Jim Bob Duggar waited more than a year after his son, Josh, confessed to sexually molesting several female minors before contacting police, In Touch Magazine is reporting exclusively, based on information contained in the official police report.

What’s more, Jim Bob informed the elders of his church about Joshua’s actions and they waited three months before contacting authorities. The explosive new information is contained in a Springdale, Ark., police report obtained by In Touch magazine.

The report has been hidden since 2006 and was just obtained by the mag through a Freedom of information Act request. Jim Bob also refused to allow police to interview Josh when they opened a felony investigation in 2006. The Duggars star on TLC’s hit show 19 Kids and Counting.

In Touch magazine first broke the news of the Duggars’ underage sexual molestation scandal in this week’s magazine. (Note: Josh’s name is redacted from the police report but In Touch has confirmed the passages that refer to him.)


Other bombshells in the police report are: Josh Duggar was investigated for multiple sex offenses — including forcible fondling — against five minors. Some of the alleged offenses investigated were felonies. Jim Bob and Michelle Duggar were interview by the Springdale Police department on Dec. 12, 2006. The report says that James told police he was alerted in March, 2002 by a female minor that Josh — who turned 14-years-old that month — had been touching her breasts and genitals while she slept. This allegedly happened on multiple occasions. In 2006, Jim Bob told police that in July, 2002 Josh admitted to fondling a minor’s breasts while she slept. “James said that they disciplined (redacted, Josh) after this incident.” The family did not alert authorities.

Jim Bob told police that about nine months later in March, 2003 “there was another incident.” Josh was again accused by a female minor of touching her breasts and genitals. Josh was accused by several minors of touching their genitals, often when they slept, but at times when they were awake.

Jim Bob then “met with the elders of his church and told them what was going on.” No one alerted the police or any other law enforcement agency. Instead they decided to send Josh to a “program [that] consisted of hard physical work and counseling. James said that [redacted, Josh] was in the program from March 17, 2003 until July 17, 2003.”

He said the program was a “Christian program.” Michelle Duggar later admitted to police that Josh did not receive counseling and instead had been sent during that time to a family friend who was in the home remodeling business.

Asked about the training center that Jim Bob said Josh was sent to, Michelle told police, according to the report, “it was not really a training center. Det. [Darrell] Hignite asked if the guy [redacted, Josh] talked to was a certified counselor. She said no. She said it was a guy they know in Little Rock that is remodeling a building. Det. Hignite asked if the guy was more of a mentor. She said “kind of.”

The former leader of a popular Christian ministry – who resigned last year after confessing to an ‘inappropriate’ relationship – is now the subject of a lawsuit by a woman who claims that he ‘groomed’ her to be his ‘personal sex slave’.

Doug Phillips, a married father of eight, is a senior figure in the controversial Quiverfull movement, which preaches that women should keep giving birth until they can't anymore and that both wives and daughters must live in submission at home.

Keith Harding, former membership secretary of the Paedophile Information Exchange (Pie) was made Worshipful Master of the Mercurius Lodge in Cheltenham, Gloucestershire, in 2011.

The child molester, who died last summer, presided over ceremonies and rituals from an ornate throne.

Harding was convicted of an indecent assault against four children aged eight and nine in 1958 and classified a Schedule-1 offender, which meant the offence remained on his criminal record all his life.

His name was also on a list of about 400 Pie members seized by police in 1984, the year the organisation disbanded.

The Sunday Express revealed earlier this month how Harding met MPs Cyril Smith and Leon Brittan in the 1980s when he ran a north London antiques store.

Thirty-five years ago he appeared alongside paedophile television presenter Jimmy Savile in a Christmas special of Jim’ll Fix It.

The lodge boasts of its Government Communications Headquarters heritage on its website.

A source close to Harding revealed: “The Mercurius Lodge is known as the Spies Lodge because it was set up by GCHQ and over the years many intelligence officers have become members.

“These are people trained to find out sensitive information and yet none of them had any idea of Keith’s background and past convictions.

“They even voted him the highest honour by making him Worshipful Master.

“Keith felt the Freemasons were somewhere he finally belonged, he called them his “brotherhood”.

“When he died last year, they arranged his funeral and made sure the ceremony started at midday because the time apparently has significance within Masonic ritual.”

Spies displaced from London and Bletchley Park in Buckinghamshire, where the German wartime Enigma code was cracked, set up the Mercurius Lodge in 1957.

It meets at the Grade IIlisted Cheltenham Masonic Hall, purpose-built in 1823.

Harding ran the Mechanical Music Museum 10 miles away in Northleach after moving from London in 1987.

