Graham Fuller was a participant or observer in the following events:
1984-March 1985: US and Pakistan Begin Training Afghans to Attack Inside Soviet Union
Following a March 1985 directive signed by President Reagan that sharply escalates US covert action in Afghanistan, the Pakistani ISI begins training Afghans to launch strikes directly into Soviet territory. Apparently the idea originated with CIA Director William Casey who first proposed harassing Soviet territory in 1984 (see October 1984). According to Graham Fuller, a senior US intelligence official, most top US officials consider such military raids “an incredible escalation” and fear a large-scale Soviet response if they are carried out. The Reagan administration decides not to give Pakistan detailed satellite photographs of military targets inside the Soviet Union. [WASHINGTON POST, 7/19/1992] Mohammad Yousaf, a high-ranking ISI officer, will later claim that the training actually began in 1984. “During this period we were specifically to train and dispatch hundreds of mujaheddin up to 25 kilometers deep inside the Soviet Union. They were probably the most secret and sensitive operations of the war.” He notes that, “By 1985, it became obvious that the United States had got cold feet. Somebody at the top in the American administration was getting frightened.” But, he claims, “the CIA, and others, gave us every encouragement unofficially to take the war into the Soviet Union.” [DREYFUSS, 2005, PP. 286-287] Casey will approve of such attacks and the first attack inside the Soviet Union will take place in 1985 (see 1985-1987).

May 1985: ’Fuller Memo’ Codifies US Policy Towards Arming Iran

The US tilts ever more sharply towards Iraq in the Iran-Iraq war, even though the Reagan administration continues to maintain a posture of overt neutrality in the conflict. The administration has provided covert military aid for both sides in the struggle (see 1981 and October 1983), and has been divided over which regime to support (see January 14, 1984). It is already involved in “Operation Staunch,” a program designed by Secretary of State George Shultz to stem the flow of weapons to Iran. Now, some officials are arguing that it is time to reverse that course. Graham Fuller, the CIA’s national intelligence officer for the Middle East, writes two controversial secret memos advocating that the administration begin providing support for Iran against Iraq. Fuller is presenting a position long held by national security director Robert McFarlane and two of McFarlane’s aides, Oliver North and Howard Teicher. This pro-Iran group has recently been joined by CIA director William Casey. Both McFarlane and Casey are supportive of Fuller’s memo. Fuller writes in a May 17 memo, “Our tilt to Iraq was timely when Iraq was against the ropes and the Islamic revolution was on a roll. The time may now have to come to tilt back.” Fuller argues that the US should once again authorize Israel to ship US arms to Iran. Ironically, this is the mirror image of Defense Secretary Caspar Weinberger’s argument in favor of supporting Iraq: the US must counter one covert policy with another (see Early 1982). The pro-Iranian coalition within the administration gives scant consideration to the hostage-taking of seven Americans by Hezbollah, a Lebanese Shi’ite militant group with strong ties to Iran’s theocratic regime. On May 20, Fuller circulates a second memo, called a “Special National Intelligence Estimate” (SNIE), that is only read by a handful of senior White House officials (Ronald Reagan is one of the recipients; George Bush is not). Fuller’s memo is written almost entirely for Reagan’s benefit, and in its arguments, becomes a basis for renewed arms sales to Iran and the resulting Iran-Contra scandal. Fuller evokes one of Reagan’s favorite themes, the trouncing of the Soviet Union in the global arena: “We know that the USSR views Iran as ‘the prize’ in the Gulf. Moscow will improve relations when and where it can… until it gains major influence in that state. The disturbing possibility is that the USSR is far more likely than the US to be first in finding opportunities to improve its ties to Iran.” Interestingly, in 1991, during Robert Gates’s Senate hearings on becoming the director of the CIA, it is learned that Fuller’s memo contradicts the views of career Soviet analysts at the agency, who believe that the Soviet Union has no real hope of making inroads into the Iranian regime. The USSR is the chief arms supplier for Iraq, Iran’s bitter enemy and current opponent in a long and bloody war. Iran is arming the Afghan mujaheddin, the Islamist resistance fighters viewed as a threat by Saddam Hussein. Several CIA analysts will later testify that they believe Fuller deliberately slanted his memo for political reasons. In 1992, Fuller himself will admit that he was wrong, but will deny any politicization. Regardless, Fuller’s memo becomes a critical document shaping the Reagan policy to arm Iran. It is not clear whether Vice President Bush ever saw the memo, but whether he did or not, beginning in 1985 he takes part in numerous White House meetings where the arming of Iran is discussed. Graham Fuller, former Deputy Director of the CIA’s National Council on Intelligence, advocates using Muslim forces to further US interests in Central Asia. He states, “The policy of guiding the evolution of Islam and of helping them against our adversaries worked marvelously well in Afghanistan against [the Russians]. The same doctrines can still be used to destabilize what remains of Russian power, and especially to counter the Chinese influence in Central Asia.” Later in 1999, investigative journalist Richard Labeviere suggests that Fuller is revealing actual US foreign policy in Central Asia and comments, “the convergence of strategic and economic interests between the American government and Sunni Islam is doing just fine….” [LABEVIERE, 1999, PP. 5-6]

