One way to get around the rule would be to use sockpuppets. One doesn't want to introduce rules proposals without considering the obvious loopholes, and this one is gapingly obvious. I would have thought it hardly worth mentioning, it is so obvious. My mistake. But it is curious you have latched on to that. Why would you focus on that? No one thinks you have sockpuppets. They think you saturate-bomb the board with miles of copy-paste bullshit without pause, rendering threads unreadable, and you constantly start new threads on the same bullshit, rendering the front page unreadable. But you do all that under your own username. So why are you so set off by the minor sock puppet addition? Do you have any? If so, how many do you have?

However, the proposed rule would curb an abuse that anyone can commit. One common around Internet message boards, the practice known variably as flooding, thread proliferation, etc.
