Here is a hard truth: Police do not keep communities safe.
This year alone has produced numerous stories of officers causing distress, damage, or death in communities they’re sworn to protect. As this epidemic worsens, communities need to find new ways to handle crisis situations without police intervention.
Modern U.S. police forces evolved from watch systems developed in the early colonies, which were gradually professionalized after the emergence of cities — and the rise of slavery. In the South, these forces were used as “slave patrols,” tasked with catching runaway slaves and squashing uprisings.
The role of police has greatly expanded since then, with officers intervening in everything from mental health crises to routine schoolyard incidents. With police now receiving military-grade weapons and often legally insulated from accountability, citizens are at the mercy of choices officers make — decisions that may be made under extreme distress or tainted with bias.
Black Americans are most at risk. Compared to other demographics, we face a significantly higher risk of being killed by police. Just this year Black Americans have

NSA Official Refuses to Reveal the Success — or Failure — of Phone Surveillance

Members of the Senate Judiciary Committee from both sides of the aisle are questioning the necessity of renewing one of the NSA’s many telephone surveillance programs.
During a hearing on Wednesday, Republican Lindsey Graham of South Carolina and Democrat Dianne Feinstein of California each peppered an NSA representative regarding that organization’s drive to continue its unconstitutional collection of Call Detail Records (CDR) of Americans, records that reveal personal data of millions of citizens.
The Hill offered the following summary of the surveillance program being debated:
The call detail records program gathered information on incoming and outgoing domestic text messages and phone calls to aid the government in terrorism investigations. Civil liberties advocates are pressing Congress to allow the program to sunset entirely, claiming that privacy concerns outweigh any national security benefits.
"Why should we reauthorize it?" Graham, the chairman of the Senate Judiciary Committee, asked NSA official Susan Morgan.

Former FBI Special Agent Tyrone Powers, a veteran of the Maryland State Police, spent nine years as an FBI agent, with postings in Cincinnati and Detroit. He resigned in August 1994.
The picture of the country's top law enforcement agency that emerges from Powers' eloquent prose reveals an organization beset by the same problems of racism that plague the rest of American society. Powers describes sheet-clad students at the FBI Academy impersonating Ku Klux Klansmen. He reports on FBI Agents in Detroit raising funds for white Detroit policemen charged with (and later convicted of) second degree murder in the death of Black motorist Malice Green. White agents on one occasion substituted the face of an ape on the photo of an African American agent's children, displayed on their Black colleague's desk.
White agents, according to Powers' narrative, urinated on photographs of President Bill Clinton and Vice President Al Gore. Powers provides eyewitness evidence of the agency's extralegal harassment of African American mayors Coleman Young (Detroit), Marion Barry (Washington, DC) and Harold Washington (Chicago).
His story parallels similar complaints of harassment voiced in recent years by the Congressional Black Caucus and in the 1960s by Civil Rights workers. The FBI's Counter Intelligence Program of surveillance, disruption and assassinations against the Black movement of the 1960s and 1970s (COINTELPRO), has received wide coverage in recent years.
Former Special Agent Powers grew up in inner city Baltimore and his autobiographical recollections combine the sociologist's insight with the novelist's flair for storytelling. The problems of the inner city are presented in all theirunvarnished starkness. There was drug dealing, violence, gang feuds and incest in the experience of an inner city youth growing to manhood. Some of it was very close to home.

WASHINGTON -- The former chief internal watchdog at the FBI has pleaded guilty to sexually assaulting a 6-year-old girl and has admitted he had a history of molesting other children before he joined the bureau for what became a two-decade career.
John H. Conditt Jr., 53, who retired in 2001, was sentenced last week in Tarrant County Court in Fort Worth to 12 years in prison after he admitted he molested the daughter of two FBI agents after he retired. He acknowledged molesting at least two other girls before he began his law enforcement career, his lawyer said.
Conditt sought treatment for sex offenders after his arrest last year, said his attorney, Toby Goldsmith.

Georgia city settles year-long open records lawsuit
On October 28th, the City of Roswell, Georgia settled a Georgia Open Records Act lawsuit with Appen Media Group. The lawsuit, which had gone on for nearly a year, accused the Roswell Police Department of consistently withholding “vital information about criminal incidents” from release and failing to meet time requirements for supplying records. Initially, Roswell’s attorneys claimed that the city was protected by “the doctrine of sovereign immunity,” which states that the government cannot be sued without its consent. However, Appen launched a GoFundMe, which raised $4,220 and helped sustain the lawsuit.
The settlement agreement, unanimously passed by Roswell’s City Council, involves the city paying Appen $10,500 in attorney’s fees and “a year’s worth of free open records requests.” The settlement also includes the city admitting no liability in the alleged public records wrongdoings.

