Palladium is touched upon in Annie J's AREA-51 book. I've not finished reading it but so far the references have not included the idea of it being used to spoof UFOs per se - mostly just to test radar air defenses of Cuba etc.

The UFO community has collectively been aware for quite some time of Project PALLADIUM, a now declassified operation nonetheless deserving periodic mention. The project involved the development of technology that created false radar paints.
Gene Poteat, formerly of the CIA Directorate of Science and Technology, composed a 1998 report titled, Stealth, Countermeasures, and ELINT, 1960-1975. Poteat, who was directly involved in PALLADIUM, wrote about the project, “I came up with a scheme to electronically generate and inject carefully calibrated false targets into the Soviet radars, deceiving them into seeing and tracking a ghost aircraft... [W]e could now simulate an aircraft of any radar cross section from an invisible stealth airplane to one that made a large blip on Soviet radar screens – and anything in between, at any speed and altitude, and fly it along any path...
“Every PALLADIUM operation consisted of a CIA team with its ghost aircraft system, an NSA team with its special COMINT and decryption equipment, and a military operational support team.”
The report went on to state that such operations were conducted all over the world. Readers familiar with the work of Mark Pilkington will recall he addressed such circumstances in his book Mirage Men. Pilkington expressed suspicions such technology was involved in the Washington, DC flap of 1952. He also noted in his book that as late as 1986 US intelligence officials considered conducting a PALLADIUM-like operation in Libya, the purposes of which would have included creating confusion and paranoia within the Khadafi regime.
Such circumstances provide food for thought in the grand scheme of ufology. This might particularly be the case when considered in the context of such instances as the apparent CIA involvement in the contactee movement of the fifties, as well as a 1950 RAND report, The Exploitation of Superstitions for Purposes of Psychological Warfare, which described such strategies as an operation conducted in Italy that greatly resembled and predated the Flatwoods Monster incident of UFO lore. One way or another, it should be of interest to members of the UFO community that the US Defense Department was conclusively in the business of creating false UFO incidents.
Okay, so I may have been premature in poking fun of the new MUFON State Directors Forum on Facebook. Yes, there's still a lot of talk about things like color-keyed ID badges and the like, but the other day someone posted a pretty useful piece of information that got me kind of excited.
I was browsing through the latest postings, looking for something of interest, when I came across a discussion of a UFO seminar to be put on this fall by a MUFON chapter in Pennsylvania, and someone posted this suggestion:

I've been a fan of Douglas Trumbull's work since I was a kid and found a paperback of "The Making of '2001: A Space Odyssey'" at the library and read it cover to cover. To create the special effects for this movie, Trumbull and director Stanley Kubrick pretty much threw out everything that had ever been done before and invented entirely new methods of doing, well... everything. I followed his career after that, as he created the effects for a slew of amazing movies, including "Blade Runner," "Silent Running," Star Trek: The Motion Picture," and "Close Encounters of the Third Kind."
So I was thrilled to see that he was now working on an amazing camera system for capturing images of UFOs. The system is called "UFOTOG," and I have to admit it took me two days to realize it was a mash-up of UFO and PHOTOG. Now, what could be cooler than bombing around the countryside in a modified Humvee with a clamshell roof and a high-tech imaging system in the back, hunting UFOs?
Now, this is what I signed on for.

After reading about the system and watching the video, I wrote to Mr. Trumbull to find out more about his plans to turn the whole world of UFO research on its pointy little head, and I got an extremely nice reply from the Wizard himself...
"The UFOTOG project became financially daunting, and became a vehicle to raise what needs to be substantial money to do it right. That has not materialized, nor has the CIA been willing to help, even though I was approached with an offer that was later retracted. The technology has dramatically changed over time, and we are still working on the latest version. It will still require funding, and I am hoping that the UFOTOG movie will jog some money loose from someone. Ideally a high net worth individual who is interested in space - and there are a few. I tried some and got rejected, but this movie might do the trick. I never give up.
"The film about the project will be done in late September, available for screenings here at my studio in Massachusetts. Later we hope to screen it in other locations."
I have a new goal in life: be at one of those screenings.
One more thing: Not only is Doug Trumbull a genius, he's a very nice guy. He read my recent blog post about the Million Intruder March and wrote: "Good luck on the MIM. A wild idea. A friend of mine recently visited Area 51 and got some amazingly scary video."
Hmmm, scary video from Area 51... Sounds like something I should see before risking my life--and yours--at Area 51 this fall.