September 11, 2004: Some US Officials Recommend Working with Muslim Brotherhood

The Washington Post reports that “Some federal agents worry that the Muslim Brotherhood has dangerous links to terrorism. But some US diplomats and intelligence officials believe its influence offers an opportunity for political engagement that could help isolate violent jihadists.” The Post describes the Brotherhood as “a sprawling and secretive society with followers in more than 70 countries.… In some nations—Egypt, Algeria, Syria, Sudan—the Brotherhood has fomented Islamic revolution. In the Palestinian territories, the Brotherhood created… Hamas, which has become known for its suicide bombings of Israelis. Yet it is also a sophisticated and diverse organization that appeals to many Muslims worldwide and sometimes advocates peaceful persuasion, not violent revolt. Some of its supporters went on to help found al-Qaeda, while others launched one of the largest college student groups in the United States.” A top FBI counterterrorism official says, “We see some sort of nexus, direct or indirect, to the Brotherhood, in ongoing [terrorism] cases.” A number of people connected to al-Qaeda, such as Khalid Shaikh Mohammed, Ayman al-Zawahiri, Sheikh Omar Abdul-Rahman, and Mohamed Atta, were members of the Brotherhood. Reportedly, “pockets” of US the government “have quietly advocated that the government reach out to the Brotherhood and its allies.” For instance, Reuel Marc Gerecht, a former CIA officer working with the neoconservative American Enterprise Institute, says, “Bin Laden-ism can only be gutted by fundamentalists.” But former CIA officer Graham Fuller says, “At high levels of the government, there’s no desire to go in the direction of dialogue. January 6, 2008: Sibel Edmonds Launches ‘State Secrets Privilege Gallery’
Coinciding with the publication of the first article in a series in Britain’s Sunday Times covering some of her allegations (see Mid-Late 1990s, (1997-2002), 2000-2001, Summer 2000, Summer 2001 and After September 11, 2001), former FBI translator Sibel Edmonds posts a gallery of 18 photos of people and three images of question marks on her website, justacitizen.com (see August 8, 2009). The 21 images are divided into three groups, and the page is titled “State Secrets Privilege Gallery.” No other explanation of the images is given, and the photos include no names or captions. FSB: 140 Detained in Moscow for Connection to ‘Islamist Extremist Groups’

Russia’s Federal Security Service announced that 140 people have been detained in the Russian capital for suspected membership in extremist Islamist organizations.

More than 30 of those detained are reportedly foreign nationals, the FSB said in a statement. According to law enforcement, the chapel in southern Moscow where the suspects were detained was often visited by people who later “converted to radicalism and joined militant groups active in the North Caucasus, as well as participated in preparing and perpetrating terrorist acts in Russia.”

Retired CIA officer Graham Fuller confirmed to Al-Monitor Saturday that his daughter was previously married to an uncle of the suspects in the Boston Marathon attacks, but called rumors of any links between the uncle and the Agency “absurd.”

Graham Fuller’s daughter, Samantha A. Fuller, was married to Ruslan Tsarnaev (now Tsarni) in the mid-1990s, and divorced in 1999, according to North Carolina public records. The elder Fuller had retired from the agency almost a decade before the brief marriage.

“Samantha was married to Ruslan Tsarnaev (Tsarni) for 3-4 years, and they lived in Bishkek for one year where Samantha was working for Price Waterhouse on privatization projects,” Fulller, a former CIA officer in Turkey and vice chairman of the National Intelligence Council, told Al-Monitor by email Saturday. “They also lived in our house in [Maryland] for a year or so and they were divorced in 1999, I believe.”

