I have to do this, or I'll forget. So please forgive me, but around the same time as all this shit was going on, does anyone remember that also in responce to 911, The Sniper attacks as well as the anthrax attacks, that it became known that ALL the excecutives of all fourtune 500 companies, were deputized with all the authority to kill, arrest, detain, etc. Does anyone remember that? This thread has reminded me, it was documented, but I can't find it, nor remember the spacific nuances of it, but it was jaw dropping... and it feels like it will be lost forever, in the collective unconscience if I didn't bring it up... So, again, not trying to be rude, but I think and thought then THIS was preaty damn, important. No derail intended.

If that were true, and I have a bit of a foggy memory of something along those lines, do they still have that authority? Is it part of the "State of Emergency" or whatever it's called that was drummed up at the Federal level and is STILL in effect??

If the notion that, ‘truth always lies 180 degrees opposite to the direction pointed by the corporate media’ is not yet a modern maxim, it should be. A useful corollary might be added to the effect that, ‘the depth to which an event is consigned to the establishment memory hole is inversely related to its actual significance’.

Such an event is the occasion of the October, 2001 anthrax attacks in the United States, for coming close upon the heels of those of 9/11, the anthrax attacks of early October seemed to stamp with the imprimatur of destiny itself the coming of a new age, a new ‘clash of civilizations’, and, of course, a new conflictual modality, ‘The Global War on Terror’. It is ironic then that barely a decade later the entire episode should be so completely forgotten as almost never to have happened.

So what did happen?

The bald facts – as detailed by author Graeme MacQueen – are these:

From early October until November 20, some twenty-two people became infected by anthrax spores contained in letters sent through the US public mail system. Of these five died. A number of letters containing the spores were sent to several major news organizations and two were sent to the offices of US Senators Tom Daschle and Patrick Leahy.

The US Administration immediately laid blame for the attacks at the door of Al Qaeda – and, significantly, Iraq, even though the latter had in no way been implicated in the 9/11 attacks themselves.

A number of crude ‘Islamic’ propaganda letters also accompanied some of the anthrax mailings. As it turned out, these proved so crude as to convince virtually no one, but rather as to suggest blatant fraud. Even more problematic was that the ordained authorities chose early on to push the notion that the spores had physical characteristics whose provenance could only be that of Iraq.

This tactic was quickly seen to backfire for when thoroughly analyzed the strain of anthrax used was found, egads!, to have come from US government labs. Shocking.

Needless to say, the Al Qaeda / Iraq motif was quietly dropped as was the heavy curtain of amnesia over the entire wayward affair. In 2010, just by way of tying up loose ends, a government anthrax vaccine researcher, one Dr. Bruce Ivins, was, after conveniently committing suicide, judged in absentia as the ‘lone wolf’ culprit. Case closed.

Why is Barbara Ledeen still working for the Senate Judiciary Committee?
Barbara Ledeen and her husband, the influential Neo-Con Michael Ledeen, are close friends and political allies of Michael Flynn, who is a central subject of the Senate’s investigation into Russian interference in the 2016 election. According to the Guardian, she also currently “works for the Republican senator Chuck Grassley on the Senate judiciary committee.”

This morning the Guardian broke the story that, while on the staff of the judiciary committee, Ledeen spent much 2015 conducting opposition research against Clinton. Specifically, she sought help from several sources including two defense contractors trying to find evidence that Clinton’s server had been compromised.

Critical new information from the Guardian article:

According to interview notes released by the FBI last year, Ledeen decided in 2015 to launch her own investigation into Clinton’s use of the server. At the time, she was a staffer on the Senate judiciary committee.

According to the FBI files, Ledeen wanted to determine whether the emails had been hacked by a “foreign power”, because the incident angered her as a citizen and because she wanted to know whether such a hack would put her children, who served in the military, in danger.

Clinton’s use of a private server was steeped in controversy throughout her unsuccessful presidential bid, but Ledeen’s concerns proved to be unfounded. A federal investigation found no evidence that the emails on Clinton’s private server were ever compromised.

Ledeen’s name was redacted on the FBI documents describing the investigation, which were released last year in response to a Freedom of Information Act request. But a person who reviewed the unredacted documents confirmed to the Guardian that Barbara Ledeen was the subject. Her involvement was also confirmed by the Senate judiciary committee in response to the Guardian’s questions.

According to the FBI notes, Ledeen wanted to pursue her own investigation in 2015 into whether or not Clinton’s emails had been compromised but could not finance the work.

She sought out the help of an unnamed defense contractor and also turned to Newt Gingrich, the former Republican speaker of the House, for help. According to the FBI notes, Gingrich “wanted to speak to others about the project” and asked Judicial Watch, the conservative activist group, for financial assistance.

Judicial Watch allegedly turned to another, unnamed, contractor who was familiar with the “deep web and dark web”, according to the FBI files. The parties were concerned about what they would do if they came across any emails that contained classified information. According to the FBI investigation, the project was later halted.

A little background on the Ledeens.

