Two Los Angeles police officers have been charged with repeatedly sexually assaulting four women.
Two officers from the Los Angeles Police Department have been charged with repeatedly raping and sexually assaulting several women while on duty.
The men threatened their victims with arrest if they did not comply with their demands and abused at least some of the women in the back seat of the unmarked police car they drove together, according to court records.
Luis Valenzuela, 43, and James C. Nichols, 44, face more than a dozen felony charges, each stemming from allegations they preyed together and alone on four women from late 2008 to 2011, according to a complaint filed Tuesday by the county district attorney’s office. They are accused by prosecutors of forcing some women to have sex and others to perform oral sex. Valenzuela also is accused of assaulting one woman with a gun.
The charges carry a possible punishment of life in prison.
Both men were arrested Wednesday by detectives from their own department and held on more than $3.5 million bail. They are scheduled to appear in court Thursday. The men and their attorneys could not be reached for co

Police officer Daniel Holtzclaw worked the evening shift, from four in the afternoon until two in the morning, patrolling the northeastern part of Oklahoma City. Between February and June he allegedly sexually assaulted at least seven women while on duty, including a 57-year-old grandmother who says she was forced to give Holtzclaw oral sex after he pulled her over. According to police chief Bill Citty, Holtzclaw coerced the women, all of whom were black, into sexual acts by threatening to arrest them.

Former FBI agent files petition to enter guilty plea for child pornography charges

A local former Federal Bureau of Investigation (FBI) agent arrested on child pornography charges filed a petition to enter a guilty plea.
Donald Sachtleben was arrested in May 2012, following an investigation into the distribution of child pornography. Authorities said they were able to trace online activity back to Sachtleben’s Carmel home.
According to court documents, Sachtleben hid behind the email ‘pedodave69@yahoo.com’ and openly traded child porn. In one email he attached nine images of child pornography and child erotica and wrote:
“Saw your profile… Hope you like these and can send me some of (y)ours. I have even better ones if you like.”
Police obtained a search warrant on May 3. During an initial forensic examination of Sachtleben’s laptop computer, approximately 30 images and video files containing child pornography were reportedly discovered.
Sachtleben, a Northwestern University graduate, worked for the FBI from 1983 until his retirement in 2008.
Sachtleben’s plea request, which was filed in November, has not been accepted by the court at this time

FBI Agent Pleads Guilty to Child Abuse of 6 year old girls
https://antipolygraph.org/cgi-bin/forum ... 1077052156
WASHINGTON -The former chief internal watchdog at the FBI has pleaded guilty to sexually assaulting a 6-year-old girl and has admitted he had a history of molesting other children before he joined the bureau for a two-decade career.
John H. Conditt Jr., 53, who retired in 2001, was sentenced last Friday to 12 years in prison in Tarrant County court in Fort Worth, Texas, after he admitted he molested the daughter of two FBI agents after he retired. He acknowledged molesting at least two other girls before his law enforcement career, his lawyer said.
Conditt sought treatment for sex offenders after his arrest last year, said his attorney, Toby Goldsmith.
``The problem these people have is they don't really feel like it is their fault,'' Goldsmith said. ``The treatment doesn't work unless you admit you are the one who instigated it, and he did that.''
Conditt headed the internal affairs unit that investigates agent wrongdoing for the Office of Professional Responsibility at FBI headquarters in Washington from 1999 until his retirement in June 2001, the FBI said. He wrote articles in law enforcement journals on how police agencies could effectively investigate their own conduct.
FBI officials said Tuesday they had no information to suggest that Conditt had any problems during his career and he was never the subject of an investigation.
Goldsmith said he was concerned about the safety of his client in prison given that he is a former FBI agent and an admitted child molester. ``He's not going to be comfortable in the penitentiary,'' the lawyer said.
Goldsmith said his client had admitted that he had molested at least two other girls before he became an FBI agent more than 30 years ago, but that there was no evidence of any wrongdoing while he served in the bureau.
``It seems that he never did because he had stricter control at that time,'' the lawyer said.
Conditt could have faced life in prison, and prosecutors requested he get 50 years. The judge sentenced him to 12 years in prison, in part citing Conditt's decision to spare the victim the trauma of a trial, Goldsmith said.
Conditt's conviction is the latest controversy to strike the FBI's Office of Professional Responsibility.
Last year, FBI Director Robert Mueller transferred the head of the office to another supervisory assignment outside Washington, three months after rebuking him for his conduct toward a whistleblower.
That whistleblower, John Roberts, alleged the FBI disciplinary office had a double standard that let supervisors off easier than line agents.

