Why not block off those scary, scary "tunnels penetrating into Israeli territory" on the Israeli side?

For a start, and just purely from a utilitarian point of view: It would save the fascist Israeli army from having to risk any of its precious human resources on derring-do missions against infant Untermenschen in their actual lairs.
