West Virginia Public Broadcasting has issued a statement on the communities’ Beckley’s Best Facebook page assuring the public (and conspiracy theorists) that the National Guard training exercises taking place at the same time and location as the National Boy Scout Jamboree, are not indicative of a false flag event.

On June 28, 2012 Gov. Tomblin signed off on aProclamation by the State of West Virginia’s Executive Department declaring a state of emergency for numerous counties from July 14 to July 26.

In the document, the governor orders “the implementation of the State Emergency Operations Plan, the activation of the State Emergency Operations Center in a manner and location to be established by the Director of the Division of Homeland Security and Emergency Management…”

As we reported last month, the 2013 Boy Scout Jamboree has been receiving loads of attention after Nevada governor candidate David Lory VanDerBeerk announced that he has inside information regarding the event. That information has led him to believe that the Jamboree could be the scene of the next false flag event carried out by the US government.

The Jamboree was reassigned from its original location of 30 years at Fort A.P. Hill, Va., to the Summit at Bechtel Family National Scout Reserve in W. Va.

According to VanDerBeek’s government source, “The government is planning an event where FEMA is preparing an unannounced disease outbreak drill caused by conventional and unconventional terrorism in July with 4:1 ratio of mental and “sick” and stated that this drill was scheduled to be held at the Jamboree.

Unconventional terrorism is chemical and germ weapons. There will be killed and wounded family members involving sociogenic illness which means that a medical condition will be shared by a mass of people. They will have multiple unexplained physical symptoms. There will be no clear start or stop to the event that will be long term inciting panic and mistrust of public officials.”

According to the state’s website, Maj. Gen. James Hoyer, West Virginia’s adjutant general says, “There’s no truth to the rumor that the National Guard and Department of Homeland Security planned the training exercise to disguise an attempt by the government to use the Jamboree as a vehicle to expand its power.”

In response to VanDerBeek’s statement about the government staging false flag events to expand their power, Hoyer says, “They don’t know what they’re talking about and they don’t know the relationship that we the National Guard have with the citizens of this state both in good times and times of disaster and our opportunities that we try to create, to create jobs for West Virginians.”

On July 12, the Beckley’s Best Facebook page posted a warning titled “Public Health Notice” that was released by the WV Bureau for Public Health and the Raleigh County Health Department.

The document explains that the National Boy Scout Jamboree will be taking place in the area and advises the public to be prepared for 50 thousand scouts, volunteers, and staff and an additional 200-300 thousand family members and visitors.

The document says, “The WV Bureau for Public Health and the Raleigh County Health Department are working with the community to conduct active surveillance and prevent the spread of communicable diseases.”

A communicable disease is defined as an infectious disease that can be transferred through direct contact with an infected individual.

The document asks for the public’s help in reporting unusual illnesses, injuries or health conditions during the Jamboree.

The notice asks residents and businesses to report any of the following:

“Any cases of possible food borne illness among your customers or guests. Multiple complaints of any similar illnesses by customers or guests. For example, five guests with rashes or four people complaining of vomiting.”

In addition to assisting with the Jamboree at the Summit Bechtel Reserve, the National Guard says it will be involved with at least three training exercises during the event, which is scheduled to last from July 14-July 24.

“There are actually additional training events that are going on in addition to our support of the Jamboree, they’re running simultaneously but they’re not associated,” says Hoyer.

“You have Air Guard exercise, SENTRY STORM, Army exercise, Ridge Runner, and a disaster response training exercise that we haven’t given a specific name to that is going on at the tunnel and at Camp Dawson.”

Hoyer says SENTRY STORM will take place in 10 counties across the state which includes some reclaimed mine sites.

“In those particular cases we’ve got units from five different states practicing parachute operations and supply drops and short field take off and landing,” said the general.

Hoyer expressed that one of the state’s main objectives is to “showcase the state’s ability to provide military and national security training.”