In 2013, he organised a trip to the museum for Freemasons and their families.

A photograph shows Harding wearing a Masonic apron, collar and medals during a ceremony a couple of years ago.

The Mercurius Lodge last night declined to comment.

Detectives probing historical sexual abuse allegations revealed on Wednesday they are investigating 1,433 suspects, including 135 from the entertainment industry, 76 politicians, seven sportsmen and 43 from the music industry.

The terrible truth that began to dawn in the 1980s was that MI5 - whose job it was to catch spies that threatened Britain - had never by its own devices caught a spy in its entire history.

The case that really shocked Mrs Thatcher was the traitor Geoffrey Prime. In the 1970s he had worked at the top secret listening centre GCHQ and had been selling all it's secrets to the Russians.

And yet again it wasn't MI5 who uncovered his treachery - it was the local police in Cheltenham.

In 1982 a policeman came to his house enquiring about his car - a rather distinct two-tone brown and white Mk IV Cortina - a which had been seen in the vicinity of an assault on a young girl.

Prime told the policeman that he had been at home all day. But that evening he and his wife Rhona went for a drive to the top of Cleeve Hill. As they sat in the twilight Prime told Rhona that he was the man the police were looking for. And not only that, he was also a Russian spy.

Prime was a paedophile - and had used spying techniques to monitor the activities of thousands of young girls around Cheltenham. He had created a vast set of index cards which showed when the girls were most likely to be alone at home. He then went round to their houses in his two tone Cortina and sexually assaulted them.

Despite this Prime had been positively vetted six times.

Even the Russians got worried about his paedophile activities and seemed to want to dump him. In 1980 Prime had gone to Vienna to meet the KGB. Instead of meeting him secretly as they normally did, the Russians took him openly to the best restaurants where they knew Western intelligence agents would recognise them as KGB agents.

But even then noone noticed them - or Prime.

Prime's wife Rhona wrestled with her conscience - and in the end went to the police and told them everything about Prime. He was sent to jail for 35 years for spying and 3 years for the assaults on young girls - which says a lot about the priorities of the British establishment at that time.

As a member of the Paedophile Information Exchange, Geoffrey Prime would have been delighted if the vile organisation had won its campaign to legalise sex with children.

It might have meant that this evil child molester — who also betrayed Britain’s secrets to the Soviet Union during the Cold War — would never have come to the notice of the police and subsequently been jailed for ruthless and calculated attacks on young girls.

Prime was one of many paedophiles who no doubt felt their repellent activities were validated as a result of the Paedophile Information Exchange’s (PIE) affiliation to the National Council for Civil Liberties (NCCL) at a time when Harriet Harman, Patricia Hewitt and Jack Dromey had key jobs with the civil rights group.

Indeed, after Prime was jailed for 38 years in 1982 (for passing highly-sensitive British national security secrets to the KGB over a period of 14 years while working for the RAF and GCHQ), the Old Bailey was told that several magazines issued on behalf of PIE were found by police in his garage.

Yet amid all the furore at the time — with questions being asked in Parliament about whether other members of PIE posed a threat to national security or were under surveillance — there is no record of the NCCL, or the Labour trio, expressing any regret for their links with PIE and its association with perverts such as Prime.

He was unmasked as a spy only after he left GCHQ, where he worked as a Russian-speaking linguist intercepting Soviet communications and was privy to the most sensitive national security secrets.

While a taxi driver in Hereford, he was arrested by police investigating a series of complaints from parents that a dangerous and predatory ‘sex pest’ had been targeting young girls.

He then confessed to his wife about his sex crimes and spying for Moscow.

He had used skills he’d learnt from his KGB handlers to amass 2,287 index cards about schoolgirls in Herefordshire and Worcestershire.

Written in code on each slip of paper was the child’s address, what she wore, her number he’d found in a telephone book and the time that her parents were likely to be out.

The cards, along with a collection of PIE contact magazines containing material that called for paedophiles to be given equal rights to homosexuals, were found among an array of Soviet espionage gadgetry.

The decapitated body of a missing blogger who was investigating a child prostitution ring has been found by police in Brazil.

Evany José Metzker's body was found outside the town of Padre Paraíso, in the northeast of Brazil's southeastern Minas Gerais state.

According to local media reports he had been stripped half-naked and his hands tied behind his back. His head was found 100 metres from his body.

Metzger, who maintained a blog named 'Coruja do Vale' (The Owl of the Valley), was reportedly investigating a child prostitution ring operating in the area.

Media rights groups, including Reporters Without Borders as well as the Minas Gerais Union of Professional Journalists, called on the Brazilian authorities to mount a "thorough" investigation into Metzker's murder.