“I, of course, retired from CIA in 1987 and had moved on to working as a senior political scientist for RAND,” Fuller continued.

Fuller said his former son in law was interesting but homesick, and moved back to Central Asia after the divorce.

“Like all Chechens, Ruslan was very concerned about his native land, but I saw no particular involvement in politics, [although] he did try to contact other Chechens around,” Fuller continued. “He also felt homesick and eventually went back to Central Asia after the divorce. His English was shaky. (We always spoke Russian together).”

A story on the Internet implying “possible connections between Ruslan and the Agency through me are absurd,” Fuller said.


“I doubt [Ruslan] even had much to say of intelligence value other than talking about his own family’s sad tale of deportation from Chechnya by Stalin to Central Asia,” Fuller said. “Every Chechen family has such stories.”

Fuller said he had made several visits to Central Asia to do research on post-Soviet political developments, and visited Samantha and Ruslan there. “Our visit is briefly mentioned in my recent memoir, Three Truths and a Lie, as well as their marriage celebration in [Maryland],” he wrote.

A former Russian history and literature major at Harvard, Fuller said he was always interested in Soviet minorities, and found Ruslan interesting. (Among Fuller’s writings and books on the Muslim world, a March 2000 Foreign Affairs article (.pdf), “Russia’s Ruinous Chechen War.”)

Ruslan Tsarni has said in media interviews that his family was estranged from his brother Aznor’s, over what Ruslan described as the growing religious fanaticism of Aznor’s wife, Zubeidat, and that the families had not spoken for several years. Aznor and Zubeidat’s sons Tamerlan, 26, and Dzhokhar, 19, are accused of carrying out the April 15th Boston Marathon bombings.

Fuller said he thinks he met Aznor Tsarnaev once, fleetingly, in Kazakhstan. His daughter, he said, knew the family better, but when Tamerlan was just a toddler, and Dzhokhar not yet born.

According to Fuller, the suspects’ mother Zubeidat Tsarnaeva was not an ethnic Chechen herself, but Dagestani, and so the family spoke the couple’s common language Russian, not Chechen, at home. “People who lose their native language (identity) sometimes are more fanatic in some respects,” he observed.

U.S. officials this week said that they added Tamerlan Tsarnaev and Zubeidat Tsarnaeva to a US counterterrorism database in the fall of 2011, based on a warning from Russia’s intelligence service that they were suspected of being followers of radical Islam. Russia secretly recorded at least telephone conversations of Tamerlan and his mother Zubeidat, including one between the two in 2001 “vaguely” discussing jihad in Palestine, the Associated Press reported Saturday.

Tamerlan was killed in a police chase April 19th. Dzhokhar was charged on two federal counts of terrorism April 21, and transferred to a prison hospital outside of Boston on Friday, April 26.

“I for one was astonished at the events, and to find myself at two degrees of separation from them,” Fuller said.

KABUL, Afghanistan — For more than a decade, wads of American dollars packed into suitcases, backpacks and, on occasion, plastic shopping bags have been dropped off every month or so at the offices of Afghanistan’s president — courtesy of the Central Intelligence Agency.

Like the Iranian cash, much of the C.I.A.’s money goes to paying off warlords and politicians, many of whom have ties to the drug trade and, in some cases, the Taliban. The result, American and Afghan officials said, is that the agency has greased the wheels of the same patronage networks that American diplomats and law enforcement agents have struggled unsuccessfully to dismantle, leaving the government in the grips of what are basically organized crime syndicates.

A major break in the Boston Terror CIA Connection took place last night when I came across a post outing CIA Operative Graham Fuller as the father of the woman married to Boston terror suspect’s infamous uncle Ruslan Tsarni. Further confirmation of this bombshell was received via mainstream reporter Laura Rozen here. Let me first provide a few excerpts from the original reporting site (a real alternative media):

Boston Bombers’ Uncle Married Daughter of Top CIA Official

The uncle of the two suspected Boston bombers in last week’s attack, Ruslan Tsarni, was married to the daughter of former top CIA official Graham Fuller . Ruslan Tsarni married the daughter of former top CIA official Graham Fuller, who spent 20 years as operations officer in Turkey, Lebanon, Saudi Arabia, Yemen, Afghanistan, and Hong Kong. In 1982 Fuller was appointed the National Intelligence Officer for Near East and South Asia at the CIA, and in 1986, under Ronald Reagan, he became the Vice-Chairman of the National Intelligence Council, with overall responsibility for national level strategic forecasting.



