Oh, plenty of dumb people in high places everywhere. I mean, Ben Carson is a fucking celebrated brain surgeon, right? And who was the president, again? It's Hollywood's trope of the mastermind plotter (good or villainous) that has created a false impression that security services, whether they are the kind engaged in foreign covert war or domestic repression, and secret societies and criminal plots are all full of geniuses. Advertising and consulting are also supposed to be full of geniuses. I mean, seriously, who wants to be a cop, or a spy, or a soldier with civilian cover and that proverbial license to kill? Just because so many of them are coming from Yale or Oxbridge and may be very skilled at what they do doesn't mean they're smart, any more than just because they're rich.

That being said, Harding is an eager and total lackey for the reigning UK-Western-natsec ideology, a believer. He wouldn't have to be a spook, and I very much doubt he is. He has his sources, which is to say his friends in the services. So he's likely a friend who carries water for the team.

Yeah, fair enough. I suppose Hugh Aynesworth and Priscilla McMillan were both thick as a whale omelette (most of my references go back to Kennedy), but would you say that of James Angleton? As for yer president and Carson, absolutely—they are stooges, frontmen, actors, kayfabers, to borrow your excellent analysis, even if Carson at least probably doesn't recognize it.

This is all very true, but again, does it describe an Angleton? Are there no equivalent Angletons or actual evil geniuses on the team, making the more earth-shaking and lethal decisions? Ledeen? Maybe not. And not to avoid the point you make: lots of rich Yale/Oxbridge twits carrying water and falling over their own feet like Harding does every time he emerges into view, with his annoying hair.

Oh sure, there are smarties on all teams, too. And over time they will generate most of the guiding ideas on the organizational level. Also, there's no contradiction in someone being Angleton-level smart and suffer an Angleton-level dementia and commit Angleton-level evil. Smart is just a tool. All kinds of geniuses do stupid things.

Skripal poisoning: Czech government confirms it tested Novichok-type agent

The Czech government has confirmed a claim by President Milos Zeman that the country tested a type of Novichok nerve agent. The agent tested, however, was not the same as the one used to poison an ex-spy in the UK.

The Czech Republic said on Friday that it had processed minuscule amounts of nerve agents belonging to the Novichok type, but added that they were different from the one used to poison a former Russian double agent in the United Kingdom.

"Substances referred to as 'Novichok' in the press, among them the A230 substance, are potential poisonous chemical substances, whose identification ... is part of the training of Czech anti-chemical military units," the Defense Ministry said.

"The tested substance originates in a tube solely for the purpose of measuring spectral data and the content is always immediately destroyed after testing, in line with regulations and the Czech Republic's commitments," it added. "The probability of a leak, therefore, equals zero."

Russian spy poisoning: How it unfolded
Ex-Russian spy poisoned

On March 4, former Russian double agent Sergei Skripal and his 33-year-old daughter were found slumped on a bench outside a shopping center in the British town of Salisbury. Authorities said both were in a critical condition after being exposed to an "unknown substance." Skripal was a former general of Russian military intelligence who had been convicted in Russia for spying for the UK.
Different from Novichok used in UK

The Czech Foreign Ministry said separately that A230 was different from the A234 agent used to poison Sergei Skripal and his daughter in the southern English city of Salisbury in early March. It also said Czech scientists had tested A230 through "micro-synthesis," a process it said is not considered production according to international conventions.

The British government has repeatedly accused Russia of using a type of Novichok, which it said was developed by the Soviet Union, to poison the Skripals. Russia has dismissed the allegation and said the Novichok agent could have originated in other European countries, including the Czech Republic.

The Czech government of Prime Minister Andrej Babis has vehemently denied that accusation and voiced its support for the UK. In March, it expelled three Russian diplomats as part of a broader set of expulsions by EU and NATO countries.

Sergei Skripal, a 66-year-old former Russian spy, was found unconscious on a bench outside a shopping center in the British city of Salisbury after he was exposed to what police said was an unknown substance. Russian President Vladimir Putin’s spokesman Dmitry Peskov called the situation "tragic" but said, "We don't have information about what could be the cause, what this person did."
Czech president's interview

But Russia said on Thursday there was proof the Czech Republic had produced Novichok after the country's pro-Russian president, Milos Zeman, said Novichok agents were produced at a military research center in November 2017.

"The Czech Republic produced and tested Novichok, though in a small amount, and then destroyed it," Zeman said in an interview on Barrandov, a Czech television station, late on Thursday.

