If you've ever been there, then you know French-speaking Belgium (native tongue, for the French Belgians if not the Flemish) is also English-speaking Belgium (the widely used international tongue, you know?). You'll be hard-pressed to find anyone there, or in France, who doesn't get the use of "4," which is international. Also, you may think this is one of those "intuitive" as opposed to "rigorous" calls, whereas intuition would say, of course they might use the "4." Whom would they be trying to attract?
