By 1924, the Dallas chapter of the Klan was the largest in the nation, including one out of every three eligible men in Dallas.[7] Dallas County voters placed Klan or Klan-supported candidates in control of the courthouse in 1922 and of City Hall in the following year. The State Fair of Texas officially designated October 23, 1923, as Ku Klux Klan Day. Two successive district attorneys were Klansmen, as were the sheriff, the police commissioner, the police chief, judges, and others. A close friend of H.L. Hunt, Lt. George Butler, the head of the Policeman’s Union in Dallas, was a member of the Klan. He once told Penn Jones Jr., a former Army colonel at Anxio and Texas liberal newspaper operator, that one half of the Dallas police force were Klansmen.[8] Four of the Klan’s Executive Committee of Ten and at least twenty of its Steering Committee of One Hundred were members of the Dallas Chamber of Commerce.[9]

The shooting
On May 19, 1971, Thomas Curry and Nicholas Binetti, two New York City Police Department officers who were guarding the home of Frank S. Hogan, the Manhattan district attorney, were fired upon in a drive-by shooting, with a machine gun.[3] The officers survived, but were seriously injured, sustaining shots to the head, neck, chest, and abdomen.

The shootings took place during a period of intense violence between black activist organizations and the New York City police department. Two days later, NYPD officers Waverly Jones and Joseph Piagentini were shot and killed outside a housing project in Harlem.[4][5]

Wahad was arrested and initially charged with robbing a South Bronx social club, and then was later charged with the attempted murders of Curry and Binetti.

Wahad's first trial ended in a hung jury; his second in a mistrial. Two years later, in 1973, his third trial resulted in a guilty verdict; he was sentenced to twenty-five years to life.[6]

Prison and release
Wahad spent a total of nineteen years in prison. While incarcerated, he learned about Congressional hearings that disclosed the existence of a covert F.B.I. operation known as COINTELPRO. In December 1975 he filed a lawsuit against the F.B.I. and the police department of the City of New York.

As a direct result of his lawsuit, over the next fifteen years the F.B.I. released more than 300,000 pages of documents regarding COINTELPRO. The COINTELPRO documents were the basis on which Wahad appealed his conviction, and on March 15, 1990, Judge Peter J. McQuillan of the New York Supreme Court in Manhattan reversed it, ruling that the prosecution had failed to disclose evidence that could have helped Mr. Wahad's defense.[7]

While Manhattan District Attorney Robert M. Morgenthau stated that he planned to appeal the ruling, and would obtain a retrial if his appeal failed, Wahad was freed and released without bail.

Morgenthau's attempt to appeal was rejected by the Appellate Division of the New York Supreme Court,[8] and on January 20, 1995, the Manhattan district attorney's office stated there would be no retrial, indicating that the current condition of the evidence would make this impossible.[9]

Lawsuits
In 1995, the F.B.I. settled with Wahad; the U.S. government paid him $400,000.[10]

On December 4, 2000, Dhoruba's suit against the New York Police Department, seeking $15 million in damages was scheduled to begin.[11] On December 8, 2000, the city of New York laid to rest a 25-year legal battle, and agreed to pay Wahad an additional $490,000 in damages.[3]

JUSTICE FOR SARAYA REES

We demand justice for 14-year-old Saraya Rees in Myrtle Point, Oregon. Saraya is a child who battles with mental illness. She was abruptly and improperly taken off her antidepressants by a local pediatrician which triggered her to go into psychosis. In this delusional state, she poured a small amount of gasoline on the living room carpet during the early morning hours, as her parents and younger and younger sister slept in the next rooms. Saraya’s parents contacted Coos Health & Wellness for assistance. Rather than sending trained mental health advisors, Coos Health & Wellness called the police. Saraya was then arrested, questioned without her parents or a lawyer present, charged with attempted murder and assault, and sentenced to 11 years in juvenile prison by Judge Megan Jacquot. Saraya remains incarcerated to this day with no mental health support and will be 25 years old when she is eligible for parole. This is not justice. This is inhumane.
We demand to have Saraya’s case reopened and charges reassessed. We demand to see Coos Health & Wellness take responsibility and ensure their thoughtless actions are never repeated. We demand to see the corrective steps taken from Coos County Deputy Spencer Bell and Myrtle Point Police Officer Aaron Gilbert to ensure this never happens to an innocent child again. We demand DAs Kate McClintock and Paul Frasier admit they were wrong to pressure Saraya into a false confession when she was 13 and ill, and drop the charges against her now. We demand the release of Saraya Rees from juvenile prison and that she receives the appropriate mental health treatment for her condition. Mental illness is not a crime. Being black is not a crime. We demand justice and accountability.

