A Haiti disaster relief scenario had been envisaged at the headquarters of US Southern Command SOUTHCOM in Miami one day prior to the earthquake.

The Defense Information Systems Agency (DISA), which is under the jurisdiction of the Department of Defense (DoD), was involved in organizing these scenarios on behalf of US Southern Command.(SOUTHCOM).

Defined as a “Combat Support Agency”, DISA has a mandate to provide IT and telecommunications, systems, logistics services in support of the US military. (See DISA website: Defense Information Systems Agency).

On the day prior to the earthquake, “on Monday [January 11, 2010], Jean Demay, DISA’s technical manager for the agency’s Transnational Information Sharing Cooperation project, happened to be at the headquarters of the U.S. Southern Command in Miami preparing for a test of the system in a scenario that involved providing relief to Haiti in the wake of a hurricane.” (Bob Brewin, op cit, emphasis added)

The Transnational Information Sharing Cooperation project (TISC) is a communications-information tool which “links non-government organizations with the United States [government and military] and other nations for tracking, coordinating and organizing relief efforts”.(Government IT Scrambles To Help Haiti, TECHWEB January 15, 2010).

The TISC is an essential component of the militarization of emergency relief. The US military through DISA oversees the information – communications system used by participating aid agencies. Essentially, it is a communications sharing system controlled by the US military, which is made available to approved non-governmental partner organizations. The Defense Information Systems Agency also “provides bandwidth to aid organizations involved in Haiti relief efforts.”

There are no details on the nature of the tests conducted on January 11 at SOUTHCOM headquarters.

The 7.0 Earthquake striking Haiti has destroyed much of The Haitian National Palace and most of Haiti as well. With most living well under the poverty line on $2 a day and one of four living with mud floors, one can only imagine the devastation to a country that was barely hanging on after being hit with four hurricanes. The rich in the cement homes were crushed to death while the poor survived in tents.

Is it nature communicating to Haiti or is it some man made force of destruction that has by some estimates killed half a million people?

Research continues from scientists outside of HAARP. PhysOrg.com reports on the world of quantum mechanics finding that solid particles could exhibit properties of waves; not just light waves. Not only are we seeing an increase of earthquakes, but reports from Maryland, Virginia and North Carolina described brilliant, streaking lights followed by an explosion-like sounds. They also reported seeing “great balls of fire” lighting up the sky in shades of yellow, white orange and blue. The Militarization of the Caribbean Basin

Washington seeks to reinstate Haiti as a full-fledged US colony, with all the appearances of a functioning democracy. The objective is to impose a puppet regime in Port-au-Prince and establish a permanent US military presence in Haiti.

The US Administration ultimately seeks to militarize the Caribbean basin.

The island of Hispaniola is a gateway to the Caribbean basin, strategically located between Cuba to the North West and Venezuela to the South. The militarization of the island, with the establishment of US military bases, is not only intended to put political pressure on Cuba and Venezuela, it is also geared towards the protection of the multibillion dollar narcotics transshipment trade through Haiti, from production sites in Colombia, Peru and Bolivia.

The militarisation of the Caribbean basin is, in some regards, similar to that imposed by Washington on the Andean Region of South America under "Plan Colombia', renamed "The Andean Initiative". The latter constitutes the basis for the militarisation of oil and gas wells, as well as pipeline routes and transportation corridors. It also protects the narcotics trade.

Is Istanbul, Turkey's megacity and fifth largest city proper in the world with a population of 12.6 million as well as the cultural and financial centre of the nation poised for disaster?

The chain of earthquakes along the North Anatolian fault shows a gap south of Istanbul. A new computer study now shows that the tensions in this part of the fault zone could trigger several earthquakes instead of one individual large quake event.

The Izmit-Earthquake of August 1999 resulted in 18,000 death victims and was, with a magnitude of 7.4, the most recent quake of a series, which began in 1939 to the east of Turkey and gradually ran along the plate border between the Anatolian and the Eurasian Plate from east to west. Therefore, the next quake in this series is expected to take place west of Izmit, south of Istanbul.

An important factor in judging seismic hazard is the movement rates of the tectonic fault. For their study Tobias Hergert of the Karlsruhe Institute for Technology and Oliver Heidbach of GFZ German Research, divided the area into 640,000 elements, in order to determine the kinetics of the fault system.

2111 Their model results indicats that the built-up tension in the Earth's crust can also unload in two or three earthquakes with a smaller magnitude rather than in one enormous quake. This, however, by no means implies an all-clear for Istanbul. The authors explicitly point out in their article that the short distance of the main fault to Istanbul still represents an extreme earthquake risk for the megacity. The fault zone is less than 20 kilometres from the city boundary, and disaster precaution before the occurrence of a quake is essential.