The allegations were fleshed out -- so to speak -- in Official and Confidential: the Secret Life of J. Edgar Hoover by Anthony Summer. A review of the book ("Partners For Life") by Sidney Urquhart for Time magazine summarizes one alleged incident as follows:
Perhaps Summers' most bizarre revelation is an account provided by Susan Rosenstiel, the wife of a liquor distiller and gambling crony. Rosenstiel recalls attending what she thought would be an elegant private party at New York City's Plaza Hotel in the company of lawyer Roy Cohn, Hoover and others. Instead, Cohn introduced Rosenstiel to a woman named "Mary," dressed in a fluffy black dress, lace stockings and high heels. It was obvious Mary was no woman. "You could see where he shaved. It was Hoover," said Rosenstiel. Joined by Cohn, Hoover stripped down to a tiny garter belt and proceeded to have sex with two young boys. Cohn later joked about the evening. "That was really something, wasn't it, with Mary Hoover?"
The "two young boys" with whom Hoover allegedly had sex perhaps were provided by Ed "the Skull" Murphy who was a long-time Genovese associate involved in the crime family's gay bar and boy prostitution rackets in New York City. In Stonewall: The Riots That Sparked The Gay Revolution, David Carter writes:

RCMP association calls for overhaul after latest sexual harassment allegations
February 21, 2016.
http://lethbridgeherald.com/news/nation ... legations/
A group vying to become the Mounties’ first bargaining unit is using new allegations of sex harassment and bullying to try to make its case for a group to represent rank and file officers.
A representative for the Mounted Police Professional Association said the RCMP is mismanaged, and higher-ups turn a blind eye to allegations of harassment and assault in the workplace.
Rob Creasser points to a CBC report last week detailing allegations of unwanted sexual touching, bullying and rampant nudity in the workplace at the explosives training unit of the Canadian Police College in Ottawa.
The report prompted a sharp reaction from Public Safety Minister Ralph Goodale. He said he told RCMP Commissioner Bob Paulson he expects a comprehensive, transparent investigation, strong discipline, support for victims and a plan to end what he calls “this toxic workplace behaviour.”
Creasser said the allegations show RCMP officers need an association to encourage transparency and accountability in the force.
He said, as it stands, managers choose people they want to bring into their ranks, and do whatever they can to protect those people.
“I’ve heard it referred to as an ‘old boys club’. Like, you support people that you want to support, and if something comes up that is a little hinky with one of your ‘chosen’, you do everything in your power to make that go away,” the now-retired Mountie said.
He said he’d witnessed as much in his 28 years with the force.
“We can’t continue to count on people at the top of the organization to change the organization,” he said. “They have a vested interest in the status quo and keeping the amount of power that they have. The type of transformational change that we’re talking about is going to be driven from the ground up

Alabama state trooper charged with raping woman while on duty gets six months in jail

Samuel H. McHenry II pleaded
GREENVILLE, Ala. — An ex-Alabama state trooper who was accused of raping a woman while he was on duty was sentenced to six months in jail after he pleaded guilty Thursday to a misdemeanor sexual misconduct charge.
Felony charges of rape and sodomy against Samuel McHenry II were dismissed as part of a plea agreement he filed in Butler County District Court in Greenville.
McHenry’s Alabama Peace Officers’ Standards and Training Commission certification will be revoked and he’ll have to register as a sex offender, according to the plea agreement.
EX-OKLAHOMA COP DANIEL HOLTZCLAW GETS 263 YEARS IN PRISON FOR RAPING WOMAN
The plea deal comes amid increased national attention on allegations of sexual misconduct by law enforcement officers.
In a yearlong investigation of sexual misconduct by U.S. law enforcement, The Associated Press learned of about 1,000 officers who lost their badges in a six-year period for offenses including rape and propositioning citizens for sex while on duty.
The figure includes only officers whose licenses have been revoked. Not all states take such action, maintain accurate records or have a statewide system to decertify officers for misconduct.
In McHenry’s case, the trooper drove a woman away from the scene of a car accident the night of Dec. 6 and threatened to take her to jail if she didn’t have sex with him, according to a warrant.
The former trooper made the demands after he found pill bottles and an empty nasal spray bottle in her car at the accident scene, investigators have said.
McHenry drove the woman to a closed store after having sex with her, then let her out and drove off, investigators have said. Alabama Law Enforcement Agency spokesman Sgt. Steve Jarrett said McHenry began working as a trooper in 2009.
McHenry was ordered to report to the Butler County Jail by March 12 and pay court costs, fines and crime victims’ compensation fees.
Officials at the Alabama Attorney General’s Officer were not immediately available to comment on McHenry’s plea deal Friday morning.
“Both sides have to agree to it, so in that sense there was that discussion about is this acceptable to both sides,” said James Williamson, one of the attorneys who represented McHenry.
Williamson said state prosecutors offered McHenry the plea deal. Prosecutors and McHenry’s defense team reached an agreement after about three hours of negotiations, said Judge J. MacDonald Russell Jr., adding that judicial ethics rules prevent him from giving further details on the case.
“I suppose the court can always refuse a plea bargain but that’s not done very often,” he said. “I’ve never