Barbara Ledeen is a conservative political operative with, according to The Forward, “ties to right-wing pro-Israel circles” (10/27/06). In the 1980’s and 1990’s she worked as a Defense department assistant and then a Senate aide, and started to conduct agitprop. She was a vocal critic of Anita Hill and, in the wake of the Clarence Thomas confirmation hearings, a co-founder of the anti-feminist, Scaife-funded “Independent Women’s Forum.” She was a defender of Paula Jones and chair of “The Coalition to Free Elian.” She split with the IWF group and worked for The Israel Project, and at the same time was an advisor the Santorum campaign.

Her husband Michael Ledeen is a failed academic who was an early adopter of the style of lunatic anti-Muslim conspiracy theories that were later to become all the rage. His history Ph.D and partisan zealotry made him invaluable to the to the Reagan and Cheney administrations, where he was involved with both the Iran-Contra affair and the Niger uranium forgeries. Today he is a vocal hawk whose only remaining passion in life appears to be the desire to invade Iran.

And did I mention they are close friends with Michael Flynn? That Michael Ledeen co-authored The Field of Fight: How We Can Win the Global War Against Radical Islam and Its Allies with Michael Flynn? That the Ledeens introduced Flynn to Ezra Cohen-Watnick, who is also implicated in covering up Russian interference and who began the ‘un-masking’ charade?

But she was not in charge of an investigation into Clinton, and yet, as a well-connected insider and staffer on the powerful committee, that didn’t stop her (“We hired Pablo Escobar to work for the DEA, but it is okay, because we put him in charge of the motor pool.”)

To sum up, Barbara Ledeen is a “Professional Staff Member” on the committee that is investigating the potential treason of a disgraced official she and her husband put into office.

Of a committee that is investigating obstruction of justice by a group with which they are intimately connected.

Barbara Ledeen should not be working for the committee that is investigating Michael Flynn.

The members of this rapidly growing group, called InfraGard, receive secret warnings of terrorist threats before the public does—and, at least on one occasion, before elected officials. In return, they provide information to the government, which alarms the ACLU. But there may be more to it than that. One business executive, who showed me his InfraGard card, told me they have permission to “shoot to kill” in the event of martial law.
InfraGard is “a child of the FBI,” says Michael Hershman, the chairman of the advisory board of the InfraGard National Members Alliance and CEO of the Fairfax Group, an international consulting firm.

InfraGard started in Cleveland back in 1996, when the private sector there cooperated with the FBI to investigate cyber threats.

“Then the FBI cloned it,” says Phyllis Schneck, chairman of the board of directors of the InfraGard National Members Alliance, and the prime mover behind the growth of InfraGard over the last several years.

InfraGard itself is still an FBI operation, with FBI agents in each state overseeing the local InfraGard chapters. (There are now eighty-six of them.) The alliance is a nonprofit organization of private sector InfraGard members.

“We are the owners, operators, and experts of our critical infrastructure, from the CEO of a large company in agriculture or high finance to the guy who turns the valve at the water utility,” says Schneck, who by day is the vice president of research integration at Secure Computing.

“At its most basic level, InfraGard is a partnership between the Federal Bureau of Investigation and the private sector,” the InfraGard website states. “InfraGard chapters are geographically linked with FBI Field Office territories.”

In November 2001, InfraGard had around 1,700 members. As of late January, InfraGard had 23,682 members, according to its website, www.infragard.net, which adds that “350 of our nation’s Fortune 500 have a representative in InfraGard.”

To join, each person must be sponsored by “an existing InfraGard member, chapter, or partner organization.” The FBI then vets the applicant. On the application form, prospective members are asked which aspect of the critical infrastructure their organization deals with. These include: agriculture, banking and finance, the chemical industry, defense, energy, food, information and telecommunications, law enforcement, public health, and transportation.

FBI Director Robert Mueller addressed an InfraGard convention on August 9, 2005. At that time, the group had less than half as many members as it does today. “To date, there are more than 11,000 members of InfraGard,” he said. “From our perspective that amounts to 11,000 contacts . . . and 11,000 partners in our mission to protect America.” He added a little later, “Those of you in the private sector are the first line of defense.”

He urged InfraGard members to contact the FBI if they “note suspicious activity or an unusual event.” And he said they could sic the FBI on “disgruntled employees who will use knowledge gained on the job against their employers.”

In an interview with InfraGard after the conference, which is featured prominently on the InfraGard members’ website, Mueller says: “It’s a great program.”

The ACLU is not so sanguine.

“There is evidence that InfraGard may be closer to a corporate TIPS program, turning private-sector corporations—some of which may be in a position to observe the activities of millions of individual customers—into surrogate eyes and ears for the FBI,” the ACLU warned in its August 2004 report The Surveillance-Industrial Complex: How the American Government Is Conscripting Businesses and Individuals in the Construction of a Surveillance Society.

Well not quite.

In 2008, following Ivins’ death and under pressure from Congress, the FBI reluctantly asked the National Academy of Sciences to review its scientific methodology in the case.

