So far, four people between them face a total of 52 charges as a result of criminal investigations that sprang out of ‘Operation Fairbank'.

It doesn't take anything away from your good work Semper. If anything, I should be more gutted, since I thought Fairbairn - though right wing and "eccentric" - was alright. Probably just 'cos my Dad liked him. And my Dad probably just liked him 'cos he (Fairbairn) was drunk all the time, and looked like Toad of Toad Hall.

It was a shock to see he was ever a member of the SMG, given his very conservative (and Conservative) nature, and bearing in mind some of his later homophobic comments in the Commons. Those words look a little bit strenuous now, as well as drink-fuelled - as does his apparent (or supposed) lifelong womanising.

He was also a director of the Brook Advisory Centres:

No doubt Sir Nicky knew a fair bit about sexually transmitted diseases and unwanted pregnancies, if the less dangerous rumours about him are to be believed, but he never seemed like the kind of man who would want to share that hard-earned knowledge with young people in a therapeutic setting to me.

What was that story about the ring in Edinburgh who were using other people's WiFi to download CP? The ringleader was involved in an advocacy group, if I recall right. From SMG to PIE and onwards to who knows where. Fairbairn seems to have been a very early adopter, and an unexpected one. If PIE were a Special Branch op, funded and controlled as a highly sensitive intelligence-gathering front, who's to say that SMG weren't too?

Campbell-Dunn obviously carried the trickster gene.

It reminds me of a late quote that I can only half-recall from the Nimmo Smith Report, into the Magic Circle allegations. A policeman is described as angrily shouting at his lower-ranking colleague something like: "We are not having an inquiry into advocates shagging young boys' arses in the Faculty Library!"

Not reliable memory, but if i can find the Nimmo Smith report again i'll check.

It looks like they should've held an inquiry into exactly that. Could've saved a lot of trouble farther down the line.

Another high-profile occasion was an Inclusive Capitalism conference in May, convened in conjunction with Lynn Forester de Rothschild.

The conference attracted a stellar lineup of establishment and corporate speakers – Prince Charles, Bank of England governor Mark Carney, IMF boss Christine Lagarde, former US president Bill Clinton and a handful of FTSE 100 chief executives. There were no figures from the Occupy movement.

Speakers delivered a barrage of palatable platitudes, counselling greater self-reflection and social responsibility from the business world, but nothing so disruptive as fresh regulation. Little was said of the role of the Lord Mayor, the City of London Corporation, or the activities of closely-allied lobbying groups such as TheCityUK.

While the lord mayor's "inclusive capitalism" event made the television news bulletins, the more discreet work that she and corporation staff carry out in Westminster, Brussels and beyond, fighting for the interests of high finance in the City, goes largely unreported.

The British authorities covered up a case of child sex abuse by a senior figure of the IRA in order to use the damning evidence to turn him into a double agent, military intelligence sources have said.

Joe Cahill, who helped found the Provisional IRA, was pictured abusing a 14-year-old girl in a car in the 1970s, the sources said.

But instead of being prosecuted, the images were used by military spooks to turn the Republican hero – and close ally of Sinn Fein president Gerry Adams – into one of the British Army’s most valuable informants.

A source revealed that Cahill – who died in 2004 – was being followed by a covert unit as he drove around Belfast when the pictures were taken.

They apparently showed the paramilitary, then in his 50s, abusing a 14-year-old girl, who was later identified.

The source said: “The pictures clearly identified both Cahill and his victim. Her father would have killed him if he had found out. He was never prosecuted and instead the pictures were used to turn him. He was a prized asset.”

The allegation is the latest paedophile scandal to hit the IRA and Sinn Fein.

Last week Cahill’s grand-niece, Mairia, revealed the IRA covered up the alleged abuse she suffered as a 16-year-old at the hands of another IRA figure. Mairia was not Cahill’s alleged victim in the 70s.

The Ministry of Defence did not comment on our story last night.