Zeman referred in his interview to reports by the Czech Republic's military spy agency, which according to him showed the country produced A230 at a military research center in the city of Brno.

Russian Foreign Ministry spokeswoman Maria Zakharova said Zeman had "acted honestly and courageously" by "officially recognizing and revealing this information." Dmitry Peskov, a spokesman for Russian President Vladimir Putin, said Zeman's interview was "a new confirmation that the entire Skripal story is an absolute provocation."

But the Organization for the Prohibition of Chemical Weapons (OPCW), which is investigating the Skripal poisoning, has cast doubt on a possible link between the attack and the Czech government's research into Novichok.

OPCW chief Ahmet Uzumcu told The New York Times on Thursday that about 50 to 100 milligrams of liquid nerve agent were used to poison the Skripals. That amount, he added, was around 10 times greater than the amount countries would produce for research purposes.
http://www.dw.com/en/skripal-poisoning- ... a-43658870

The international chemical weapons watchdog has backtracked on a suggestion as much as 100 grams of nerve agent may have been used in the poisoning of former Russian spy Sergei Skripal and his daughter Yulia.

Ahmet Uzumcu, director general of the Organisation for the Prohibition of Chemical Weapons (OPCW), had told the New York Times the relatively large quantities of novichok used suggested it had been created as a weapon rather than for research purposes.

But a new OPCW statement said it was not able to "estimate or determine the amount of the nerve agent that was used" in the incident.

The spokesman added however: "The quantity should probably be characterised in milligrams."

The Skripals were left fighting for their lives in hospital after being exposed to a liquid form of the chemical in the Wiltshire city of Salisbury on 4 March. Both are now recovering from the attack.

Mr Uzumcu had said samples collected suggested the nerve agent used to poison Mr Skripal, 66, and his 33-year-old daughter were of "high purity".

What does a 1995 murder say about Russian involvement with Skripals?

He said: "For research activities or protection you would need, for instance, five to 10 grams or so, but even in Salisbury it looks like they may have used more than that.

"Without knowing the exact quantity, I am told it may be 50, 100 grams or so, which goes beyond research activities for protection.

"It's not affected by weather conditions. That explains, actually, that they were able to identify it after a considerable time lapse."

It came as Czech president Milos Zeman said his country had produced small quantities of Novichok.

Britain has argued the use of Novichok - which was developed by the former Soviet Union in the 1980s - meant there was no "plausible alternative" explanation other than the Russian state was behind the attack.

However Mr Zeman's comments were seized on by President Vladimir Putin's spokesman Dmitry Peskov, who said they were a "clear illustration of the groundless stance the British authorities have taken".

The Czech president is known for pro-Russia views, although his country joined other nations in expelling Russian diplomats as a result of the poisoning.

Britain claim Russia carried out an attempted assassination of former double agent Mr Skripal has been routinely denied by Moscow.

The Russian ambassador to the UK, Alexander Yakovenko, has previously suggested the Skripals were injected by British authorities with a nerve agent produced at the government’s Porton Down laboratory.

Russian foreign minister Sergei Lavrov has also claimed the agent used in the attack was in fact a toxin possessed by the UK and US.

The OPCW’s independent report on samples of the substance collected from the scene did not refer to novichok by name.

It did however say its scientists had "confirmed the findings of the United Kingdom relating to the identity of the toxic chemical".

The affair has exacerbated the already strained relations between Russia and the West, leading to the expulsion of dozens of diplomats by both sides.

Karen Pierce, the UK's representative to the United Nations, told a meeting last month there was "no plausible alternative explanation than Russian state responsibility for what happened in Salisbury".

"Russia has a proven record of conducting state-sponsored assassinations including on the territory of the United Kingdom," she said.

"The independent inquiry into the death of Alexander Litvinenko concluded in January 2016 that he was deliberately poisoned with polonium, that the FSB had directed the operation and that President Putin probably approved it."

Meanwhile, government scientists have warned potentially toxic levels of the nerve agent may still be present in "hot spots" around Salisbury.

Residents of the city have criticised authorities for the slow pace at which safety information has been provided to the public, accusing certain bodies of sending "mixed messages" as to potential risks.

Wiltshire Council said new barriers set up around The Maltings shopping centre, The Mill pub, Zizzi restaurant and Riverside House are expected to be in place for several months while a multi-million pound clean-up operation takes place.

It said the task would be carried out by 200 specialist military personnel, insisting all areas outside the cordons were safe.
