Why pipe bombs sent to Democrats and CNN were probably designed to inflict real harm

Oct. 25, 2018 / 11:46 AM ET

By James Cavanaugh, Former ATF special agent-in-charge

As told to THINK editor Meredith Bennett-Smith, edited and condensed for clarity.

Let’s be clear here, this is domestic terrorism. These mail bombs were designed to put someone’s life in danger with the intent to coerce the civilian population or influence the policy of government. That is the definition of a domestic terrorist — if it was sent from overseas, or was sent by someone inspired by foreign terrorists, then it would fit the definition of international terrorism. (But of course, sending bombs and creating bombs violates many other statutes besides terrorism. Once caught, prosecutors will have many options and many ways to charge the individual or individuals responsible.)

During my decades with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), I handled a lot of violent crime. I was a bomb investigator. I was a hostage negotiator. And I learned to investigate and recognize patterns in behavior, as did my colleagues.

Mail bombs have long been used to create a feeling of fear and uncertainty. I worked on the team that apprehended the D.C. sniper, and the feeling at that time was similar. Everyone in the Washington D.C. area felt like it could have been them. There’s this feeling of: It could happen to me. There’s a feeling of being watched. Someone in a basement somewhere, with evil motives, is able to reach out and touch me from afar, without ever leaving his basement. It’s a terrible feeling.

You don't send two bombs to scare somebody. You send two bombs to try to kill somebody.
But what we know about the bomber or bombers in this case indicates they are not simply intending to scare people. Bombers do not put shrapnel inside a bomb to scare somebody — because it's not visible that way. Bombers who just intend to scare their targets, or the public, tape the shrapnel to the outside of the bomb so that it adds to the fear factor.

In addition, law enforcement sources now say two bombs were sent to Rep. Maxine Waters and two were sent to former Vice President Joe Biden in Delaware. You don't send two bombs to scare somebody. You send two bombs to try to kill somebody.

We don’t know the motivations in this case, but the public should feel confident that law enforcement around the country are already working to uncover them. The behavioral analysis unit at the FBI in Quantico has included two ATF agents for decades, working to profile bombers and arsonists. I’ve used them many times. I used to supervise those profilers when I was in the explosive division. And they're very helpful.

But it’s likely that this psychological picture will be slower to develop. More immediate will be the forensic analysis, the search for clues and camera footage and the many other leads that will help identify suspects. Because this is an ongoing investigation — there could still be bombs out there. Maybe the bomber still has devices he or she hasn’t mailed yet, or maybe some devices are still in transit or stuck in mailrooms. Mail handlers in the Postal Service and UPS and FedEx have all been alerted by law enforcement and will be on the lookout now.

Unlike a mass shooter — who runs into a place, shoots everybody up, and then shoots himself in the head — mail bombers want to get away. Indeed the bomber, by the nature of the crime, has automatically distanced him or herself from the victim. So the bomber can be in a state far away, actually in another nation, when the bomb detonates. This distance gives the bombers insularity. It gives them another layer of protection. Likely they want to continue their bombing campaign, and they want to get away it.

And unfortunately it’s not particularly difficult to create a basic pipe bomb. The recipes are on the internet.

But the other thing about mail bombs is that they are not new, and law enforcement has had a lot of practice dealing with them. Some people get away with it, but most people do not. Because once you send a bomb, every federal agent in a thousand miles is going to be working on the case. We all come out of the woodwork.

This Image obtained by CNN shows a suspected explosive device received at the CNN bureau in New York City on October 24, 2018.AFP - Getty Images
Every single ATF agent is trained in bomb investigation and putting blown-up bombs back together. The FBI has a team, the postal inspectors have a team and so do the police. Everybody is all over it because it impacts all of society when a bomb goes off. And that’s why so many of these people are caught.

The key here is to be alert but not alarmed. It's okay to be fearful, but turn that energy into something productive. And adopt safe practices for your home and family, especially if you are a person who is well known. Every person who was targeted by this bomber, or would-be bomber, is a person who is prominently in the public eye. So that’s a place to start

As of yet I dont see much reason to rule out that a desperate democrat could have done this hoping to really push the midterms. And Im certainly no Trump supporter.

Am I missing something obvious?