But a military source said: “This kind of thing has been unthinkable for many years now. There were some very questionable techniques deployed in the 1970s but they were put a stop to very soon afterwards.”

Several secretive military intelligence units operated in Northern Ireland at the time, including 14th Intelligence Company, also known as the Det, and several special collation teams.

Female operatives were said to have slept with IRA figures for information.

Cahill’s role as a key British agent was known to only a small handful of individuals. But a senior IRA source revealed that there was suspicion that he was a “tout” – slang for informer.

The IRA’s chief of staff was a priceless source of intelligence as the terror outfit stepped up its bombing campaign across Ireland and the mainland.

He was responsible for arming the paramilitaries with weapons and explosives from allies such as Libya and raising money from republican sympathisers.

A high-level agent like Cahill could be used to save lives and also to exert pressure on the IRA and Sinn Fein to join the peace process, which took place in the 90s.

In a separate case, Mairia Cahill last week waived her right to anonymity to speak out against alleged sexual abuse she suffered as a 16-year-old over a year in 1997 at the hands of another senior IRA figure.

Ms Cahill said she was raped and later interrogated by the IRA about her claims. She later went to the police and a case was brought against the alleged rapist and those said to have been involved in the IRA inquiry.

The man she accused, Martin Morris, has consistently denied her claims and was acquitted of all charges, which were dropped after Ms Cahill withdrew her evidence.

She said: “The only word I have for it is interrogation, because that’s exactly how it felt. They told me that they were going to read my body language to see who was telling the truth and that they were going to bring him into a room.”

Gerry Adams has denied telling Mairia that sometimes abuse victims “actually enjoy it”.

Last year he came under fire after his brother Liam was jailed for sexually abusing his own daughter.

The 59-year-old is currently serving a 16-year prison sentence for raping and abusing Aine Dahlstrom when she was aged between four and nine in the late 70s and early 80s.

During a first trial which collapsed, Mr Adams told the court he confronted his brother about the allegations in 1987 and Liam denied the abuse.

He then revealed his brother later confessed to him in 2000.

Liam’s conviction led to pressure on his brother to explain why he did not contact police over the abuse allegations when he first learnt of them.

Gerry Adams told the first trial in April last year, that he warned a priest, who is now dead, about his brother’s sinister past and the pair became estranged after the allegations emerged.

Recent allegations of historical child abuse against political figures has forced the British Government to set up an official inquiry.

hairwoman Fiona Woolf is expected to examine abuse by MPs, in care homes and schools, and is now facing calls to expand her investigation to cover the role of the intelligence services.

Labour MP Tom Watson said: “There have been rumours that the intelligence services had knowledge of child abuse for a number of years.

"That is why it’s essential that the inquiry is given full access to intelligence service files on this subject.”

Labour MP Simon Danczuk, who exposed the truth about paedophile Liberal MP Cyril Smith, said: “The exploitation of children by the secret services and members of the establishment comes as no surprise.

"We are discovering a history of poor children being treated like disposable goods by people in high places and no one batted an eyelid.”

When approached about our story regarding Joe Cahill, a Sinn Fein spokesperson said: “This is contemptible. It is gutter journalism of the worst kind.”

The BBC of all people (albeit BBC Northern Ireland) showed a pretty stunning documentary about Kincora recently. It's a Spotlight documentary called The Kincora Scandal - State of Shame. No longer available through the BBC Iplayer, but well worth tracking down. Like the earlier Channel 4 documentary on Cyril Smith, it pulls no punches when it comes to talking about the direct involvement of the UK intelligence services in covering up and facilitating abuse.

Kincora was all about compromising the Loyalist side in the Northern Irish Troubles, rather than the high heid yins of the IRA, but it seems the methods used were much the same (and of course it's only natural that British intel would want to keep both sides controllable). I thought it was interesting that William McGrath's outfit, Tara, were described as a "doomsday cult" rather than a Loyalist terrorist organisation in the documentary. Seems they were both, in fact - as well as most likely being an intel front for 'the Brits' (the documentary explicitly explores this possibility, to the credit of it's creators).

