Abstract
Of all federal government agencies in the U.S. from the 1930's to the 1980's, the Federal Bureau of Investigation probably had the most successful media relations program. The Bureau's leaders seemed to be masters at getting good publicity and avoiding bad.

By describing a quantitative analysis of the FBI's publicity over that 50-year period, this article attempts to show why those efforts were so successful. It identifies the themes that typified the verbal component of Bureau publicity, and the broad spectrum of mass communication channels that were tapped.

Abstract
This essay uses declassified FBI internal memoranda to study J. Edgar Hoover's rhetorical behavior. Specifically, it is possible to understand better the administrative and communicative tendencies of the Director through analysis of his hand‐written comments. The unvarnished, completely candid Hoover emerges from these “fourbaggers. “Hoover's scrawled messages fulfilled twelve basic functions: 1 demands for expedited action, 2) administrative orders, 3 approval of proposed FBI policies, 4 complaining, 5“no comment” orders, 6) FBI policy proposals, 7) criticism of FBI errors 8 disapproval of FBI policy proposals, 9 information requests, 10) complaints about criticism, 11 self‐protection, and 12 attacks on critics. Careful analysis of these rhetorical functions reveals four clusters, or groups of functions. These are: 1 self‐protection, 2 retaliation, 3 emotional catharsis, and 4) orders and requests. While these categories are not entirely discrete, and although we cannot precisely understand Hoover's motives, it is possible to understand both the rhetor and his rhetoric through close consideration of the behavior.

Originally classified SECRET, the investigation described in the FBI files was an “internal security” matter relating to the magazine’s registration status. Paralleling and seemingly predicting some of the later investigations of WikiLeaks, the Bureau suspected that Ramparts “may currently be engaged in acts of distribution of propaganda, acting as a political agent, collecting information, forwarding information, et cetera, while acting as the agent of a foreign principal.”

Voting for the Lesser of Evils

Since I’ve been old enough to vote -- 50 years now -- I’ve felt, except maybe once or twice, that I was voting for the lesser of evils.

That problem was acute in the run up to the 2016 election, and already I’m hearing people say about the 2018 midterm: no matter who it is, if it’s Democrat, you’ve got to vote for it. We’ve got to cancel congressional support for Trump.

That seems not an unworthy goal.

But let’s think about a democracy constantly providing choices which great numbers of people are uncomfortable with, disappointed in, insulted by, angry about.

Do I really have a vote if I can’t vote for the world I want, a world based in sanity rather than suicidal exploitation and U.S. empire? What does it mean if I can’t vote to grapple with the issues I think most urgent?

Someone might answer, well, write in the candidate then who fits your bill. Really? That’s throwing away your vote as sure as not voting.

It seems to me that when you vote for the lesser of evils knowing full well that one of the candidates is more reprehensible than the other but that neither will solve the serious problems, you have then voted against democracy. You’ve disenfranchised yourself. Haven’t you then turned the fundamental tool of democracy into a wrecking bar to tear it down rather than build it up? To protect yourself against a big blue monster, you’ve tied your fate to a smaller green monster. Or, to save yourself from cancer, you’ve chosen heart disease.

Someone will surely remind me that politics is about compromise. Voting for the lesser of evils is a compromise; that's what we do in politics. Politicians must often compromise. Sometimes that’s a courageous virtue -- the art of the possible. Sometimes it’s a betrayal. But is it the role of citizens to compromise their values and their intelligence? I think my obligation as a citizen may be not to compromise but to adhere to my values, to insist on what I consider moral and sane. If I compromise, I give my elected official permission to compromise even further. These sorts of compromises have brought us to the brink of disaster -- actually beyond the brink for so many people already besieged by climate change or the member of a species made extinct by habitat loss.

We all know now (and if you don’t, you’re living in propaganda land) that we live in an oligarchy. A plutocracy. A military/industrial corporatocracy which determines that we have two corporate parties, with two amenable-to-capitalism candidates, and no viable third party. Voting for the lesser of evils inside that system is a vote for the status quo.

If we show signs of opposing this system by refusing to vote, our friends are outraged: “But what if that blue monster wins?” I say the monster has already won. The monster is the system that is despoiling the earth with dollars and weapons and entitlement.