PS something really bothers me about that Cavanaugh interview including the announcement that instructions for these bombs is available online. Seems outside usual protocol to avoid such reveals. If this is what happens before rhe midterms, I really fear for this time 2 years from now.

Since we are speculating I might go with this

“We can all guess George Soros is behind the caravan,” Root continued. “George Soros is also behind Jacky Rosen.”

“The people in the caravan have rehearsed a script and what they’re saying is Donald Trump is the Antichrist and he’s going to hell,” Root said. “Those are the same words they used in the text to me that are supposed to be going to illegal aliens, clearly, in the state of Nevada. They want them to vote, they want them to vote multiple times, illegally multiple times, and they said, ‘Trump’s the Antichrist and he’s going to hell.’ These are the same words from Soros and from Soros.”

“This man should be arrested for treason,” Root declared. “He should serve out the rest of his life in prison. He has committed treason, he’s a traitor to the United States.”

“This caravan is backed by him,” he added. “Now we know it. The same words that are being used in texts by the Democratic Party

Again, this is almost certainly a Trump follower or right-wing fanatic of some kind who is invested in a Pizzagate-type narrative, or styles this as a message or incitement, or who actually hoped to kill. Since anyone can understand the sociopsychological effects in advance, and since the technology is relatively accessible (unlike, say, anthrax), other possibilities arise that I would consider less likely. Regardless, it's terrorism.

The intent may not be to harm anyone directly but to produce mass psychological effects.

That seems the most obvious impact and should be considered. Not one bomb detonated or harmed the "intended" target. The person(s) responsible is either an incredible idiot(s) or very clever. He (likely a male) struck out big time. Not one explosion out of all that work? What a laughing stock compared to sociopaths like Ted K. who really knew their craft. This entire thing seems crafted to be a false attack for psyops. Where is Wombaticus? He always seemed clued in on psyops....

If those responsible are not idiots then let's assume for the sake of discussion that they are clever. How in the hell were they so clever that they had zero success? 0-10! That leads to the question of what did they consider "success" in this terror plot? It is not a stretch at all then to think actual killing was not the goal. It was psychological. The ATF and FBI bomb experts must be tripping over themselves to make sure they keep straight faces and use the correct words when publicly speaking about all this. They surely can't be thinking this was a mastermind bomb expert. It's all amateur and the craft itself (what we've been allowed to see) appears overly simplistic, jingoistic and doomed to failure. Get'er done? Hmmmm.

A slightly above average right wing clown would probably know that former presidents and others protected by the Secret Service don't walk to the curb to check their mail. At the least they make their low wage hired help do that for them. Anyone who remembers new controls adopted post the 9/11 anthrax attacks knows that mail to certain buildings, organizations and individuals is pre-screened. I haven't bothered to do a search, but it's likely that info is also online to be found.

We're left with hysteria. The two political spectrums once again accusing each other of dirty deeds. Sprinkle some keywords like October surprise and like yeast, the drama continues to rise. The "right" seems to think it was a "left" lame trick to make the right look like fascist goons. The left accuses the right of being fascist goons with humpty trumpty leading the rhetorical charge. It's hard to imagine that it will benefit either side of the two-party creature that has mid-terms coming up. The right will be just as motivated as the left to get to the polls. And please, I'm using left and right very loosely here, but for the sake of discussion the words fit.

One thing is for sure a result of this: The masses are glued to their screens watching and soaking it up. They might even be reading those dead wood editions. Like so many of these dramas it doesn't matter who did it, if they get caught or why they did it. The masses are drinking it all up and believing everything their told. The media bean counters are loving the ratings and filling orders for all the paid political ads. By golly Mr/Mrs/Ms congressperson, we're going to make sure your message gets seen on all the major news networks! Would you like to increase the spend on that air time while the going is good sir/madam?

If you're observing the stance of both sides of the spectrum it seems like its a wash who would benefit. If it were found that a larger organization was behind this it could change, but one nutjob who is so dull he failed to have one explosion seems like......a lone nutjob.

PS something really bothers me about that Cavanaugh interview including the announcement that instructions for these bombs is available online.

In this era of easy access to info that comment is not much different than law enforcement saying a gunman can walk into a sporting goods store and buy "X" type of gun.

ps...those that work for the National Enquirer are probably wondering why they didn't garner as much sympathy from the public when they actually had one of their own killed from an anthrax laced letter.

