Disrupting social movements is a specialty of the FBI and CIA using confusing COINTELPRO tactics.
I think a snack ad campaign was used to mask a campaign to end US torture and close Guantanamo Bay.
I've found examples of national advertising campaigns being used for government psychological operations going back to atleast 1964. Visibility in a benign context makes advertising an effective place to nest keywords and themes.

This thesis demonstrates the formulation and use of a 'goal programming' model in optimizing the allocation of media for psychological operations. The parallels between advertising and psychological operations are outlined; particularly, those in connection with defining a product, specifying a target audience and measuring success.

Now that official dead US soldier #4000 is only a few weeks away and a military kangaroo tribunal based on torturing Gitmo prisoners is filling the 'news' talk, there is a battle for the symbol 'ORANGE' which is just as likely to be linked to a junk food as to the ACLU and international campaign against US torture and Guantanamo Bay.
Exactly at the time when the ACLU has an anti-Gitmo activist campaign using ORANGE clothes and ribbons, the junk food Cheetos creates a mirror ad campaign with a fake 'political movement' peaking three days before 'International Day to Shut Down Guantanamo. Cheetos even hijacked the record cover of a musician who wrote a song about torture, Frank Zappa.
This looks like more CIA advertising tricks shielding American youth from a social movement by mirroring it as much as possible.

Then there's the Orange Underground website which delivers its primary content in the form of a "we've hijacked the airways" style video (which changes a bit each time you view it) that explains the group's movement and leads to other items such as a poster which can be downloaded to spread the group's gospel. There's a fake news report covering the groups' Random Acts of Cheetos. There's a blog and a mysterious event that will occur on April Fool's Day.

But the POLITICAL TONE AND TIMING of the Cheetos campaign is a direct mirror of the ACLU and went to great lengths to eclipse the ACLU's campaign against Gitmo and torture.
But there's yet more hijacking by Cheetos.
Iconic anti-fascist musician, Frank Zappa, had a character on some of his record albums that looks exactly like this one that Cheetos has hijacked.
It was last known as "Cyborg" and a companion to a musician thrown into an American concentration camp. Aha again!
More importantly, Zappa wrote a song called...'THE TORTURE NEVER STOPS.'

Zappa was the first one to teach me about the US-Nazi connection several decades ago, before the internet exposed Prescott Bush's financing of Hitler.
His avant-garde 1970 film, '200 Motels,' put the London Symphony Orchestra on a movie set designed to be a...
concentration camp.
And included that industrial vacuum cleaner, too.
And starred Beatle, RINGO STAR and award-winning Jewish performer, THEODOR BIKEL.
Both very heavy cats, nevermind the London Symphony Orchestra.
THIS is probably the reason for the Cheeto hijacking of Zappa's surrounded by famous and credible icons to deflect away from "things that might remind us of US, torture, camps, and Nazis."

Disinformation to Prevent or Disrupt Movement Meetings and Activities:
A favorite COINTELPRO tactic uncovered by Senate investigators was to advertise a non-existent political event, or to misinform people of the time and place of an actual one. They reported a variety of disruptive FBI "dirty tricks" designed to cast blame on the organizers of movement events.
In one "disinformation" case, the [FBI's] Chicago Field Office duplicated blank forms prepared by the National Mobilization Committee to End the War in Vietnam ("NMC") soliciting housing for demonstrators at the Democratic National Convention. Chicago filled out 217 of these forms with fictitious names and addresses and sent them to the NMC, which provided them to demonstrators who made "long and useless journeys to locate these addresses." The NMC then decided to discard all replies received on the housing forms rather than have out-of-town demonstrators try to locate nonexistent addresses. (The same program was carried out when the Washington Mobilization Committee distributed housing forms for demonstrators coming to Washington for the 1969 Presidential inaugural ceremonies.)
In another case, during the demonstrations accompanying inauguration ceremonies, the Washington Field Office discovered that NMC marshals were using walkie-talkies to coordinate their movements and activities. WFO used the same citizen band to supply the marshals with misinformation and, pretending to be an NMC unit, countermanded NMC orders.
In a third case, a [Bureau] midwest field office disrupted arrangements for state university students to attend the 1969 inaugural demonstrations by making a series of anonymous telephone calls to the transportation company. The calls were designed to confuse both the transportation company and the SDS leaders as to the cost of transportation and the time and place for leaving and returning. This office also placed confusing leaflets around the campus to show different times and places for demonstration-planning meetings, as well as conflicting times and dates for traveling to Washington.
This struggle against KANGAROO COURTS was happening during Vietnam War days.

My suspicions about human law go back 30 years. They began with the trial of The Baltimore 4 following Dr. King's assassination in April, 1968. Our effort, in October 1967, was one of many raids on Selective Service -- some say over 100 -- both standby and covert.
In the Baltimore 4 trial, the federal judge enforced a narrow focus -- did we do the resistance act we admitted doing against the genocidal debacle in Southeast Asia? He suppressed "why" we did it, except by our testimony, which the prosecutor dismissed contemptuously as misguided, even adolescent. But no expert testimony reached the jury about search and destroy operations, napalm, cluster bomb units, Agent Orange, Phoenix Program assassinations, millions of Indochinese dead, the risks of nuclear war against China and the Soviet Union.
I witnessed for the first time an American Court fabricating a legal railroad -- what we call a kangaroo court. On reflection it was pitiful -- a court exposing itself like an exhibitionist snatching his raincoat open. But despite the shameful (and shameless) spectacle, the judge initiated a pattern scrupulously followed for 30 years, departing again from the initial concept of The Founders -- protection of the people against the government and powerful. The judge did the exact opposite -- he protected the government and military against the people.
Such legal machinations are insidious -- they effectively strip people of any non-violent redress against "their" government. We should recall that Thoreau called legal dissent "consent" since he apparently believed that tolerating legal dissent by the regime strengthened its credibility (and injustice). In brief, the government imposes an enormously effective deterrent -- "break the law and you'll go to prison!"
As the years passed and my arrests mounted, setting up a revolving door between prison and "minimum security," I feverishly researched material on law and the judiciary. I read Thomas Merton who likened the legality of Christ's execution -- "we have a law and according to this law he must die" (Jn 19:7) -- to the legality of nuclear war (Hiroshima and Nagasaki and subsequent doomsday adventures). This time, Merton wrote, the death sentence is passed on humankind, The Body of Christ.