When I vote, I want to be able to vote not for the lesser of evils but the better of goods. I want candidates who recognize the urgency of the crises bearing down on us. And my choice then is: who has the best plan? I want to simply vote for sanity in defiance of this corrupt system. The essential evil in the system is that we can’t vote to fix it. I can’t vote to get the money out of the system. I can’t vote to indict a government of war criminals. I can’t vote to end an economy based on death.

When we are encouraged to vote for the lesser of evils, we are encouraged to vote our fear not our hope, vote for the status quo not for justice. Or to vote for a person more inclined to do the will of the Pentagon rather than Big Pharma or more inclined to sell out to Citigroup rather than kowtow to Exxon-Mobil.

Someone might say, yes, all that’s true, but we can’t look at that big picture. We’ve got to deal with this election right now. We’ll fix that big stuff later. No, not true. There is no later.

The choice of human survival and the survival of other species is upon us -- the survival of all the plants and animals on the planet who can’t vote. The big issues are the most present. They are the greater evil. Voting for the lesser evil is voting for the greater evil.

But, after all that, am I telling you you should not vote for Democrats, any Democrats, to break the chokehold of the Republicans on Congress? No, I’m not saying that. My own truth telling, and I am being as honest as I know how, runs head on into the nastiness of this moment and the reality of so many social, environmental, legal and political protections being stripped away by our current government. If we vote in Democratic majorities, will we be voting to end U.S. militarism and Empire? No. Will we be voting to make a radical shift in green energy production? No, nowhere near radical enough. Will we be voting to get the special interest money -- which makes the system anti-democratic -- out of the system? No. Will we be voting for national health care? Maybe a little closer.

What this means is that the election, no matter which way it goes, obligates us to citizen action and civil disobedience -- to demand action that will save life and create hope for the future on this ailing planet. Because we can’t vote for the better of goods, inevitably we must vote for greater responsibility for ourselves. The system won’t right this listing ship. Only we can.

We can’t vote for democracy, but we sure as hell can act for it. That’s the choice that isn’t the lesser of evils. It’s the better of goods. It's the vote we've always got no matter what the system gives us.

Samuel Kaplan, a 64 year old FBI information technology program manager, was arrested and pleaded guilty, 3 June 2010, to child pornography possession. Kaplan was sentenced, 27 August 2010, to just under four years in jail followed by 15 years of supervised release. Kaplan worked in the FBI’s Chantilly, Virginia office and used “the FBI’s network to facilitate sexually explicit communications.” He was also trading in child rape from his home computer.

Michael Peluso, a 44 year old FBI Civilian Analyst with an undercover unit in


Critical Incident Response Group, was arrested, 9 January 2015, on child pornography charges. He pleaded guilty and was sentenced, 27 May 2016, to no jail time and supervised parole for life.

Peluso was caught trading child rape on-line by an Internet Crimes Against Children (ICAC) Taskforce investigation.

Christopher W. McKee, a 37 year old intelligence analyst with the US

Michael D. Rivera, a 29 year old Deputy US Marshal, was arrested on more than 20 charges including child pornography charges. He pleaded guilty,

FLINT TAYLOR, a graduate of Brown University and Northwestern Law School, is a founding partner of the People’s Law Office in Chicago, an office which has been dedicated to litigating civil rights, police violence, government misconduct, and death penalty cases for 45 years. Among the landmark cases that Mr. Taylor has litigated are the Fred Hampton Black Panther case; the Greensboro, North Carolina case against the Ku Klux Klan and Nazis; the Ford Heights Four case in which four innocent men received a record $36 million settlement for their wrongful conviction and imprisonment; and a series of cases arising from a pattern and practice of police torture and cover-up by former Chicago police commander Jon Burge, former Mayor Richard M. Daley, former State’s Attorney Richard Devine, and numerous other police and government officials, five of which have been settled against the City of Chicago and Cook County for a total of approximately $26 million. He obtained a multi-million dollar settlement for a seven year old boy who was falsely accused by the Chicago Police of the murder of 11 year old Ryan Harris and has represented, and continues to represent, numerous other wrongfully convicted persons who have spent decades in prison and on death row, including Burge torture victims Michael Tillman, Darrell Cannon, Ronald Kitchen, Alonzo Smith, Anthony Holmes, Victor Safforld, Shawn Whirl, and Jackie Wilson, exonerees Randy Steidl, Paul Terry, Ronald Jones, Jerry Miller, Oscar Walden, Lewis Gardner, Paul Phillips, Terrill Swift, and Jonathan Barr, and the first woman jailhouse lawyer in Illinois, Maxine Smith.

