Ban mobile phones and wireless networks in schools, say European leaders
Mobile phones and computers with wireless internet connections pose a risk to human health and should be banned from schools, a powerful European body has ruled.
By Richard Gray, Science Correspondent
9:30PM BST 14 May 2011

A Council of Europe committee examined evidence that the technologies have "potentially harmful" effects on humans, and concluded that immediate action was required to protect children.

In a report, the committee said it was crucial to avoid repeating the mistakes made when public health officials were slow to recognise the dangers of asbestos, tobacco smoking and lead in petrol.

The report also highlighted the potential health risks of cordless telephones and baby monitors, which rely on similar technology and are widely used in British homes.

Fears have been raised that electromagnetic radiation emitted by wireless devices can cause cancers and affect the developing brain.

The findings were seized on by campaigners who oppose the spread of wireless devices.

The committee concluded that member states should:

• Set thresholds for levels of long-term exposure to microwaves of the type emitted by mobile phones;

• Introduce clear labelling on products indicating the presence of electromagnetic fields and any health risks associated with use;

• Ban all mobile phones and wireless networks in classrooms and schools;

• Run information campaigns aimed at children and young adults about the risks to human health;

• Step up research on less-dangerous types of antennae and mobile phones.

The conclusions contradict advice from the World Health Organisation and the Department of Health, which says exposure to electromagnetic fields poses little or no risk to human health.

The Council of Europe, which has 47 member states and is based in Strasbourg, cannot impose its will on governments, but is highly influential in policy-making and has often seen its decisions enacted through conventions and treaties.

A draft resolution – calling on governments to "take all reasonable measures to reduce exposure to electromagnetic fields" from mobile phones and similar devices, including the ban in schools – was adopted unanimously by the organisation's Committee on the Environment, Agriculture and Local and Regional Affairs.

The committee is composed of 84 MPs and politicians from member states, and its vice-chairman is Lord Prescott, the former Deputy Prime Minister. Its members reviewed the latest research on the effects of electromagnetic fields and took fresh evidence from experts before reaching its conclusions.

The draft resolution will now go before the council's full Parliamentary Assembly for approval.

Public health and telecommunication experts are divided on the dangers posed by mobile phones and other wireless devices.

A report by Britain's Mobile Telecommunications and Health Research Programme in 2007 said that there was no association between mobile phones and adverse health effects, but it is now conducting a more detailed study into the long-term effects of mobile phones.

Other researchers have found no association between short-term mobile phone use and cancer. A major epidemiological study published last year found no increased risk of cancer from using mobile phones over a ten-year period.

Prof Les Barclay, the vice-chairman of the Mobile Telecommunications and Health Research Programme, said: “We haven’t had mobile phones for very long and there are now studies going on to look for longer-term effects.

“There is very little evidence at the moment for harmful effects. The powers that mobile phones emit are getting less and less, and they are well below the limits set by the International Commission on Non-Ionising Radiation Protection. Banning mobile phones and wireless networks in schools is a step too far in my eyes.”

Prof Paul Elliot, of Imperial College, London, who is leading a major international study of the long-term effects of mobile phone use on 200,000 people, said: “There are potential questions about whether mobile phones might have cognitive effects and impact on sleep.

“Mobile phone technology is clearly incredibly beneficial and useful, but we have to weigh up those potential health effects, so it is responsible to do research on that. In children, that research has not yet really been done, so we need more research in this area. In the meantime the advice is not to be excessive in use.”

Powerwatch, a campaign group that aims to raise awareness of the risks from electromagnetic fields, welcomed the draft resolution. A spokesman said: “It is long past the time when governments all around Europe should have started being more precautionary about these issues.”

Russell Hobby, general secretary of the National Association of Head Teachers, warned that a ban on mobile phones and wireless networks in schools would bring widespread disruption.

He said: “The impact on schools would be enormous. Most schools have Wi-Fi networks now, while pupils and teachers carry mobile phones. Many schools are shifting towards far more mobile computing so pupils can have laptops they can take home to do their homework on. This would prevent all of that.”

A Department of Health spokesman said: “As you would expect, we keep all available scientific evidence under review. Our guidance remains the same. Children should only use mobile phones for essential purposes and keep all calls short.”

WHO: Cell phone use can increase possible cancer risk (Video)

Cell phone use 'possibly carcinogenic'

STORY HIGHLIGHTS
It's in the same "hazard" category as lead, engine exhaust and chloroform
Until now, WHO has said no adverse health effects have been established
The cell phone industry maintains that there is no conclusive evidence of danger

(CNN) -- Radiation from cell phones can possibly cause cancer, according to the World Health Organization. The agency now lists mobile phone use in the same "carcinogenic hazard" category as lead, engine exhaust and chloroform.