Local news stations seem to be aware of the training exercises as well.

WCHS TV reports, that the state is “highlighting its unique military training areas and opportunities under a training event being led by the Air National Guard’s 130th Airlift Wing.”

According to a news release from the National Guard, “Training events for ‘Sentry Storm’ began Monday and will run through Friday and will include Air National Guard units from five states and Army National Guard and Army Reserve units.”

The local station further reports that the training “will include aircraft incident search and recovery, base defense training, tactical aircraft approach and landings and aircraft formation flights with low level aerial navigation and air drops.”

Officials estimate that over 450 airman and soldiers will be on the ground during the 5-day event.

Minneapolis police records shed light on 2014 military training

In August of 2014, military helicopters flew low over residential neighborhoods of Minneapolis and Saint Paul, engaged in a series of night-time training exercises. The exercises involved the Naval Warfare Development Group - a "special forces" component of the U.S. Navy - and were aimed at enhancing urban combat tactics.

Just as they had two years earlier, military personnel had come to the Twin Cities to conduct counter-terrorism training operations in an urban environment. And just as before, those operations commenced with little advance notice to the public.

Follow-up to 2012 exercise

Records obtained from the Minneapolis Police Department (MPD) by Public Record Media (PRM) indicate that, in many ways, the 2014 training was built upon foundations laid two years earlier. Correspondence between the U.S. Navy and the MPD involved many of the same figures who participated in the 2012 operation - most centrally, those tasked to the Minneapolis SWAT unit.

An April, 2014 e-mail from MPD's Jonathan Kingsbury to SWAT Commander Robert Skoro references the upcoming military exercise, and notes that "it is very similar to the August 2012 event." Kingsbury also states that the operation "has been briefed and approved by the Mayor's office … and is being hosted by the SWAT officers of the Minneapolis Police Department."

As referenced by Kingsbury, the 2014 exercises had been solicited by the U.S. military via a letter delivered to Minneapolis mayor Betsy Hodges. The letter requested the Mayor's support for "low-intensity urban tactical training" by special forces personnel who are "constantly refining tactics to learn how to most effectively engage the enemy while ensuring the safety of non-combatants."

As with the 2012 exercises, it appears that plans were made to provide cross-training exercises for Minneapolis police officers. "Hopefully," Kingsbury's states in his e-mail, "we will have the opportunity to get some of our folks into the game like we did last time."

Low-profile sought

Throughout the MPD documents, repeated references are made to the Navy's desire to keep the profile of the event as discreet as possible. A January, 2014 e-mail from MPD Deputy Chief Edie Frizell characterizes the training mission in just those terms. "This is a highly respected and security sensitive effort," Frizell writes. "The training was conducted in 2012 in Minneapolis with little or no fanfare - that is the way they want it."

Frizell's message states that strict security protocols extended even to the Navy's initial, written solicitation. Frizell recounts that the Navy's letter was hand delivered, and that face-to-face planning conversations were required "because of the sensitivity of the training."

The Navy's letter to Mayor Hodges expands on the security concerns surrounding the exercise, and explicitly requests that advance notice of the event be limited. "Due to the sensitivities of this training," the letter states, "we respectfully request that any information pertaining to this training be excluded from automatic public release."

Documents written seven months later - just prior to the the training itself - indicate that the Navy's wishes appear to have been adhered to by the MPD. An e-mail from Jonathan Kingsbury to Robert Skoro notes that a memo on the exercise had been disseminated to precinct commanders, but that it did not contain "much info."

Training schedule

Messages traded among MPD personnel indicate that police were directly involved in portions of the Navy operation, and also provided perimeter security at the various training sites.

The presence of low-flying, black helicopters was the most obvious sign to the public that military training was underway, but records show that Naval exercises had already been occurring a week previous to this. Naval forces had commenced ground operations on August 11th, independent of aerial support. Helicopters and fixed-wing aircraft arrived on August 17th, and the "full mission profile" of combined air-ground operations ran from August 18 to 21.