Now, take a look at the most explosive aspect of this original report on Graham Fuller’s outing in the CIA Boston Terror Connection [All Emphasis Mine]:

On a more ominous note, Graham Fuller was listed as one of the American Deep State rogues on Sibel Edmonds’ State Secrets Privilege Gallery,. Edmonds explained it featured subjects of FBI investigations she became aware of during her time as an FBI translator.

Criminal activities were being protected by claims of State Secrets, she asserted. After Attorney General John Ashcroft went all the way to the Supreme Court to muzzle her under a little-used doctrine of State Secrets, she put up twenty-one photos, with no names. One of them was Graham Fuller.




I presented CIA’s Graham Fuller as one of the top culprits in my State Secrets Privilege Case when the government invoked the State Secrets Privilege and several additional gag orders to cover up the FBI’s investigations and files pertaining to CIA-NATO terror operations in Central Asia & the Caucasus since the mid-1990s. Guess what? I provided this information to the US media long before it became public in 2008 via my website and this website. Not a single media outlet (including quasi and pseudo ones) was willing to touch this. And this, despite of all the gag orders, state secrets privilege invocations, congressional gag orders … you name it. I could name more than a dozen publications that said: ‘no way.’

Not only that. I have been covering one of the main CIA operation figures in Central Asia & the Caucasus-Imam Fethullah Gulen, and this Turkish Imam’s relationship and official Connections to CIA’s Graham Fuller. I’ve been doing this since 2009. Let me provide you with a few explosive examples and excerpts. First a few excerpts from over two years ago published at Boiling Frogs Post:

First of all, there have been tens if not hundreds of articles establishing Graham Fuller as one of Gulen’s official references to the court for his residency, you can view some of these here, here, here. This quote comes from Foreign Policy Journal:

Fethullah Gulen became a green card holder despite serious opposition from FBI and from Homeland Security Department. Former CIA officers (formally and informally) such as Graham Fuller and Morton Abromovitz were some of the prominent references in Gulen’s green card application.

Among his angels who vouched for him were Graham Fuller, George Fidas, and Morton Abramowitz.

‘Uncle Ruslan’ aided terrorists from CIA official’s home

The uncle of the accused Boston Marathon bombers incorporated, in 1995, a company called the "Congress of Chechen International Organizations."

Even as the company was sending aid to Islamic terrorists in Chechnya, its listed address was in the home of former top CIA official Graham Fuller.

Ruslan Tsarni was listed as the company's resident agent. The company's address was 11114 Whisperwood Ln in Rockville MD., the home of Graham Fuller, the one-time Vice-Chairman of the National Intelligence Council at the CIA under President Reagan.

Over this past weekend, Fuller reluctantly confirmed the report published here last Thursday, "Boston bombers’ uncle married daughter of top CIA official."

He admitted that Ruslan Tsarni had once been married to his daughter.

But then, with the same breath, he derided what he called "rumors” of links between Tsarni and the Agency as “absurd.”

But documents surfaced over the weekend that cast a long shadow of doubt on Graham Fuller's assertion, which amounts to a beat cop waving his baton, and saying, "There's nothing to see here folks. Move along."

The documents include a letter written by the President of the Congress of Chechen Organizations International that, at least on the surface, could not have seemed more ordinary.

It was all about shoes.

In the letter, Congress of Chechen Organizations International President Mohammed Shoshani is interceding with the Board of Directors of Benevolence International, a “charity” that would later he designated “financiers of terrorism” by the Treasury Department, and shut down by US Attorney Patrick Fitzgerald after the 9/11 attack.

Shoshani was interceding with Benevolence on behalf of a new military commander in Chechnya named Sheikh Fathi, who had just arrived from spending 10 years fighting in Afghanistan.

Sheikh Fathi was a “military commander in the violent jihadist movement in Chechnya," noted U.S.. Atty Patrick Fitzgerald in a later indictment,(pdf.) ”as well as an influential “preacher of violent jihad.”

In the Benevolent International indictment, Fitzgerald said "Sheikh Fathi was a major conduit for providing material support to the Chechen rebels."

The uncle of the alleged Boston bombers was part of that conduit.