The NSA, after hurdling multiple bureaucratic and technical obstacles placed in its way by the FBI, concluded (in 2011) that, far from being airtight, the case against Ivins was, in fact, built on a foundation of sand.

Thus, not only was Ivins’ alleged ‘deception’ of authorities strongly called into question, but so was the actual physical link between Ivins’ research and the anthrax spores used in the mailings. The NAS findings received reinforcement that same year from an unexpected source.

The relatives of Robert Stevens – the first fatality and the first victim to be identified as suffering from anthrax, (Oct. 5) – in suing the US government for liability in the death of their loved one, incurred a raucous split between the government’s civil and criminal divisions.

The subsequent court battle witnessed the civil branch attacking the results of the FBI and concluding, as per the NAS report, that there was no substantive link between Ivins and the anthrax mailings.

For the government narrative, things got uglier still. In 2011 and 2012 two articles appeared in the Journal of Bioterrorism and Biodefense. The lead author of the two papers, Martin Hugh-Jones, was listed by the FBI itself as a “renowned anthrax expert”.

The papers argued that the spores used in the 2001 anthrax attacks were not only highly weaponized, but employed a very specialized ‘silicone coating with a tin catalyst’. As the authors concluded,

Potential procedures that might be applicable for silicone coating of spores, barely touched on here, are complex, highly esoteric processes that could not possibly have been carried out by a single individual”.

‘Highly esoteric processes that could not possibly have been carried out by a single individual’.

So if not by Ivins, then by who?

The authors of the papers answered this question too.

“The known clues point to Dugway [Proving Grounds in Utah] or Battelle [Memorial Institute in Ohio], not USAMIIRD as the site where the attack spores were prepared. Crucial evidence that would prove or disprove these points either has not been pursued or has not been released by the FBI”.

In short, all the evidence relating to the 2001 anthrax letters points, not just to a domestic false flag attack – that much is conceded – but to a collective conspiracy at the highest levels of the US state apparatus.

But then why? What was all this in aid of?

As mentioned earlier, the context of the 2001 anthrax attacks involved not just the assaults on the Trade Towers themselves, but the whole edifice of the subsequent ‘global war on terror’ that was so rapidly prosecuted by the Bush Administration.

Thus, within just one day of 9/11, i.e. on Sept. 12, Attorney General Ashcroft put forward a ‘use of force’ proposal that leant the President unprecedented wartime powers.

Within a week the Patriot Act was on the table and this was followed in short order by proposals for military tribunals and (on Oct. 4) bulk surveillance powers for the NSA. On October 7th, the US invaded Afghanistan.

As MacQueen shows, the entire ideological thrust of the US executive during this time was to phrase the attacks as acts of war rather than as terrorist incidents, this so as to replace the ‘legal system with the war system’.

And so, within a matter of mere weeks following 9/11, the nation witnessed a naked seizure of power by the Executive Branch such as had not been experienced during its entire two hundred plus years of existence.

But all was not entirely clear sailing for the Bush neo-cons.

The Patriot Act, for one, was, in late September and early October, meeting tepid, if nevertheless substantive, resistance from the Democrat-controlled Senate. And who by chance were the two people most implicated in this resistance? You guessed it, Senators Tom Daschle and Patrick Leahy.

Thus, Daschle as Senate Majority Leader and Leahy as Chairman of the Senate Judiciary Committee were the two key figures controlling passage of the legislation and who, though largely in obeisance to the Administration’s will, were yet a tad taken aback by the sheer scope and breadth of the powers being ceded by the proposed Act.

Moreover, they protested the unseemly haste with which the Administration was attempting to ram through the legislation. Following reception of the anthrax-laced letters on Oct. 15th, however, their opposition, such as it was, collapsed. The Patriot Act was then quickly signed into effect on Oct. 26.

Though jettisoned of necessity by the revelation of US government affiliation, the overweening importance of the Al Qaeda / Iraq anthrax narrative to the Bush Administration’s whole ‘war on terror’ meme cropped up again, almost two years later, when Colin Powell made his infamous bogus presentation to the United Nations in the lead up to the assault on Iraq.



Holding up a vial of simulated anthrax Powell inveighed not just against Iraq’s ‘weapons of mass destruction’ in general, but also against Iraq’s ‘aerial dispersion’ techniques. That it was all a load of total manure matters less for our concerns here than does the significance that the Bush Administration still placed, and had long placed, on the anthrax narrative – and on the idea of ‘aerial dispersion’.

Both of these, it turns out, have a fascinating connection to the alleged perpetrators of the 9/11 attacks themselves.

It is first pertinent to note, however, that the date of confirmation of the first anthrax attack, i.e. against Robert Stevens, was Oct. 3rd. Prior to this date no one knew – or was supposed to know – that the nation was, once again, ‘under attack’. Strange to tell, then, that the press was, all through September, chock-a-block full of reports and analyses of possible anthrax attacks.

The New York Times alone, between Sept. 12 and Oct. 3, fielded some 76 articles related to biological and chemical weapons attacks, of which 27 of these were specifically to do with anthrax.

