I've seen it in a UFO documentary.I'm afraid I cannot recall which one.If I remember correctly,it is footage from 2 different locations/stations.
Whoever was describing the footage in the documentary (I'm thinking Stanton Freidman or Bruce Maccabee) said it realised it was being electronically tracked and explored the limits of the radar.
