Dr. Staub has studied the roots of violence between groups, especially mass killings, genocide and terrorism, as well as reconciliation after violence and its prevention. He has published numerous articles and chapters on helping behavior and altruism, the passivity of bystanders in the face of others' needs, the development of caring, and ways to reduce aggression in children. Dr. Staub has applied his work in numerous real world settings. For example, he created a training program for California police officers in the wake of the Rodney King incident in Los Angeles; he also worked in Massachusetts schools on a project assessing bullying and school climate in an effort to promote more caring schools.

Marion Pettie and his Washington DC "Finders": Kooks or Spooks?

In August 1984, two twenty-something young men wearing ties knocked on my door and gave their names: Steve Usdin and Jeff Ubois. A tiny newsletter had mentioned the database I was developing, and they were interested. They began pumping me on my activities and associates, and took notes. Their questions reflected a familiarity with obscure leftist personalities and publications that is found only among seasoned activists, and even more curiously, they expressed no politics of their own. Usdin and Ubois had to be "sent men."

But they wanted to be helpful. My own attempts to interest progressives in my project had been met with quizzical looks, because at the time most leftists were still using typewriters. These two fellows at least knew all about microcomputing. So I rewarded them with the first edition of what today is called NameBase. At the same time I mentioned that I needed the IBM BASIC compiler to get the program transferred from CP/M, and a few weeks later they came by with just what I needed, complete with a photocopied manual in a binder. I probably should have asked them for new computers and an office.

They said their group went by the name of "Information Bank," and they wanted to approach certain organizations in the Washington DC area and volunteer their technical skills. The following June I visited their warehouse headquarters and met Randolph A. Winn and Robert M. Meyer. I asked questions about who or what was behind it all, but their answers were evasive. From their perspective, I was a potential recruit.

In July 1985 I got a call from Kris Jacobs, a DC activist who did research on the right-wing. She said that Ubois was caught looking in her office files, and when she confronted him, he claimed to be from the National Journalism Center. Since NJC is a right-wing group that was then doing research on the left, his answer didn't pacify her. Ubois had been dropping my name to talk his way into certain places, so Ms. Jacobs wasn't happy with my excuses either. I alerted two other organizations who were getting assistance from the Information Bank. The next time Ubois came over in early 1986, I casually brought up the name "National Journalism Center" in a different context, and asked him if he had ever heard of it. "Nope." That's when I opened my own file on the Information Bank.

Louis Wolf helped me check crisscross directories and we visited the recorder of deeds. Several group names were listed under each address, and the two properties we knew about were both in the name of Robert G. Terrell, Jr. While returning from the recorder of deeds office, cross my heart, we spotted Usdin walking with an older man. He didn't see us so we followed them on foot for about two miles like Keystone Kops (they kept stopping at store windows), but eventually lost them. Sometime later Ubois dropped in on Wolf (they never call ahead) and whipped out a business card that read "Hong Kong Business Today." He wanted to know how to get a visa for Vietnam. It was clear by then that most group members were world-class travelers, which included travel to numerous Eastern Bloc countries. It was all a game to them. This was a small group -- perhaps 40 adults -- but they had no visible income to support their far-flung activities.

In February 1987, two young men from the group were arrested in Tallahassee, Florida because the van they were driving contained six children with dirty faces. The term "child abuse" was trumpeted in all of the media, all over the country, for several days. Customs, the FBI, and DC police raided three group properties and made off with their files and computers. The group (it was a "cult" to the media) was called the "Finders" (years earlier they had been known as the "Seekers"), and it was run by Marion David Pettie, then 67 years old. At least now I knew who the older man was and I had another name for the group. No charges were filed and the children were soon returned to their mothers in the group. After realizing that they had been feeding on a nonstory, the media suddenly dropped everything with no apologies. I called the Washington Post city desk at the height of the hysteria and explained that there was another angle, but when their reporter called back he was only being polite.