Metzger had travelled to Padre Paraíso three months earlier. His body was found on Monday. He had been missing for several days.

Metzger's wife, Hilma Chaves Silva Borges, was quoted by The Committee to Protect Journalists as saying that Metzker was working in a dangerous part of the country.

"There are lots of murders here. I think that the motive, given the barbarity of his murder, was because he hit on something," she was quoted as saying.

Brazil is the third most dangerous country for journalists in Latin America, after Mexico and Colombia, according to Reporters Without Borders.

In his blog Metzger often reported on corrupt officials and politicians.

Extra, a local daily newspaper, quoted Metzker's family as saying the police were led to the body following an anonymous tip-off.

The Araçuai Gazette reported Friday that Metzker could have been investigating a crime ring directed by a Rio de Janeiro gang that has laundered money locally by buying up large tracts of land. The remote area where Metzker’s body was found, residents told the paper, may have been a secret landing spot for helicopters.

The Committee to Protect Journalists has condemned the killing of Metzker, the most recent of 14 Brazilian journalists murdered in connection with their work since 2011. “The ability of local journalists to report the news is clearly being undermined by deadly violence against the Brazilian press,” said Carlos Lauría, senior Americas program coordinator with the committee.

Dilma Rousseff’s government in Brasilia and the government of Minas Gerais have so far declined to comment on the case, saying they are awaiting the outcome of the investigation.

“Even in a violent country like Brazil, decapitations don’t happen every day. It’s not a normal occurrence,” said Diego Escosteguy, editor in chief of Época, a Brazilian newsmagazine that published a stunning account of the murder Saturday. “Also, journalists are not killed daily in Brazil. This context makes the silence in Evany’s case even more flabbergasting. It is not only the government that is silent; most journalists also are. I think this shows to a remarkable degree how Brazilians have become morally numb towards rampant violence. Most people, journalists or not, don’t even bother.”

The Director of Public Prosecutions (DPP) Alison Saunders will now bring criminal proceedings against Greville Janner for child sex offences.

This follows a review of the case under the recently introduced CPS Victims’ Right to Review scheme, which allows victims to have their cases looked at again, no matter who in the CPS made the original decision not to prosecute.

In the past year the scheme has meant that more than 200 prosecutions have been brought that would not have been brought otherwise.

In April this year the DPP decided that there was sufficient evidence to prosecute, meaning that, in her view, if there could be a full criminal trial a jury would be likely to convict Lord Janner. However, the DPP considered that it was not in the public interest to prosecute. This was because there was undisputed medical evidence that Greville Janner was not fit to stand trial which meant there could not be a full criminal trial and he could not therefore be found guilty of any offence and because he was not a danger to the public. It was also in light of the fact that the DPP sought assurances that the complainants would have the opportunity to give their account to the public inquiry led by Justice Goddard which has been set up to look at cases which may have been mis-handled in the past.

Without the compelling medical evidence the DPP has made clear that she would have brought a prosecution.

In May, six of the complainants in this case requested a formal Right to Review, and at the DPP’s request, David Perry QC was instructed to provide advice to inform the CPS review of the decision.

The review concluded that it was in the public interest to bring proceedings before the court.

Sex trafficking: Lifelong struggle of exploited children

In the US, poverty, deprivation and exploitation draw thousands of its own children down into a dark underworld that offers few ways out.

It is a world few Americans are aware of. But tens of thousands of American children are thought to be sexually exploited every year. It's believed that every night hundreds are sold for sex. The FBI says child sex abuse is almost at an epidemic level, despite the agency rescuing 600 children last year.

"Trafficking" often conjures images of people from other countries being smuggled over land and across the sea and then forced to work against their will in foreign lands. People are trafficked into America from Mexico, Central and South America. But the vast majority of children bought and sold for sex every night in the United States are American kids.

We have heard from a number of women from the East coast to the Mid-west who have frighteningly similar and horrific stories. Neglected, abused, exploited and often ignored starting from a young age - sometimes even prosecuted by the very people who should have protected them.

A handful of good souls, the kindness of a few strangers and the good work of some law enforcement agencies and the FBI offer some relief to America's most vulnerable. But the stories we have heard suggest they are only scratching the surface of one of America's best-kept and darkest secrets.

When a choice is not a choice
In Minnesota, I met with former sex workers who had sought support through an advocacy group called Breaking Free. Half of the women in the group were under the age of 18 when they first were sold for sex. Many of the others were not much older than 18. One woman says she was bought by her aunt at the age of 14. "She gave my mom $900. Told me I was going shopping at the mall."