Just how connected are these people?

Fathi would gain a measure of infamy several years later when he introduced the top Al-Qaeda operative in Afghanistan, Al Khattab, into the Chechen conflict. The move had disastrous results, turning what had been a civil war into a jihad.

Later Al-Khattab became the so-called 20th hijacker Zaccarias Moussaoui’s commander in Chechnya, according to French intelligence, and had close links with Osama bin Laden, according to former New York Times journalist Phil Shenon’s book “The Commission.”

On behalf of Sheikh Fathi, Mohammed Shoshani is thanking Benevolence International for the receipt of 2000 pairs of what Fitzgerald—in an indictment charging the leaders of Benevolence International, called “Anti-Mine Boots for the Chechen Mujahideen.”

The Saudi-based charity operated for years in Russia and Chechnya, pumping $50 million into mujahideen coffers, estimated Russian intelligence.

Sheikh Fathi’s eagerness to procure 5000 more pairs of American protective shoes, US Attorney Fitzgerald explained, had been to minimize the damage caused by small Russian-made camouflage mines, called Frog mines, which were wreaking havoc in the ranks of his Chechen fighters.

One clue: The President of “Uncle Ruslan’s" Congress of Chechen Organizations International, an expatriate Penn State engineering professor Mohammed Sishani, conducted almost all of his business through another organization he led, called the Chechen-Ingush Society of America.

All of his aboveboard business, that is. Ruslan’s outfit surfaced for the dirty bits, the covert side of the Chechen’s cause.

Was Ruslan Tsarni's organization acting as a free agent? Or was it a "cut-out" for the CIA, a convenient way to establish plausible deniability while executing decisions made by U.S. intelligence agencies, who were apparently interceding on the side of people we were calling "rebels" instead of "terrorists" for no reason other than it suited American objectives for Russian forces to get bogged down in a series of bitter civil wars?

Were such actions US policy at the time? Some say the answer is "yes." Wikileaks cables seem to agree.

America's fostering of a jihadist mercenary force in Afghanistan led directly to the blowback that became the 9/11 attack.

The creation of a "second Afghanistan" in the Caucasus may also have led to blowback: the unintended consequences of a covert operation. The result was in bombs going off in Boston.

Were two young jihadis from the North Caucasus region of Russia recruited to become Islamist terrorists and attack the United States at the Boston Marathon. .

Questions remain. No, questions don’t “remain.” They “abound.”

The elder Fuller had retired from the agency almost a decade before the brief marriage," wrote the reporter he selected to give him a sympathetic hearing.

If he'd retired, and taken up horticulture, or origami, or golfing in Florida wearing lime-green sweater-slack combinations, rumors that his ex-son-in-law had connections with the CIA would be absurd.

So, was that how Mr. Fuller was spending his well-deserved retirement? Nope… He was working for RAND Corporation. It was a busman's holiday. But there was also something else...

Because Uncle Ruslan Tsarni's company, back in 1996, was actively aiding Islamic terrorists in Chechnya.

And there's no telling what he's up to now, because a story last week revealed that he was working for the US Government, again. And again, it was USAID. This time, since 2008.

Using the home address of a top CIA official under President Ronald Reagan, who had also, and perhaps not coincidentally, been the author of a famous memo that eventually led Oliver North to step off a plane in Iran with TOW missiles in one hand and a cake for the Ayatollah in the other, Ruslan Tsarni's Congress of Chechens put into practice the CIA's unacknowledged policy in the former Soviet Republics.

He's been stirring up shit on Russia’s southern border.
Mazars and Deutsche Bank could have ended this nightmare before it started.

HA! What are the odds Laura Rozen (or her editor) will have the guts to follow up email/phone Fuller about why an organization to fund Islamic terror has his 544 Camp St. address stamped on it? "Good God! In light of the fact this matter is currently under adjudication, I have no comment."

Tsarni, who describes himself as a business consultant, says he first came to the U.S. in 1995. He grew up in Tokmak, Kyrgyzstan, and graduated from the Law School of Kyrgyz State University in 1994, he said in a witness statement in a British lawsuit involving a past business associate in the former Soviet Republic south of Kazakhstan. Returning to the U.S. in 2008, he said in his statement, he had become a U.S. citizen and was a legal consultant to a U.S. company contracted under USAID in a program of economic assistance for Kysrgyzstan.