THE STORY:
Saraya Rees is a bright, beautiful, 14-year-old girl from Coos County, Oregon, who was wrongly sentenced to 11 years in juvenile prison without the possibility of parole. She will be 25 years old when even eligible for parole, having missed out on the entirety of her formative teenage years.
With a documented history of mental health struggles, Saraya had also been regularly bullied at her school, Myrtle Point High, for being biracial. Her loving parents, Shannon & Manny, were advised she be put on anti-depressants and therapy after it was revealed that Saraya had been self-harming.
On July 8th, 2019, 3 days after being improperly taken off antidepressants cold-turkey by a pediatrician who was not Saraya’s regular doctor, 13-year old Saraya went into a manic state of psychosis ‪at 4 am‬. It is not uncommon to experience delusions and hallucinations which distract from normal cognitive function during psychotic episodes that can last days or weeks at a time. In her manic state, Saraya poured a small amount of gasoline from a lawnmower onto her living room floor. Her dad woke up and found her sitting on the living room floor in a daze. As recommended by her doctor, in the event she showed signs of further self-harm, Saraya’s parents called the 24-Hour Crisis Team at Coos Health & Wellness Center who they expected to pick her up. Because it was the early hours of the morning, the Crisis Center elected to call the Myrtle Point Police and Coos County Sheriff’s Department instead who stormed their house, guns drawn, and handcuffed 95 lb Saraya in front of her parents and terrified 3-year-old sister.
Coos Health & Wellness claimed that Saraya was supposed to be transported to the Bay Area Hospital but they lost track of her, indicating in Saraya’s files that they “don’t know who called the police”, and that Myrtle Point decided they “didn’t need [Coos Health & Wellness] to respond at the time since they had enough to take her to Bay Area Hospital.”
Saraya was, however, taken to the police department where she was read her Miranda rights without a parent or attorney present and informed that she was under arrest. Still, at this time, Saraya was in severe, manic psychosis and stated she just “wanted to sleep”. Instead, she was questioned further, once again without a parent or attorney, and was coerced into making statements that were later used against her in court.
The DA determined that Shannon & Manny were “victims” of Saraya’s planned “arson and intent to murder” her parents and baby sister. The DA claimed she poured gasoline all over each of them and the house. This is false. In fact, she had poured gasoline on a small patch of carpet in the living room that was later removed and taken as evidence. Saraya maintains that she never intended on lighting a fire, and that the poured gas was a cry for help. She was a young, adolescent girl dealing with a mental illness. But because her parents (who never pressed charges) were considered “victims,” they were not allowed to see or speak to Saraya for 23 days while she was held at a detention center.
Saraya was assigned Criminal Defense Attorney Kate Dyer, who not only admitted to Saraya’s parents that this was “not her area of expertise,’’ but also advised Saraya that if she pleaded guilty, ADA Karen McClintock would reduce her charges from 5 counts of Arson in the first (without ever lighting a fire) and 3 counts of Attempted Homicide to 2 counts of Attempted Homicide in the first and 1 count of Attempted Assault (dropping the Arson charges). Saraya had been experiencing sexual harassment at the detention center and wanted out immediately to a safer environment. Kate advised a guilty plea so Saraya could avoid 3 more months of holding at a center that she was abused in waiting for a trial. As a result, Saraya, at 13 years of age, pleaded guilty to a crime she did not commit. She is now in juvenile prison instead of in a facility where she can get the help she needs. ADA Karen McClintock has been bombarded with calls from citizens across the country and is now hiding behind DA Paul Frasier.