The aunt would bring her to drug dealers' houses, where she was raped and given drugs. "She would leave me...and then [was] like 'You were messed up, you wanted to stay'," she recalls. She soon believed the abuse was her fault and her choice.

Another woman says she was 17 when she was kicked out of the house. "I wanted to get high," she says, and turned to working as a prostitute. She later started using the classified adverts website Backpage.com to make more money to keep up with her addiction.

A third was 14 when she was kidnapped by "a guy I thought I liked". She didn't return home for two years.

Jenny Gaines, who leads the group discussion at Breaking Free, says many "manipulate and take advantage of underage girls". One woman said of her abuser, "He knew I was 14, he had to know that I was underage," despite her attempts to pretend to be 18.

"When he actually found out how old I was it didn't stop him... he wanted me even more."

Fighting to stay out of 'the life'
A woman who was first trafficked at 14 says she is living in a shelter right now and is struggling to not return to prostitution.

"There's tricks' names still on my phone, I haven't even deleted them yet and I need to delete them," she says. "Because when I get down, when I'm feeling really yucky it's almost like I want to have that number there." But she says she doesn't want to return to that life. "It's just a big circle, you get high, you get tricked, you get the money and you just keep going around and going around, and you have to break off all of them to even be doing okay."

It is an uphill battle. "I just need the support and to believe in myself that I can make it. It's a funny spot I'm in."

Another woman says she hasn't been on Backpage for eight months. "I'm not perfect. I'm just trying," she says. She finds it difficult to provide for her daughter without the money she made working as a prostitute. "I stopped when I was 22 and had my first son," the woman says, detailing her "off and on" experience. She's been away for seven months, partially because she is pregnant with her fourth child. She hopes attending Breaking Free will prevent her from returning. "I'm going to have a daughter," she says. "I don't want her to do like what I did."

Another woman likens it to an addiction. "It's like I have this hole like whatever it is it's not enough, that fills it for me, my kids get what they want," she tells the group. "I don't ever have to ask nobody for nothing."

Many of the women in the Breaking Free yearn for sense of normalcy. "I just want my freedom back," one woman says. "I just want to look out for my kids, and live my life, live a normal life." But for women who were sold for sex as children, abuse, drugs and sex work is normal. One woman we spoke to in Minnesota was not at Breaking Free. She was on the streets, still working at five months pregnant. She says was groomed from age 12 by a neighbour, who enticed her with a garage full of toys and games. He offered her money for topless photos.

"I see more and more younger girls out here now and it's really sad," she says.

"It's not a choice. At 12, it was not a choice."

Former Subway sandwich chain pitchman Jared Fogle pleaded guilty in federal court on Wednesday to charges of child pornography and traveling for illicit paid sex with minors.

Federal Judge Mark Dinsmore must now review a plea deal Fogle's attorneys reached with prosecutors and decide whether to accept it. Fogle was released and must wear an electronic monitoring device pending his next court appearance.

Under the deal, Fogle would serve between five and 12 years in prison, pay $1.4 million in restitution to 14 minor victims, register as a sex offender and meet other conditions.

Subway fired Fogle on Tuesday when reports of the plea agreement emerged. Fogle's lawyers said they would make a statement outside the courthouse after he entered his plea. Prosecutors were scheduled to hold a news conference at 12:30 p.m. EDT.

Local media reported that Fogle's wife had released a statement saying she was seeking a dissolution of their marriage. Reuters was not immediately able to confirm the report.

Authorities searched Fogle's home in the Zionsville suburb northwest of Indianapolis in July, two months after the executive director of his foundation, set up to combat childhood obesity, was arrested on federal child pornography charges.

According to the indictment, the head of the Jared Foundation, Russell Taylor, secretly taped 12 minors while they were changing clothes, showering and bathing at his home, including two who were as young as 13 or 14 years old. He shared the images with Fogle, who knew they showed minors, prosecutors said.

Prosecutors said Fogle also received commercial child pornography from Taylor and viewed it and failed to report it.

Fogle traveled to New York City at least twice between 2010 and 2013 seeking sex with minors, and paid for sex acts twice with a girl he knew to be 17 years old. He told the girl he would "make it worth her while" if she could find him another minor to have sex with, "the younger the girl, the better," according to the indictment.

Prosecutors said he repeatedly asked prostitutes and others to find him 14- and 15-year-olds for sex.

Fogle became a Subway spokesman after losing a reported 245 pounds in part by eating regularly at the sandwich chain. He made his first Subway commercial in 2000, and appeared in a new one last year, according to Subway.