Google search on Congress of Chechen International Organizations brought this story up. I'm adding bold to the paragraphs regarding an organization I hadn't heard of that connects with the Tsarnaev's other uncle, also connected with (drum roll please) Zbig! I also bolded the list of USAID organizations and NGOs we should all be paying very close attention to!

CIA Financing of Chechen and Other Caucasus Regional Terrorists

Through a myriad of «civil society» organizations, the United States has been financing Chechen groups inside the autonomous republic, in Russia, and abroad.


However, large portions of U.S. assistance money has «bled» over to support Chechen and other North Caucasus terrorist groups, which the U.S. State Department and U.S. intelligence agencies insist on referring to as «separatist guerrillas», «nationalists», «insurgents», and «rebels», instead of terrorists.



The U.S. National Security Agency (NSA) has continuously refused to refer to Chechen and Islamic Emirate terrorists operating in Russia as «terrorists». NSA analysis reports of signals intelligence (SIGINT) intercepts of Russian police, Federal Security Bureau (FSB), Foreign Intelligence Service (SVR), and Russian military communications, including radio, landline and cellular telephone, fax, text message, and fax, have, since 2003, referred to Chechen and North Caucasus terrorists as «guerrillas». Prior to that year, TOP SECRET Codeword internal NSA directives stated that Chechen terrorists were to be called «rebels».

Imagine the surprise if the United States began referring to «Al Qaeda» as Islamist guerrillas and rebels instead of terrorists. Yet, that is exactly how the NSA and CIA have referred to terrorists in Russia that have launched deadly attacks on airports, trains, subway stations, schools, and movie theaters throughout the Russian Federation.

U.S. «humanitarian» and «civil society» assistance to radical Islamist groups has, for the past three decades, filtered into the coffers of terrorist groups celebrated as «freedom fighters» in Washington. This was the case with U.S. support for the Afghan Mujaheddin through such groups as the Committee for a Free Afghanistan during the Islamist insurgency against the People’s Democratic Republic of Afghanistan in the 1980s and the Bosnia Defense Fund in the 1990s.

In the case of Afghanistan, U.S. and Saudi money ended up in the hands of insurgents who would later form «Al Qaeda» and in Bosnia U.S. funds were used by Al Qaeda elements fighting against Yugoslavia and the Bosnian Serb Republic and, later, Al Qaeda elements supporting the Kosovo Liberation Army (KLA) in its war against Serbia.

After revelations that an entity called the Caucasus Fund was used by the CIA-linked Jamestown Foundation of Washington, DC to sponsor seminars on the North Caucasus in Tbilisi from January to July 2012, Georgian authorities moved to shut down the fund. The reason given by Georgia was that the organization had «fulfilled its stated mission».

Caucasus Fund and Jamestown Foundation events were attended by accused Boston Marathon bomber Tamerlan Tsarnaev, a citizen of Kyrgyzstan born to parents from Dagestan. Jamestown had previously held a seminar in Tbilisi on «Hidden Nations» in the Caucasus, which, among other issues, promoted a «Greater Circassia» in the Caucasus.

U.S. «civil society» aid to groups fomenting terrorism, nationalism, separatism, and irredentism in the Caucasus is either direct through the U.S. Agency for International Development (USAID) or covert through organizations funded by George Soros’s Open Society Institute.

Much can be learned about U.S. backing for terrorist groups operating in the North Caucasus from information gleaned from the tranche of a quarter million leaked classified State Department cables.

A November 12, 2009 Confidential cable from the U.S. embassy in Moscow implies that the Carnegie Center NGO in Moscow be engaged to stymie Russia’s political and economic goals in the North Caucasus, particularly by taking advantage of 50 percent unemployment in Ingushetiya and 30 percent in Chechnya. Areas of high unemployment in the Muslim world have served as prime recruiting grounds for Wahhabist and Salafist radical clerics financed by Saudi Arabia, Qatar, and the emirates of Sharjah and Ras al Khaimah. Dagestan is cited in a June 8, 2009 embassy Moscow cable as Russia’s «weakest link» in the Caucasus region.