Before its announcement Tuesday, WHO had assured consumers that no adverse health effects had been established.

A team of 31 scientists from 14 countries, including the United States, made the decision after reviewing peer-reviewed studies on cell phone safety. The team found enough evidence to categorize personal exposure as "possibly carcinogenic to humans."

What that means is they found some evidence of increase in glioma and acoustic neuroma brain cancer for mobile phone users, but have not been able to draw conclusions for other types of cancers

"The biggest problem we have is that we know most environmental factors take several decades of exposure before we really see the consequences," said Dr. Keith Black, chairman of neurology at Cedars-Sinai Medical Center in Los Angeles.

The type of radiation coming out of a cell phone is called non-ionizing. It is not like an X-ray, but more like a very low-powered microwave oven.

"What microwave radiation does in most simplistic terms is similar to what happens to food in microwaves, essentially cooking the brain," Black said. "So in addition to leading to a development of cancer and tumors, there could be a whole host of other effects like cognitive memory function, since the memory temporal lobes are where we hold our cell phones."

Wireless industry responded to Tuesday's announcement saying it "does not mean cell phones cause cancer." CTIA-The Wireless Association added that WHO researchers "did not conduct any new research, but rather reviewed published studies."

The European Environmental Agency has pushed for more studies, saying cell phones could be as big a public health risk as smoking, asbestos and leaded gasoline. The head of a prominent cancer-research institute at the University of Pittsburgh sent a memo to all employees urging them to limit cell phone use because of a possible risk of cancer.

"When you look at cancer development -- particularly brain cancer -- it takes a long time to develop. I think it is a good idea to give the public some sort of warning that long-term exposure to radiation from your cell phone could possibly cause cancer," said Dr. Henry Lai, research professor in bioengineering at University of Washington who has studied radiation for more than 30 years.

Results from the largest international study on cell phones and cancer was released in 2010. It showed participants in the study who used a cell phone for 10 years or more had doubled the rate of brain glioma, a type of tumor. To date, there have been no long-term studies on the effects of cell phone usage among children.

"Children's skulls and scalps are thinner. So the radiation can penetrate deeper into the brain of children and young adults. Their cells are at a dividing faster rate, so the impact of radiation can be much larger." said Black of Cedars-Sinai Medical Center.

In February, a study by researchers at the National Institutes of Health, revealed radiation emitted after just 50 minutes on a mobile phone increases the activity in brain cells. The effects of brain activity being artificially stimulated are still unknown.

Neurosurgeon and CNN chief medical correspondent Dr. Sanjay Gupta says Tuesday's announcement, "dealt a blow to those who have long said, 'There is no possible mechanism for cell phones to cause cancer.' By classifying cell phones as a possible carcinogen, they also seem to be tacitly admitting a mechanism could exist."

Manufacturers of many popular cell phones already warn consumers to keep their device away from their body.

The Apple iPhone 4 safety manual says users' radiation exposure should not exceed FCC guidelines: "When using iPhone near your body for voice calls or for wireless data transmission over a cellular network, keep iPhone at least 15 millimeters (5/8 inch) away from the body."

BlackBerry Bold advises users to, "keep the BlackBerry device at least 0.98 inch (25 millimeters) from your body when the BlackBerry device is transmitting."

NDP wants cancer warning on cellphones

KEITH LESLIE
Published: June 01, 2011 5:23 p.m.

TORONTO - The Ontario government will examine a World Health Organization warning about a possible link between cellphones and cancer, but won't take any immediate action to warn consumers, Health Promotion Minister Margarett Best said Wednesday.

The United Nations agency reported Tuesday that the type of electromagnetic radiation emitted by cellphones and other wireless devices could possibly cause cancer.

The New Democrats want warning labels slapped on cellphones and smart phones to caution users about the possible increased risk of cancer, but Best said for now she'll consult more experts.

"I will be speaking with the Ontario chief medical officer of health, as well as Health Canada," she said. "It’s a very important issue, and we will monitor and continue to monitor the evidence, the new evidence that has been brought forward."

Scientists with the WHO's International Agency for Research on Cancer classified radio frequency electromagnetic fields as "possibly carcinogenic to humans,"' based on a higher risk of glioma, a rare but often deadly form of brain tumour.

Other substances in the same category include pesticides and gasoline engine exhaust. The other categories include carcinogenic, probably carcinogenic and probably not carcinogenic.

The New Democrats said parents should not let their children use cellphones because their thinner skulls make them more vulnerable to the radiation.