Due to my discussion of Chris Lambright’s accurate illustration of the eyewitnesses’ description of the UFO, Gene Steinberg invited us to appear on the Paracast radio program.

Gene and Chris present a full-scale discussion of a classic UFO encounter, the Cash-Landrum incident, which occurred on an isolated two-lane road near Houston, Texas on December 29, 1980. This sighting includes a witness who received possible severe radiation burns as the result of being in close proximity to the strange aircraft. To flesh out the nuts and bolts of the case, we invited two UFO investigators, Chris Lambright and Curtis L. Collins (whom our forum members know as Sentry).
My favorite UFO sociology: reading the comments on Billy Cox articles, where he is relentlessly smeared as disinformation and part of the coverup for even the mildest criticisms and questions of UFO true believers!
The tidal wave of shit he gets for applying critical thinking to a subject he's been covering for decades is a spectacle and a half.
How he keeps going is beyond me but very inspirational.

My bias has been to see UFO's as being psychical projections. Given that the style of UFO's reflects the style of the day, a logical conclusion is that they are man made or they are psychical projections.
I have a similar sentiment. As I've said on another thread, I think most of us here know there is much more than just the reality we can currently comprehend and on occasion, that which we cannot comprehend.....yet.....comes into our psychical field of vision, so to speak. This has happened throughout the ages....since the dawn of man really. In tribal societies, they had the Shamans to interpret these psychical anomalies....and I call these psychical anomalies because what's going on in the physical more than likely doesn't match what we're processing it as in the psychical. The story, even if it lacks historical accuracy, of the tribal Indians being unable to recognize European explorer ships as they arrived in the New World comes to mind. It took the Shamans to focus on the landscape and the changes in it affected by the presence of the ships to eventually see the ships for what the ships were. The Shamans then had to educate the tribe on how to see the ships for what the ships really were. The key was the Shaman's ability to see the entire picture and also, crucially, the tribe's reliance on Shamans to provide this invaluable service.
So, who/what are today's Shamans? For lack of adequate mental benchmarks, phenomenon witnessed by various individuals in the physical realm is being interpreted as Flying Saucers. The same physical phenomenon has been described as other things throughout history.....psychical benchmarks relevant to the technology or mythology of the day. I believe today's Shamans are the MIC, and they're not nice Shamans. They seek to deceive rather than to enlighten, and this whole UFO Clusterfuck is the result of them taking advantage of this unexplained physical phenomenon for which we have no explanation except the deceit they inculcate and perpetuate. It's used, like most everything they do, to control. The MIC is all about control. Full Spectrum Dominance is not a secret. It pretty much says it all. It means full control everywhere of everything all the time for all time.
I've recently been involved in a rather lopsided email dialogue with Dave McGowan about a potential future Event that the MIC may be fomenting. A grandiose Event that will make Orson Welles War of the Worlds look amateurish, but will play off the same strategy but for much more dubious ends. As you all know, Dave has recently been involved in analyzing the Boston Marathon Bombings and he's concluded the event was staged to include crisis actors. He presents solid analytical and photographical evidence to support his claims, and I have to say, it's compelling. I'm open-minded, so I don't discount his analysis. The attempted refutations of it by drive-by hacks are inadequate. Of course, this isn't the first time we've heard of crisis actors being used in False Flag Gladio-style Red Flag events. The Newtown Shootings come to mind. McGowan doesn't cover that, but he also mentions that it would stand to reason that if it's staged to the extent it was in Boston, there's no reason to believe it wasn't also done in Newtown. In the least, if Dave's analysis has merit, you have to recalibrate your perception and perspective as it relates to similar events past, present and future. For example, I questioned him about his theorizing on the Flight 93 calls, and he mentioned that he is reconsidering his initial interpretation of it....meaning the calls didn't occur at all, or if they did, they were faked by crisis actors. FYI, I've always thought they were faked..... "Mom, this is Mark Bingham, your son...."
Anyhow, if you believe McGowan's theory, you have to wonder where it's all headed. These events are becoming increasingly more staged, although to what end? Are they perhaps training for what I call The Event; The coup de grâce or the Magnum Opus of False Flags. I believe that if this is indeed the case, this Magnum Opus coup de grâce could involve aliens, or an alien invasion. To what end, I can't be sure, but I'm sensing something like this. Of course, I could be totally off the mark, and I hope I am, but it's something to consider. Here's a couple of emails I sent McGowan.