It is terrorism, no doubt. Or really its an attempt at an opening salvo into political violence in general. Regardless who did this, it portends greater ugliness.

But the timing seems unexpected for any far rightist at all vested in the midterms. And I dont think the inclusion of Soros particularly mandates a pizzagate type CT. Ive been surprised recently by how mainstream anti Soros sentiment has become.

I dunno. There is something about the inclusion of Robert DeNiro that just provokes a bit of puzzlement for me. Like somehow this list of people doesnt quite make sense in some way. Certainly could be a kind of ideologically boilerplate right wing domestic operation but the world is also just exceedingly strange right now.

Right, apparently only one package so far was said to have gone through the mail. That would be the one for Eric Holder which got returned back to be delivered to Wasserman.

Random nutters sorta implies it was all coincidental. Obviously it wasn't that, but they were nutters.

Likely each label with names printed on it will get traced back to the store(s) where the printer(s) were purchased. Many typical home use inkjet printers now also have the micro dot telltale identifiers on printed pages. It's not just the big heavy laser printers using toner that have that tracing tech built into them. The micro dots will help determine where the printer was purchased. From there tracking down the buyer of the printer(s) is a matter of basic detective work. IF the micro dots were scrubbed or none of the labels have them present investigators might tend to think they are above average terror dingleberries.

The most obvious parallel which springs to mind is the anthrax right after 9/11.

(EDIT: ah, belatedly noticed it's been referenced quite a few times.)

I was out front the offices of The Stranger in Seattle a few weeks ago and noted their writers/staff coming out for lunch and wondered who else was noting the same thing. I wasn't watching them, I just happen to know where it is and I was working. But I was scared for them. That was my immediate feeling.

The aim was murder. To kill Trump opponents. Bob De Niro is a producer of our CENTRAL PARK FIVE film. We prepped in his building. Still casting there. This isn’t about packages. This is about people. Killing people who disagree with Trump. His finger pointing can’t change that.

A postal inspector who spoke to CNN on the condition of anonymity indicated it would be very unusual for a piece of mail to leave the facility where it was dropped off for delivery without such a mark.
That could indicate that a sender or senders were working in multiple diverse geographical areas, including New York, Washington, Florida and California.
Another source told CNN it is possible some of the stamps may not have been canceled because of the package's soft sides and odd shape, which would make it difficult to stamp.

LETHAL WEAPON
Bomb-Maker Who Targeted Dems Used Metal & Glass to Magnify Harm, Investigator Says
An NYPD investigator tells The Daily Beast that any one of the devices could have been detonated if somebody jostled it or fiddled with it in an unfortunate way.

An NYPD investigator with direct knowledge tells The Daily Beast that whoever built the pipe bombs sent to prominent Trump critics sought to make the devices more deadly by mixing bits of metal and glass in with the black powder.

The absence of any obvious triggering device makes some experts who have only seen the X-rays of the devices wonder if they were meant to detonate. But the NYPD investigator notes that any one of the devices could have been detonated had somebody jostled it or fiddled with it in an unfortunate way.

After seeing a news photo of one of the packages, a private security executive realized that he had chanced to playfully toss an identical package in the air without realizing what it was. He immediately notified New York police, who determined that it was indeed one of the bombs.

Nobody can rightly doubt that the bomb maker intended to spread fear if not actual physical injury.

And with the device sent to Robert De Niro on Tuesday, it became clear that the targets were not just those who have been vilified by the far right.

De Niro is not a political figure in the way of the other targets. But he has been one of the more vocal—and profane—critics of Trump. An explosive device sent to the actor was almost certainly the result of an impulse either to defend Trump or to frighten those who oppose Trump or both.

In the meantime, experts questioned whether the timers included in at least two of the devices were actually triggering mechanisms, particularly given the unpredictability of when the package would actually reach its destination.

Experts were also struck by the use of just a single penlight battery, hardly a reliable way to ensure the bomb would detonate when it finally got to where it was intended.

Otherwise, the devices were constructed in keeping with pipe-bomb tradition.

“It is put together in the proper way,” the NYPD investigator said.