A Confidential September 16, 2009 cable from the U.S. embassy in Moscow indicates that Assistant Secretary of State for European and Eurasian Affairs Philip Gordon was urged to push the concept that the Ramzan Kadyrov government in Chechnya had «neither control nor stability». The NGO Caucasian Knot told Gordon at a meeting at the U.S. embassy that «foreign fighters» were joining a jihad in the region and that there was a «Hobson’s Choice» between «terrorists» and «corrupt local government». Apparently, the Obama administration decided, likely with the strong support of then deputy national security adviser and current CIA director John O. Brennan, a confirmed Saudiphile and a participant in the Hadj pilgrimage to Mecca, opted for the terrorists.

Other leaked Confidential cables provide in-depth details on U.S., British, and Norwegian support for exiled «Chechen-Ichkeria» leader Akhmed Zakayev, a close friend of the late exiled Russo-Israeli tycoon Boris Berezovsky. A July 29, 2009 Confidential cable from the U.S. embassy in Oslo quotes the head of the Russian section at the Norwegian Foreign Ministry, Odd Skagestad, as telling the American embassy there that Zakayev was the «legitimate representative of not just the Chechen exile community, but of Chechens in Chechnya», although he added that «Zakayev is on various INTERPOL lists» for suspected terrorist links. Skagestad stated the Norwegian PST, Norway’s FBI, ignored INTERPOL arrest warrants and permitted Zakayev to visit Norway from his place of exile in London.

The Oslo embassy also stated that the Norwegian head of the «Chechnya Peace Forum», Ivar Amundsen, was very «tight lipped» about his activities and that he was a close friend of the late renegade ex-Russian intelligence officer Alexander Litvinenko. Zakayev has also received significant support from the governments of Denmark, Finland, and the Czech Republic, where there are active Chechen exile community. The Kavkaz Center, located in Helsinki, Finland runs a pro-Caucasus Emirate website and provides an important public relations service for Emirate leader Doku Umarov’s terrorist cells in southern Russia…

Ruslan Zaindi Tsarnaev, the Maryland-based uncle of suspected bombers Tamerlan and Dzokhar Dudayev, established the Congress of Chechen International Organizations, Incorporated, in Maryland on August 17, 1995 and in the District of Columbia on September 22, 1995. The Maryland entity’s status was forfeited and is not in good standing, likely because of delinquency in filing required fees and forms. The District of Columbia corporate entity was active for 17 years and seven months.

Interestingly, the DC corporate status was revoked at around the time of the Boston Marathon bombings. Ruslan Tsarnaev, also known as Ruslan Tsarni, a graduate of Duke University Law School in North Carolina, worked for USAID in Kazakhstan and other countries in preparing them for vulture capitalist enterprises such as derivative financing and hedge funds.

The Maryland address for the Congress of Chechen International Organizations is listed in Maryland corporate records as 11114 Whisperwood Lane, Rockville, Maryland 20852, which is the address for Graham E. Fuller.

Fuller is a former Russian-speaking CIA official, including station chief in Kabul and vice-chair of the National Intelligence Council during the 1980s Iran-contra scandal, with which Fuller was heavily involved. Fuller has been active in events sponsored by the Jamestown Foundation, including keynoting an October 29, 2008 conference titled «Turkey & the Caucasus after Georgia».

Fuller’s daughter, Samantha Ankara Fuller, is a UK and US dual national who is listed as a director of Insource Energy, Ltd. of the UK, a firm owned by Carbon Trust, a not-for-profit company «with the mission to accelerate the move to a low carbon economy». According to the Bank of England’s Prudential Regulation Authority’s Financial Services Register, Samantha Ankara Fuller’s previous name was Mrs. Samantha Ankara Tsarnaev. She was the wife of Ruslan Tsarnaev and ex-aunt of the two accused Boston Marathon bombers. At the time of her marriage to Ruslan Tsarnaev, Fuller was an investment adviser to Dresdner Bank, J P Morgan Ltd. in the UK, J P Morgan Securities, and J P Morgan Chase Bank, according to the UK Financial Services Register.

Ruslan Tsarnaev is the vice president for business development and corporate secretary for Big Sky Energy Corporation, headquartered in Calgary, Canada with the headquarters of its Big Sky Group holding company located in Little Rock, Arkansas.

North Carolina court records indicate that the Tsarnaevs were married in North Carolina in 1995, the year Ruslan established the Congress of Chechen International Organizations in Washington, DC and Maryland, and divorced in 1999. The divorce was granted in Orange County, North Carolina.

It is noteworthy that the Washington DC corporate registration agent for the Congress of Chechen International Organizations is Prentice-Hall.