A closing ceremony for the exercises was held at the Air National Guard museum on August 21st, just prior to the commencement of the final exercise. An unidentified federal official notified MPD personnel that the event was a closed ceremony, but that "DOD specifically invited all of you to attend." Chief Harteau's administrative assistant replied that her schedule was not open at that time, but that the Chief "sent her best."

Closer military-police collaboration?

While much about the 2014 exercise appears to have paralleled its 2012 predecessor, MPD documents indicate that there were some notable - and perhaps significant - changes to the training regime.

Documents obtained by PRM in 2012 suggested that the Navy's training operation was - at the time - undertaken for the purpose of preparing special operations forces for foreign deployment. However, records relating to the 2014 exercise include hints that some aspects of that training may have had a domestic focus.

According to an e-mail from an anonymous federal official, "There is a significant change in our ‘template’ since the August 2012 exercise," and as such "we are under new DOD regulatory guidance for this type of training."

The military's solicitation letter to Mayor Hodges included a list of training specifics that mirrored language in its 2012 letter. Those specifics included training for "low visibility movement, low-altitude precision helicopter operations, surveillance, and counter-surveillance." However, the Navy's 2014 letter also stated that its exercises would help its personnel in "preserving evidence for criminal prosecution" and that the relationships established with urban law enforcement professionals would be critical to the Navy's "future success."

"Evidence collection" highlighted

Due to the existence of the Posse Comitatus Act of 1878, federal military personnel have largely been barred from participating in civilian law enforcement in a direct, operational capacity. While Congress has provided Posse Comitatus exceptions for logistics and counter-narcotics support, federal law still prohibits military personnel from engaging in arrests, evidence collection, and other tasks in support of domestic public safety and criminal prosecution.

Do the references to "evidence collection" by Navy personnel indicate that the military is actively preparing to undertake such operations on the domestic front? Or do the references point to some other function?

One possibility might be that Navy Special Forces personnel are being trained to preserve material from foreign combat zones in the service of later, federal terrorism prosecutions. It should be noted that criminal prosecution was a cornerstone of the Clinton administration's approach to counter-terrorism. During the 1990s, multiple foreign nationals were brought before American courts, including the principals in the bombings of the USS Cole and the U.S. Embassy in Kenya.

In more recent years, military personnel have been instrumental in the removal of computers and material from foreign combat zones. For instance, in May of 2011, Special Forces personnel obtained thousands of pages of documents from the raid of Osama bin Laden's compound in Abbottabad, Pakistan - material that held a high (and ongoing) intelligence value. The same material might also yield valuable evidence for possible criminal trials of al-Qeada operatives upon their later capture.

At the same time, references to the Navy's increased collaboration with "urban law enforcement professionals" clearly indicates a domestic purpose to some of the training, but the extent is impossible to determine from the MPD documents alone. PRM has two other pending record requests related to the 2014 exercise, and hopes to make available additional details about this matter soon.

MPD inquiry into training event

Despite the Navy's wishes for a low-profile event, the fact that training missions occurred over residential areas spurred more public attention and media coverage than in 2012. That coverage registered a high level of public concern about the safety and implications of the operation, and also generated a strong response from city officials who had been kept out of the communications loop.

Minneapolis City Council Member Blong Yang was quoted on KSTP TV as saying that the Minneapolis City Council was "not notified of the event." Likewise, Council Member Cam Gordon told the City Pages newspaper that he felt "like an idiot" for being unable to respond to constituent questions with specific information. In the aftermath of the event, Council Member Yang called for public hearings.

MPD records indicate that inquiries had also commenced within the police department itself. An August 29, 2014 e-mail from MPD's Tony Schoenberger to SWAT chief Robert Skoro indicates that Chief Harteau had commissioned a "review" of events surrounding the training exercise. Schoenberger's message states that the review "is not an investigation and there is no allegation of misconduct or inappropriate action by anyone involved." Instead, he notes that the intention of the review is for the Chief to "better and more thoroughly understand the role of MPD in this training."

