For some reason the state was really adamant about giving him a second chance after only 8 years, despite ALL the evidence he was even more psychotic...they quietly released him in a Florida suburb where he ended up not only killing a prostitute, but a whole family.

I think you've got a very good point about keeping the public in fear. Fear keeps people complacent and dependant.
(As an aside, several years ago I read a magazine article--probably 'People'--about the teenager who survived Larry Singleton's attack. She's a remarkable woman. She became an artist and the article featured pictures of her work, incredible drawings of warrior women. It still shocks me to know they let that guy loose. The death penalty depresses me...because you have a guy pulling a lever with the families getting some sort of false jollies at an electric chair/gas chamber/hanging/injection. At the same time, some of these crimes are so beyond comprehension...at the very least the system is broken. Ms. Dugard should never have been kidnapped for two decades and forced to be raped by some pedophile who never should have been let out.
There's way too many cases of the worst unimaginable crimes being committed by released felons to see it as just some coincidence.
The girl abducted in Florida recently was taken in a square mile area that the cops claimed had 90 or so convicted child sex offenders. WTF? Thats just crazy. America has a very ugly darkside thats beyond all hope if this is the case.
Anyways, Im glad that woman was able to be a mom and move on as best she could. Art is something I believe every living person should do.
Just sad she'll never be able to do many things we all take for granted.