Congress probes former Greenville Secret Service agent's actions
Editor’s note: The Greenville News has a policy of not identifying
victims in cases of sexual assault. The newspaper is identifying the
accuser in this story, Kristen Anderson, because she publicly came
forward as a named plaintiff in a federal lawsuit leveling accusations
that did not result in criminal charges. The paper discussed this
decision in advance of publication with both the woman and her lawyer.
COLUMBIA ─ Seated at the dining room table of her father's Greenwood
home, tears welling in her eyes, Kristen Miles Anderson described the
night she says she was coerced into having sex with a U.S. Secret
Service agent investigating her as a suspect in a bank embezzlement.
It’s been almost six years to the day since that night at the U.S.
Secret Service office in Greenville. Anderson long ago pleaded guilty
to embezzling about $90,000 and served 10 months of a 15-month
sentence at a federal prison in West Virginia.
A judge citing legal grounds in January threw out her lawsuit filed in
2012 against the agent, the federal government and others. A federal
grand jury investigation spawned by her allegations went no where.
However the U.S. House Committee on Oversight investigating wrongdoing
among the Secret Service is now interested in her story. Last month
the panel asked the inspector general for Homeland Security for a copy
of its investigation report.
Anderson wants the world to know what she says happened to her that
night in March 2010.
“I stood up and took the blame, told them what I did and paid the
price,” Anderson said during an exclusive interview with The
Greenville News. “Then to go back and learn they didn’t even charge
him, that’s just devastating. I can’t even tell you.”
Richard Kerns Jr., the agent who first denied the incident took place
and later described the sex as consensual, resigned after the
allegations came to light. Kerns, who was not charged with any crime,

Exotic dancers who claim they were held against their will and photographed by San Diego police officers during a compliance raid can move forward with their lawsuit, a federal judge ruled this week.
The 24 dancers, who have worked at the Cheetahs or Expose strip clubs, claim the officers violated their constitutional rights during the raids July 15, 2013, and March 6, 2014.
According to the complaint, five to 15 police officers went to the clubs during the early-evening hours and ordered the dancers into a dressing room, where they were told to wait until called, the lawsuit said.

The officers then questioned the dancers, who were scantily clad, checked their city-issued adult entertainer permits, asked about tattoos or piercings and photographed them.
The lawsuit claims some of the officers "made arrogant and demeaning comments to the entertainers and ordered them to expose body parts so that they could ostensibly photograph their tattoos."
The dancers say the process lasted more than an hour, and when several asked if they could leave, police threatened them with arrest and stationed officers at the exits, the suit says.
Lawyers for San Diego police asked the judge to dismiss the lawsuit, saying the search and seizure was reasonable as laid out by the city's permitting law, which allows police inspections of adult entertainment businesses. Police have said that cataloging tattoos is an easy way to identify dancers
U.S. District Judge M. James Lorenz disagreed, saying there are limits.
"Submitting photographs and providing identification during reasonable inspections, to avoid losing a permit, is qualitatively different than stripping down to undergarments, huddling in a dressing room for up to an hour, and submitting to a photo shoot that involved the exposure of intimate body parts, to avoid arrest," he wrote.
The judge is also allowing the lawsuit to go forward on a false-imprisonment claim and a Monell claim, which can hold supervisors liable for the actions of lower-ranking officers if it can be proven that the behavior

Child porn-collecting FBI partner on track to dodge jail
Seattle head of FBI/private industry group hopes to return to home across from Ballard elementary school
Wednesday, April 6 2016
A cybersecurity taskforce chief turned child pornography collector seems poised to dodge prison – and live across the street from a Seattle elementary school.
Before agents arrived at his house across from Ballard’s West Woodland Elementary School, security consultant Brian Haller led the Seattle chapter of an FBI/private-sector group tasked with fighting computer crime and cyberterrorism. Haller had access to a secure FBI online platform and email system, though he is not alleged to have used either to collect child porn.
Haller was one of the smaller fish caught in an expansive FBI sting last year. Agents found the law enforcement insider used a “dark web” service – a Tor network site – to collect 600 files capturing the sexual abuse and exploitation of countless children.
Usually, Haller’s crimes would carry a five-year prison term. Instead, federal prosecutors have asked that Haller, 40, be spared even jail time when he is sentenced Friday for possession of child pornography.
Prosecutors are officially mute on a request from Haller’s attorney that he be allowed to return to his home across from West Woodland Elementary. A psychologist hired by Haller argues the children there will be safe so long as Haller covers his windows and isn’t outside
The judge in the case is Robert Bryan.