"Would you let your kids play in the exhaust coming from a car?" said NDP health critic France Gelinas. "Right now they treat it as low microwaves cooking your brain slowly."

The NDP wants the warnings already printed in the books that come with mobile and smart phones to be placed on the actual phones themselves. The upgraded warning from the UN agency should prompt governments to take action to protect people, added Gelinas.

"How much more evidence do you need before you do as little as letting people know that there might be a risk, and here’s how you protect yourself?" she said. "When the World Health Organization bumps it up a step, it is significant, significant enough that a government should act."

A Thread About Smart Meters And Smart Electricity Grid

I wish I would have started this thread long ago. I have read many good articles on this technology that I will never be able to find again and post. I am fairly well convinced this is a sinister system with far reaching implications.

I understand that people have successfully refused these meters and were told they would still have to pay a meter reading fee if they refused the meter.

I have not figured out exactly how the banning of incandescent light bulbs fits into this but I think it probably does. From what I understand there is some sort of chip in the new florescent light bulbs that might possibly have wireless information transfer capability.

The Smart Grid will create the ultimate Snoop-op-ticon for the PTB. If you use a hair dryer they will know exactly when you used it and for how long. Every single little move you make in your house, if it involves power, will be tracked and recorded. I read an article that stated that the smart grid could detect a woman's vibrator, when she used it, and for how long, etc...

I suspect wireless internet signals will also be trunked through this and they will be able to see all your wifi activity.

This is not good. Any articles you run across on smart meters or smart grid feel free to add them. This will become a hot topic as time passes.

Smart Meters: Another attack on the 4th Amendment
Marti Oakley, Contributing Writer
Activist Post

The total surveillance system known as “SMART GRID” is meeting steady resistance as the public, wary of yet another assault on their privacy and freedom under the guise of some euphemistically named police state program, fight back against the installations of SMART METERS. The public isn’t buying the “energy efficiency, green solution, this will save you money” propaganda put out by the manufacturers of the meters and the government. Especially when the reports of electric bills tripling and quadrupling after installation of the meters, has become so prevalent.

On the face of many of these meters is the word “Echelon”. The same name used to identify one of the most unconstitutional spying and wiretapping programs ever devised and used in the war on the American public.

From OPM Security:
http://www.opmsecurity.com/security/ech ... on-us.html

"ECHELON is a name used in global media and in popular culture to describe a signals intelligence (SIGINT) collection and analysis network operated on behalf of the five signatory states to the UK-USA Security Agreement (Australia, Canada, New Zealand, the United Kingdom, and the United States, known as AUSCANZUKUS). It has also been described as the only software system which controls the download and dissemination of the intercept of commercial satellite trunk communications.”

Note: Whether this similarity in names is coincidental or intentional, the name Echelon evokes a queazy, sick feeling in the gut as this notriously unconstitutional program is an outward manifestation of the war against the people of the US by their own government.

ITRON, one of the major players in the SMART METER/SMART GRID scam, claims along with the infamous PG&E that is currently assaulting the citizens in various states, that there are no hazardous health affects from the meters. They claim there exists, no evidence of such a hazard. What they are actually telling you is:

Either they didn’t study the health effects,
They did, but aren’t releasing that information as it would damage their market.
They refused to look at any studies done regarding the health hazards. Or,
They are fully aware of the hazards and could care less. The most likely option in my estimation.

The evidence used to support the claim that the meters pose no hazard to health is based on the testing of the radiation and radio frequency against a 6’2”, 200 lb. man at 6-20 ft. This test standard is that used and formulated by the FCC. Unfortunately for this piece of propaganda put out by manufacturers and government alike, the meters are attached to the wall of your house and the distance between you and the meter can be as little as 8”. Any tests done at this distance? No? I wonder why not? Did the FCC question their contorted use of this standard? No so much, it appears.

The EMF Safety Network reports this: http://emfsafetynetwork.org/?page_id=872
“The meters are assessed for safety compliance in isolation, not in a mesh network, in which they are designed to operate, or in combination with multiple meters, or other sources of RF such as wi-fi, DECT phones, cell phones, cell towers, baby monitor etc.”

So, while never mentioning that the safety compliance tests were done in isolation, and, that these tests cited were not ever at any time actually conducted on smart meters the FCC, EPA, FDA, USDA and a host of other dysfunctional federal corporations are giving their blessings. Although, why the FDA and USDA would be involved in anything to do with these meters remains a mystery.

EMF Safety Network continues:

Smart Meters are radio transmitters, sending radiofrequency microwave radiation (RF) signals from both electric and gas meters. The electric meter has two transmitters. One RF signal is sent directly into your home (or business), and the other to a neighborhood data collector, which could be located on a lamppost, telephone pole, building or a home. Homes will also be used as repeaters for neighborhood RF signals.”