Furthermore, on Sept. 22, the FAA, responding to special information (that we will visit in a moment) pointing to the possibility of a mass aerial anthrax assault, grounded all of the nation’s 4000 or so crop-dusting planes. Finally, it eventually came out that the White House staff had been placed on the anthrax antibiotic, Ciprofloaxcin, on the very day of Sept. 11.

Now one might at first suppose that all this seeming foreknowledge was merely prudent calculation on the part of both government and media. In short, perhaps this was not ‘foreknowledge’ but rather ‘foresight’. But this supposition is misleading. There was, as such, no obvious, no compelling reason to think that a follow-up terrorist plot by the likes of ‘Al Qaeda’ would come in the form of a biological attack. After all, purely conventional means (i.e. planes, bombs, etc.) offered the far simpler, the far greater threat.

And here we need take note, not only of the extreme technical difficulties in the weaponizing of anthrax, but of the overwhelmingly disproportionate emphasis on the threat of it throughout the period in question.

Nor can one credit the boys in blue – or the media – with some flashy detective intuition, for the plain fact of the matter is that they got it completely wrong, i.e. the provenance of the anthrax attacks were neither Al Qaeda nor Iraq – but US government-military labs!

Still, the FAA did seem to have been on to something when they grounded the nations’ crop-dusting fleet, and that ‘something’ turned out to be the startling revelation that a number (at least a dozen) of the alleged 9/11 hijackers had, over the previous year, been busying themselves attempting to procure crop-dusting planes. And not just procuring, but of making a big, very public splash of it to boot.

On Sept. 24, 2001, for instance, Ashcroft testified before Congress relating how Mohamed Atta, the supposed ringleader of the hijackers, “had been compiling information about crop-dusting before the 9/11 attacks.”

The following day it was revealed that Atta had, in early May, walked into US Department of Agriculture office in Florida and inquired about getting a loan to buy a crop-dusting plane adding that he was looking to modify the plane to carry a large additional chemical tank. After being turned down for the $650,000 loan he sought, Atta apparently then threatened to cut the throat of the loan officer and simply take the money from the safe. He made further blatant allusions to ‘Al Qaeda’ and ‘Osama Bin Laden’ and so on throughout the interview.

Apart from the fact that it is hard to reconcile this behaviour – and a large corpus of similar material relating to the behaviour of the 9/11 hijackers – with a group of men planning an ultra-secret mission of terror, it is also more than curious that the hijackers of 9/11 would be bothering to associate themselves with (presumably) spreading anthrax when it was clear, even according to the government’s own narrative, that ‘Al Qaeda’ was hardly likely to harbour the technical capability for weaponizing the bacteria.

This is, of course, where the link with Iraq insinuates itself, i.e. a state actor is required to provide the weaponized material.

The equation then becomes simple: The anthrax narrative equals the pretext for the invasion of Iraq. Here we may see Powell’s seemingly anomalous waving of the ‘anthrax card’ before the UN, in a new light, i.e. as part of an erstwhile, deeply entrenched (if, by then, completely discredited) script to attack Iraq.

A question now begs to be asked: Is there yet any connection between the hijackers – and the anthrax letters themselves?

The answer is yes, and the link between them is Robert Stevens, i.e. the very first person to be identified as having contracted anthrax (on Oct. 3; he died Oct. 5). Stevens worked as a photo-editor for a tabloid called The Sun in Baca Raton, Florida.

As it transpires, Gloria Irish, the wife of the head of the Sun, just happened to be the real estate agent not only for Stevens himself, but for two of the hijackers, Marwan al-Shehhi and Hamza al-Ghamdi. Two other hijackers moved in with al-Shehhi and al-Ghamdi and, in all, investigators later connected nine of the nineteen hijackers to the apartments located by Mrs. Irish.

But remember, the anthrax attacks did not actually involve Al Qaeda or the hijackers. They originated as a purely domestic conspiracy. Could then a ‘lone wolf’ agent like Bruce Ivins perhaps have deliberately targeted Stevens knowing his physical proximity to the hijackers?

No. The information linking Stevens and the hijackers came out only after Steven’s death.

That leaves either the pure coincidence theory, i.e. that, out of some 285 million people then living in the United States, a number of the hijackers just happened to be connected with the first anthrax victim, or that the entire anthrax narrative – including the reports of hijackers seeking crop-dusting planes etc – was meant to be linked with 9/11, this as a pretext to implicate Iraq in the 9/11 attacks themselves.

Moreover, as Graham MacQueen aptly notes, it matters not “whether actual hijackers were involved in sending out letters laden with anthrax spores: the question is whether fictions, verbal or enacted, were intentionally created to make this narrative seem credible. The Hijackers did not have anthrax, but the script portrayed them as likely to have it.”

The association between the alleged hijackers and the anthrax letters do not, of course, exhaust the many and profound connections linking the hijackers to a false-flag scenario.

There are, for instance, the known connections of a number of the hijackers to Western intelligence services. Of especial interest is the possible relation between the hijackers and Israeli intelligence agents operating in the US at the time. Still, as discussion of these fascinating threads would lead us far astray, let us conclude this exhibit with a final bizarro-world flourish known as ‘Dark Winter’.