Everyone’s a critic. But nothing prepared us for the racist art critique co-signed by two Virginia cats.
In June, the Virginia Museum of Fine Arts announced its acquisition of “Rumors of War,” a sculpture by world-renowned artist Kehinde Wiley created in response to Richmond’s Monument Avenue. The stretch of tony Richmond real estate started to take shape in the 1890s when Lost Cause backers began erecting equestrian statues of Confederate generals, just as the city’s ascendant Black middle class came under attack from Jim Crow laws. Wiley became inspired by Monument Avenue’s J.E.B. Stuart statue, which he saw while in town for the opening of his 2016 VMFA exhibition, and “Rumors of War” bears a resemblance to the figure—with Stuart replaced.
Wiley unveiled the statue in Times Square in September. It will take its place in front of the VMFA in December. Being a government agency, the comments received by VMFA at the front desk or by email belong to us. Ahead of the December installation, we thought we’d see what people have to say so far.
The bulk of the 29 comments received and provided to us under the Virginia Freedom of Information Act came in just after the announcement, with some trickling in following the unveiling.

The Guardian today revealed the 20 fossil fuel companies whose relentless exploitation of the world’s oil, gas and coal reserves can be directly linked to more than one-third of all greenhouse gas emissions in the modern era.
New data from world-renowned researchers reveals how this cohort of state-owned and multinational firms are driving the climate emergency that threatens the future of humanity, and details how they have continued to expand their operations despite being aware of the industry’s devastating impact on the planet.

The analysis, by Richard Heede at the Climate Accountability Institute in the US, the world’s leading authority on big oil’s role in the escalating climate emergency, evaluates what the global corporations have extracted from the ground, and the subsequent emissions these fossil fuels are responsible for since 1965 – the point at which experts say the environmental impact of fossil fuels was known by both industry leaders and politicians.
The top 20 companies on the list have contributed to 35% of all energy-related carbon dioxide and methane worldwide, totalling 480bn tonnes of carbon dioxide equivalent (GtCO2e) since 1965.
Those identified range from investor-owned firms – household names such as Chevron, Exxon, BP and Shell – to state-owned companies including Saudi Aramco and Gazprom.
Chevron topped the list of the eight investor-owned corporations, followed closely by Exxon, BP and Shell. Together these four global businesses are behind more than 10% of the world’s carbon emissions since 1965.
 
Twelve of the top 20 companies are state-owned and together their extractions are responsible for 20% of total emissions in the same period. The leading state-owned polluter is Saudi Aramco, which has produced 4.38% of the global total on its own.
Michael Mann, one of the world’s leading climate scientists, said the findings shone a light on the role of fossil fuel companies and called on politicians at the forthcoming climate talks in Chile in December to take urgent measures to rein in their activities.
 
“The great tragedy of the climate crisis is that seven and a half billion people must pay the price – in the form of a degraded planet – so that a couple of dozen polluting interests can continue to make record profits. It is a great moral failing of our political system that we have allowed this to happen.”
The global polluters list uses company-reported annual production of oil, natural gas, and coal and then calculates how much of the carbon and methane in the produced fuels is emitted to the atmosphere throughout the supply chain, from extraction to end use.
It found that 90% of the emissions attributed to the top 20 climate culprits was from use of their products, such as petrol, jet fuel, natural gas, and thermal coal. One-tenth came from extracting, refining, and delivering the finished fuels.
The Guardian approached the 20 companies named in the polluters list. Seven of them replied. Some argued that they were not directly responsible for how the oil, gas or coal they extracted were used by consumers. Several disputed claims that the environmental impact of fossil fuels was known as far back as the late 1950s or that the industry collectively had worked to delay action.
Most explicitly said they accepted the climate science and some claimed to support the targets set out in the Paris agreement to reduce emissions and keep global temperature rises to 1.5C above pre-industrial levels.
All pointed out efforts they were making to invest in renewable or low carbon energy sources and said fossil fuel companies had an important role to play in addressing the climate crisis. PetroChina said it was a separate company from its predecessor, China National Petroleum, so had no influence over, or responsibility for, its historical emissions.
The latest study builds on previous work by Heede and his team that has looked at the historical role of fossil fuel companies in the escalating climate crisis.
The impact of emissions from coal, oil and gas produced by fossil fuel companies has been huge. According to research published in 2017 by Peter Frumhoff at the Union of Concerned Scientists in the US and colleagues, CO2 and methane emissions from the 90 biggest industrial carbon producers were responsible for almost half the rise in global temperature and close to a third of the sea level rise between 1880 and 2010. The scientists said such work furthered the “consideration of [companies’] historical responsibilities for climate change”.
Heede said: “These companies and their products are substantially responsible for the climate emergency, have collectively delayed national and global action for decades, and can no longer hide behind the smokescreen that consumers are the responsible parties.
“Oil, gas, and coal executives derail progress and offer platitudes when their vast capital, technical expertise, and moral obligation should enable rather than thwart the shift to a low-carbon future.”
Heede said 1965 was chosen as the start point for this new data because recent research had revealed that by that stage the environmental impact of fossil fuels was known by industry leaders and politicians, particularly in the US.
In November 1965, the president, Lyndon Johnson, released a report authored by the Environmental Pollution Panel of the President’s Science Advisory Committee, which set out the likely impact of continued fossil fuel production on global heating.
In the same year, the president of the American Petroleum Institute told its annual gathering: “One of the most important predictions of the [president’s report] is that carbon dioxide is being added to the Earth’s atmosphere by the burning of coal, oil and natural gas at such a rate by the year 2000 the heat balance will be so modified as possibly to cause marked changes in climate beyond local or even national efforts.”
 