Taylor’s work in fighting against police torture in Chicago over the past 29 years has been instrumental in obtaining the conviction and imprisonment of police torture ringleader Jon Burge and the precedent setting decision that upheld the inclusion of former Mayor Richard M. Daley as a co-conspiring defendant in the Tillman civil rights case. He also worked with the movement to obtain reparations for 60 survivors of Chicago police torture. He has also represented Nanci Koschman in her case against the CPD and SAO for covering up the truth about the death of her son in order to protect the Daley family, was one of the lead lawyers in obtaining a $5 million settlement for 74 victims of illegal strip and body cavity searches by the Milwaukee Police Department, and now represents three victims of torture and abuse at the CPD’s secret interrogation site, known as Homan Square.

Taylor also played a major role in the George Jones “street files” case that uncovered the unlawful Chicago police practice of keeping one set of files to be produced to defense lawyers while maintaining another secret set of files that often contained exculpatory evidence. This case dramatically changed the criminal discovery process in Cook County and also led to the groundbreaking wrongful prosecution verdict in Jones v. City of Chicago. As a police brutality litigator, he has been instrumental in pioneering and litigating Monell pattern and practice claims against municipalities, particularly in the areas of repeater cops, police discipline, the police code of silence, and domestic violence by police officers. Taylor also played a key role in major litigation brought against the Marion Federal Penitentiary, Stateville and Pontiac prisons in the areas of unconstitutional segregation, cruel and unusual conditions of confinement, and behavior modification.

Mr. Taylor is also an accomplished appellate advocate, and successfully argued the cases of Cleavinger v. Saxner and Buckley v. Fitzsimmons before the United States Supreme Court, as well as numerous cases before Federal Circuit Courts of Appeal and the Illinois Supreme Court.

Mr. Taylor is a longtime National Lawyers Guild member, a founding editor of the Police Misconduct and Civil Rights Law Reporter, has extensively written and lectured in the field of civil rights litigation and police torture, and frequently appears on radio and television and at other public forums to discuss these topics. He has authored four law review articles on these subjects, and his articles have appeared in the Chicago Tribune, the Chicago Sun Times, The Nation, In These Times, the Huffington Post, Truthout, and Portside.

In 1975 Mr. Taylor was honored, along with his law partner Jeffrey Haas, for his work on the Fred Hampton case by being named by the Chicago Reader as members of the “Heavy 75,”, in 1977, with Haas, as an Advocate For Our Freedom for “representing a rare breed of legal advocates who take on the contemporary Sacco and Vanzetti or Scottsboro cases,” in 1986 he was nominated for the Durfee Foundation Award for his work in “enhancing the human dignity of others through legal institutions,” and, in 1989, again with Haas, received the Citizens Alert Fighters For Justice Award. He is the 2008 recipient of the William R. Ming Jr. Award of the Cook County Bar Association, given to a lawyer “for dedication and significant contribution to the causes of civil rights and individual liberties;” and in 2009 was awarded the First Defense Legal Aid First Defender Award for his “tireless commitment to protecting the civil rights of Chicago citizens.” He was also the recipient of the National Lawyers Guild’s 2009 Ernie Goodman Award “in recognition of extraordinary achievement by a National Lawyers Guild lawyer;” the 2009 Rainbow PUSH Father to the Community Award; the 2010 Jenner and Block award from the Northwestern Center on Wrongful Convictions for his “unflagging struggle against police brutality and racial repression under color of law;” with his law partners Joey Mogul and John Stainthorp, the 2010 Chicago National Lawyers Guild Arthur Kinoy Award for their “commitment to the struggle for justice for the survivors of torture;” the 2011 SFPIF Northwestern Law School Distinguished Alumnus Award for his “outstanding commitment to public service;” with his co-counsel Locke Bowman and Alexa Van Brunt, the Independent Voters of Illinois-Independent Precinct Organization’s 2014 Legal Eagle Award; and the 2016 Nelson Algren Humanitarian Award as “a conscience in touch with humanity.”