Reminded me slightly of the fact that Roger Gleaves also combined religious cultishness with his militaristic and aggressive style, while simultaneously running his boys' hostel operation in London.

Ian Paisley must be glad he died when he did. Others will be glad too.

There have been loads of other developments, but I don't have much time even to outline them.

For those interested in the Scottish angle, it turns out that one of Fiona Woolf's closest associates - her steward as Lord Mayor of the City of London, no less - was earlier mentioned in the Nimmo Smith report, in regards to his trial in Scotland for embezzlement (he was accquitted). Arthur Colin Tucker is his name. The advocate Robert Henderson - known to Tucker - is also discussed at length in the report. He now stands accused alongside Sir Nicholas Fairbairn of sexual abuse by his own (Henderson's) daughter.

There is a lot more to it all than that. The links between the old Nimmo Smith report from the nineties and currently ongoing events are multifarious and surprising. It's a bit of a saga, all in all, plus a very complex report, and unfortunately I've not got time to explain it all even in outline.

Bloggers are already covering it better than I can anyway. Careful which ones you trust - but that goes without saying.

Turns out I was right about that earlier (surprisingly obscene) bit I quoted from the Nimmo Smith report. Here is the relevant passage, just so folk realise I wasn't just swearing for the hell of it. It's not often you see this kind of language in an official government report.

Charles Orr told us that he had been told that "[Thomas] Dawson walked into the room and said 'we're not here to mess about with people sticking their cocks up young boys' arses, what we're going to do is this' ie. a deal, and I'm told defense counsel were absolutely stunned." All defense counsel are agreed that no such thing was said and that they were not "stunned." We are accordingly unable to account for the version of the meeting which Charles Orr heard or the version which is set out in the Orr report.

Scotland Yard is investigating allegations of a murder associated with claims of a VIP paedophile abuse ring.

Detectives investigating claims of historic child sex abuse say they have received reports about a “possible homicide.”

In an extraordinary statement the Met refused to give further details of the inquiry or the victim of the alleged murder.

The chilling disclosure comes after months of investigations into claims that an establishment cover-up was used to conceal the abuse of children.

The homicide claim has emerged during the 22 month investigation into claims that VIPS including politicians preyed on vulnerable children at places like the notorious Elm Guest House in Barnes, south-west London.

The inquiry codenamed Operation Fairbank was launched in January 2013 following allegations made to police by the Labour MP Tom Watson.

The MP raised concerns in the House of Commons about a establishment cover-up of a VIP paedophile ring operating at the guest house.

It is claimed boys from a local care home were taken to the guest house to be abused by VIPs, including an unidentified senior Tory politician.

The guest house closed in 1982 after a police raid during which an under-age boy was removed from the property.

In a statement the Met said : “Over the past month, detectives working on Operation Fairbank within the Met's Specialist Crime and Operations have been made aware of allegations concerning serious non-recent sexual abuse, said to have occurred over 30 years ago.

“Our inquiries into this, over subsequent weeks, have revealed further information regarding possible homicide. “

Police added that details of the murder allegation had not been passed to police before.

In 1990 German Carole Kasir, who ran the guest house at the time of the allegations, was found dead in her flat at the age of 47.
The coroner's inquest concluded that, a diabetic, she had suffered an insulin overdose and had committed suicide.
However, there were claims that she had been murdered to stop her talking about what she knew.


The Yard said : “At this early stage in this inquiry, with much work still to do, it is not appropriate to issue appeals or reveal more information.

“Detectives from the Child Abuse Investigation Command are working closely with colleagues from the Homicide and Major Crime Command concerning this information, which is being looked at under the name of Operation Midland.”

The Met statement comes just days after Home Secretary Theresa May yesterday admitted that the Home Office could have covered up paedophile allegations in the Eighties.

