Child abuse image investigation leads to 660 arrests

Paedophiles 'flocking to dark net'
Net child porn at 'epidemic' scale

More than 650 suspected paedophiles have been arrested as part of a six-month operation targeting people accessing child abuse images online.

The National Crime Agency (NCA) said the 660 arrested included doctors, teachers, scout leaders, care workers and former police officers.

More than 400 children have been protected as a result, the agency said.

Arrests were made across the UK and the majority of those held had no previous contact with police.

The NCA said 39 of those arrested are registered sex offenders.

Charges already brought range from possessing indecent images of children to serious sexual assault.

The NCA stressed that none of those arrested is a serving or former MP or member of the government.

Examples of those arrested include:

A doctor, who has been charged and remains in custody over images of child abuse
A grandfather who had access to 17 grandchildren, two of whom alleged abuse by the man. He was taken into custody
A foster carer, who was caring for a 12 year old, was arrested. He had no previous convictions or allegations of offending
'Dark net'
NCA deputy director general Phil Gormley said sex offenders should understand they cannot avoid detection while using the internet, even on the so-called "dark net".

The "dark net" refers to content that does not appear in normal search engines and users often use virtual currencies to avoid detection. According to the Internet Watch Foundation, less than 1% of its content is hosted in the UK.

Mr Gormley added: "Some of the people who start by accessing indecent images online go on to abuse children directly. So the operation is not only about catching people who have already offended - it is about influencing potential offenders before they cross that line.

"We want those offenders to know that the internet is not a safe anonymous space for accessing indecent images, that they leave a digital footprint, and that law enforcement will find it."

The investigation involved 45 police forces across England, Wales, Scotland and Northern Ireland and saw "unprecedented level of co-operation," the NCA added.

Officers have searched 833 properties and examined 9,172 computers, phones and hard drives.

Targeted offenders
No regional breakdown has been published. But police in Wales said 51 people had been arrested there as part of the operation. In Scotland, the figure was 13.

In the West Midlands there were 41 arrests, while there were 26 arrests in Merseyside. Devon and Cornwall police arrested 22.

The national policing lead for child protection and abuse, Chief Constable Simon Bailey, said: "During this operation, we've targeted offenders accessing child abuse images.

"Police must continue to use a range of investigative techniques targeting all forms of abuse if we going to protect children and bring offenders to justice.

"Chief officers are committed using all the tools available to them because nothing is more important in policing than protecting vulnerable people".

Claire Lilley, head of online safety at the NSPCC said the operation had rescued children from abuse.

But she added: "Industry has to find inventive ways of blocking the flow of such horrendous pictures which are only produced through the suffering of defenceless children - many of who are not even old enough to go to school.

"So while this operation must be rightly applauded we should view it as yet another warning sign that far more needs to be done if we are to stem the sordid trade in these images, which are often used by those who go on to abuse children."

Wow! This is such an emotional interview!
We previously mentioned that Oprah would be sitting down with the adopted son of notorious Penn State child molester Jerry Sandusky, and he was ready to tell the truth!
Matthew Sandusky was sadly a victim of his father, but after healing with time, he can now discuss the painful things he went through with Awful Jerry.
And Big O didn’t take it easy on him! Though, she was sensitive, as she always is.
The biggest, and most heartbreaking thing that came out of all of this was when Matthew detailed their ‘bedtime ritual’ which is just the saddest thing ever (above)!
But Matthew also didn’t shy away from answering questions about people who think that he’s just doing this for money (below), as well as his decision to speak out on the issue (below)!
We can’t even begin to imagine how difficult this must be for Matthew, but we commend him on his bravery because the truth will set you free!

A 19-year-old Oklahoma man accused of sexually abusing children while volunteering in Kenya is blaming his actions on “pseudo-tribal psychological voodoo.”

Matthew Durham was charged Friday in federal court with four counts of traveling to engage in illicit sexual conduct, reported The Oklahoman.

The Edmond man was accused of sexually abusing up to 10 children of both sexes, between the ages of 4 and 9 years old, while volunteering this spring at Upendo Children’s Home in Nairobi.

At least one of the victims is HIV-positive, authorities said.

At least 1,400 children were sexually exploited in one town over a 16-year period, a report published today has found.

A report commissioned by Rotherham Borough Council in 2013 on the events in Rotherham, South Yorkshire, between 1997 and 2013 concluded: "It is hard to describe the appalling nature of the abuse that child victims suffered."

Roger Stone, the leader of Rotherham council from 2003, stepped down with "immediate effect" after accepting responsibility on behalf of the council for failings detailed in the report.

Its author, Professor Alexis Jay, said she found examples of "children who had been doused in petrol and threatened with being set alight, threatened with guns, made to witness brutally-violent rapes and threatened they would be next if they told anyone".

Prof Jay said: "They were raped by multiple perpetrators, trafficked to other towns and cities in the north of England, abducted, beaten and intimidated."

She said she found that girls as young as 11 had been raped by large numbers of men.

The report said failures of the political and officer leadership of Rotherham Council over the first 12 years she looked at were "blatant" as the seriousness of the problem was underplayed by senior managers and was not seen as a priority by South Yorkshire Police.

She said police "regarded many child victims with contempt".

The figure of 1,400 is a “conservative estimate”, according to the report, which concluded: "No one knows the true scale of the child sexual exploitation (CSE) in Rotherham over the years.”

Rotherham first came under the spotlight in 2010 when five men, described by a judge as "sexual predators", were given lengthy jail terms after they were found guilty of grooming teenage girls for sex.

The prosecution was the first of a series of high-profile cases in the last four years that have revealed the exploitation of young girls in towns and cities including Rochdale, Derby and Oxford.

In response, Rotherham Council said it accepted its findings, including the statement that failures "almost without exception" were attributed to senior managers in child protection services, elected councillors and senior police officers.

It accepted that failures were not down to "frontline social or youth workers who are acknowledged in the report as repeatedly raising serious concerns about the nature and extent of this kind of child abuse".

Martin Kimber, the chief executive of Rotherham Council said at a press conference after the publication of the report today: “We the Council and other agencies failed in our duty for a significant period of time, and for this I am deeply sorry and I offer my sincere apologies to the young people who have suffered such horrific abuse and also to their families for the devastation this will have caused.

“We could and we should have done more to protect children and risk. That is why the report will be widely published and referred to national agencies to ensure the learning from it is not just confined to Rotherham.”

He said the report would also be referred to the chief constable of police for consideration.

There is a really big issue of primarily Pakistani-British men systematically treating young white British girls as disposable trash.

Sadly, the same thing is going on in Holland with Algerian / Moroccan guys, with the added track that many of the girls are hooked by guys who they fall in love with then, then the guys rape them, then gang rape them, then pimp them, then get them addicted to smack.
There have been cases of parents kidnapping their daughters from brothels, then the guys trace them and show up with heavies at the family home and demand the girl comes with them and sadly they often do.
The worse thing about it was the level of contempt shown - it was a level of deeply racist misogyny
that was jaw dropping - and terrible for the families involved :(

The Times investigation

In September 2012, a series of investigations by The Times based on confidential police and social services documents, stated that the abuse had been much more widespread than acknowledged.[3][4] It said that there was systematic abuse of white girls by some Asian men (mostly of Pakistani origin)[5] in Rotherham for which people were not being prosecuted.[6][7]

The newspaper cited a 2010 report by the police intelligence bureau which discussed "a problem with networks of Asian offenders both locally and nationally" which was "particularly stressed in Sheffield and even more so in Rotherham, where there appears to be a significant problem with networks of Asian males exploiting young white females.[7][4] It also referred to a document from the Rotherham Safeguarding Children Board that stated that the "crimes had 'cultural characteristics...which are locally sensitive in terms of diversity'".[7]

The South Yorkshire Police denied these accusations saying that The Times was wrong, and that to suggest the police force was deliberately withholding information was "a gross distortion and unfair on the teams of dedicated specialists working to tackle the problem."[3]

10.22 The main findings of the 2003 report were:
a) most of the men in South Yorkshire who were involved in the sexual exploitation of young people for the purposes of prostitution were also believed to be involved in drug dealing. They might also be involved in rape, violence, gun crime, robbery and other serious criminal offences;
b) Rotherham was described as not having a 'street scene' but there were a 'significant number of girls and some boys who are being sexually exploited';
c) Some of the young women who were being sexually exploited were subject to violence, rape, gang rape, kidnap, carrying drugs, dealing drugs, and found in situations where firearms were present;
d) Four brothers who had been targeting young women for their own and others' gratification were identified as the main focus of concern for Risky Business;
e) The Police recalled one 12-year old who described being taken to a hotel by some men and being made to watch while her 14-year old sister had sex with them. They spoke of another young girl who was doused in petrol as a threat against reporting sexual offences. Another 14-year old was selling drugs for one of the main perpetrators, who had been very violent towards her and her mother. This man's brother tried to strangle another young girl;
f) A significant number of the girls involved got pregnant; and
g) Anger, depression and acts of self-harm by the girls involved were evident in many from a very early stage.

10.23 The main findings of the 2006 report were:
a) The situation in 2006 in Rotherham was described as continuing 'as it has done for a number of years', with an established sexual exploitation scene which was very organised and involved systematic physical and sexual violence against young women;
b) It also involved young women being trafficked to other towns and cities predominantly in the north;
c) The level of intimidation, physical beatings and rape amongst exploited girls was considered by multi-agency staff to be very severe and their situation to be very serious. None of the perpetrators were believed to use substances which would contribute to such levels of violence;
d) It was reported that a number of workers in the town involved with the issue believed that one of the difficulties which prevented CSE being dealt with effectively was the ethnicity of the perpetrators;
e) The author emphasised the importance of the attitude taken to these crimes and to the victims, particularly by the Police and children’s social care;
f) The most significant recent development had been a rise in reports of guns being seen rather than used by men involved in CSE in Rotherham and Sheffield; and
g) There had been a high-profile media campaign about the trafficking from Eastern Europe of young women and girls for the purposes of prostitution. Whilst laudable in itself, the abuse of local girls for the same purpose appeared to be largely ignored.

Former Acting HHS Cyber Security Director Convicted for Engaging in Child Pornography Enterprise

The former acting director of cyber security at the U.S. Department of Health and Human Services was convicted by a federal jury in the District of Nebraska today of engaging in a child exploitation enterprise, conspiracy to advertise and distribute child pornography, and accessing a computer with intent to view child pornography in connection with his membership in a child pornography website.

Assistant Attorney General Leslie R. Caldwell of the Justice Department’s Criminal Division, U.S. Attorney Deborah R. Gilg of the District of Nebraska and Special Agent in Charge Thomas R. Metz of the FBI’s Omaha Division made the announcement.

Timothy DeFoggi, 56, formerly of Germantown, Maryland, is the sixth individual to be convicted as part of an ongoing investigation targeting three child pornography websites. The three websites were run by a single administrator, who has since been convicted in the District of Nebraska of engaging in a child exploitation enterprise in connection with his administration of the sites.

According to evidence presented at trial, DeFoggi registered as a website member on March 2, 2012, and maintained his membership and activity until Dec. 8, 2012, when the website was taken down by the FBI. Through the website, DeFoggi accessed child pornography, solicited child pornography from other members, and exchanged private messages with other members where he expressed an interest in the violent rape and murder of children. DeFoggi even suggested meeting one member in person to fulfill their mutual fantasies to violently rape and murder children.

The jury reached its verdict following a four-day trial before U.S. Chief District Judge Laurie Smith Camp. Sentencing is scheduled for Nov. 7, 2014.

This case is a result of investigative efforts led by the FBI’s Omaha Field Office, Violent Crimes Against Children Section, Major Case Coordination Unit, and Digital Analysis and Research Center. This case was prosecuted by Trial Attorneys Keith Becker and Sarah Chang of the Criminal Division’s Child Exploitation and Obscenity Section, along with Assistant U.S. Attorney Michael P. Norris of the U.S. Attorney’s Office for the District of Nebraska.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. On Rotherham: can the race element really explain the lack of official action? Surely there must be more to it than that?

Across the street, two police cars passed by and their occupants strained to look out of the windows. Salim, 26, watched as they drove off down the street. 'They know what we're doing here,' said Salim. 'Sometimes they leave us alone. Sometimes they don't.'

The gangs are highly organised and stretch from the inner cities of Britain to the poppy fields of Afghanistan. At the bottom of the pile are the 'runners', usually young teenagers who make drug deliveries on specially bought mountain bikes. Then come street dealers like Salim, supplying runners and customers with their fixes. Above him are the murky upper echelons of the gang world, often using family ties with Pakistan to arrange the courier routes that bring the drugs, nearly all heroin, back to Britain. The profits are high: a kilo of refined heroin bought in Pakistan costs £125,000 but is sold in Britain for twice that amount, before being cut and sold on the streets. If the drug is bought in the form of raw opium it is even cheaper.

At the moment anti-drugs police in the Bradford area are talking a tough game on the subject. 'If you get involved in drugs in this city you are going to end up in court or a box. You will not get rich. Bradford and Keighley are not good places to be a drug dealer,' said Chief Superintendent Graham Sunderland. But the situation on the ground appears very different. For Salim the money is rolling in. He has many regular users from all over the city who return to him several times a week and he carries on his work largely unmolested by police or rivals.


There have been some major drug busts in South Yorkshire in recent years, but from what I could tell from looking now, none involving Pakistani gangs moving Afghan heroin. It's gangs shipping either heroin from SE Asia or cocaine from South America. Perhaps authorities were protecting this racket in exchange for money and the girls? That would be entirely in line with what obviously happened in London for years.

......absolutley can't rule it out.......the level of inaction - well that's too passive...there was active deliberate suppression of evidence....involved multi-agency senior managers in police, social services and local govt councillors ( some being Pakisstani community leaders types - a term which can cover multitude of sins ) & also the prosecution service....there was some sort of coalition of interests that suppressed this issue......in the old days you would look to the local masonic lodge as the hidden X-Factor to explain these seemingly unexplained phenomena........the tabloid "this is PC gone mad" is ofcourse a dumbed-down and partial version of the truth but there is absolutley no doubt in my mind that it was sensitivities over the race issue that was one of the factors that have allowed this to fester....

Given that Rotherham was winning awards / being outstanding in it's Child Protection Services during this time, I wondered how big the problem might be if a similar thing was happening across the UK, based on the idea that although there might not be the Pakistani Muslim presence, that the Albanian mafia might make up for it as people trafficking seems to be a speciality of theirs...

, so just scaled up the proportional number of kids by the UK population.
... and got a figure of 336,000 children which is about the size of Leicester or Cardiff.

Eight men have been charged with sexually abusing girls under the age of 16 by police investigating child sexual exploitation dating back to 2005.

The charges follow raids by Thames Valley Police carried out in Aylesbury and other Buckinghamshire towns on Tuesday.

One of the men has been charged with three counts of raping a girl under the age of 13.

The men arrested come from Aylesbury, Milton Keynes, Buckingham and Chesham.

The men in custody are aged between 28 and 45.

The operation involved 120 officers who conducted a string of early morning raids.