Less than three months before the 9/11 attacks a bioterrorism exercise called ‘Dark Winter’ was held at Andrews Air Force Base. Whilst the holding of such exercises are not in themselves unusual, the peculiar parallels between this simulation and the subsequent anthrax attacks are yet worth noting.

Thus, like the anthrax attacks themselves ‘Dark Winter’ involved: contaminated letters being sent to the mainstream media; letters being sent to high state officials; preparations for the drastic restriction of civil liberties; and finally, an emphasis on a ‘double perpetrator’ narrative, even spelling out “Iraq” as the state sponsor in collusion with “terrorist groups in Afghanistan”. Also intriguing are the personnel who were involved in the exercise. Of these, three stand out: Judith Miller, James Woolsey, and Jerome Hauer.

Miller reprised for the simulation her real-world role as reporter for the New York Times ; a role she leant zealously towards the framing of Iraq in the lead up to invasion. Also worthy of note is the bio-weapons book she co-authored, entitled ‘Germs’, which was released on Oct. 2/01, just in time to clean up on the anthrax scare and soar up the best-seller list.

Woolsey, reprising his former real-world role as CIA director (under Clinton), was also an erstwhile and virulent proponent of invading Iraq. Hauer played the role of FEMA director in Dark Winter.

In real life, Hauer was both a bioterrorism expert and had been, up until early 2000, the director of the Office of Emergency Management (OEM) for New York City. The OEM had been located on the 23rd floor of the World Trade Center #7. Since the Hijackers of 9/11 fame were connected to the anthrax attacks, and since the anthrax attacks manifestly had to be planned and carried out by deep insiders in the US, there is no avoiding the implication that the 9/11 attacks were also carried out by insiders. There is, as it happens, a large body of evidence which supports this thesis.

And that, Ladies and Gentlemen, is where, in the lawyering biz they say with steely finality: ‘I rest my case'.

WASHINGTON -- The terrorists who perpetrated the 2001 anthrax attack on Congress likely were US government scientists at the army's Ft. Detrick, MD., bioterrorism lab having access to "moonsuits" that enabled them to safely process and manufacture super-weapons-grade anthrax, an eminent authority on the subject says.

Boyle, who drafted the US Biological Weapons Convention of 1989 enacted by Congress, said destruction of the Ames anthrax "appears to be a cover-up orchestrated by the FBI."

Boyle, a leading American authority on international law, said after the attacks he contacted senior FBI official Marion "Spike" Bowman, who handles counter-terrorism issues, and provided him with the names of the scientists working with anthrax. Boyle told Bowman the Ft. Detrick scientists were not to be trusted.

In addition to then destroying the anthrax, the FBI "retained every independent life-scientist it could locate as part of its fictitious investigation, and then swore them all to secrecy so that they cannot publicly comment on the investigation or give their expert opinion," Boyle said.

Boyle pointed out that Bowman is the same FBI agent "who played a pivotal role in suppressing evidence which in turn prevented the issuance of a search warrant for the computer of Zacarias Moussaoui, the alleged 20th Al Qaeda hijacker on 11 September 2001, which might otherwise have led to foreknowledge and therefore prevention of those terrorist attacks in the first place."

Because of its "bogus investigation," Boyle said, "the greatest political crime in the history of the United States of America since its founding on 4 July, 1776 - the anthrax attacks on Congress, which served not only to deliver a terrorist threat on its members, but actually to close it down for a period - may remain officially unresolved forever."

"Could it truly be coincidental," he continued, "that two of the primary intended victims of the terrorist anthrax attacks - Senators Daschle and Leahy - were holding up the speedy passage of the pre-planned USA Patriot Act ... an act which provided the federal government with unprecedented powers in relation to US citizens and institutions?"

Leahy is incoming Chair of the Senate Judiciary Committee and may have a personal interest in holding hearings to learn who tried to kill him. He recently said President George W. Bush should be "terrified" that he will be the new Chair.

A scholar in the areas of international law and human rights, Professor Boyle (fboyle@law.uiuc.edu ) received a J.D. degree magna cum laude and A.M. and Ph.D. degrees in political science from Harvard University. Grassley Questions Rationale Behind FBI Award

WASHINGTON — Sen. Chuck Grassley today wrote to FBI Director Mueller to question why he gave an award to Marion "Spike" Bowman in light of the FBI's problems with FISA warrants, especially in the case of Zacarias Moussaoui.

The Judiciary Committee has been investigating the FISA problems at the FBI, including holding closed hearings where Mr. Bowman and other officials were questioned about the Moussaoui case. During testimony before the Senate Judiciary Committee and in a letter to Director Mueller, Agent Coleen Rowley highlighted the resistance at headquarters, that agents in Minnesota faced in their investigation of Moussaoui.

Dear Director Mueller:

I am writing to express my concern and inquire about an award you recently gave to Marion "Spike" Bowman for "meritorious service."