District Attorney Paul Frasier told KEZI 9 News that they determined that Saraya had a mental illness, but she was still aware of what was right and what was wrong that night. However, from many of Saraya’s statements, she thought she was screaming for her parents’ help that night and they couldn’t hear her. She was delusional. Paul Frasier has doubled down on his comments, saying he will never reopen the case for Saraya. This is the same DA Paul Frasier whose son was convicted of rape of a 13-year-old girl in 2011 but never served a single day in jail for his crime, instead did 3 years or probation with the promise of an expunged record, all because his dad is the DA. This is the same DA who wrongfully imprisoned Nick McGuffin for 10 years for a crime he did not commit and was just released from prison in February of 2020. The Innocence project stepped in and proved the state did not disclose that they had found another man’s DNA on the evidence that the state tried to pin on Nick McGuffin. ABC 20/20 covered the story and DA Paul Frasier’s egregious mishandling of the case. This is the same DA who was sued by another deputy district attorney for wrongful termination and whistleblowing after Frasier tried to dissuade him from disclosing information about unlawful activity of another deputy district attorney. Paul Fraiser settled in this case.
Coos County and its surrounding communities have a history of deeply rooted racism. Currently, the town has written “NO N***** ZONE” on the fence of the most popular beach in town. Black men have been chased in the streets with rocks thrown at them with no help from the local police. Recently, a white 17-year-old boy in nearby Winchester County took an AR15 and shot up his own home after his mother took his cell phone away. He was only charged with Mischief. In another Coos County case, a white woman with mental health issues stabbed her mother to death and was charged with Murder in the Second Degree. However, instead of jail time, she was sent to receive treatment at a mental health facility in Salem, OR.  Both of these offenders were white. So why is it that a mentally ill, 13-year-old biracial girl got sentenced to 11 years in prison for not even committing the crimes she was charged with?
In April, Saraya was told by her P.O. that she would consider an early release to a residential mental health facility but her parole officer, Diana Pedregon will not consider a transfer out of the prison until Saraya has “accepted accountability.” She wants Saraya to confess to a crime she didn’t commit. That’s her only way out. To lie. Why is this person who is supposed to advocate for her, refusing to hear her? Refusing to fight for her? The system has never considered Saraya’s psychosis to be part of the whole incident and case proceedings.
Saraya had never been in trouble with the law in her life. She has been a model inmate according to the staff at Oak Creek Correctional Facility (Where she is being held in Albany, OR) .OAK CREEK CORRECTIONAL FACILITY TESTED TWICE THE NATIONAL AVERAGE FOR SEXUAL ASSAULT IN THEIR FACILITY this year. This is where a mentally ill child is being held and experiencing sexual and physical abuse. Earlier this year, Saraya was physically abused by another inmate leaving her bloody and bruised. Saraya spent her 14th birthday in prison. She will be 15 ‪on Sept 20th 2020‬.
Shannon and Manny have not been able to see their daughter since March of 2020 because of the Covid situation. They miss their daughter terribly and want her to get the proper help she DESERVES.