She was commenting on the findings of Peter Wanless, the head of the NSPCC, who caried out an inquiry into how the Home Office dealt with information handed over by the late Conservative MP Geoffrey Dickens, as well as other allegations in 114 missing, lost or destroyed files.

Mr Dickens wrote to Leon Brittan, then the home secretary and now Lord Brittan of Spennithorne, in 1983 to say he would expose eight public figures whom he suspected of child abuse, unless action was taken.

Operation Fairbank was launched in response to information passed on by MP Tom Watson, who used Prime Minister’s Questions in 2012 to air claims that there was a paedophile ring with links to Number 10.

Mr Watson used parliamentary privilege to allege that a file of evidence used to convict Peter Righton of importing child pornography in 1992 contained ‘’clear intelligence’’ of a sex abuse gang.

He wrote to Scotland Yard, which has since spawned two more inquiries from Fairbank - Fernbridge, which is looking at claims linked to the Elm Guest House in Barnes, south west London, in the 1980s, and Cayacos.

In August Scotland Yard said it had tripled the number of officers investigating the allegations of sex abuse in the wake of the claims of a Westminster cover-up.

Metropolitan Police commissioner Sir Bernard Hogan-Howe said the number of officers looking in to decades-old allegations has been beefed up to “well over 20”.

Speaking to the police and crime committee at London’s City Hall, he said of the sex abuse claims: “We’ve tripled the number of people in there this week. Well over 20 people will be dedicated to that and we will make an assessment of the cases.

“It takes a little while because sometimes victims will have moved on to other parts of the country, sometimes abroad, and that poses its own challenges. Not all the people are prepared to tell us all the details or to go on to the criminal justice process.”

The BBC quoted a man who, it claimed, has told police investigating the alleged abuse that “former senior military and political figures”, as well as “law enforcement”, were involved.

According to the broadcaster, the witness, now in his 40s, claimed the group had access to 15 to 20 youngsters.

The man, who was speaking anonymously, said: “It started with my father. It started with quite severe physical abuse, quickly turning into sexual as well.

“Within a very short space of time he had handed me over, or whatever you want to call it, to the group.

“They controlled my life for the next nine years.

“They created fear that penetrated every part of me.

“That was part of my life day in and day out.

“You didn’t question what they wanted, you didn’t hesitate to do what they asked you to do.

“You did what you were told without question or the punishments were very severe.

“They had no hesitation in doing what they wanted to do.

“Some of them were quite open about who they were. They had no fear at all of being caught, it didn’t even cross their mind.

“They could do anything they wanted without question and we were told that.

“I’ve never experienced pain like it and I hope I never do again. Some of it was deliberate because they set rules that were impossible to follow. You couldn’t help but break the rules on occasion and you were punished for that, which some of them enjoyed.

“It is something that stays with you forever. It has destroyed my ability to trust. It’s pretty much wrecked any relationships that I’ve had. Intimacy for me is pretty much a no-go area. It’s been hard, and various things will come along at various parts of your life or the year to trip you up or trigger you because the memories never go.

“Anyone who knew anything, it’s important they come forward too. They need to find the strength that we as survivors have done.

“If they have any suspicions, if they have any concerns, if they know they were part of it, they need to come forward and share what they know.

“People who drove us around could come forward. Staff in some of the locations could come forward. There are so many people who must have had suspicions. We weren’t smuggled in under a blanket through the back door; it was done openly and people must’ve questioned that. They need to come forward.”

Police probing an alleged VIP paedophile ring are examining its links to a number of suspected murders.

Scotland Yard announced yesterday it is investigating a 'possible homicide' more than 30 years ago centring on a block of luxury flats long popular with MPs.

The explosive allegation could even extend to a series of murders related to child sex abuse 'parties' involving senior politicians, spy chiefs and prominent military and legal figures.

Two witnesses have come forward reporting sexual abuse by a paedophile ring with links to government that took place at a number of locations including Dolphin Square – the home of many MPs.