Mr. Bowman, as deputy general counsel who is in charge of the FBI's National Security Law Unit, has a great deal of authority at the FBI over the use and processing of warrants sought under the Foreign Intelligence Surveillance Act (FISA), one of the FBI's most important tools against terrorists.

As you know, the FBI has experienced serious problems with the FISA process over the last several years. These problems are well documented by the May 2000 Bellows report, a July 2001 GAO report, the May 2002 Foreign Intelligence Surveillance Court's ruling and the Joint inquiry of the Intelligence Committees.

The case of Zaracarias Moussaoui, who has been charged in connection with the terrorist attacks of Sepetmber 11, 2001, is a prime example of the FBI's problems with FISA warrants. The 26-page Electronic Communication from the Minneapolis Division contained information that a reasonable person would have concluded is sufficient to obtain a FISA warrant. The application should have gone forward to the Justice Department and the FISA court.

Instead, Supervisory Special Agent Michael Maltbie concluded there was not enough information to go forward with the application. Incredibly, SSA Maltbie removed certain information before making a presentation of questionable accuracy and length to the National Security Law Unit. Mr. Bowman has said he concurred with SSA Maltbie that there was insufficient evidence to move forward with the FISA warrant application. Even after Mr. Bowman was made aware of the information that had been removed from the application, he maintained that even with that information the application still should not have gone forward.

If the application for the FISA warrant had gone forward as it should have, and had a warrant been granted as I believe it would have, agents would have found information in Moussaoui's belongings that linked him both to a major financier of the hijacking plot working out of Germany, and to a Malaysian Al Qaeda boss who had met with at least two other hijackers while under surveillance by intelligence officials.

In light of the consequences of the decision not to even attempt to seek the FISA warrant, and Mr. Bowman's concurrence with that, it is shocking then that you gave Mr. Bowman the award known as the "Presidential Rank of Meritorious Service."

By granting this award and a monetary bonus, you are sending the wrong signal to those agents who fought – sometimes against senior FBI bureaucrats at headquarters – to prevent the attacks. This also fits with a disturbing pattern of rewarding wrongdoing or mistakes by top officials at the FBI that I hoped would end during your tenure. Also, you have said that the FBI must admit its mistakes, but it seems that is not happening in this case.

To my knowledge, agents who were investigating leads on the hijacking plot prior to September 11, 2001, have neither been thanked nor awarded by you or other headquarters officials in any official way. Agents in Minnesota who investigated Moussaoui and the agent in New York who tried to investigate Khalid Al-Mihdhar should be held up as models of FBI agents seeking to prevent terrorism. Instead, you have given an award and extra money to a bureaucrat at headquarters who is seen by many as having stymied the work of field agents.

I ask that you personally review the Judiciary Committee transcript of the closed hearing held on July 9, 2002 about the FBI's FISA problems. This transcript contains troubling comments and answers from Mr. Bowman and others in the National Security Law Unit. Any reasonable person who reads the transcript will seriously question the competence of the National Security Law Unit.

To better understand why you gave the award to Mr. Bowman, please answer the following questions.

1) How and why was Mr. Bowman selected for this award? – Was this award given by your sole discretion as director, or were others involved in nominating or selecting Mr. Bowman? If others were involved, please identify them and include their reasons for thinking Mr. Bowman should be rewarded in the response. – Please provide any and all documents relating to the decision to grant Mr. Bowman this award. – My staff has been informed by an FBI official in the Office of Congressional and Public Affairs that the award is for work performed over the last three years. If this is so, please include documentation of achievements in this period for which Mr. Bowman was given the award and extra money.

2) I ask that you provide the full internal announcement, or the citation, for the award to Mr. Bowman and other recipients.

3) Please state how much money accompanies Mr. Bowman's award.
I would appreciate a full response in writing by Monday, January 27.

On September 11, 2001, Jerome Hauer was a national security advisor with the National Institute of Health, a managing director with Kroll Associates, and a guest on national television. His background in counter-terror and his specialized knowledge of biological warfare served him well on that day. Perhaps a little too well.
Anthrax Attacks
On September 11, 2001, Jerome Hauer advised the White House to begin taking Cipro, an antibiotic which is effective against anthrax.

Mr. Hauer's advice was not made public. Its value may have been underestimated at the time, but it was clearly demonstrated a week later, when the first anthrax letters appeared, and again three weeks after that, when anthrax appeared in letters to Democratic Senators Daschle and Leahy.

The obvious question is: Did Jerome Hauer know about the anthrax attacks in advance?
Prior Knowledge?
Strangely, perhaps, this is not the first time questions of prior knowledge have surfaced in Jerome Hauer's wake.

Jerome Hauer joined New York City's Office of Emergency Management (OEM) in 1998 and quickly obtained funding from the office of then-mayor Rudy Giuliani for the study of West Nile virus. The following year the virus appeared in the city, and Jerome Hauer led the fumigation effort.

Did Jerome Hauer know this was going to happen? Or did he just get "lucky"?