Heede added: “Leading companies and industry associations were aware of, or wilfully ignored, the threat of climate change from continued use of their products since the late 1950s.”
The research aims to hold to account those companies most responsible for carbon emissions, and shift public and political debate away from a focus just on individual responsibility. It follows a warning from the UN in 2018 that the world has just 12 years to avoid the worst consequences of runaway global heating and restrict temperature rises to 1.5C above pre-industrial levels.
The study shows that many of the worst offenders are investor-owned companies that are household names around the world and spend billions of pounds on lobbying governments and portraying themselves as environmentally responsible.


A study earlier this year found that the largest five stock-market-listed oil and gas companies spend nearly $200m each year lobbying to delay, control or block policies to tackle climate change.

Heede said the companies had a “significant moral, financial, and legal responsibility for the climate crisis, and a commensurate burden to help address the problem”.
He added: “Even though global consumers from individuals to corporations are the ultimate emitters of carbon dioxide, the Climate Accountability Institute focuses its work on the fossil fuel companies that, in our view, have their collective hand on the throttle and the tiller determining the rate of carbon emissions and the shift to non-carbon fuels.”

Twenty-four hours ago, I was standing in front of the Supreme Court with my death row exoneree brother, Shujaa Graham, and the family of Rodney Reed. We were praying for a stay of execution. We were telling the nation why the death penalty must be abolished.
Then, as I was preparing to fly to the Texas capitol to continue to fight for Rodney's life, I received the news that today the Texas Court of Criminal Appeals stayed the execution and instructed the district court to review Rodney's innocence claims.
The entire Witness to Innocence family breathed a huge sigh of relief. We have sat on death row. We have had our innocence denied. We have faced execution dates. The fight for Rodney's life is a continuation of our own battles to survive death row.

Wake Correctional Center part of pilot program using ankle monitors to track work-release inmates

President Donald Trump delayed on Thursday evening the release of thousands of pages of classified documents related to the John F. Kennedy assassination, bowing to pressure from the CIA, FBI and other federal agencies still seeking to keep some final secrets about the nearly 54-year-old investigation.
The president allowed the immediate release of 2,800 records by the National Archives, following a last-minute scramble to meet a 25-year legal deadline. Following lobbying by national security officials, the remaining documents will be reviewed during a 180-day period. In a memo released by the White House, Trump said: "I am ordering today that the veil finally be lifted. At the same time, executive departments and agencies have proposed to me that certain information should continue to be redacted because of national security, law enforcement, and foreign affairs concerns. I have no choice — today — but to accept those redactions rather than allow potentially irreversible harm to our nation‘s security."

Don't Mess With Roy Cohn
Roy Cohn was once the most feared lawyer in New York City. A ruthless master of dirty tricks, he smeared the reputations of his political enemies, helped send the Rosenbergs to the electric chair, and had more than one Mafia don on speed dial. But his most enduring legacy is Donald Trump, whom he took under his wing in the 1970s. In Ken Auletta's 1978 Esquire profile, we meet the man who tutored the president in the dark arts of gossip, power, and politics.