One victim contacted police earlier this month claiming a number of killings were linked to the VIP group. Another spoke to an investigative website.

The information has been passed to Operation Fairbank – a Scotland Yard team originally set up to investigate allegations that a paedophile ring with links to government operated more than 30 years ago.

Police have responded with a new probe, Operation Midland, involving detectives from the Homicide and Major Crime Command and the Child Abuse Investigation Command.

They are looking into a series of alleged suspicious deaths and stress the investigation is at a very early stage.

No names of any potential victims have been released and it is not known if the youngsters were reported missing at the time.

Last July it emerged that a 40-page dossier on suspected Establishment paedophiles – compiled by the late Tory MP Geoffrey Dickens and sent to then Home Secretary Leon Brittan in 1983 – had vanished.

But a recent Home Office inquiry into its whereabouts has failed to uncover the files and Home Secretary Theresa May said she could not rule out suggestions of a cover-up.

Yesterday a witness in the case, who has spoken to detectives, told the BBC he was a child victim for nine years at 'abuse parties' held at Dolphin Square and elsewhere.

He claims two former Conservative MPs, including an ex-cabinet minister, and other senior Establishment figures, sexually abused him.

Speaking anonymously, and using the name 'Nick', the alleged victim said he had given three days of videotaped
evidence to detectives.

Now in his 40s, he said that he was first abused by his own father before being handed over to the group who abused him from the age of 11 between 1975 and 1984.
He was forced to drink alcohol before being beaten and raped while his head was held under the water in a bath.
He said he was one of between 15 and 20 children who would be picked up in cars and taken to hotels and apartments where they were physically and sexually abused.
'They were very powerful people and they controlled my life for the next nine years', he told the BBC. 'They created fear that penetrated every part of me, day in, day out.

'You didn't question what they wanted, you did as they asked without question and the punishments were very severe.'

He has given the names of those he believes were involved to the police and the BBC in hope of encouraging others to come forward.

'We weren't smuggled in under a blanket through the back door,' he said. 'It was done openly and people must have questioned that and they need to come forward.'
Detectives have been examining allegations of sex attacks at Dolphin Square for a number of months.
The proximity to Westminster of the plush estate of 1,250 flats in Pimlico has made it popular with politicians. Former residents include Harold Wilson, David Steel and William Hague.
The escalation of the inquiry comes as Mrs May struggles to find an acceptable chairman for an inquiry into claims of a top level cover-up of VIP paedophiles.
Two people asked to lead the inquiry, lawyer Fiona Woolf and retired judge Baroness Elizabeth Butler-Sloss, have so far quit over their links to the Establishment.

Last night Labour MP John Mann said the bombshell claims, which are the most serious so far to emerge in the scandal over the possible links of MPs and peers to paedophiles, must be taken seriously.

He added: 'This shows the gravity of the situation; it is what some of us have been saying for the last year. I have said there have been murders and therefore I'm pleased to see this development.
'I'm not the slightest bit surprised. There are more suspicious deaths that need to be investigated and the police are aware of.'

A Scotland Yard spokesman said: 'Over the past month, detectives working on Operation Fairbank within the Met's Specialist Crime and Operations Directorate have been made aware of allegations concerning serious non-recent sexual abuse, said to have occurred over 30 years ago.
'Our inquiries into this, over subsequent weeks, have revealed further information regarding possible homicide. Based on our current knowledge, this is the first time that this specific information has been passed to the Met.'
Details of where and when the suspicious deaths took place have not been revealed.
A spokesman added: 'It is important that officers are allowed to pursue their work without interference.
'We will not comment upon speculation as to the identity of any person or locations that may or may not feature in this inquiry.'

A victim of the Westminster paedophile abuse scandal has claimed he saw a Conservative MP murder a young boy during a depraved sex party.

And the Sunday People can reveal that detectives are investigating THREE murders allegedly linked to a network of VIP perverts.

