prosecutors downplay ra to get convictions - yes, documented by report not available to public which was submitted to la fontaine enquiry and smothered . police involvement - yes, and several other reasons aside from direct involvement why investigation and prosecution doesn't really happen, or if it does it gets interfered with and watered down. ( such as interest of insurance companies, career interests, budgets). waiting for investigation and prosecution by authorities before interesting yourself in the subject would be like having waited for pinochet's govt to investigate the disappearances before making a fuss. concur with helpfulness of jim hopper's resource site, which I think you flagged up a while ago - thanks. <p></p><i></i>