Good Agent, Bad Agent: Robert Mueller and 9/11
by JAMES RIDGEWAY

This profile of Robert Mueller originally ran in CounterPunch on June 21, 2017.
Robert Mueller, the former FBI director named special counsel for the investigation into Russian interference in the presidential election, is depicted as an iconic G-man: serious, patrician, and totally incorruptible. But in reality, it’s a little different. As with FBI Agent Dale Cooper in the latest iteration of “Twin Peaks,” there is a Good Mueller and a Bad Mueller. We’ve heard a lot about the good-guy Mueller, but nothing much about his bad side. And there is a bad side–though it’s not the one that Trump supporters would have us think.

Cloak and Gavel: FBI Wiretaps, Bugs, Informers, and the Supreme Court
by Alexander Charns, Alexander Charnes
The separation of powers becomes a meaningless cliche as Alexander Charns – using the Federal Bureau of Investigation’s own files – reveals how that agency undermined the independence of the U.S. Supreme Court for a half-century. FBI director J. Edgar Hoover’s goal was simple: to push the Supreme Court to the right on issues of civil rights and criminal law. His techniques ranged from illegal wiretapping to spreading disinformation, from using Justice Abe Fortas as an informant to trying to hound liberal Justice William O. Douglas off the bench. Cloak and Gavel, the definitive work on the FBI-Supreme Court relationship, is based on thousands of pages of FBI documents that Charns fought for eight years to obtain. One 2,000-page file was released only after he filed hundreds of Freedom of Information requests and brought lawsuits against the FBI. It establishes Hoover’s strategies to influence the Senate confirmation process, incite the public against the Warren court, lobby for legislation to counteract judicial rulings, and use numerous informants inside the Court to both monitor and influence it. Charns was given special permission to conduct research using Justice Abe Fortas’s papers, which had been sealed until the year 2000. These papers proved Fortas had acted as an informer for the White House and for the FBI during his tenure on the bench. Fortas ultimately left the Court in disgrace after an ethics scandal unrelated to his informant role. Charns also suggests that Hoover’s death did not end the FBI’s attempts to influence Congress and the federal judiciary – as evidenced by the role of the FBI in the explosive Clarence Thomas-Anita Hill Senate hearings in 1991. Until now, no one has examined the ultimate constitutional violation – the FBI’s attempts to influence the Court by any means available.

Contract Killer: The Explosive Story of the Mafia’s Most Notorious Hitman Donald “Tony the Greek” Frankos Hardcover – January 1, 1993
by William Hoffman (Author), Lake Headley (Author)
Donald “Tony the Greek” Frankos says he killed Jimmy Hoffa and knows where the body is buried. Now in prison, he casually confesses to scores of murders, although only a few are detailed here. His story is told as a first-person narrative, a style that tends to encourage the reader’s empathy. Frankos does not deserve it, but his tale is nonetheless chilling and revealing. Hoffman and private investigator Headley say they verified Frankos’s allegations, the most startling being that he bribed prison officials to grant him illegal “furloughs” and used the time to carry out “hits.” (Including Hoffa’s)

The back story is Tony Frankos was given a vicious
beating in prison from which he never fully recovered
after the release of his book.
FBI agents have been doing damage control ever since.
See this essay about Frankos.

THE WITSEC MAFIA is a confederacy of criminals turned government witnesses who have committed heinous crimes, often murder, that after selling out their cohorts are being released from prison and presented to the public as “changed men,” while at the same time? They’re being supported by corrupt journalists, lawyers and other enablers including rogue federal agents as they game the witness protection program and commit new crimes against innocent civilians, in many cases with other career criminals turned government informants who they’ve reunited with, all under the watchful eyes and protection of the federal government

As a child, did you have a parent incarcerated? If so, would you participate in a study?

Dear friends, statistics show that today more than 5 million children (7 percent of all U.S. children) have had a parent incarcerated at some point in their lives as children. If you are one of these, consider participating in this most important study. Also, please forward it to others who have had this experience and might be willing to participate. Charlie

Hi Charlie,
Thanks so much for helping me get some participants for my Resiliency study. I am doing one last push for participants, and I have updated the process. Participants now have the option of doing the zoom interview with me, or they may choose to do a freeform narrative after filling out the consent form and demographic survey.

Would you be willing to help me do one last request for participation?

