. We are LSD-driven total maniacs in the universe."

When Sinclair heard about the Yippies' plan for Chicago, he thought it was fantastic. "I could never see what was more important than cultural activity, what people did each day to reflect the way they thought and felt about things," he said. "To me that was really political." For a while the White Panthers even considered becoming the Michigan chapter of the Youth International Party. They were, after all, natural allies; like the Yippies, Sinclair was high on the revolutionary potential of drugs and the druggy potential of revolution. The Festival of Life was particularly appealing to the White Panthers, who liked the idea of merging rock music with politics. It was also an opportunity for the MCS to perform before a national audience. Thus, on grounds of politics and promotion, the Panthers wholeheartedly endorsed the Yippie festival.

With the Democratic Convention only weeks away, the Yippies persisted in needling Mayor Daley as much as possible. They circulated a list of demands including the legalization of marijuana and LSD, the abolition of money, the disarming of the Chicago police, and -- not to be overlooked -- a statement in favor of general copulation: "We believe that people should fuck all the time, anytime, whomever they wish." When the Yippies slyly let it be known that they intended to put LSD in the water supply (a scenario cooked up by the CIA fifteen years earlier), Daley ordered a round-the-clock guard at the local reservoirs. Hoffman and Rubin countered by threatening to dispatch Yippie girls dressed up as whores, "but young, you know, and nice," who would pick up convention delegates and slip acid into their drinks (another scenario reminiscent of CIA escapades during the Cold War). Moreover, thousands of protesters would run naked through the streets while "Yippie studs" seduced the delegates' wives and daughters.

Apparently these fictive threats touched a raw nerve somewhere and were taken quite seriously by Daley's men. The Yippies were humiliating the old fogies by reminding them of their fading sexuality as well as heaping scorn on their patriotic ideals. Rubin again: "We were dirty, smelly, grimy, foul, loud, dope-crazed, hell-bent and leather-jacketed.... We were a public display of filth and shabbiness, living in-the-flesh rejects of middle-class standards. We pissed and shit and fucked in public.... We were constantly stoned or tripping on every drug known to man.... Dig it! The future of humanity was in our hands!"

There was no "fucking in the streets" as the Yippies had promised. But even the thought of such erotic impudence was enough to jack up the angry riot squads and the secret service goons who had assembled in Chicago. Mayor Daley prepared for the acidheads and the foul-mouthed subversives by turning the city into an armed camp. He ordered twelve thousand police to work overtime, and hundreds of undercover agents were deployed on "special assignments." There were also six thousand National Guardsmen ready for action, and an equal number of regular army troops complete with bazookas, barbed-wire jeeps, and tanks. Then he issued a discreet warning: come to Chicago at your own risk.

Daley's intimidation tactics succeeded. In the end only about ten thousand protesters showed up, far fewer than the Yippies had expected. The much-heralded Festival of Life commenced on Sunday, August 25, the day before the convention. The protesters met at Lincoln Park, where acid was passed around in the form of spiked honey. A free rock concert had been announced, but all the musicians stayed away except for Phil Ochs and the MC5. Then the police moved in and started arresting people. Tempers flared on both sides, and the Festival of Life soon became a Festival of Blood.

The street fighting continued for the next five days while the Democrats deliberated inside the convention hall. The confrontation reached a dramatic crescendo during the middle of the week. Thousands of demonstrators massed along Michigan Avenue in front of the Conrad Hilton, where Vice-President Hubert Humphrey, the Democratic nominee, was staying along with many of the convention delegates. It was late at night, but that portion of the street was floodlit for the sake of television. The crowd took up the rousing chant, "The whole world is watching! The whole world is watching."

The National Guard in full battle dress moved into position with M-I rifles, gas masks, and machine guns mounted on military vehicles. Tear gas was thrown and a gruesome melee ensued. The police attacked with indiscriminate fury, clubbing and macing young and old, male and female, protesters and innocent bystanders. News reporters and photographers were beaten along with the rest, while the powerful lamp of an army helicopter shone down through billowing clouds of orange smoke. Dozens of patrol cars flashed blue siren lights, and the silhouettes of mangled bodies were barely visible in the stroboscopic mist.

"For me, that week in Chicago was far worse than the worst acid trip I'd even heard rumors about," said Hunter Thompson. "It permanently altered my brain chemistry, and my first new idea -- when I finally calmed down -- was an absolute conviction there was no possibility for any personal truce ... in a nation that could hatch and be proud of a malignant monster like Chicago. Suddenly it seemed imperative to get a grip on those who had somehow slipped into power and caused the thing to happen."

Young people throughout the country shared Thompson's sense of urgency, as they watched the unmuzzled savagery of the police on television. (The Walker Commission later attributed the mayhem to a "police riot.") Over a thousand demonstrators had been injured, and one youth died during that tumultuous week. But even more significant than the number of casualties was the profound impact these events had on the New Left as a whole. The Battle of Chicago drew a line across the political landscape, marking the symbolic end of the resistance period and the turn toward revolution. It proved once and for all that the pernicious system was beyond any hope of reform; it would have to be completely dismantled. In the wake of Chicago, many activists concluded that peaceful means of protest, no matter how noble or well-executed, were not enough to eradicate the evils of America; social institutions grounded in violence would resort to violence if any serious challenge to the status quo was mounted.

The Yippies came away from Chicago strengthened in their resolve to fight the establishment by any means necessary. They felt they had won a great victory, and in some ways they were right. The ruthlessness of those in power had been laid bare for all to see in what was perhaps the most memorable media event of sixties protest culture. But the Yippies overlooked a very basic fact: getting TV coverage did not necessarily mean getting their message across. While the street brawl may have shocked some viewers into sympathy for the demonstrators, every poll indicated that a vast majority of the public applauded the brutality of the Chicago police.

To the average citizen the Yippies epitomized the calamitous upsurge of wayward youth gone anti-American and wild. Their obnoxious behavior offended millions who would no longer look upon student protest with indifference, much less with favor. But it wasn't just the Yippies who were putting people on edge. Not since the Civil War had life in America been so disorienting and confusing, so terribly violent, as it was during the late 1960s. Everything seemed to be spinning out of control. The assassinations of Robert Kennedy and Martin Luther King, the ghetto riots, the campus strikes, the soaring crime rate, the spread of drugs, the black power movement -- all these factors raised genuine fears that American society was coming apart. And then along came Richard Nixon, the law-and-order candidate, who promised to put the Commie-hippie-freaks in their place. Nixon won the '68 election in the streets of Chicago when the madness of an entire decade spilled into the living rooms of a nation of bewildered onlookers.

"Chicago, I think, was the place where all America was radicalized," wrote Tom Wicker of the New York Times. "The miracle of television made it visible to all -- pierced, at last, the isolation of one America from the other, exposed to each the power it faced. Everything since Chicago has had a new intensity -- that of polarization, of confrontation, of antagonism and fear."
