Based on the circumstances of an old college classmate whose children were essentially stolen for a little while by CPS in California, circumstances way beyond mere money and judges and bureaucracy, my default right now is to suspect all CPS of being part of it unless otherwise substantiated. No, I have horror stories of CPS too.
They are a kind of last line of defense though, that can unfortunately be used as a first line of offense.

My parents used to do a lot of fostering many years ago and I have seen both sides of CPS.
Frankly though, there isn't enough here to call CPS yet anyway. You would need specifics. You can't have crimes without both perpetrators and victims. And weird pizza tweets aren't reliable enough as evidence.