“Sent directly into your home” should have the hair standing up on your head. This is an invasion of privacy; a system to spy on you inside your home to detect what you are doing and when and how many times. Any change in pattern uses for any reason could elicit a home inspection invasion to discern just what you are doing.

Now look at this from the perspective of this document and reported by http://www.W4AR.com
http://www.w4ar.com/

Bio-effects of selected non-lethal weapons
http://refusesmartmeter.com/Bioeffects_ ... eapons.pdf

Army report from Ft. Meade 2006 science … RF radio waves are variable … can cause giddiness to nausea, to loss of consciousness … to "disruption of working memory" and to cause "sensation of buzzing, ticking, hissing or knocking sounds that originate within or immediately behind the head."

Page 12 … “It is anticipated that 100% of the population would be susceptible. The mechanism is one that could act on many individual neuronal cells concurrently and hence does not depend on spreading regions of electrical activity as in the disease state.”

Page 13 … “Because this technology is considered to be tunable, the influence on subjects could vary from mild disruption of concentration to muscle spasms and loss of consciousness.”

Page 15 … “the perception of sickness may make a subject susceptible to persuasion”.

SMART GRID/SMART METERS can and do cause hormonal system disruptions, tinnitus, memory problems, dizziness, slurred speech, intentionally induced muscle spasms, heart palpitations, lethargy, unconsciousness, disorientation, memory loss, confusion, and an increase in cancer, among many other symptoms. A reading of the pdf document above from 2006 indicates that these symptoms are exactly what was intended and now they have found the perfect way to impose this system of electrical incarceration and threat, right in your home or business. No one will be or would be safe from this electronic surveillance system, much less saving one dime in energy costs or using energy more efficiently.

One carefully avoided point in this is that regardless of how you adjust the time frames in which you perform various household activities, you will be using the very same amount of power! This is not about energy conservation or efficiency.

http://www.youtube.com/watch?v=n7L21XOC ... r_embedded

Dr. David Carpentar a former head of the New York State Department of Public Health, now the director of theUniversity of Albany’s Institute for Health and the Environment asks:

What is the evidence that smart meters are safe and have no adverse health effects? The answer to that question is that there is no such evidence.

And in fact, while no one has done human health studies in relation to people living in homes with smart meters, we have evidence from a whole variety of other sources… that demonstrates convincingly and consistently that exposure to radiofrequency radiation at elevated levels for long periods of time increases the risk of cancer, increases the damage to the nervous system, causes electro-sensitivity, has adverse reproductive effects and a variety of other effects on different organ systems.

So there is no justification for the statement that smart meters have no adverse health effects. The smart meter is for the benefit of the utility… and at the expense of the consumer, who has to live in the house that has this constant exposure.

If you actually read the Ft.Meade document, you can see that the intent of these meters and the SMART GRID system has nothing to do with energy efficiency or helping you conserve energy. This is not only a surveillance system, it is a virtual electronic prison which poses a massive threat to your privacy and your health.

The SMART GRID system is meant to cover Canada, the US and Mexico. This is one of the main tenets of the North American Union, planned and envisioned under the Bush/Cheney cartel. SMART GRID will make the obliteration of our national border and the subsequent revealing of the North American Union, a reality.

This is a good thing, I'm for it. Electricity generation capacity is usually a lot larger than it needs to be almost everywhere because when grids were rolled out there was no way of dealing with spikes - the grid had to be able to supply the peak amount of energy. With a smart grid there will be ways of staggering consumption and limiting peaks, so as to make generation less wasteful. Also, and this is what I'm most excited about, it leads to people generating their own power and selling it back to the grid. I like anything that decentralises.

there is some sort of chip in the new florescent light bulbs that might possibly have wireless information transfer capability.
No there isn't, unless it's an RFID chip used in supply chain management. You may be confusing it with the fact that some of these grids use wifi-enabled boxes so that the meter reader doesn't have to go up to people's houses, he can just drive past.

Please be aware that a lot of this scaremongering, about incandescent bulbs in particular, is driven by the polluters' agenda. That bullshit about the vibrator sounds pretty typical. Late-stage capitalism is terrified by anything that reduces consumption levels, and sadly it's easy to get Americans in particular to kick against good societal ideas if it in any way limits their freedom... to choose their consumption patterns.

This is a copy of a letter from our local list serve. It is disturbing in many ways....

Wow. I just had a hugely unpleasant encounter with a couple of guys
from PG&E who wanted to install a smart meter at my house.