And how could anyone know such a thing was going to happen? Unless ... unless ...
The Sound Of Two Feet Dragging
Strangely, perhaps, Jerome Hauer managed the NIH response to the anthrax attacks. The anthrax used in the attacks was identified as an Ames strain, which means it had to have come from the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland.

Jerome Hauer received relatively good information for tracking down the origin of the anthrax. He even got a list of people from various institutes, including USAMRIID at Fort Detrick. But his response was slow and hidden behind a public relations campaign spreading Orwellian claims like "Suspects are Osama bin Laden and his Al-Q'aeda network and sympathizers to US right wing extremists".

Why would he act so slowly, and in such an inappropriate fashion? Perhaps because Jerome Hauer knew someone whose name was on that list?

Stephen Hatfill, at one time considered a prime suspect in this still-unsolved case, had worked for USAMRIID at Fort Detrick. Strangely, perhaps, he had also worked with Jerome Hauer, for Scientific Applications International Corporation, at the Center for Counterterrorism Technology and Analysis.

immediately after 9/11 but well before any hint that there was an anthrax (specifically anthrax-that's what Cipro is for) or any other biological threat.

The mainmen on this were HHS Sect. Tommy Thompson and the fellow he had just hired from SAIC (on 9-10-2001!) JEROME HAUER.

Last I heard, Mr. Hauer was in charge of public bio-defense efforts.


At a minimum 9/11 was LIHOP. Why no arrests in the ANTHRAX attacks against media and Democrats that also killed and harmed a lot of innocent US Postal Service employees?????

Tommy Thompson stood around boasting of his negotiating skills with the former I.G. Farben company, BAYER, for 300 million doses of Cipro while US Postal Service employees were working in anthrax HOT ZONE's.

I'm just getting started about this as I live in Wisconsin and suffered under Tommy Thompson for many years. One of his real pals is Charles Murray, the American eugenicist that co-authored "The Bell Curve" and was hired by Tommy Thompson to help draft the Wisconsin Works/W2 welfare reform bill that has since been adopted as the Federal model for welfare reform.

These bastards cannot keep getting away with murder, they have names.

WASHINGTON (AP) - The anthrax false alarm this week served as a reminder that federal authorities still haven’t caught whoever was responsible for the all-too-real attacks in 2001 that left five people dead.

No arrests have been made, and no charges filed in the case the FBI has dubbed Amerithrax. Attorneys and scientists who have followed the investigation - and at times been touched by it - say they see no evidence of recent activity.

Debra Weierman, spokeswoman for the FBI’s Washington field office, disputed that. She said 30 FBI agents and 15 postal inspectors are assigned to the anthrax investigation, and more than 5,000 grand jury subpoenas have been issued.

"The investigation remains intensely active," Weierman said.

Steven Hatfill, the one person identified by former Attorney General John Ashcroft as a "person of interest" in the case, has filed suit against Ashcroft and the government, asserting they ruined his reputation. Hatfill has repeatedly said he had nothing to do with the anthrax-tainted letters that scared a jittery nation a month after the Sept. 11 attacks.

WASHINGTON –– President Bush said confidently Tuesday that "I don't have anthrax" after biohazard testing at the White House and the discovery of anthrax on a mail-opening machine at a screening facility six miles away.

All White House mail – more than 40,000 letters a week – is examined at military facilities across the Potomac River.

"Let me put it this way," Bush said. "I'm confident that when I come to work tomorrow, I'll be safe."

Asked if he was tested for the germ that has killed three people already this month, or if he was taking precautionary antibiotics, Bush replied simply: "I don't have anthrax."

At least some White House personnel were given Cipro six weeks ago. White House officials won't discuss who might be receiving the anthrax-treating antibiotic now.

Jerome M. Hauer, one of the nation's leading experts on biological and chemical terrorism, recently left his post as Director of New York City's Office of Emergency Management (OEM) to join Science Applications International Corporation (SAIC). Hauer, who served four years as the City's first OEM Director, will be SAIC's Assistant Vice President and Associate Director of Center for Counterterrorism Technology and Analysis.

During his tenure at OEM, Hauer was charged by the Mayor with coordinating the City's on-scene response to multi-agency emergencies. He was also given the responsibility of drafting the City's emergency response plans to natural and man-made events, including hurricanes and coastal flooding, as well as biological or chemical attacks.

Hauer has a Masters degree from the Johns Hopkins School of Public Health and over 20 years of experience in emergency management. He was recently selected to be one of six scientists to brief President Clinton on biological terrorism and has been asked by the World Health Organization to co-author a rewrite of its 1970 monograph on chemical and biological weapons. Hauer consults regularly with Scotland Yard and the Israeli military, and worked extensively with the Australian Government in its preparations for the 2000 Summer Olympics.

Hauer has served on the National Academy of Sciences Institute of Medicine's Committee to Evaluate R&D Needs for Improved Civilian Medical Response to Chemical or Biological Terrorism Incidents, and is an advisor the United States Capitol Police and the United States Marine Corps' Chemical-Biological Incident Response Force (C-BIRF). Hauer is also a member of the Johns Hopkins Working Group on Civilian Bio Defense, and is an advisor to the Department of Justice's Office of Justice Programs.