The existence of this inquiry apparently delayed PRM's access to police records for a time. September, 2014 e-mails from MPD's David Pena to PRM stated that documents related to the training exercise were part of an "internal investigation" and thus could not be disclosed at the time.

PRM will be posting additional training documents as it receives them from the St. Paul Police Department and federal officials.

InfoWars has great respect and love for United States Military Personal, but with Russian troops invading Anniston Alabama (12-15 March 99) accompanied by the elite Nightstalkers of the 160th and Army Special Forces Rangers and Operation Last Dance in South Texas (8 -20 Feb 99) where towns like Kingsville, Texas where buildings were severely damaged and set ablaze by the action. All while working together with local law enforcement. With all of this information to consider and now we are receiving reports from literally hundreds of people with confirmation with these photos ..... it does not look good.... to have military helicopters landing in school yards as part of an obvious desensitization and indoctrination of our youth. Captain cites "nature" of previous work as reason for denial

The California National Guard has blocked Infowars reporters Joe Biggs and Jakari Jackson from attending a dirty bomb exercise set to take place tomorrow in Richmond, with one official citing the “nature” of their work as the reason.

In an email to Joe Biggs, Capt. Will Martin, Deputy Director of Public Affairs at the California Military Department, made clear that Biggs and Jackson would be refused access due to the content of their previous reporting.

“Upon reviewing your body of work, the California Military Department has chosen to decline you and Jakari Jackson media access to the emergency-response exercise involving the California National Guard on April 11, 2015, in Richmond, California,” states the email.

“The nature of your work and the media programs in which you regularly participate (e.g. The Alex Jones Show) are consistently conspiratorial and inflammatory in nature. Therefore, we hold little confidence that granting you access to the exercise would result in a fair and responsible report for your audience.”


Martin is essentially saying that only media outlets who put a positive spin on the exercise or who regurgitate National Guard talking points will be allowed to cover the drill.

A National Guard drill based around dealing with civil unrest after a dirty bomb attack in California featured role players acting as angry Americans yelling ‘right-wing’ rhetoric.

The exercise, which Infowars reporters were barred from attending, took place in Richmond this past weekend and involved more than 200 soldiers, airmen, local law enforcement and firefighting personnel.

Footage captured by a local shows Guard troops pushing irate citizens away with batons before one of the protest group states, “I’m a sovereign citizen, I refuse to recognize you guys, I refuse to recognize you.”

“Why in the course of a drill for a dirty bomb, would an actor claim to be a sovereign citizen?” asks Keith Johnson, who filmed the footage. “The San Francisco Bay Area is not known for it’s sovereign citizen militia population and hearing this shouted during a mock terrorist scenario was disturbing. Anybody familiar with Richmond will tell you it is not a rural ‘militia’ environment. Located in the East Bay Area near Oakland, it is a community with reduced circumstances. No one there is going to be proclaiming to be a sovereign citizen.”

Johnson goes on to express his concern that young National Guard troops are being conditioned to accept a ‘Kent State’ mentality where their role will be to police unruly mobs of liberty activists.

Back in February, the Department of Homeland Security circulated an intelligence assessment which focused on the threat posed by right-wing sovereign citizens and other domestic extremists. CNN subsequently reported that federal and local law enforcement groups view sovereign citizens as a bigger threat than ISIS or any Islamic terror group.

Sovereign citizens refuse to acknowledge federal law and believe the U.S. government is illegitimate. Members of the movement have been involved in sporadic violent confrontations mainly targeting police officers over the last five years.

Sovereign citizens are habitually lumped in with law-abiding conservatives and libertarians whenever the federal government publishes reports on the subject of domestic extremism.