The horrifying account comes days after Scotland Yard confirmed they have launched a murder probe ­connected to allegations of sex abuse from the 1970s and 80s.

Today the Sunday People and Exaro investigations agency expose the full extent of shocking events the witness, known as Nick, has described to the Metropolitan Police paedophile unit.

Nick claims the first death was of a boy aged ten or 11 who was ­deliberately run down by a car.

Another chilling allegation is that he was in the same room in the 1980s when a 12-year-old boy was strangled by a Tory MP.

Nick said: “I watched while that happened. I am not sure how I got out of that. Whether I will ever know why I survived, I am not sure.”

Eighteen months later, he claims a third boy was killed by two unknown men in front of another MP.

Nick told of his terror as he and the strangling victim were driven to an orgy.

He said: “We looked at each other and saw the fear in each other’s eyes. We said nothing.

“I knew we were being taken somewhere to be sexually abused by powerful men.

“But I had no idea of the true horror of what was about to happen.”

Nick had been picked up at an agreed meeting point. He recalled: “The car was ­chauffeur-driven although I can’t ­remember the make.

“Cars were sent to take us to various locations to be abused. They were often luxury cars with a chauffeur.

“They would be dark in colour – Jaguars, Rolls-Royces, Daimlers or Range Rovers.”

He was driven to a location in ­central London. On the way the car stopped to pick up another lad.

Nick says the boy had brown hair and was aged around 12 but he never discovered his name.

Both lads sat in silence for fear of punishment.

They arrived at a luxury townhouse and were taken inside.

Nick, still traumatised by what he witnessed, has given a graphic and harrowing account to police about what took place.

In hours of video testimony, he ­described how he saw the Conservative MP – who was sitting in Parliament at the time – throttle the boy.

He said: “The MP was particularly nasty, even among the group of people who sexually abused me and others. I still find it difficult to talk about these incidents after all these years.”

A second witness has already ­corroborated some of the information related to the case, lending weight to Nick’s claims and strengthening his credibility in the eyes of the police.

Nick has also told detectives about the death of another boy during a ­depraved sexual assault in the presence of a Conservative minister – a different MP to the one involved in the first killing.

Nick believes the car killing was a warning to him.

He says someone in the paedophile network deliberately ran over and killed a boy in broad daylight on a London street. He is convinced the perverts were demonstrating their power and showing what could happen if he spoke out.

Nick said his abusive father supplied him to a group of MPs and other VIPs who held abuse parties at Dolphin Square – an apartment complex in Pimlico, near Parliament – and at other locations in London.

He says the ­minister repeatedly raped him and other boys aged between ten and 14.

His claims are being investigated by police under Operation Midland, a strand of the Operation Fairbank ­inquiry set up to examine allegations of historical child abuse.

Exaro helped to arrange for Nick to pass his crucial testimony to the Met.

On Friday, the Met announced Operation Midland was now ­investigating “possible homicide”.

A statement said: “Detectives from the child abuse investigation command are working closely with colleagues from homicide and major crime ­concerning this information.”

Nick insisted a reporter from Exaro was present at a meeting with detectives when he gave them the name of the MP who allegedly murdered the boy, along with a list of other ­prominent people who he says sexually and ­physically abused him.

He also helped compile “e-fit” ­pictures of the murdered boys.

Nick went on: “There will be other people who know about the punishment and abuse carried out by this group - drivers of the cars who took the boys to venues, staff at the venues. Perhaps they can now come forward.”

He said he was taken to Dolphin Square at least ten times when parties were held. Different men would enter and leave during the evening.

Nick was around 11 when he first went there for a Christmas party.

He recalled: “We would be ordered not to speak to each other.

“Sometimes I would be driven there with other children. On other occasions I would be driven there alone and joined other children there.”

He described being led to a heavily curtained flat via several flights of stairs and a “dimly lit, musty” corridor.