In 2002 he was named by Chicago Magazine as one of Chicago’s “30 Toughest Lawyers;” and by his peers as a “Leading Lawyer” in 2003, and 2015, as a “Super Lawyer” in 2007, 2008, and 2009, in 2015 as a member of the “Nation’s Top One Percent” by the National Association of Distinguished Counsel, and in 2016 as a “Top Lawyer” in the Global Directory of Who’s Who.

As part of MuckRock’s ongoing project to declassify and collect internal Central Intelligence Agency histories, the Agency recently released a copy of the history on coordination between inbetween intelligence agencies in the aftermath of World War II. The history outlines various “turf wars,” some which predate the Agency itself, which were the result of disagreements about what the law said and who had what responsibilities. According to the history, many of these disagreements and differing interpretations stemmed directly or indirectly from the language of the National Security Act of 1947, which both established and empowered the CIA, as being “purposefully vague.”

Written by George Swanson, a folksinger and Episcopal priest, this unusual folk opera tells how Victor Valdez, a sickly, working-class immigrant from the Dominican Republic, died in 2009 in solitary confinement at the Maine State Prison – and how the causes of his death were covered up.
The state prosecutor who investigated the case determined that Victor died of “natural causes.” True, he needed kidney dialysis and had other ailments, but a number of other prisoners said he had not been given proper medical care and had been physically abused. In fact, one prisoner had predicted to an advocate that the abuse would likely kill Victor.
I wrote the newspaper article, “A Prison Obituary: The Tragedy of Victor Valdez,” which was the basis for the opera. George Swanson has long worked with me and many others in a campaign to end or restrict the use of solitary in Maine and nationally. He successfully convinced the National Religious Campaign Against Torture (NRCAT) to take on the issue.
NRCAT’s founding director, the Rev. Richard Killmer, said the opera “shows the immorality of solitary confinement.” Bonnie Kerness, director of the American Friends Service Committee’s Prison Watch, called it an “amazing” ...

In response to a FOIA request filed by Emma Best back in June, the Federal Bureau of Investigation has located close to 22,000 pages of records on Adler Berriman “Barry” Seal, a notorious drug smuggler with ties to the Central Intelligence Agency, whose life was most recently fictionalized in the 2017 film American Made.

The Bureau is asking for $655 in duplication fees for the release of the files, and owing to their historical importance, Best has opened the request up for crowdfunding. 
As Best summarizes: 
Barry Seal, a pilot and major smuggler for the Medellin cartel, became a DEA informant before being assassinated on the orders of Pablo Escobar in 1986. In 1988, House Judiciary Committee testimony revealed that Seal took part in a sting operation in which CIA installed cameras on his plane, allowing him to photograph Escobar and other members of the Medellin Cartel load large amounts of cocaine for transportation with the help of the Sandinista Minister of the Interior. These photographs were used by President Reagan as part of his effort to raise support for the Contras.
The FBI’s found 21,826 pages of records on Seal, whose life touched on some of the most significant narcotics cases – and one of the biggest political scandals – of the 20th century.

Newly public Federal Bureau of Investigation (FBI) documents outline for the first time the specifics of the agency's guidelines for impersonating members of the news media in undercover activities and operations. The records detail, among other things, that such activities require high-level approval from within the FBI and Justice Department. The FBI released the guidelines after the Reporters Committee for Freedom of the Press filed a Freedom of Information Act (FOIA) lawsuit when the agency failed to respond to a request for records about its impersonation of documentary filmmakers, specifically. Additionally, records recently released in connection with a separate FOIA lawsuit filed by the Reporters Committee show that the FBI has engaged in the impersonation of documentary filmmakers on a number of occasions, though questions remain as to just how frequently the FBI relies on this tactic.