Our family lives in the El Dorado Estates, just north of the Ukiah
city line. These guys showed up at 4 PM, when nobody is
home...usually, but today was an exception.

First, I want to be clear that I have not formed an opinion about
smart meters.

Part of me suspects that the "tinfoil hat crowd" here in Mendocino
County -- known for its tinfoil hat crowd and other local colorful
radicals -- has overstated the dangers of smart meters. Don't get me
wrong. I love our old hippies. They our the county's historical memory
and conscience in many ways. In the past, they've led the movements to
save our redwoods, our headwaters, our coasts, our rivers and streams,
our open spaces, our family farms, our salmon, our spotted owls, etc.
However, I have wondered does saying no to smart meters fall into the
same category as saving endangered places, plants, and animals?

That's one part.

Another part of me also believes that our environment is already
saturated with microwaves, radio waves, etc., and we don't know the
cumulative effect of so much background radiation on our health.
Medical researchers simply haven't adequately studied the problem. It
would not surprise me in the least, if, 50 years from now, we had an
epidemic of brain cancer.

Let's face it: Smart meters are transmitters, plain and simple. Smart
meters are 1-watt transmitters that transmit energy data over wireless
networks. At public hearings conducted by the California Public
Utilities Commission (CPUC), witnesses have testified about serious
symptoms, including ringing in the ears, nausea, and fatigue, after
smart meters were installed at their homes. Doctors and a UCSF
researcher have also testified at CPUC hearings about smart meters and
their effect on "electrically-sensitive" people. One witness estimated
there are 120,000 electrically-sensitive people living in California
alone.

So, call me undecided.

That said, the two guys from PG&E sort of snuck up on my property.
They parked their truck at the end of my driveway, instead of parking
near the front door. They didn't ring my doorbell. They didn't knock.
I did not even know they were on the property, until my dogs started
barking.

When I confronted them, I asked who they were. They said they were
from PG&E and were installing a smart meter. In fact, in the minute it
took me to react to their presence, they had already started
installing it. The smart reader device was already out of its box.

I told them to stop. I told them that the Mendocino County Board of
Supervisors had voted to declare a moratorium on installing smart
meters. They said the moratorium didn't matter, and that, "Everyone
would end up getting a smart meter whether they wanted one or not."

I told them to immediately leave my property. They reiterated,
"Everyone will get a smart meter whether they want one or not."

When I then told these two guys, who, incidentally were dressed in
matching light brown uniforms, that my answer was still no, at least
for the present time, they told me that our family would be "put on a
list."

I asked what list? They said, "You know what list...the list of people
who are causing us trouble."

With that statement, I informed these two knuckleheads that I was
calling 911 in exactly one minute, and for good measure I was getting
my baseball bat. I told them to scram. They put the smart meter device
back in its box. They threw a pamphlet on my doorstep, and they made
haste for their truck.

The pamphlet is entitled: "See Your Power. Say Hello To Your New
Smartmeter".

I'm informing Carre Brown, who represents me here in the 2nd District,
of this incident. Apparently, the BOS moratorium doesn't mean a damn
thing to PG&E.

Bottom line: Had I not been home, I would have had a smart meter
installed.

Talk about disrespecting authority! I thought that was the province of
the tinfoil hat crowd, not PG&E. I may just get myself a tinfoil hat
of my own.

Bottom line: Had I not been home, I would have had a smart meter
installed.

This is disturbing. Resisting smart meter = resisting corporate authority = terrist
That's my take away.

Excessive electromagnetic radiation from mobile and cordless phones, wifi, and every other electrical cable and device within stones throw, is bad - i limit it where i can. Corporate drones attempting intimidation is bad - but i'll bet they're under pressure to install 20 a day.

But i'm with Stefano - smart meters are a good and necessary adaptation to the scale of current consumption, as well as smoothing a transition to less finite and less deadly energy 'generation'/transformation techs (should we ever feel inclined), as well as simply helpful in providing consumers with current info about $/MW. Oh, and enabling sell-back, which is a huge leap forward in autonomy.

I'm not sure how they are a 'necessary adaptation to the scale of current consumption',
and how do they enable sell back? can you 'splain?

With the old meters you pay for what the meter says you used and the electric company cannot fudge it.

With the new meters we will pay for what they claim we have used and we will have no recourse. They can meddle with the meters and make our meters read more than they should. Reports are already coming in of higher electricity bills with smart meters.

We will now be at their mercy on a much larger scale.

Its possible these meters and grid systems could possibly have benevolent features but I won't hold my breath for the assholes to use them and give us any benefit. They don't intend to make 'less' money by saving us money.