And he added: “We were asked if we wanted a drink. It was always ­whisky. Both MPs were brutal. I was raped over a bath-tub while my head was beneath the water.”

He claimed one MP told him to thrash another lad and “sexually ­punished” him when he refused.

Last week we told how Nick, now in his 40s, had identified a shamed top diplomat and MI6 chief as one of his attackers.

He picked out a photo of Sir Peter Hayman – a former deputy director of the secret service.

Hayman, for many years a pillar of the establishment, caused a scandal when he was caught with paedophile literature.

Nick said Hayman, who died in 1992, was one of a group of men who raped him as a child.

He is satisfied police are taking his claims “extremely seriously”.

A statement by Scotland Yard said: “Our inquiries have revealed further information regarding possible homicide.

"Based on our current knowledge, this is the first time this information has been passed to the Met.”

Investigator Mark Conrad says: “Nick’s account of his decade-long abuse – the trafficking, sexual and physical assaults and murders – and revelations about the status of the men defied belief.

“Unlike many abuse survivors, Nick has gone on to have a ­successful life. He is intelligent, articulate and strong-minded.

“His accounts are uncomfortably detailed and consistent.

“In July, Exaro together with the Sunday People published a report on alleged abuse at Dolphin Square.

“Nick agreed to meet detectives, but he insisted that I attend. Like Exaro, the police regard Nick as credible.

"The Met duly launched Operation Midland, and an investigation into possible homicide.”

The father of an eight-year-old boy murdered in the 1980s claims that his son may have died at the hands of a Westminster paedophile ring - and that Scotland Yard helped “cover up” the crime.

Vishambar Mehrotra, a retired magistrate, recorded a male prostitute saying in a telephone call that his son may have been abducted and taken to a now notorious guesthouse in 1981.
He took the recording to police at the time but claims they refused to investigate an allegation implicating “judges and politicians”. Mr Mehrotra said it had been a “huge cover-up”.
The Metropolitan Police announced last week that they were investigating possible murders linked to the Elm Guest House in Barnes, south-west London.

The new inquiry began when an alleged victim came forward claiming to have witnessed three boys being killed, including one allegedly strangled by a Conservative MP during a depraved sex game.
He claimed that high-profile paedophiles abused children at locations in London in the 1970s and 1980s.

Mr Mehrotra’s son Vishal was abducted as he walked home to Putney after watching the Prince of Wales and Diana Spencer ride to their wedding in a carriage on July 29 1981.
He had gone ahead of other family members for the last few hundred yards. He was last seen less than a mile from the guesthouse.
Mr Mehrotra claims he received an anonymous call from a male prostitute in the months following. A man he guessed to be in his 20s told him Vishal may have been abducted by “highly placed” paedophiles operating from the Elm Guest House, Mr Mehrotra said.

He told The Telegraph: “I was contacted by a young man who seemed to be in his 20s. He told me he believed Vishal may have been taken by paedophiles in the Elm Guest House near Barnes Common.
“He said there were very highly placed people there. He talked about judges and politicians who were abusing little boys.” Mr Mehrotra, a solicitor who was a JP at Wimbledon magistrates’ court until retiring in 2006, claims the man said he had already informed police about activities at the guesthouse, but had received no response.
He added: “I recorded the whole 15-minute conversation and took it to police. But instead of investigating it, they just pooh-poohed it and I never heard anything about the tape again. The whole thing went cold.
“At that time I trusted the police. But when nothing happened, I became confused and concerned.
“Now it is clear to me that there has been a huge cover up. There is no doubt in my mind.”

In February 1982, part of Vishal’s skeleton was found in woodland in West Sussex. There was no trace of his legs, pelvis or lower spine, nor of his outer clothes, his sleeveless vest or his Superman underpants.