Three years later I obtained a three-page nongovernment memo of undetermined origin that summarizes Pettie's intelligence links. Most of it seems to check out. According to this memo, Pettie began his career with assorted OSS contacts, served as a chauffeur to General Ira Eaker, became a protege of Charles Marsh (an intimate of FDR and LBJ who ran his own private intelligence network), and was trained in counterintelligence in Baltimore and Frankfurt, Germany. His wife worked for the CIA, and Pettie himself was run by Col. Leonard N. Weigner (whose September 1990 Washington Post obituary confirms that his career was spent in air force intelligence and the CIA). Pettie's case officer was Major George Varga, who relayed Weigner's instructions until Varga died in the 1970s. The memo says that on Weigner's advice Pettie resigned from the military and surrounded himself with "kooks" so that he could infiltrate the "beat," human potential, and now the New Age movements.

Okay, so file this memo under "P" for "Paranoia." Except that in December 1993, first the Washington Times (which was picked up by AP), and then U.S. News and World Report, both carried essentially the same story. It seems that the Finders investigation was stopped cold shortly after it started in 1987, and now the Justice Department has formed a task force to figure out what's going on. Why was it stopped? This is from an internal "Memo to File" written by a Customs agent who participated in the raids, dated 13 April 1987:

CIA made one contact and admitted to owning the Finders organization ...but that it had "gone bad." ... [I was advised] the investigation into the activity of the Finders had become a CIA internal matter. The MPD [DC police] report has been classified Secret and was not available for review. I was advised that the FBI had withdrawn from the investigation several weeks prior and that the FBI Foreign Counterintelligence Division had directed MPD not to advise the FBI Washington Field Office of anything that had transpired. No further information will be available. No further action will be taken.

NSA Official Refuses to Reveal the Success — or Failure — of Phone Surveillance

Members of the Senate Judiciary Committee from both sides of the aisle are questioning the necessity of renewing one of the NSA’s many telephone surveillance programs.
During a hearing on Wednesday, Republican Lindsey Graham of South Carolina and Democrat Dianne Feinstein of California each peppered an NSA representative regarding that organization’s drive to continue its unconstitutional collection of Call Detail Records (CDR) of Americans, records that reveal personal data of millions of citizens.
The Hill offered the following summary of the surveillance program being debated:
The call detail records program gathered information on incoming and outgoing domestic text messages and phone calls to aid the government in terrorism investigations. Civil liberties advocates are pressing Congress to allow the program to sunset entirely, claiming that privacy concerns outweigh any national security benefits.
"Why should we reauthorize it?" Graham, the chairman of the Senate Judiciary Committee, asked NSA official Susan Morgan.

Puzzling out Epstein’s connection to one of those named who’s more of a sexual outlier than a sometime Lothario might be a better bet.

He’s a temperate-looking man. Gray hair, short and orderly. Mild, hazel-brown eyes behind horn-rimmed glasses. He might have entered the U.S. Senate under Dwight David Eisenhower.
The kind of guy that looked old even in high school.
“George lives his life the way he plays tennis: thoughtful, conservative, doesn’t throw away any shots,” a friend said about him. “Nothing brilliant, or colorful; doesn’t have to make the grand slam.”
Epstein had a documented friendship with Mitchell dating back to the early 2000’s. In a 2003 New York Magazine profile, Epstein was paraphrased as saying Mitchell was “the world’s greatest negotiator,” and Mitchell called Epstein “a friend and a supporter.”
George and Jeff made an odd couple. Why did Epstein gift Mitchell the loan for an evening of one of his stable of not-yet-legal sex workers?