As we have exhaustively documented, the federal government has consistently downplayed the threat of Islamic terror in favor of pushing hysteria about right-wing extremism.

The FBI’s most recent national terror threat assessment list completely omits Islamic terrorists, instead focusing on sovereign citizens and the militia movement.

A 2012 University of Maryland study funded to the tune of $12 million dollars by the DHS characterized Americans who are “suspicious of centralized federal authority,” and “reverent of individual liberty” as “extreme right-wing” terrorists while glossing over the threat posed by Islamic extremism.

Fears that the National Guard and military are preparing for civil unrest in America have heightened in recent weeks following the announcement that a “realistic” military training exercise called Jade Helm will take place in nine U.S. states this summer. The drill revolves around troops operating “undetected” amongst local populations.

As we reported last month, footage shot during a similar drill in Fort Lauderdale showed military and law enforcement practicing the internment of citizens during martial-law style training.

FLINT, MI (WNEM) - It was a peaceful afternoon, and then residents said it seemingly turned hostile.

"I was standing there, and all of a sudden, boom!" Jean Glenn said.

"I mean it was loud, it blew up the whole sky or whatever, it was like four or five big bangs," Annette Humphrey said.

Explosions you'd expect in a war zone echoed through Flint. People's homes shook and those inside were caught off-guard. It all went down at the shuttered Lowell Junior High on the city's east side.

The blasts are just an Army exercise.

"There's older people, it probably gave them a heart attack or something," Glenn said.

Flint's spokesman Jason Lorenz said the city has been in talks with the army for months now about using parts of the city.

"It's an exercise to help their personnel do training with urban environments," Lorenz said.

That training includes using aircraft and simulated ammunition. It will continue for the next 10 days.

"I think they should have gave us a warning to let us know there was an army thing going on, I really do," Humphrey said.

Just after 11:30 a.m. Tuesday, the city sent out a release informing the public about the exercises. People say the explosions went off around two Tuesday afternoon, but why were residents given such short notice?

"Obviously, I can't speak for the army on that, but we try to give people a heads up when we can, we can't go into too much detail, we don't want people just coming to these things and sightseeing," Lorenz said.

He said for the safety of residents and the military, they're trying to keep things under wraps. But those nearby say the house-rattling explosions were an unwanted surprise.

"Give us a message around here, 'OK, this is what we're going to do,'" Glenn said.

Explosions, gunshots and the sound of helicopters descended early Tuesday on the old St. Francis Hospital building in Beech Grove as part of a military exercise, police said.

A wave of 911 calls came into into Marion County police dispatch starting after midnight as the military training got underway, a dispatch supervisor said. Police confirmed that the military was conducting a training operation at the site.

Beech Grove Police Capt. Robert Mercuri said officials went door-to-door to warn neighbors about the training, but some residents did not get the message.

"We're sorry people were startled," Mercuri said. "We hope they understand that the city of Beech Grove was trying to help the people who protect us everyday."

Several south-side residents voiced concerns in messages posted on social media.

"Those booms (were) not near as earthshaking as the Richmond Hill explosion," Jacob Supple wrote in a post on the Beech Grove Our Town Facebook page. "It was over in less than ten minutes anyway... So we lost a little sleep."

About 100 people took part in the military's urban combat training, Mercuri said. The training is scheduled to continue throughout the week, but Mercuri said it's unclear if the military intends to perform another simulated raid on the old hospital.

Army practices urban warfare in Providence and Newport, angering residents

Military helicopters buzzed the treetops in Providence and Newport Friday night as mock bombs and gunfire exploded, to the dismay of residents, in both cities from about 10pm to 3am. The US Army was doing a training exercise in Rhode Island.

“I live 200- 300 feet from the Armory and I was not notified that this was going to happen. It was terrifying. I can only imagine what it felt like for people with PTSD or who come from war-torn countries. I’m really concerned about their decision to do this without community consent in a densely populated neighborhood at 10pm at night,” said a resident of Providence (who did not wish to be identified for this piece) on Facebook.