For twenty years, Roy exchanged Christmas gifts with FBI director J. Edgar Hoover. Bernard Baruch testified as a character witness at his first trial. Gossip columnists Walter Winchell and Leonard Lyons, who did not speak to each other, showered Roy with praise, as did George Sokolsky.




Former special agents who once served their country in the fight against mobsters, terrorists and fraudsters often have second careers in the security or investigation departments of big companies and law firms.

However, jumping into the private sector is not without its pitfalls for one-time G-men.  As much as they are prized assets by corporate America for their training, experience and contacts, the good reputation of these former agents also can be cynically exploited by employers with sharp practices or shady reputations as a cover to deflect any suspicion into wrongdoing.

For example, Assistant Director Louis Nichols -- J. Edgar's No. 2 man -- left the FBI in 1957, and took a plum job making $100,000 a year at Schenley Industries which mob lackey Roy Cohn allegedly secured for him, and Louis Rosensteil, the company's president, was suspected of ties to Genovese mobsters Meyer Lansky and Frank Costello.  And former special agent H. Paul Rico left the Boston field office in 1975 to become security head at World Jai Alai, and then was indicted for his alleged role in a 1981 murder as a tool of Winter Hill boss Whitey Bulger although Rico died in 2004 before the charge against him was resolved.

Indeed, in May 1962 while staying at the Volney Hotel in New York City, Meyer Lansky was recorded on a wire describing how the G-men could be co-opted in the private sector as "racketeers" and the "new mafia":
They're nothing but racketeers, every one of them.  After five years they get out, get on a big corporation's payroll.  Now what happens, you and I . . . let's say I work for IBM.  You came.  They say [redacted] is doing  the same business.  He has no FBI guys working for him.  Pop, they chop his legs off.  They find him with a sweetheart, they find him with this, they find him with that.  This thing's gonna get an investigation.  It's a new mafia.

The potential pitfalls for former agents joining the civilian life came to the forefront recently for U.S. Congressman Michael Grimm, a Republican from Staten Island, NY, who spent a decade as a special agent with the FBI until leaving the agency in 2006.  Grimm then opened a restaurant on the Upper East Side called Healthalicious with partner Bennett Orfaly, and federal prosecutors now allege that Orfaly has personal ties to reputed Gambino capo Anthony "Fat Tony" Morelli who "is serving a 20-year prison sentence for racketeering and extortion in an elaborate tax fraud" as reported by Alison Leigh Cowan for The New York Times:

"Mr. Orfaly maintains constant contact" with Mr. Morelli in prison, [Assistant U.S. Attorney Anthony] Capozzolo told the court, noting that Mr. Orfaly "has visited him and engaged in telephone conversations."

One unidentified source claims that Morelli is "like an uncle" to Orfaly as reported by Mitchel Maddux and Dan Mangan for the New York Post.

Orfaly is not accused of any wrongdoing, and Grimm previously sold his interest in the restaurant and insists he was unware of Orfaly's supposed ties to Morelli.  In the absense of any evidence to the contrary, Grimm should be entitled to the benefit of the doubt on his claims of ignornance.  In any event, many citizens probably are not thrilled with the idea that a special agent who worked undercover assignments targeting the mob after leaving the FBI became involved with a business partner who allegedly has a personal relationship with a reputed mobster.  It's just not the prettiest picture.

Another former agent got employment at a law firm which subsequently was indicted.  Steve Bursey spent 27 years at the FBI, and among his assignments was serving as the contact agent for undercover agent Joe Pistone who infiltrated the Bonanno crime family as Donnie Brasco.  Immediately following his FBI retirement in 1997 Bursey joined the class action law firm Milberg Weiss to head its investigations department.  In 2006 the law firm was indicted by federal prosecutors for an alleged decades-long scheme in which serial plaintiffs were illegally paid kickbacks out of the attorneys' fees for filing their shareholder lawsuits.  Several heavy-weight partners were convicted for their roles and sent to prison, and the firm itself -- now known simply as Milberg LLP -- settled the criminal case by paying a $75 million fine and hiring a compliance monitor for two years according to a Department of Justice press release:  "the settlement with Milberg reflects the seriousness of what was probably the longest-running scheme ever conducted by a law firm," said United States Attorney Thomas P. O’Brien, and "the monetary payment will punish the firm for allowing this conduct to occur."

Among those convicted for their roles in the scheme was the firm's founding partner Mel Weiss, and Bursey wrote a May 1, 2008 letter to the sentencing judge pleading for leniency on behalf of the crooked lawyer which provides the following:
