WASHINGTON -- The terrorists who perpetrated the 2001 anthrax attack on Congress likely were US government scientists at the army's Ft. Detrick, MD., bioterrorism lab having access to "moonsuits" that enabled them to safely process and manufacture super-weapons-grade anthrax, an eminent authority on the subject says.

....

Boyle, who drafted the US Biological Weapons Convention of 1989 enacted by Congress, said destruction of the Ames anthrax "appears to be a cover-up orchestrated by the FBI."

.....

Boyle, a leading American authority on international law, said after the attacks he contacted senior FBI official Marion "Spike" Bowman, who handles counter-terrorism issues, and provided him with the names of the scientists working with anthrax. Boyle told Bowman the Ft. Detrick scientists were not to be trusted.

In addition to then destroying the anthrax, the FBI "retained every independent life-scientist it could locate as part of its fictitious investigation, and then swore them all to secrecy so that they cannot publicly comment on the investigation or give their expert opinion," Boyle said.

Boyle pointed out that Bowman is the same FBI agent "who played a pivotal role in suppressing evidence which in turn prevented the issuance of a search warrant for the computer of Zacarias Moussaoui, the alleged 20th Al Qaeda hijacker on 11 September 2001, which might otherwise have led to foreknowledge and therefore prevention of those terrorist attacks in the first place."

.....

Because of its "bogus investigation," Boyle said, "the greatest political crime in the history of the United States of America since its founding on 4 July, 1776 - the anthrax attacks on Congress, which served not only to deliver a terrorist threat on its members, but actually to close it down for a period - may remain officially unresolved forever."

"Could it truly be coincidental," he continued, "that two of the primary intended victims of the terrorist anthrax attacks - Senators Daschle and Leahy - were holding up the speedy passage of the pre-planned USA Patriot Act ... an act which provided the federal government with unprecedented powers in relation to US citizens and institutions?"

Leahy is incoming Chair of the Senate Judiciary Committee and may have a personal interest in holding hearings to learn who tried to kill him. He recently said President George W. Bush should be "terrified" that he will be the new Chair.

Francis A. Boyle
Professor

A scholar in the areas of international law and human rights, Professor Boyle (fboyle@law.uiuc.edu ) received a J.D. degree magna cum laude and A.M. and Ph.D. degrees in political science from Harvard University. Prior to joining the faculty at the College of Law, he was a teaching fellow at Harvard and an associate at its Center for International Affairs. He also practiced tax and international tax with Bingham, Dana & Gould in Boston.

He has written and lectured extensively in the United States and abroad on the relationship between international law and politics. His eighth book, Destroying World Order, was recently published by Clarity Press. An earlier book, Defending Civil Resistance Under International Law, has been used successfully in numerous foreign policy protest trials. In the September 2000 issue of the prestigious The International History Review, Professor Boyle’s Foundations of World Order: The Legalist Approach to International Relations (1898-1922) was proclaimed as “a major contribution to this reinterrogation of the past” and “required reading for historians, political scientists, international relations specialists, and policy-makers.” That book was translated into Korean and published in Korea in 2003 by Pakyoungsa Press.

As an internationally recognized expert, Professor Boyle serves as counsel for Bosnia and Herzegovina in Application of the Convention on the Prevention and Punishment of the Crime of Genocide (Bosnia and Herzegovina v. Yugoslavia (Serbia and Montenegro) currently pending before the International Court of Justice. He also represents two associations of citizens within the country and has been instrumental in developing the indictment against Slobodan Milosevic for committing genocide, crimes against humanity, and war crimes in Bosnia and Herzegovina.

Professor Boyle is Attorney of Record for the Chechen Republic of Ichkeria, conducting its legal affairs on a worldwide basis. Over his career, he has represented national and international bodies including the Blackfoot Nation (Canada) and the Lakota Nation, as well as numerous individual death penalty and human rights cases. He has advised numerous international bodies in the areas of human rights, war crimes and genocide, nuclear policy, and bio-warfare.

From 1991-92, Professor Boyle served as Legal Advisor to the Palestinian Delegation to the Middle East Peace Negotiations. He also has served on the Board of Directors of Amnesty International, as a consultant to the American Friends Services Committee, and on the Advisory Board for the Council for Responsible Genetics. He drafted the U.S. domestic implementing legislation for the Biological Weapons Convention, known as the Biological Weapons Anti-Terrorism Act of 1989, that was approved unanimously by both Houses of the U.S. Congress and signed into law by President George H.W. Bush.

Professor Boyle was selected for inclusion in the 2005 Edition of Marquis' Who's Who in America.

Grassley Questions Rationale Behind FBI Award

WASHINGTON — Sen. Chuck Grassley today wrote to FBI Director Mueller to question why he gave an award to Marion "Spike" Bowman in light of the FBI's problems with FISA warrants, especially in the case of Zacarias Moussaoui.

The Judiciary Committee has been investigating the FISA problems at the FBI, including holding closed hearings where Mr. Bowman and other officials were questioned about the Moussaoui case. During testimony before the Senate Judiciary Committee and in a letter to Director Mueller, Agent Coleen Rowley highlighted the resistance at headquarters, that agents in Minnesota faced in their investigation of Moussaoui.

Here is Grassley's letter to Director Mueller.

January 9, 2002

The Honorable Robert Mueller
Director
Federal Bureau of Investigation
935 Pennsylvania Avenue, NW
Washington, D.C. 20535

Dear Director Mueller:

I am writing to express my concern and inquire about an award you recently gave to Marion "Spike" Bowman for "meritorious service."

Mr. Bowman, as deputy general counsel who is in charge of the FBI's National Security Law Unit, has a great deal of authority at the FBI over the use and processing of warrants sought under the Foreign Intelligence Surveillance Act (FISA), one of the FBI's most important tools against terrorists.

As you know, the FBI has experienced serious problems with the FISA process over the last several years. These problems are well documented by the May 2000 Bellows report, a July 2001 GAO report, the May 2002 Foreign Intelligence Surveillance Court's ruling and the Joint inquiry of the Intelligence Committees.

The case of Zaracarias Moussaoui, who has been charged in connection with the terrorist attacks of Sepetmber 11, 2001, is a prime example of the FBI's problems with FISA warrants. The 26-page Electronic Communication from the Minneapolis Division contained information that a reasonable person would have concluded is sufficient to obtain a FISA warrant. The application should have gone forward to the Justice Department and the FISA court.

Instead, Supervisory Special Agent Michael Maltbie concluded there was not enough information to go forward with the application. Incredibly, SSA Maltbie removed certain information before making a presentation of questionable accuracy and length to the National Security Law Unit. Mr. Bowman has said he concurred with SSA Maltbie that there was insufficient evidence to move forward with the FISA warrant application. Even after Mr. Bowman was made aware of the information that had been removed from the application, he maintained that even with that information the application still should not have gone forward.

If the application for the FISA warrant had gone forward as it should have, and had a warrant been granted as I believe it would have, agents would have found information in Moussaoui's belongings that linked him both to a major financier of the hijacking plot working out of Germany, and to a Malaysian Al Qaeda boss who had met with at least two other hijackers while under surveillance by intelligence officials.

In light of the consequences of the decision not to even attempt to seek the FISA warrant, and Mr. Bowman's concurrence with that, it is shocking then that you gave Mr. Bowman the award known as the "Presidential Rank of Meritorious Service."

By granting this award and a monetary bonus, you are sending the wrong signal to those agents who fought – sometimes against senior FBI bureaucrats at headquarters – to prevent the attacks. This also fits with a disturbing pattern of rewarding wrongdoing or mistakes by top officials at the FBI that I hoped would end during your tenure. Also, you have said that the FBI must admit its mistakes, but it seems that is not happening in this case.

To my knowledge, agents who were investigating leads on the hijacking plot prior to September 11, 2001, have neither been thanked nor awarded by you or other headquarters officials in any official way. Agents in Minnesota who investigated Moussaoui and the agent in New York who tried to investigate Khalid Al-Mihdhar should be held up as models of FBI agents seeking to prevent terrorism. Instead, you have given an award and extra money to a bureaucrat at headquarters who is seen by many as having stymied the work of field agents.

I ask that you personally review the Judiciary Committee transcript of the closed hearing held on July 9, 2002 about the FBI's FISA problems. This transcript contains troubling comments and answers from Mr. Bowman and others in the National Security Law Unit. Any reasonable person who reads the transcript will seriously question the competence of the National Security Law Unit.

To better understand why you gave the award to Mr. Bowman, please answer the following questions.

1) How and why was Mr. Bowman selected for this award? – Was this award given by your sole discretion as director, or were others involved in nominating or selecting Mr. Bowman? If others were involved, please identify them and include their reasons for thinking Mr. Bowman should be rewarded in the response. – Please provide any and all documents relating to the decision to grant Mr. Bowman this award. – My staff has been informed by an FBI official in the Office of Congressional and Public Affairs that the award is for work performed over the last three years. If this is so, please include documentation of achievements in this period for which Mr. Bowman was given the award and extra money.

2) I ask that you provide the full internal announcement, or the citation, for the award to Mr. Bowman and other recipients.

3) Please state how much money accompanies Mr. Bowman's award.
I would appreciate a full response in writing by Monday, January 27.

Sincerely,

Charles E. Grassley

Ladies and Gentlemen, meet Jerome Hauer, director of the Office of Public Health Preparedness.

On September 11, 2001, Jerome Hauer was a national security advisor with the National Institute of Health, a managing director with Kroll Associates, and a guest on national television. His background in counter-terror and his specialized knowledge of biological warfare served him well on that day. Perhaps a little too well.
Anthrax Attacks
On September 11, 2001, Jerome Hauer advised the White House to begin taking Cipro, an antibiotic which is effective against anthrax.

Mr. Hauer's advice was not made public. Its value may have been underestimated at the time, but it was clearly demonstrated a week later, when the first anthrax letters appeared, and again three weeks after that, when anthrax appeared in letters to Democratic Senators Daschle and Leahy.

The obvious question is: Did Jerome Hauer know about the anthrax attacks in advance?
Prior Knowledge?
Strangely, perhaps, this is not the first time questions of prior knowledge have surfaced in Jerome Hauer's wake.

Jerome Hauer joined New York City's Office of Emergency Management (OEM) in 1998 and quickly obtained funding from the office of then-mayor Rudy Giuliani for the study of West Nile virus. The following year the virus appeared in the city, and Jerome Hauer led the fumigation effort.

Did Jerome Hauer know this was going to happen? Or did he just get "lucky"?

And how could anyone know such a thing was going to happen? Unless ... unless ...
The Sound Of Two Feet Dragging
Strangely, perhaps, Jerome Hauer managed the NIH response to the anthrax attacks. The anthrax used in the attacks was identified as an Ames strain, which means it had to have come from the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland.

Jerome Hauer received relatively good information for tracking down the origin of the anthrax. He even got a list of people from various institutes, including USAMRIID at Fort Detrick. But his response was slow and hidden behind a public relations campaign spreading Orwellian claims like "Suspects are Osama bin Laden and his Al-Q'aeda network and sympathizers to US right wing extremists".

Why would he act so slowly, and in such an inappropriate fashion? Perhaps because Jerome Hauer knew someone whose name was on that list?

Stephen Hatfill, at one time considered a prime suspect in this still-unsolved case, had worked for USAMRIID at Fort Detrick. Strangely, perhaps, he had also worked with Jerome Hauer, for Scientific Applications International Corporation, at the Center for Counterterrorism Technology and Analysis.

48. It gets really interesting when you examine who was promoting Cipro use
immediately after 9/11 but well before any hint that there was an anthrax (specifically anthrax-that's what Cipro is for) or any other biological threat.

The mainmen on this were HHS Sect. Tommy Thompson and the fellow he had just hired from SAIC (on 9-10-2001!) JEROME HAUER.

Last I heard, Mr. Hauer was in charge of public bio-defense efforts.

At a minimum 9/11 was LIHOP. Why no arrests in the ANTHRAX attacks against media and Democrats that also killed and harmed a lot of innocent US Postal Service employees?????

Tommy Thompson stood around boasting of his negotiating skills with the former I.G. Farben company, BAYER, for 300 million doses of Cipro while US Postal Service employees were working in anthrax HOT ZONE's.

I'm just getting started about this as I live in Wisconsin and suffered under Tommy Thompson for many years. One of his real pals is Charles Murray, the American eugenicist that co-authored "The Bell Curve" and was hired by Tommy Thompson to help draft the Wisconsin Works/W2 welfare reform bill that has since been adopted as the Federal model for welfare reform.

These bastards cannot keep getting away with murder, they have names.
Keep naming them brother!

Anthrax investigation still active. Why no mention of White House Cipro?

Strange that the White House volk were prescribed the antibiotic Cipro on 9-11, before the Anthrax attacks. Not that there's anything wrong with preventive medicine. Treason's another matter.

Anthrax investigation still ‘active’

FBI has not solved 2001 postal attacks.

Published Saturday, March 19, 2005

WASHINGTON (AP) - The anthrax false alarm this week served as a reminder that federal authorities still haven’t caught whoever was responsible for the all-too-real attacks in 2001 that left five people dead.

No arrests have been made, and no charges filed in the case the FBI has dubbed Amerithrax. Attorneys and scientists who have followed the investigation - and at times been touched by it - say they see no evidence of recent activity.

Debra Weierman, spokeswoman for the FBI’s Washington field office, disputed that. She said 30 FBI agents and 15 postal inspectors are assigned to the anthrax investigation, and more than 5,000 grand jury subpoenas have been issued.

"The investigation remains intensely active," Weierman said.

Steven Hatfill, the one person identified by former Attorney General John Ashcroft as a "person of interest" in the case, has filed suit against Ashcroft and the government, asserting they ruined his reputation. Hatfill has repeatedly said he had nothing to do with the anthrax-tainted letters that scared a jittery nation a month after the Sept. 11 attacks.

White House Mail Machine Has Anthrax

By Sandra Sobieraj
Associated Press Writer
Tuesday, Oct. 23, 2001; 8:11 p.m. EDT

WASHINGTON –– President Bush said confidently Tuesday that "I don't have anthrax" after biohazard testing at the White House and the discovery of anthrax on a mail-opening machine at a screening facility six miles away.

All White House mail – more than 40,000 letters a week – is examined at military facilities across the Potomac River.

"Let me put it this way," Bush said. "I'm confident that when I come to work tomorrow, I'll be safe."

Asked if he was tested for the germ that has killed three people already this month, or if he was taking precautionary antibiotics, Bush replied simply: "I don't have anthrax."

At least some White House personnel were given Cipro six weeks ago. White House officials won't discuss who might be receiving the anthrax-treating antibiotic now.

Jerome M. Hauer
Assistant Vice President, Science Applications International Corporation
Associate Director, Center for Counterterrorism Technology & Analysis

Jerome M. Hauer, one of the nation's leading experts on biological and chemical terrorism, recently left his post as Director of New York City's Office of Emergency Management (OEM) to join Science Applications International Corporation (SAIC). Hauer, who served four years as the City's first OEM Director, will be SAIC's Assistant Vice President and Associate Director of Center for Counterterrorism Technology and Analysis.

During his tenure at OEM, Hauer was charged by the Mayor with coordinating the City's on-scene response to multi-agency emergencies. He was also given the responsibility of drafting the City's emergency response plans to natural and man-made events, including hurricanes and coastal flooding, as well as biological or chemical attacks.

Hauer has a Masters degree from the Johns Hopkins School of Public Health and over 20 years of experience in emergency management. He was recently selected to be one of six scientists to brief President Clinton on biological terrorism and has been asked by the World Health Organization to co-author a rewrite of its 1970 monograph on chemical and biological weapons. Hauer consults regularly with Scotland Yard and the Israeli military, and worked extensively with the Australian Government in its preparations for the 2000 Summer Olympics.

Hauer has served on the National Academy of Sciences Institute of Medicine's Committee to Evaluate R&D Needs for Improved Civilian Medical Response to Chemical or Biological Terrorism Incidents, and is an advisor the United States Capitol Police and the United States Marine Corps' Chemical-Biological Incident Response Force (C-BIRF). Hauer is also a member of the Johns Hopkins Working Group on Civilian Bio Defense, and is an advisor to the Department of Justice's Office of Justice Programs.

Terror: Who is Jerome "Jerry" Hauer?

Jerome Hauer, Human Health Institute, is the man who put John O'Neill at the WTC and tipped the White House off to Cipro.
Very interesting stuff.....

"Very few cities at this point in time are prepared to manage the consequences of bio-terrorist attack."
Jerry Hauer in an interview with Eyewitness News, October 1, 2001

http://abclocal.go.com/wabc/news/WABC_i ... tors_100...

In May 2002, Jerome Hauer became director of the federal Office of Public Health Preparedness (OPHP), succeeding Dr. D. A. Henderson from Johns Hopkins Institute.

Why is Jerome Hauer not making national news yet?

He's becoming famous on the Internet. Not only for Republicans, who appreciate his long fight against bioterrorism, which he started three to four years ago.

Hauer is also controversial among those who are able to connect the dots between his person and shady business deals in biopharmacy since 1998.

More interesting, he seems to have had prior knowledge about both so called terrorist-attacks: September 11th and Anthrax.

But many private investigators claim since months, he let the attacks happen on purpose to continue his career.

Is Hauer LIHOP suspect No.1?

He started to work for the NIH under Tommy Thompson on September 10, 2001 as an adviser on national security. On September 11th, he told the White House to take Cipro, the antibiotic that works against the anthrax virus, without bothering to reveal his warning to the American nation.
http://www.bayarea.com/mld/bayarea/living/health/302050 ...

The watchdog group JudicialWatch decided to file a lawsuit against the NIH, but also against the FBI, CDC and the White House, for the same reason: Prior Knowledge.

It is not known how long Hauer worked at the NIH before Sept. 11, but we can confirm that he was working on Sept. 10.
http://www.lauriegarrett.com/wtc_day12.html

But things get really interesting when we consider that Jerome Hauer was also the man who in August 2001 arranged a new job for John O'Neill - the resigning chief of the FBI Terror Task Force - as head of security at the World Trade Center.

How did Hauer know that the Twin Towers would be so important?

We would like to ask John O' Neill, but there is one problem: O'Neill died in the towers on September 11th, one day after he started his job officially, according to the New Yorker.

Disturbingly, O'Neill has never been received the same hero status in the mass media as has been accorded to the fallen New York firefighters and police officers. His death has gone without the same fanfare. For 11 months his story went untold, with two big exceptions.

The two French intelligence specialists Brisard and Dasquie (see: http://intelligenceonline.fr ) published an interview with O'Neill taken before his death in their book, "Bin Laden: The Forbidden Truth." And articles on O'Neill were also published in the New Yorker and New York Magazine. Last week, TIME magazine also tried to remember him, but left out the most important angles.

This should change immediately.

There is obviously a lot which has been hidden from us, but for what reason?

This might have something to do with the FBI HQ (O'Neill complained about them), but also with Jerome Hauer - who is a friend of the current prime anthrax suspect, Stephen Hatfill, who was working for the military anthrax program USAMRIID at Fort Detrick and Battelle, a huge pharmacy company with many ties to the CIA.

Hauer and Hatfill worked together at the SAIC's Center for Counterterrorism Technology and Analysis in 1999. The SAIC (Scientific Applications International Corp) later received also a huge BioDefense budget in autumn 2001.

http://www.saic.com/news/nov99/news11-30a-99.html - (Hauer)
http://www.nandotimes.com/nation/story/455218p-3643441c ... - (Hatfill)

But first, more about Hauer:

In 1983, Hauer joined IBM where he was responsible for the company's Hazardous Materials Response and Crisis Management and Fire Safety programs. Hauer produced a series of hazardous materials training videos that earned him the International Film andTV Critics of New York Bronze award in 1986.

In the early 1990s, Hauer got his first contacts to military and biodefense.

Hauer received a master's degree in emergency medical services from the Johns Hopkins School of Hygiene and Public Health. Then he became member of the Johns Hopkins Working Group on Civilian Bio Defense, where he wrote various articles about a possible bioterrorist attack.
http://iml.dartmouth.edu/ists/hauer.html

In 1998, he started working at the OEM (Office for Emergency Management) in New York.

In the same year, Hauer and anthrax suspect Hatfill both supported the CFR as experts in their respective fields. The CFR is an acronym for Council on Foreign Relations, one of the most important think-tanks advising the US government, as well as many other governments abroad.

CFR members include the Pentagon's top advisers, Richard Perle, Henry Kissinger, Deputy Defense Secretary Paul Wolfowitz, ex-CIA chief James Woolsey, biosciences specialist Joshua Lederberg, and many others.

On May 28, 1998, Hatfill and Hauer spoke together at the same CFR meeting about "Building a 'Biobomb': Terrorist Challenge"
http://www.cfr.org/public/resource.cgi?meet!102

Hatfill was at that time also Senior Research Associate at the U.S. Army Medical Research Institute for Infectious Diseases (=USAMRIID)

Hauer seems to specialize in the art of holding down several different jobs at the same time. While he started to work for the NIH in September 2001, he remained a Managing Director at Kroll Associates - the official security and bodyguard company for all American presidents since World War II!

With Hauer's many sources of insider information (e.g. Kroll/President bodyguards) , it makes sense that he also knew about the CIA briefing for George Bush on August 6, 2001, about warnings of an imminent terrorist "attack with planes."

Hauer is still trying to save the world.

On November 6th, 2001 he participated in the "Independent Task Force on America's Response to Terrorism" at the CFR. Participants there included James J. Zogby (President of the Arab American Institute and Central Asian Enterprise Fund), Newton L. Gingrich (Chief Executive Officer, The Gingrich Group), Harold Brown (former secretary of defense and counselor at CSIS: the Center for Strategic and International Studies), Henry A. Kissinger (Senior Fellow in National Security and European Affairs), Richard C. Holbrooke (Counselor, CFR and Vice Chairman of Perseus, LLC) and Philip A. Odeen (Executive Vice President, Washington Operations of TRW, Inc. and CEO of Reynolds + Reynolds, Dayton).

Their agenda, eight weeks after the attack of Sept. 11, was strange indeed:

But the upshot is that after leaving the government, Hauer became first a lobbyist for an anthrax vaccine company -- Emergent Biosolutions -- and then a member of its board of directors. At exactly the same time, a rival company working on an alternative anthrax vaccine was mysteriously pushed out of the picture and Emergent received a go-ahead from the government to continue producing its own vaccine, despite a long history of serious side effects.

BioThrax is the only FDA-licensed vaccine for anthrax in the United States. The Pentagon has used it for the military’s mandatory anthrax vaccination program for the last ten years, though not without problems. Although the military continues to publicly claim the vaccine is “safe and effective,” thousands of soldiers have suffered adverse reactions, ranging from mild to severe. . . .

According to company documents filed by Emergent BioSolutions with the Security and Exchange Commission, two former officials with the Department of Health and Human Services -- Jerome Hauer, who was Acting Assistant Secretary of the Office of Public Health and Emergency Preparedness in 2002-03, and Dr. Louis Sullivan, who served as HHS Secretary under former President George H.W. Bush -- worked as paid lobbyists in an aggressive and well-connected lobbying effort to secure the Biothrax contracts. . . .

Around the same time that Hauer joined Emergent's board of directors, in mid-2005, VaxGen was required to push back its production timeline after running into difficulties with its vaccine’s development. “Drug development is unpredictable... you are going to run into twists and turns,” Ignon said of the delay. . . .

Up until VaxGen’s 2005 stumble, Ignon said, the company had enjoyed a good working relationship with HHS. But then, over the next several months, things started to deteriorate, and “it just became more and more difficult to work with Health and Human Services.” On May 5, 2006, the HHS Assistant Secretary for Public Health Emergency Preparedness -- the position that Hauer held during President Bush’s first term -- announced that his department would purchase $120 million in additional doses of Emergent’s vaccine for the national stockpile.

Homeland security chief's security officer is a retiree who's supposed to be working for the AG

During the past decade, New York City Police Department retiree William P. Cullen has received a series of waivers from the state Department of Civil Service so that he can work as a senior investigator for the attorney general without forfeiting his pension.

But he isn't doing anything for AG Eric Schneiderman, whose office justified the most recent waiver, which runs through May 2014. The arrangement lets Cullen draw his city pension and a state salary of $83,375, plus overtime.

The AG sought the "211 waiver" because Cullen provides skills needed by the AG's office to fill a position other candidates could not perform. But since January, he has not been serving in the job for which he was given a waiver. Instead, he has been "protecting" Jerome M. Hauer, the state commissioner of the Division of Homeland Security and Emergency Services, Hauer said. The official says Cullen drives him on trips, provides protection, does some security analysis and speaking engagements, and helps connect him to law enforcement contacts.

Before taking the commissioner's job in January, Hauer said he negotiated with "people in Albany," but not Schneiderman, to have a member of the AG's security detail assigned to him.

He said he specifically asked for Cullen because the two are friends. "He watched my son grow up," Hauer said. "He's been like part of the family."

Both worked in New York City at the same time — Cullen during his 26-year career with the police department, and Hauer as director of the Office of Emergency Management from 1996 to 2000.

Hauer is the only cabinet-level official in the Cuomo administration with such security, which is typically reserved for statewide officers.

Both Cullen and Hauer carry guns during their work hours. Asked why he needs all the protection, Hauer told a reporter to Google his name. He would not specify, but said he has received threats.

Hauer said he had a stroke five years ago that has impaired his mobility. Hauer, 60, said he believes Cullen, 63, will retire in two years, and he will have to come up with an alternative protection plan.

Jennifer Givner, a spokeswoman for Schneiderman, said the conditions under which the AG loaned Cullen to Hauer will be reviewed. "We will re-examine our agreement regarding the reassigned investigator," she said.

Cullen was paid $96,500 by the AG in 2011, $114,583 in 2010, $116,027 in 2009. He is one of the longest-serving 211-waiver employees in the state. Homeland Security is reimbursing the AG for his compensation, said Rachel McEneny, a spokeswoman for Hauer.

Well again I have to ask where does *this* fit in?
http://www.sptimes.com/News/101501/Worl ... to_t.shtml

Confirming a clear link between the terrorists targeting America and the South Florida company hit by anthrax cases, the FBI said Sunday that the Sun tabloid editor's wife rented a Delray Beach apartment to two of the hijackers.

The Sun is part of the American Media Inc. tabloid chain, and it employed photo editor Bob Stevens, who died this month from inhalation anthrax. Two other AMI employees were exposed, and five more are being retested to confirm positive blood test results.

Sun editor Michael Irish's wife, Gloria, rented unit 1504 at the Delray Racquet Club to Marwan Alshehhi and Saeed Alghamdi this summer, said FBI spokeswoman Judy Orihuela.

Alshehhi was aboard United Airlines Flight 175, the second jet to strike the World Trade Center. Alghamdi was on United Flight 93, which crashed 80 miles southeast of Pittsburgh when passengers apparently thwarted an attempt to target another building.

"There is now a link between the editor's wife and the terrorists," Orihuela said.

But just as quickly, she said the FBI wasn't drawing immediate conclusions.

"It's just a coincidence right now," Orihuela said. "I'm sure there will be some sort of follow-up."

"We are not searching the apartment at this time," Orihuela said from outside the tabloid's Boca Raton headquarters. "We are focusing on this building."

The Delray apartment is central to a massive federal investigation into the terrorist attacks. Investigators trying to piece the puzzle together created a diagram that includes photos of the 19 hijackers who seized control of four airplanes on Sept. 11.

At the center of the diagram, which was obtained by the Miami Herald: an image of a house with the address 755 Dotterel Road. Arrows connect nine of the hijackers to the icon.

Two terrorists, Alshehhi and Alghamdi, rented the apartment in Delray Beach just north of Boca Raton, the FBI said. The other seven, including suspected ringleader Mohamed Atta, are connected because they visited the apartment or otherwise had a direct tie to the inhabitants, a federal official familiar with the investigation told the Miami Herald.

Previously, only Saeed Alghamdi and another terrorist, Ahmed Alnami, both aboard United Flight 93, had been connected to the Delray Racquet Club apartment.

It is clear that the apartment was a meeting ground for terrorists, authorities say. Now they must determine whether unit 1504 was also a hatching ground for the anthrax attacks.

Gloria Irish, the wife of tabloid editor Michael Irish, was approached by reporters Sunday afternoon while walking her black Labrador retriever outside her Delray Beach home.

"I can't believe you people," said Irish, who works for Pelican Properties. "We are not making any comments."

Mike Irish, who, records show, is a licensed airplane pilot, several years ago was a member of the Civil Air Patrol based at a small-plane airport in Lantana, just north of Delray Beach, an official there told the Washington Post. One of the hijackers, Atta, reportedly rented a plane at that airport to practice flying for three days in August. Stevens, the Sun photo editor who died of anthrax Oct. 5, also lives in Lantana. But there is no indication whether Irish or Stevens ever crossed paths with Atta.

You got Israeli agents living next door to some of the hijackers in Florida(which also criss crosses with DEA agents investigating Israeli ecstacy drug rings) and
then you got some of the hijackers living in an apartment rented out by the wife of the editor whose Sun Tabloid was the very first victim of the Anthrax attacks.

Why the endless paper trail cloak and dagger evidence like this gets ignored while speculative red herrings and popular truther talking points gets all the spotlight is beyond me.

oh you dont really mean to ask why it is ignored ? suppose the americans asked the israelis to assist with fabrication of a casus belli (in iraq), are they going to now say it ? instead they shift the potato from hand to hand, and holding each other in the balls, making some "reforms" and so forth. I think the "public" is well aware of it, and probably doesnt lose sleep over it. The question is whether the democratic party wants to cash on it or not, or want to present a different kind of foreign policy in the region, and get some of the old guard away, which is going to be tough, because they let them play the dirty games before, and they are in over their heads as well.

We have the same, in smaller scale, now with Arafat investigation. Well, so its the Israelis probably (with americans probably) and an insider palesinian who cashed on it. So its the usual game and guess what even i lost interest.
The only interesting point i believe, for "the civil society" is how much crap, we as the little folks are willing to take. For instance in the 911 scam, my understanding of it is that Israeli political system paid a dear price to become part of it, lots of really creepy sociopaths were promoted, lots of criminals given free reign, lots of crimes in the dark, therefor lots of innocent victims. But then those creeps above can always rely on idiocy and pitting, to continue with this.

The thing with the Israeli link to 9/11...it seems to over the top and obvious. Like the bread crumb trails and large hand motions of the hijacker's two year stint within America. Like raising one's hand in a crowd yelling "woo hoo, look at me!" In my years of 9/11 related intrigue, I never really came across indications of actual CIA agents hanging out in the area of the 9/11 story. Yet we have obvious Saudi intel agents in San Diego, what certainly seems like Israeli spies/agents/what have you in Florida/New York/New Jersey as well as the military infiltration/mall kiosk/art student scams of 2001. Some people say the Israeli agents were spying in America to follow Palestinian extremists, but then discovered the 9/11 plot and then began to focus on that...allegedly warning
the CIA of Nawaf al Hazmi and Khalid al Midhar(even tho the CIA was monitoring them the year prior) But then you look at the Israeli connection to Flight 11 and all this other stuff.
To this day I have no idea who ultimately was 'making 9/11' happen. I believe "al Qaeda" genuinely believed they were the ones moving the plot forward, and I dont believe "Israel" was behind 9/11 as some claim. It just feels like a giant meta clusterfuck or big performance art flashmob piece.

I am more focused on the anthrax scam, that seems to have involved israelis, as for the 9/11 event I got lost in all the official and non official data, perhaps that was the intention, to tire the people.
But w/r to anthrax, it appears quite solid to conclude that it was an inside job and that israelis were assisting. And I was talking about the collateral damages to Israeli systems. What it seems though, is that Israelis who assisted the republican or some groups within that war structure have actually been recruited, its not like an official government decision to do that. So its one of those situations where events are lead by cliques within government, and then official government does not want to appear weak and so assumes responsibility and cleans the mess without getting out in the open. that's my sense of it.

The problem is much deeper, you cant get any correct info these days from any government agency, and so you are not sure what you have is even remotely true or plain disinfo.
I agree that the Israeli connection is "flagged" sort of purposefully, but that doesnt mean that ; a/ its not true b/ that those who did it would want it to be flagged. People are led to do things on the premise it is "covert", they dont want to be associated with it, even if politically it is useful (as in to create deterrence and so forth). So, there are personal, ego related issues. I am quite sure, for instance, that Israeli agents do not like being associated with acts such as "false flag", because then they never know who is waiting in the corner to take revenge and so forth. People like to do evil things provided they can keep their public profile "clean". So naturally, there's going to be pushing and pulling, in all directions. the act of self bombing in order to create a casus belli is part of "war 101", and its considered legit (if the final outcome is as planned and victorious), but nobody wants their name associated with killing their own, right ? it creates bad karma for their children and after.

In the surprisingly well done 9/11 documentary "Core of Corruption", there's a scene where Sander Hicks personally calls Hauer, and Hauer begins to start dishing on Larry Silverstein, claiming things he's blamed for should be landing on the feet of Silverstein. Forgot what point in the documentary it is, but it was definitely in there.

Report: FBI's Anthrax Investigation Was Flawed
Dec 19, 2014, 4:18 PM ET
By DAVID DISHNEAU Associated Press
Associated Press
The FBI used flawed scientific methods to investigate the 2001 anthrax attacks that killed five people and sickened 17 others, federal auditors said Friday in a report sure to fuel skepticism over the FBI's conclusion that Army biodefense researcher Bruce Ivins was the sole perpetrator.

The 77-page report from the Government Accountability Office says the FBI's research, including novel microbial forensic tests, did not provide a full understanding of how bacteria change in their natural environment and in a laboratory. This failure to grasp the reason for genetic mutations that were used to differentiate between samples of anthrax bacteria was a "key scientific gap" in the investigation, the report says.

The GAO also found a lack of rigorous controls over sampling procedures and a failure to cite the degree of uncertainty in measurement tools used to identify genetic markers.

"Although the complexity and novelty of the scientific methods at the time of the FBI's investigation made it challenging for the FBI to adequately address all these problems, the agency could have improved its approach," the report said.

The GAO didn't take a position whether Ivins, who worked at Fort Detrick in Frederick, Maryland, made and mailed the anthrax-filled envelopes.

This is the second government report to find fault with the FBI's methods. The National Research Council said in 2011 that federal investigators overstated the scientific case against Ivins but that the evidence was consistent with the FBI's conclusions.

The genetic markers were the basis for investigators' conclusion that the parent material of the Ames strain of anthrax spores used in the attacks came from a flask labeled RMR-1029 that was created and solely maintained by Ivins.

The new report doesn't shake the FBI's confidence in its decision to formally close in early 2010 the investigation it dubbed Amerithrax, spokesman Christopher Allen said.

"Our conclusions weren't based solely on the science but the full evidence before us," he wrote in an email. Investigators have acknowledged that the evidence is all circumstantial.

The FBI said in a written response to the report that in the past decade it has helped develop a national microbial forensics laboratory to conduct "validated and accredited" investigations.

Ivins died in July 2008 of an apparently intentional Tylenol overdose as the Justice Department prepared to indict him for the attacks. He had denied involvement, and his lawyer and some colleagues have maintained he was an innocent man hounded to self-destruction.

The GAO report was requested by a trio of congressional members led by Rep. Rush Holt, D-New Jersey, whose district includes the Princeton mailbox used in the attacks. Holt, who is retiring at the end of the year, said Congress should demand a comprehensive, independent review of the investigation to ensure that lessons have been learned.

"The GAO report confirms what I have often said ? that the FBI's definitive conclusions about the accuracy of their scientific findings in the Amerithrax case are not, in fact, definitive," Holt said in a written statement.

Ivins' attorney, Paul F. Kemp, said he hopes Holt's plea doesn't fall on deaf ears.

"There's no evidence he did it," Kemp said.

Five people died in October and November 2001 from anthrax inhalation or exposure linked to the letters. They were a Florida photo editor, two postal workers in Washington, a hospital employee in New York City and a 94-year-old woman in Oxford, Connecticut. Seventeen others were sickened.

Postal facilities, U.S. Capitol buildings and private offices were shut for inspection and cleaned by workers in hazardous materials suits from Florida to New York and elsewhere.

As FBI’s Amerithrax Case Continues to Crumble, Bureau Digs in on North Korea Claims
Published December 30, 2014 | By emptywheel
Screen shot 2014-12-30 at 12.16.49 PM
In ads released even as their claims about North Korea come under scrutiny, FBI tries to make cybersecurity Agents look like Eliot Ness.
Less than 10 days ago, Jim laid out yet more evidence that the FBI’s claimed explanation for the anthrax attack — that USAMRIID researcher Bruce Ivins not only perpetrated the attack, but did so acting alone — was scientifically problematic. So 13 years ago, anonymous sources blamed Iraq for the attack, 12 years ago they blamed Steven Hatfill, and 6 years ago, they started blaming Bruce Ivins. Probably, none of those claims are true.

The FBI still hasn’t solved one of the most alarming terrorist attacks in this country, an attempt to kill two sitting US Senators. Instead, it persists in a claim (versus Ivins) that doesn’t comport with the science, to say nothing of the other circumstantial evidence. FBI only ever sustained that claim by assuming — based on no known evidence — that a Lone Wolf, rather than conspirators, launched the attack.

Even as new evidence undermining the FBI’s obstinate claims about Ivins got released, the FBI has been making equally obstinate claims that North Korea is behind the Sony hack.

And then someone crashed North Korea’s Internet which, given how tiny it is, is the strategic equivalent of launching spitballs at a small group of North Korea’s elite. A truly awesome use of American power!

As I noted on Salon, even as the FBI was leaking its certitude to the big press that North Korea was behind the hack, Kim Zetter was pointing out all the reasons that made no sense.

Now, with a week of holiday cheers under their belts, more of the press is beginning to note all the experts questioning the FBI’s claim. Shane Harris describes the FBI “doubling down” on its original theory.

In spite of mounting evidence that the North Korean regime may not have been wholly responsible for a brazen cyberassault against Sony—and possibly wasn’t involved at all—the FBI is doubling down on its theory that the Hermit Kingdom solely bears the blame.
“We think it’s them,” referring to the North Koreans, an FBI spokesperson told The Daily Beast when asked to respond to reports from private investigators that other culprits were responsible. The latest evidence, from the cyberanalysis firm the Norse Corp., suggests that a group of six individuals, including at least one disgruntled ex-Sony employee, is behind the assault, which has humiliated Sony executives, led to threats of terrorist attacks over the release of a satirical film, and prompted an official response from the White House.
The FBI said in a separate statement to journalists on Monday that “there is no credible information to indicate that any other individual is responsible for this cyberincident.” When asked whether that left open the possibility that other individuals may have assisted North Korea or were involved in the assault on Sony, but not ultimately responsible for the damage that was done, the FBI spokesperson replied, “We’re not making the distinction that you’re making about the responsible party and others being involved.”
Time catalogs the alternatives to FBI’s theories.

And Politico notes that when one cybersecurity company, Norse, shared its analysis, the FBI refused to share its own data, as the company had expected.

The FBI says it is standing by its conclusions, but the security community says the agency has been open and receptive to help from the private sector throughout the Sony investigation.
Norse, one of the world’s leading cyber intelligence firms, has been researching the hack since it was made public just before Thanksgiving.
Norse’s senior vice president of market development said the quickness of the FBI’s conclusion that North Korea was responsible was a red flag.
“When the FBI made the announcement so soon after the initial hack was unveiled, everyone in the [cyber] intelligence community kind of raised their eyebrows at it, because it’s really hard to pin this on anyone within days of the attack,” Kurt Stammberger said in an interview as his company briefed FBI investigators Monday afternoon.
He said the briefing was set up after his company approached the agency with its findings.
Stammberger said after the meeting the FBI was “very open and grateful for our data and assistance” but didn’t share any of its data with Norse, although that was what the company expected.
It’s a bad thing, given how much evidence is out there about this hack, that the FBI won’t let more of its thinking be tested publicly.

Meanwhile, in a remarkable joining of opinion, both Jack Goldsmith and Moon of Alabama note that Obama may have wasted US credibility by so quickly accusing North Korea.

And NYT’s Ombud, Margaret Sullivan, admits that NYT too quickly repeated — and granted anonymity to — FBI’s flimsy claims.

[A]s a reader, Brad Johnson, noted in an email. He wrote: “Did NYT learn its lesson from the Iraq WMD debacle, or is the paper back to bad habits of writing stories from whole cloth based on anonymous White House and intelligence agency officials?”
Now that the matter of who was behind the hack is coming under more scrutiny, including in The Times (though with less prominence), those kinds of questions are even more germane.
One thing is certain: Anonymity continues to be granted to sources far more often than a last-resort basis would suggest.
Though Sullivan’s caution didn’t lead the Editorial Board to show any.

I’m glad people are now showing skepticism, even if it is too late to preserve American credibility (as if we had that anyway after StuxNet).

There’s one more factor that deserves notice here: the role of cybersecurity firms in laundering government propaganda.

One of the most pregnant observations in Zetter’s Countdown to Zero Day comes after Symantec published the first details implicating the US and Israel in the StuxNet attack. The Symantec team expected a bunch of others to jump in and start validating their work. Instead, they were met with almost complete silence. While Zetter didn’t say it explicitly, the implication was that the security industry is driven by its interest in retaining the good will of the US Government. Here, the first security firm to back the North Korea claim was Mandiant, the firm that served as a surrogate for claims against China.

And while in this case there is no lack of experts willing to push back against US claims, I just wonder whether at least some of the initial credulity on the North Korea claims arose because of the dominance of USG contractors among the earliest reports on the hack? While there are some equivalents in the WMD vein, the cyberindustry, in particular, seems particularly prone to serving as a cut-out for both poorly analyzed intelligence and even propaganda.

Ah well. It’s not like anyone is demanding FBI resume its hunt for the terrorist who might have killed two sitting US Senators. Why do I think this will be any different?

U.S. Company Cycorp "Predicts" Anthrax mailings by 6 months

Edited on Fri Aug-08-08 08:51 AM by reprehensor
From the Dept. of Say What?

Cyc-ing out the terrorists

Posted 3/30/03

Only sheer brilliance or a crystal ball could foretell the next terrorist attack, right? Nope, says the inventor of a computer program that predicted anthrax might be sent through the mail six months before it happened. Cyc (as in encyclopedia), a project that is now part of the Pentagon's research on sniffing out terrorist plots, comes up with scenarios that could help focus screening efforts. It works by applying common sense to an extensive knowledge of terrorism. "It's not like beating Kasparov at chess," says creator Doug Lenat, head of the Austin-based firm Cycorp. He compares it to "a person with average intelligence but a vast amount of time and patience."

Cyc's roots go back to 1983, when Lenat concluded that efforts to create computer intelligence had hit a wall. "Robots lacked the common sense of humans," he says. So he began feeding Cyc concepts like the difference between turkey the meat or bird and Turkey, the country. The database now holds almost 2 million such simple truths.

Under a $9.8 million grant from the Defense Department's Information Awareness Office, Cyc has acquired a trove of knowledge about past terrorist activities, tactics, and weapons. But it is still a work in progress. Once, developing a scenario for a terrorist attack on Hoover Dam, it hypothesized a school of 1,000 al Qaeda- trained dolphins bearing explosives. Another time, Cyc, which can learn by asking questions, inquired: "Am I human?" It's reassuring to know it still needs our help. -Dana Hawkins

From 2001 to 2001: Common Sense and the Mind of HAL

...

"In the late 1970s I built a computer program (Eurisko) that discovered things on its own in many fields."
...

"We're now in a position to specify the steps required to bring a HAL-like being into existence.

1. Prime the pump with the millions of everyday terms, concepts, facts, and rules of thumb that comprise human consensus reality -- that is, common sense.

2. On top of this base, construct the ability to communicate in a natural language, such as English. Let the HAL-to-be use that ability to vastly enlarge its knowledge base.

3. Eventually, as it reaches the frontier of human knowledge in some area, there will be no one left to talk to about it, so it will need to perform experiments to make further headway in that area."
...

"In the fall of 1984, Admiral Bobby Ray Inman convinced me that if I was serious about taking that first step, I needed to leave academia and come to his newly formed MCC (Microelectronics and Computer Consortium) in Austin, Texas, and assemble a team to do it. The idea was that over the next decade dozens of individuals would create a program, CYC, with common sense. We would "prime the knowledge pump" by handcrafting and spoon-feeding CYC with a couple of million important facts and rules of thumb. The goal was to give CYC enough knowledge by the late 1990s to enable it to learn more by means of natural language conversations and reading (step 2). Soon thereafter, say by 2001, we planned to have it learning on its own, by automated-discovery methods guided by models or minitheories of the real world (step 3).

To a large extent, that's just what we did. At the end of 1994, the CYC program was mature enough to spin off from MCC as a new company -- Cycorp -- to commercialize the technology and begin its widespread deployment."

Admiral Inman is linked to SAIC (among other things, SAIC is neck-deep in connections to digital voting machines). This article from 2003 is pretty informative;

""Currently on SAIC's board is ex-CIA director Bobby Ray Inman, director of the National Security Agency, deputy director of the CIA, and vice director of the Defense Intelligence Agency. According to the OC (*Orange County) Weekly, "Inman worked at the highest levels of American intelligence during an era (President Ronald Reagan) when it displayed a stunning lack of it. Inman's achievements include: failing to predict the peaceful collapse of the Soviet Union; prolonging violent, useless civil wars in Central America; and giving arms to terrorists in exchange for hostages (Iran Contra)."

"During the Bush administration, Inman, Perry and Deutch - while directors of Science Applications (SAIC), were also members of the National Foreign Intelligence Board (NFIB), an advisory group reporting to the President and the director of Central Intelligence, which deals with production, review and coordination of foreign intelligence," reports the Crypt. Both Inman and Deutch were former Directors of the CIA. William J. Perry was also a former Secretary of Defense during the Clinton Administration.

SAIC proudly lists DARPA in its annual report as one of its prime clients. DARPA is the controversial Department of Defense (DOD) subsidiary, which until recently employed Admiral John Poindexter of Iran-Contra fame. Poindexter was forced to resign when it was revealed that DARPA was prepared to trade "futures" in terrorist attacks. DARPA has also developed a program to spy on American citizens, which has civil libertarians in an uproar."

SAIC in turn, is linked to Steven Hatfill and Jerome Hauer. Mr. Hauer is currently a director at Emergent Solutions, parent co. of BioPort, which in turn is linked to Bruce Ivins.

So, an artificial intelligence program with an uncanny knack for putting the pieces together "predicts" the anthrax mailings, and 6 months later they happen?

And the program, under "widespread deployment" is funded heavily by DARPA, and is hard-wired into the U.S. intelligence community.

Admiral Inman is a very connected individual;

Including a maximum of 2 degrees of seperation from all of the (known) players in the anthrax tango.

How detailed was Cy's (Cycorp) "prediction" about the mailings? Did it include variables like mailing the anthrax from different states to muddy the trail... stuff like that? How about a variable on creating false evidence trails to keep people guessing?

I'm not sure that Cy is any more humane than HAL ever was.

I call out to internet researchers everywhere for more info on Cycorp.
Mazars and Deutsche Bank could have ended this nightmare before it started.
They could still get him out of office.
But instead, they want mass death.
Don’t forget that.