Here is the updated link that you may provide to possible participants: https://ncu.co1.qualtrics.com/jfe/form/SV_bBCnnAfmwKyBBd3

Ex-model Tracy Dixon wins case after cop used helicopter to film her
By Yaron Steinbuch
December 3, 2020 |

A former model who was spied on by a peeping Tom cop who captured her naked from a police helicopter has won a legal battle against the British police force, according to a report.
Tracy Dixon, 54, claimed the South Yorkshire police invaded her privacy and caused her distress when they refused to disclose how often she had been spied on in her garden by Adrian Pogmore, the Mirror reported.
The 54-year-old officer captured her naked using the chopper, which was equipped with a camera capable of reading a license plate from two miles away.
She sued Pogmore — described in court as “a swinging and sex-obsessed air observer” — who was jailed for a year in 2017 and dismis

Leaked FBI Report: Drug Sellers Practice Harm Reduction

https://federalnewsnetwork.com/workforc ... rium-says/

That stove-piped approach has forced agencies to get creative on their own. It’s why the FBI established a new partnership this fall with the U.S. Space and Rocket Center in Huntsville, Alabama, said Tonya Ugoretz, deputy assistant director for cyber readiness for the FBI’s outreach and intelligence branch.
The center is well-known for hosting a space camp for middle-school students, but it also sponsors a similar camp for cybersecurity.
“We just signed an MOU with [the space and rocket center] in October, where we’re going to partner with them on curriculum development, on injecting real-world scenarios and having some of our subject matter experts there to talk to the teams,” Ugoretz said.
The FBI is building a new cyber range in Huntsville, she added. Once the building is complete, campers will visit and use the facility themselves.

“They’ll literally be able to see that these skills that [they’re] learning and having fun with at this camp actually exist in the real world and [they] could apply those in a cyber career,” Ugoretz said.
Like other agencies in the intelligence community, the FBI is also focusing its recruitment efforts on talent pools that have perhaps been overlooked in the past.
“[We’re] looking at people who are on the autism spectrum who have strengths in rapid pattern recognition, out-of-the-box thinking, attention to detail and sustained focus,” Ugoretz said. “A lot of those skills make them highly desirable to be in cyber-related fields. We have folks here who are very passionate about recruiting folks with those skillsets.”
On the bright side, once cyber agents enter the FBI, many tend to stay, Ugoretz said. In fiscal 2020, just three FBI cyber agents left the bureau. Two other cyber agents who had left the FBI in previous years returned to the bureau in 2020.

Greetings all,

We hope you’ll be joining us tomorrow night for the last teleconference of 2020.

Our first speaker will be Alison (“Sunny”) Maynard. She has been licensed as a lawyer in Colorado since 1987 and was the 2002 Green Party candidate for Colorado Attorney General. Often litigating against developers and governments she took many
cases pro bono to vindicate the public interest, uncovering criminal activity, including her
opponents’ collusion with judges. For exposing this misconduct she was targeted with a string of actions against her license to practice law by minions of the Colorado Supreme Court, without any client complaint, and was suspended three times. When illegally ordered to submit to a mental evaluation before she could be readmitted to practice, Sunny left Colorado.

In recent years she has, without compensation, assisted James Fetzer and Wolfgang Halbig in defending against lawsuits filed against them over their Sandy Hook research. As a result she has spent the last year defending against more bogus charges that she is “engaging in the unauthorized practice of law” brought by Fetzer’s litigation opponent Jake Zimmerman. In her talk, Sunny will assert that there has been a concerted, organized takeover and subversion of the judicial system in Colorado, and the U.S. generally.

Our second speaker is a long -time member of the teleconference, Paul Zarembka. Who will talk to us about Marxism and conspiracy theory — which is the subject of the final chapter of his new book, Key Elements of Social Theory Revolutionized by Marx with its last chapter entitled “Marxism, Machiavellianism, and Conspiracy Theory.”  His prior books include The Hidden History of 9-11.

Paul earned his PhD from the University of Wisconsin, Madison and was at the University of California, Berkeley, before joining State University of New York at Buffalo where he is now professor of economics. His initial research and teaching were in the neoclassical economic theory and in econometrics. Re-thinking the basis of theory and with almost three years at the International Labor Office in Geneva, Switzerland, he came to realize that a class-based approach to society, rather than an individualistic one, is required. Concluding that Marx offered the foundation needing to be built upon, since 1977 he has edited Research in Political Economy, a hardback annual.