In May 2002, Jerome Hauer became director of the federal Office of Public Health Preparedness (OPHP), succeeding Dr. D. A. Henderson from Johns Hopkins Institute.

Why is Jerome Hauer not making national news yet?

He's becoming famous on the Internet. Not only for Republicans, who appreciate his long fight against bioterrorism, which he started three to four years ago.

Hauer is also controversial among those who are able to connect the dots between his person and shady business deals in biopharmacy since 1998.

More interesting, he seems to have had prior knowledge about both so called terrorist-attacks: September 11th and Anthrax.

But many private investigators claim since months, he let the attacks happen on purpose to continue his career.

Is Hauer LIHOP suspect No.1?

He started to work for the NIH under Tommy Thompson on September 10, 2001 as an adviser on national security. On September 11th, he told the White House to take Cipro, the antibiotic that works against the anthrax virus, without bothering to reveal his warning to the American nation.

The watchdog group JudicialWatch decided to file a lawsuit against the NIH, but also against the FBI, CDC and the White House, for the same reason: Prior Knowledge.

It is not known how long Hauer worked at the NIH before Sept. 11, but we can confirm that he was working on Sept. 10.

But things get really interesting when we consider that Jerome Hauer was also the man who in August 2001 arranged a new job for John O'Neill - the resigning chief of the FBI Terror Task Force - as head of security at the World Trade Center.

How did Hauer know that the Twin Towers would be so important?

We would like to ask John O' Neill, but there is one problem: O'Neill died in the towers on September 11th, one day after he started his job officially, according to the New Yorker.

Disturbingly, O'Neill has never been received the same hero status in the mass media as has been accorded to the fallen New York firefighters and police officers. His death has gone without the same fanfare. For 11 months his story went untold, with two big exceptions.

The two French intelligence specialists Brisard and Dasquie (see: http://intelligenceonline.fr ) published an interview with O'Neill taken before his death in their book, "Bin Laden: The Forbidden Truth." And articles on O'Neill were also published in the New Yorker and New York Magazine. Last week, TIME magazine also tried to remember him, but left out the most important angles.

This should change immediately.

There is obviously a lot which has been hidden from us, but for what reason?

This might have something to do with the FBI HQ (O'Neill complained about them), but also with Jerome Hauer - who is a friend of the current prime anthrax suspect, Stephen Hatfill, who was working for the military anthrax program USAMRIID at Fort Detrick and Battelle, a huge pharmacy company with many ties to the CIA.

Hauer and Hatfill worked together at the SAIC's Center for Counterterrorism Technology and Analysis in 1999. The SAIC (Scientific Applications International Corp) later received also a huge BioDefense budget in autumn 2001.

In 1983, Hauer joined IBM where he was responsible for the company's Hazardous Materials Response and Crisis Management and Fire Safety programs. Hauer produced a series of hazardous materials training videos that earned him the International Film andTV Critics of New York Bronze award in 1986.

In the early 1990s, Hauer got his first contacts to military and biodefense.

Hauer received a master's degree in emergency medical services from the Johns Hopkins School of Hygiene and Public Health. Then he became member of the Johns Hopkins Working Group on Civilian Bio Defense, where he wrote various articles about a possible bioterrorist attack.

In 1998, he started working at the OEM (Office for Emergency Management) in New York.

In the same year, Hauer and anthrax suspect Hatfill both supported the CFR as experts in their respective fields. The CFR is an acronym for Council on Foreign Relations, one of the most important think-tanks advising the US government, as well as many other governments abroad.

CFR members include the Pentagon's top advisers, Richard Perle, Henry Kissinger, Deputy Defense Secretary Paul Wolfowitz, ex-CIA chief James Woolsey, biosciences specialist Joshua Lederberg, and many others.

Hatfill was at that time also Senior Research Associate at the U.S. Army Medical Research Institute for Infectious Diseases (=USAMRIID)

Hauer seems to specialize in the art of holding down several different jobs at the same time. While he started to work for the NIH in September 2001, he remained a Managing Director at Kroll Associates - the official security and bodyguard company for all American presidents since World War II!

With Hauer's many sources of insider information (e.g. Kroll/President bodyguards) , it makes sense that he also knew about the CIA briefing for George Bush on August 6, 2001, about warnings of an imminent terrorist "attack with planes."

Hauer is still trying to save the world.

On November 6th, 2001 he participated in the "Independent Task Force on America's Response to Terrorism" at the CFR. Participants there included James J. Zogby (President of the Arab American Institute and Central Asian Enterprise Fund), Newton L. Gingrich (Chief Executive Officer, The Gingrich Group), Harold Brown (former secretary of defense and counselor at CSIS: the Center for Strategic and International Studies), Henry A. Kissinger (Senior Fellow in National Security and European Affairs), Richard C. Holbrooke (Counselor, CFR and Vice Chairman of Perseus, LLC) and Philip A. Odeen (Executive Vice President, Washington Operations of TRW, Inc. and CEO of Reynolds + Reynolds, Dayton).