Prentice-Hall is owned by Pearson, the publishing and educational firm based in London that owns the Financial Times and fifty percent of The Economist Group. In 1986, the Economist Group bought the New York-based Business International Corporation (BIC), the CIA front company for which Barack Obama, Jr. served as an employee from 1983 to 1984, and folded it into the Economist Intelligence Unit.

The other uncle of the alleged Boston bombers, Alvi S. Tsarnaev of Silver Spring, Maryland, not far from his brother Ruslan’s home, is apparently affiliated with another Chechen exile organization, the United States-Chechen Republic Alliance Inc., with an address of 8920 Walden Road, Silver Spring, Maryland 20901-3823. The address is also that of Alvi S. Tsarnaev. The registered officer for the organization is listed U.S. Internal Revenue Service filings as Lyoma Usmanov. The organization is registered as a charitable organization engaged in «International Economic Development».

In the book, Power and Purpose: U.S. Policy Toward Russia after the Cold War, by James M. Goldgeier and Michael McFaul, the latter the present activist and neo-conservative U.S. ambassador to Russia who has directly intervened in Russian politics to seek the ouster of President Vladimir Putin from power and stir up secessionist, religious, and political extremists throughout the Russian Federation. According to this book, former National Security Adviser Zbigniew Brzezinski was Usmanov’s sponsor in the United States: «Brzezinski helped to establish and finance Chechen representation in the United States headed by Usmanov».


Another U.S.-based group that has championed the Chechen movement, regardless of the presence of terrorist entities, is the American Committee for Peace in the Caucasus (ACPC), formerly known as the American Committee for Peace in Chechnya. The ACPC was founded in 1999 by Freedom House, a Cold War right-wing group that has been financed by the National Endowment for Democracy and USAID-funded groups.

The ACPC has defended the political asylum in the U.S. of former Chechen Foreign Minister Ilyas Akhmadov, accused of past terrorist links. The ACPC and Freedom House work with the Jamestown Foundation, founded in 1984 by CIA director William Casey, along with high-ranking intelligence defectors from the Soviet Union, Romania, Poland, and Czechoslovakia.

An October 17, 2008 Sensitive cable from the U.S. embassy in Moscow outlines the priorities for USAID and NGOs in their operations in the North Caucasus. The cable states that the North Caucasus Program was active in North Ossetia and Kabardino-Balkaria and was working with local NGOs. The cable states explicitly that USAID’s mission in the North Caucasus was to «advance critical U.S. interests». USAID-specified «hot zones» included Chechnya, Ingushetia, and the Elbruz region of Kabardino-Balkaria. The USAID North Caucasus Program focused on four key regions: Chechnya, Ingushetia, North Ossetia, and Dagestan, plus Krasnodarsky Krai, Adygea Republic, Karachay-Cherkessia, Stavropolsky Krai, and Kabardino-Balkarskaya Republic.

USAID’s network of NGOs in the region are identified in the cable. They are: International Rescue Committee (IRC), World Vision, Keystone, IREX, Children’s Fund of North Ossetia (CFNO), Russian Microfinance Center, UNICEF, ACDI/VOCA, Southern Regional Resource Center (SRAC), Center for Fiscal Policy (CFP), Center for International Private Enterprise (CIPE), Institute for Urban Economics, «Faith, Hope and Love (FHL), International Federation of the Red Cross (IFRC), and the Fund for Sustainable Development (FSD). Many of these groups have close links with the CIA and/or Soros, particularly World Vision and IRC.


The interests who are linked to the Boston Marathon and terrorism in Russia run the gamut from Soros-funded NGOs, to CIA front companies and non-official cover (NOC) agents, foreign intelligence services, and Western energy companies.

Whoa...just occurred to me: Has anyone sifted through all the Wikileaks cables and other documents for more dirt on this ever-growing and ever-becoming-more-identifiable network of American and European elites, Russians, Chechens, Muslims, Arabs, etc? (Gotta say, reading about Grover Norquist last night gave me the willies, partly because of the brain-tilting scenarios any Norquist-related deep-rabbit-hole suggests, partly because I found myself going, "Yes, yes, tell me more, uh...Pamela Geller?" Felt like I had to take one of those Silkwood showers to get the cooties off. But, as Maimonides said: Wherever the truth comes from, w00t there it is.