As always, we’ll have announcements.
So please join us.

Cheryl Curtiss
Craig McKee

Members of Congress Profited From COVID Bailout While Small Businesses Were Shut Out

As members of Congress pat themselves on the back for passing a new coronavirus relief package after a nine-month impasse, Americans can count on less money in the form of stimulus checks and unemployment insurance than they did in the spring, when Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act)—and took advantage of it themselves.

A Sludge analysis of COVID bailout data found that companies at which 28 members of Congress or their spouses hold positions received at least $27 million in loans likely to be forgiven under the CARES Act.

The revelation that so many members of Congress personally benefited from the Paycheck Protection Program (PPP) and Economic Injury Disaster Loans (EIDL) authorized by the CARES Act comes as Congress must consider how to address President Trump’s Tuesday night demand that all Americans be given $2,000 stimulus checks, after their Monday night bill cut in half unemployment insurance and stimulus checks for Americans compared to an earlier House proposal. President Trump criticized the bill but fell short of saying he’ll veto it; Congress appears to have enough votes to override a veto. On Thursday morning, House Republicans blocked Democrats’ attempt to increase stimulus check payments from $600 to $2,000.

Sludge found that 18 congressional Republicans and one Libertarian have received $21.7 million for 38 businesses with which they are associated. Nine Democrats received $6.1 million for 11 of their own businesses. An additional roughly $54 million went to nonprofits, think tanks and policy institutes, congressional caucuses, and higher education institutions tied to members of both parties.

While the majority of Democrats and Republicans voted to pass Monday’s COVID relief package, two Democrats and 57 Republicans voted against it. Among the Republicans who voted to not fund a second round of PPP, among other provisions, are 10 who received $15.3 million in PPP loans from the CARES Act. “The opportunities for corruption and scandal are particularly ripe when the business interests of members of Congress and other government officials go to the trough for public funds from programs they helped design,” said Craig Holman of Public Citizen, a non-partisan government watchdog. “Like the larger business that…reaped the greatest rewards from the PPP program, government officials themselves have inside knowledge of how the application process works and who to contact for the public assistance. Even if no deliberate favoritism is involved, the optics of potential self-dealing alone undermines public confidence in these programs.”

Rep. Brett Guthrie (R-Ky.) was one of the members who voted nay on Monday night. He also benefited from PPP funding when his family’s business received $4.3 million in loans that most likely will not have to be repaid.

Along with many other Republicans, Guthrie had decried stimulus spending aimed at ordinary workers and individuals who do not earn six digit salaries. In July, Guthrie, PPP recipient Rep. Ralph Norman (R-S.C.) and 33 other GOP representatives wrote to President Trump and implored him to stop extended unemployment benefits from reaching jobless Americans in the spring and summer. Extending the additional $600 in weekly unemployment checks would “only slow our economic recovery,” the lawmakers wrote.

It is not illegal or against House and Senate ethics rules for members to hold positions outside their duties in Congress—and many do, while simultaneously crafting legislation that will help those companies, Sludge found in July.

While the loans to lawmakers certainly are helpful for their businesses, some of the biggest financial assistance from the CARES Act likely comes in the form of tax relief for so-called “pass through” business entities, such as LLCs. It is common for members of Congress to be affiliated with or invested in such companies, Sludge’s analysis shows. Provisions in the CARES Act allow for such companies to receive an immediate refund on losses from prior years and other lucrative tax deductions that amount to a windfall. The biggest winners will be “the roughly 43,000 taxpayers with $1 million or more in annual income [that] will reap 82 percent of the benefits and get an average tax cut of more than $1.6 million,” according to tax expert Steve Rosenthal.

Congress could have targeted relief to the small businesses who need it most rather than millionaires and large businesses, Rosenthal argued. Of all the private companies members of Congress are associated with, the majority—205 of 347—are LLCs, according to Sludge’s analysis.