At the inquest into his death, the West Sussex coroner Mark Calvert Lee recorded an open verdict but said “foul play” was likely.
Police said 20,000 people had been interviewed, half of them in nearby Putney, and 6,000 properties checked.
Mr Mehrotra, now 69 and living in West Molesey near Hampton Court, said he had “hardly been contacted” by police in the intervening years.
He said he had not been spoken to in recent months despite the alleged witness reporting the murder of three boys at the time Vishal vanished.
Mr Mehrotra said: “This guesthouse was right next to where Vishal disappeared. There were predatory people there who were taking young boys and abusing them.
“It seems to me that it all adds up, so I can’t understand why the police have again failed to get in contact with me. I think the revelations of Savile and others in recent months have opened up a Pandora’s box. Hopefully everything will all come out soon.”

In June 1982, four months after Vishal’s remains were found, police raided the Elm Guest House.
Dozens of men were questioned, reportedly including at least 30 who were prominent in public life and business. It was widely reported at the time that the raids were linked to Vishal’s disappearance. The Times reported that the investigation had included the disappearance of another boy, Martin Allen, 15, missing since Guy Fawkes Night, 1979, whose body has never been discovered. The son of the chauffeur to the Australian High Commissioner, he was last seen waving goodbye to a school friend at King’s Cross Underground station.
Police at the time dismissed the reports as “nonsense”. Soon afterwards, lawyers acting on behalf of the guesthouse threatened newspapers with legal action if they continued reporting on its alleged activities.
Martin’s brother said on Tuesday that police should reopen the investigation into the teenager’s disappearance. Kevin Allen, 51, said he had always suspected a cover-up after police told him all the case files had been lost in a freak flood.
He said: “I think it’s a new lead. Anything to ensure these people don’t get away with it. I think there are powerful forces involved in this. Years ago I was warned by a policeman that if I looked too deep into this then I might get hurt. I’ve never forgotten that.
“We have barely heard anything for 20 years, but there are other missing cases where the police barely stopped looking.
“My dad died never knowing what happened to Martin. We would love to have an answer for my mother before she passes away.”
In May 1983, as police wound up the inquiry into Vishal Mehrotra’s death, Carole and Harry Kasir, the owners of the Elm Guest House were fined £1,000 each and given suspended nine-month sentences at the Old Bailey for “running a disorderly house”. They were found not guilty of living off immoral earnings and having obscene films.
Five years later Carole told child protection officers that children from the council-run Grafton Close Children’s Home had been supplied to the brothel. She provided names of people who had frequented the guesthouse.

The Liberal MP Cyril Smith, now dead, has been widely alleged to have abused children from Grafton Close at The Elm.
At an inquest into her death in 1990, members of The National Association of Young People in Care said that Kasir had lived in fear of her life since the hotel was exposed. Christopher Fay said: “The reasons for her death are all tied up in this child pornography ring at the hotel.

“She was hounded and harassed by police and security services. She knew all the top people who had been involved in the ring at the hotel.”
Scotland Yard launched Operation Fairbank two years ago to look into suggestions that high profile political figures had been involved.

Officers have set up a new strand of the inquiry, Operation Midland, after being passed information about the three alleged murders.
The allegations emerged when a man in his 40s came forward claiming to have been one of around 15 boys who were abused by a powerful paedophile network 30 years ago.
Some of the abuse allegedly took place at flats in the Dolphin Square development in Pimlico, where a number of politicians have had London homes.
According to the man, a 12-year-old boy was strangled by a Conservative MP at a town house in front of other victims.
On another occasion, a boy of around 10 was deliberately run down and killed by a car being driven by one of his abusers, the man claimed.

The Attorney General on Tuesday said he would back an investigation into the allegations if there was evidence to support the claims. Jeremy Wright, speaking in the Commons, said: “My view is that the Crown Prosecution Service should pursue cases where the evidence exists to wherever the evidence leads, and that is regardless of the position held by the person being investigated.
“And if evidence is brought to light to justify such an investigation, I would expect it to be carried out.”
A spokesman for the Metropolitan Police said the force would not comment on an ongoing investigation.