The list of convicted cops the California Attorney General tried to keep secret has just been made searchable by the Sacramento Bee. It contains hundreds of current and former police officers who've been convicted of criminal acts over the last ten years.
This collaboration of multiple newsrooms and journalism advocates began with an unforced error by a state agency. Taking advantage of a new state law allowing the public to access police misconduct records, journalists asked the California Commission on Peace Officer Standards and Training for relevant documents. The agency handed over a list of 12,000 former and current officers -- a list that apparently was never supposed to be made public.
The state's Attorney General claimed the journalists had broken the law simply by possessing a document the Commission never should have given them. This couldn't be further from the truth, but AG Xavier Becerra continued to make this claim, as though it were possible to codify something just by saying it out loud often enough.
I can see why AG Becerra wants this list buried. There's nothing on it that makes cops or their oversight (which includes Becerra) look good. While the 12,000 officers in the database are a small percentage of the total number of California law enforcement officers employed over the past ten years, this small portion includes a number of cops who were never fired from their agencies despite committing criminal acts that would have put regular people out of a job.
Reporters found at least a dozen deputies with prior convictions are still on the roster at the Los Angeles County Sheriff’s Department. And the five officers with convictions working for the Riverside police include the acting chief — Larry Gonzalez was a lieutenant in 2013 when he pleaded guilty to DUI after reportedly crashing a city-owned SUV with a blood-alcohol level nearly twice the legal limit.
There’s a Kern County Sheriff’s deputy still working despite a conviction for manslaughter after running over two people while recklessly speeding to a call. And a Santa Clara County Sheriff’s deputy is back on the force after dozing off at the wheel and killing a pair of elite cyclists on a training ride.
Sheriff's departments are especially fond of hiring and retaining the worst people. They're the agencies most willing to overlook long histories of misconduct and the most hesitant to hand down significant punishments when laws are broken by law enforcers on their payroll. The L.A. Sheriff's Department is filled with suspicious individuals who hang out in a high crime area every time they show up at the office.
The list has been trimmed considerably since its surprising release to journalists. Due to the lack of cooperation from law enforcement agencies and the general sloppiness of large-scale bureaucracies, the names in the database are only those that have been verified by journalists. The original list had 12,000 names but the database only contains 630 current and former officers.
Even so, there's plenty to be concerned about. Some officers have multiple convictions but were never fired. Officers have driven drunk, left their children in cars with their loaded guns, and engaged in fraud. There's also lots of domestic abuse -- most of which has gone unaddressed by officers' employers.
Richard Sotelo was an Imperial County Sheriff’s Department correctional officer in February 2013 when he was charged with domestic violence for assaulting his estranged wife. He was allowed to keep working despite the pending charges. But months later he was accused of a crime again, this time sexual battery against a male co-worker. He was charged for that as well. Sotelo ultimately took plea deals and was convicted in both cases and left the force.

In one incident investigated by the Bell Police Department months before his reckless driving, [LAPD Officer David] Guerrero allegedly “threatened, assaulted and battered” a woman who was in a dispute with his girlfriend, according to court records.
“That’s how you do it, LAPD style,” Guerrero allegedly said as he drove away.
The DA’s office didn’t file charges. It also didn’t prosecute Guerrero in 2013 when he allegedly threatened to kill the mother of his child, court records show.
The recycling of California cops isn't going to stop unless the state legislature steps up and makes it possible for officers to lose their certification following a conviction. California is one of only five states with no decertification process, so officers can avoid accountability simply by drifting from agency to agency in the (apparently unlikely) event they've been fired.

People who commit sexual harm have commonly experienced trauma as children or adults. Like most of us at some point in our lives, they could use therapy. But civil commitment is prison, and incarceration is psychologically destructive; indefinite detention borders on psychological torture—the opposite of therapy. Furthermore, the “treatment” arm of the sex offense legal regime asks us all to collaborate, recruiting the public, helping professions, schools, religious institutions, and even families to police the state’s boundaries between sexual normalcy and deviance. The radical approach to civil commitment is to stop thinking of sexual violence as a sociopathology from which the community must be safeguarded, and to turn instead to social and environmental approaches that engage the community in helping people who have done harm to live nonviolent lives. A scientific report released Tuesday revealed serious flaws in FBI testimony involving evidence on the chemical composition of bullets presented in hundreds of criminal cases.
The report stopped short of condemning the forensic method outright, but it proposed changes in how the bureau portrayed bullet-lead evidence that would significantly undercut the technique’s usefulness in a criminal trial, forensic science experts said.
“If this technique had not been used for years to send people to prison, no reasonable scholars of forensic evidence would consider it ready for court,” said William Thompson, professor of law and criminology at UC Irvine.