Texas Democrat Henry Cuellar is often called "Big Oil's favorite Democrat" because he votes with the GOP on bills that help oil companies drill more with fewer environmental regulations. He faced a competitive primary this year from a Justice Democrats-endorsed, Green New Deal-backing progressive, Jessica Cisneros, and just barely won. Sludge uncovered the funder of a dark money group that boosted him in the final weeks of his primary. That and more below...

Mysterious Dark Money Group That Backed ‘Big Oil’s Favorite Democrat’ Was Funded by Big Oil

In the final weeks before voters in Texas’ Twenty-Eighth Congressional District went to the polls in the Democratic primary between incumbent Rep. Henry Cuellar, one of the most conservative House Democrats, and progressive challenger Jessica Cisneros, a brand-new “dark money” group dropped hundreds of thousands of dollars worth of ads to boost Cuellar.

The shadowy group, calling itself American Workers for Progress, spent more than $720,000 on television ads and mailers promoting Cuellar’s work on health care issues. The group’s ads, in both Spanish and English, don’t specifically advocate for Cuellar’s re-election but instead tell voters to call him to say thank you, a move that allowed it to avoid reporting information about its activities to the Federal Election Commission. Its website contains no information besides a generic-sounding statement about “addressing economic challenges.”

Despite its name, American Workers for Progress is not affiliated with labor groups, and despite the content of its ads it does not have ties to health care advocates. According to tax documents reviewed by Sludge, it is heavily funded by the oil and gas industry, having received $1.3 million from the American Petroleum Institute in 2019.

Koch-Funded Group Seeks to Overturn Voter-Approved Tax on Arizona’s Wealthiest 1%

Arizona is one of 26 states where citizens can initiate legislation through a ballot initiative, and in 2018, residents launched a ballot campaign to bolster resources for public education. The state’s education funding had seen over $1 billion in cuts over the previous decade. According to the National Education Association, Arizona had the eighth-lowest average teacher salary of states, at $47,403.

Supporters of increased education funding undertook a ballot measure that would have raised $690 million more per year for schools through a tax increase on the state’s wealthiest 1% of taxpayers. But while the measure gathered enough qualifying signatures, it did not make it to the ballot that year—the Arizona Chamber of Commerce brought a technical challenge to its wording, after corporations kicked in over $1 million to its campaign opposing the measure. The Arizona Supreme Court ruled 5-2 in August 2018 that a public pamphlet should have used the words “percentage points” rather than the percent symbol, among other issues.

Behind the Arizona Supreme Court’s ruling, reporters Scott Zimmerman and David Armiak found at Exposed by CMD, was a 2017 bill passed by Republicans that required a “strict compliance” legal standard for ballot initiatives. That law signed by Gov. Doug Ducey, in turn, had been supported by the right-wing Barry Goldwater Institute for Public Policy Research, an advocacy group that has received funding from the Koch network, the Bradley Foundation, and other major conservative funders.

Richard Neal Got a Surprise Billing Deal for His Private Equity Donors

After House Ways and Means Committee Chairman Richard Neal (D-Mass.) blew up a bipartisan deal to fix surprise medical billing last year that his private equity industry donors opposed, congressional leaders have endorsed a new proposal, and Neal is on board.

The backroom deal was announced Friday night between four congressional committees: the House Energy and Commerce Committee, House Education and Workforce Committee, the House Ways and Means Committee, and the Republican-led Senate Health, Education and Labor Committee. Their plan, which has the blessing of Nancy Pelosi and Chuck Schumer, is to circumvent the legislative process and attach it to the year-end omnibus that must be passed to keep much of the federal government functioning.

The proposal will eliminate most of the expensive bills that get sprung on people when they are unknowingly treated by an out-of-network anesthesiologist, emergency room physician, or other health care provider at an in-network hospital. But Neal got some concessions that will help medical staffing companies, including those owned by private equity firms like Blackstone Group and KKR, maintain many of the profits they have been making by springing giant bills on unsuspecting patients. The cost of the savings Neal secured for the staffing firms will be absorbed by the health insurance companies, which will almost certainly respond by jacking up premiums a bit for everyone.
