Turns out, that convoy is the Libyan army, in Libya. I cited and shared this video as an "ISIS" convoy in Syria or Iraq, but it's not.

I can't find the link now, but somewhere on YouTube is the original Libyan TV broadcast that features this footage.

This is not to say there weren't long lines of ISIS pickup trucks moving (with impunity) across Syria; this isn't one of them.