Phyllis Shirley Gingerella Wade said the helicopters “were going back and forth over my house, flying very low for about 20 minutes before I saw them turn toward the Eddy St area. I am on the west end near Elmwood.

“My neighbors and I saw three black helicopters on Tuesday during the day as well.

“I am very concerned about the decision do to these exercises in this location- my immediate neighborhood (and my street specifically) is home to many refugees coming from war-torn countries. We are several blocks away from the armory, but everything was audible. There was no notice , let alone notice in the languages my neighbors speak. One of my neighbors (who is an elderly man from Syria) was visibly shaken by this last night and into this morning.”

Newport residents described similar a similar mock battle scene playing out over the north end of the city on Friday night.

When the military exercises were announced, no locations were were specified, but neighbors to the military maneuvers were supposed to be informed by flyer and robo calls. The flyers received by residents say that officers are available to answer questions, but provides no contact information:

“All towns scheduled to be impacted by this week’s training were notified in a coordinated effort to mitigate any potential issues,” said US Army Colonel Peter Parente, in response to my query, “My understanding is that Providence executed a multi-tiered notification process and would recommend that your organization contact the Providence EMA for specifics. I would not want to speak to their efforts. ”

Inquiries to Mayor Jorge Elorza and Governor Gina Raimondo have so far gone unanswered.

Providence resident Korben Perry wrote on Facebook:

I was just told by a young man walking nervously down Harrison St, a soldier, presumably, to not be too concerned if I heard helicopters and ‘sim rounds’ tonight, that ‘we are just doing some training.’

‘What kind of training,’ I asked.

‘Military training,’ he said.

‘What kind of military training?’

‘The army, sir,’ said the soldier, ‘Nothing too big’

I can’t decide which would be stranger: That Providence would approve this happening in any of its densely populated neighborhoods, at night!, or that I am so confused with the 1984-ness of everything right now, that I’m not surprised, and that I didn’t follow him to investigate or tell all my neighbors and at least stand together in the street and go WTF.

Finally, I have this from a resident who wished not to be identified:

“After doing an unannounced military drill with black hawk helicopters and simulated gun noises, the fucking military dudes handed out glow sticks to traumatized kids in the neighborhood. No lie.”

Military plane over Rock Hill rattles neighborhoods

ROCK HILL, S.C. - A mysterious sight flew over Rock Hill Wednesday night; a military plane coming in so low, it rattled windows in several neighborhoods.

Neighbors who live near the small York County Airport say the plane circled overhead at least three times.

Rock Hill city officials explained later it was a military plane from the Charleston air force base doing practice drills.

But the people who saw it say it was unlike anything they’ve ever seen.

“I thought it was actually an earthquake the house shook that bad,” said Jennifer Baldwin, who has lived a few miles from the airport her whole life.

“The house started shaking, windows rattling, dogs barking.”

Baldwin says it was enough to drive everyone outside, most in a panic.

“I thought, well maybe he's trying to land,” she said. “And I thought of course the worst of the worst always goes through your mind, and you think maybe he's going to crash.”

The plane barely skimmed trees and tore between neighborhoods. For many, it was far too close for comfort.

“We didn't know if something happened and they might be crashing,” another witness, Lainey DeShields, recalled.

“I’m very familiar with the airport and nothing of that magnitude could possibly land there,” Baldwin added.

And she’s right. City of Rock Hill spokesperson Katie Quinn told NBC Charlotte the plane was just practicing approaches, adding the small York County Airport runway could not accommodate a plane that large.

“We've never seen planes that big flying over here,” DeShields said.

The city was flooded with calls about the mystery plane, so officials took to social media to explain.

Now the unexpected flyover, far less scary.

And for some, actually kind of cool.

“Thanks for the free airshow!” Baldwin laughed.