Federal Officers in Unmarked Vans Are Seizing Protesters in Portland without Explanation

Since early July, officers with U.S. Marshals, Federal Protective Service, Customs and Border Protection, and Homeland Security Investigations have been in Portland, ostensibly to protect federal buildings.
But federal officers “are also detaining people on Portland streets who aren’t near federal property, nor is it clear that all of the people being arrested have engaged in criminal activity,” Oregon Public Broadcasting reports.
Civil rights attorneys question the tactics, saying the federal officers appear to be violating protesters’ rights to due process.
“It’s like stop and frisk meets Guantanamo Bay,” attorney Juan Chavez, director of the civil rights project at the Oregon Justice Resource Center, says, calling the arrests “terrifying.”
“You have laws regarding probable cause that can lead to arrests,” he says. “It sounds more like abduction. It sounds like they’re kidnapping people off the streets.”

Two daughters of former state and federal law enforcement official Edward Rodgers were awarded $2.319,400 yesterday, after a Denver judge and jury found that the women suffered years of abuse at the hands of their father.

The award to Sharon Simone, 45, and Susan Hammond, 44, followed testimony of Rodgers’ four daughters in person or through depositions, describing repeated physical abuse and sexual assaults by their father from 1944 through 1965.

Rodgers, 72, who became a child abuse expert after retiring from the FBI and joining the colorado Springs DA’s office, failed to appear for the trial. But in a deposition taken in March, Rodgers denied ever hitting or sexually abusing his children.

Conditt Jr., 53, who retired in 2001, was sentenced last week to 12 years in prison in Tarrant County court in Fort Worth, Texas, after he admitted he molested the daughter of two FBI agents after he retired. SPOTSYLVANIA, Va. A F.B.I. analyst has been sentenced to seven years in prison for having sex with a young girl in Spotsylvania County.
Forty-four-year-old Anthony John Lesko entered an Alford plea yesterday in Spotsylvania County Circuit Court to nine counts of felony indecent liberties upon a child. An Alford plea means Lesko doesn't admit guilt but believes there is enough evidence for a conviction.
Authorities say Lesko engaged in a sex act with her nine times, beginning when she was nine years old.
According to the plea, Lesko said he was a victim in the case. He said the girl initiated the contact.

The documents were part of a June 19, 2020—Juneteenth—leak of police data by a group called Distributed Denial of Secrets (DDOS). Referred to as “BlueLeaks,” the leak included 269 gigabytes of information from more than 250 police departments that DDOS said it had received from the hacking group Anonymous. According to DDOS, Anonymous hacked into the servers of a private web hosting and software company called Netsential, a vendor of web-based software for hundreds of clients, including many local and regional police departments. Netsential confirmed its servers were compromised. And the National Fusion Center Association, the group that represents the state-run federal data centers at the center of the leak, confirmed the documents are real.

In 1952, in the early stages of the Korean War, North Korea accused the United States of using biological weapons — a claim the US has always denied. Journalist and retired psychologist Jeffrey Kaye found a copy of a report by the International Scientific Commission on the issue, originally released in 1952. Its investigation concluded that the US used a number of biological weapons, including anthrax, plague, and cholera, and that the confessions of many captured American airmen provided confirmation.

Those confessions were characterized by the US as the result of torture and brainwashing, which Kaye now believes were exaggerated to discredit the biowarfare claims. He describes the events of March 25, 1952, when a swarm of fleas — later found to be infected with bubonic plague — was dropped from aircraft on the North Korean village of Kang-Sou.

Jeffrey Kaye is a retired psychologist and the author of Coverup at Guantánamo: The NCIS Investigation into the “Suicides” of Mohammed Al Hanashi and Abdul Rahman Al Amri (publisher: Jeffrey S. Kaye, PhD, 2nd edition: September 10, 2016). He has written widely about torture, asylum, and many other issues related to the US military.