Of course, considering your excellent analysis of Laurel Canyon, I will never think of that song in the same light I once did, and I'm grateful for that deprogramming.
I posted this on a site I frequent where I do battle with the intelligence socks. I believe the Boston Bombings and Newtown/Middleton Shootings relate to this, obviously, in some way. This Event that I speak of will require the planning, coordination and expertise gained via all these trial runs. Increasingly, people are being led to believe anything. Maybe it's always been this way, but as a matter of degree, it's now beyond the pale and the stage is being set for the Grand Finale.
You see these types of Tabloid Trash stories increasingly these days in the mainstream press. Maybe they’re trial balloons for The Event they’re possibly planning. You know, The Event so world-shattering that it will convince humans the world over to do what comes next obediently. Perhaps The Event will be an announcement about aliens, or the aliens (what the masses are led to believe are aliens) will announce themselves and their benevolent intentions. Perhaps a herding into urban areas will follow. Something’s coming, that’s for sure. We all know something has to give. I do believe it will be something this big. As Göring said, if you’re going to tell a lie, make it a whopper. A Whopper’s on its way, and the masses will eat it up.
Mystery ‘Angel’ Priest Appears At Missouri Car Crash, Performs ‘Miracle,’ Then Disappears
Rescue workers and community members from a small Missouri town have a mystery on their hands. An “angel” priest reportedly appeared out of nowhere at the scene of a bad car accident Sunday, performed what is being called a “miracle” and then disappeared.
It all unfolded around 9 a.m. on Missouri 19 near the town of Center. Katie Lentz, 19, had gotten into an accident and was pinned between the steering wheel and the seat, reports area news outlet KHQA. A rescue crew arrived at the scene and worked to get Lentz out of the mangled car for 45 minutes, but they were unable to free her.
As time passed, Lentz’s condition worsened. Eventually she asked if someone would pray out loud. That is when a gray-haired priest, dressed in all black with a clerical collar and carrying anointing oil, appeared and prayed over the girl.
Shortly after, the rescue workers were able to free Lentz and send her to the hospital. When they turned to thank the priest, he was gone. He isn’t in any of the dozens of photos taken from the accident, and no one has been able to identify him.
Why can it never be a rabbi? Always the priest? Because the Nazis at the core of our intelligence services who concoct this shit for our edification are in league with the Vatican, that’s why. You know they’re not going to make it a rabbi for all the obvious reasons.

It's me again. Continuing with the theme I've been pondering, apparently I'm not the only one who believes it's possibly going to happen. We're being primed. What's going to be particularly nightmarish about this is that not everyone is suggestible. I've been to these hypnotic events which are really just demonstrations of not so subtle persuasion and suggestibility and it doesn't work on me.......maybe do to my part Irish heritage, who knows. But many people are not only suggestible, but highly suggestible, and they're going to believe it whatever IT is, and those of us who don't believe it will never convince them otherwise, yet we will have to live in the world that comes after The Event. Of course, this is just a theory with potential probabilities attached to it.
Now Dave, for something really weird. As I'm typing this email in my Thunderbird email program from Firefox, a message has popped up, the first time this has ever happened in this program, that says, I kid you not, "Found 2 attachment keywords: attachment, attached" and then provides buttons for "Add Attachment" and "Remind Me Later". Remember what I mentioned to you about "keywords" and keyword hijacking? Bizarre. There's something more and deeper going on. I believe there are forces deep within the MIC that make Kreskin look like an amateur, but nonetheless, take a look at the following for support of the theory of The Event.
Whenever you're on with Maria Heller, feel free to discuss this topic. I believe your work leads to this as one possible conclusion. I juggle many possibilities and potentialities of the future in my imagination, but this one stands out strongly as a frontrunner.

That's an F-89C Scorpion.
The picture itself is probably referring to the November 23, 1953 Kinross incident in Michigan that crashed with an unknown blip and ended up in Lake Superior.
