A History of Repression-Cointelpro 101

In recent weeks, articles have appeared in various media outlets detailing recent surveillance activities of the FBI and other law enforcement agencies. According to these reports. much of this surveillance was focused on antiwar and peace groups. Then, on September 24, 2010 several homes and offices in Minneapolis/St. Paul, Chicago and North Carolina were raided by the FBI. Subpoenas to appear at a grand jury investigation were issued to several activists. The reason provided for the raids was that some individuals were suspected of providing “material support to terrorists.” These raids and recent revelations have been met with protest and, in some quarters, shock-as if the United States government were somehow above such police state intimidation and practices.

On October 10, 2010 at the Mission Cultural Center of Latino Studies in San Francisco, the Freedom Archives will premier its latest documentary. Titled Cointelpro 101, this hour-long film makes it quite clear that the US government is certainly not above such practices and that, furthermore, it has a long history of them. For those who don’t know, Cointelpro was the abbreviated name for the intelligence and counterinsurgency operation waged against a multitude of organizations and individuals deemed threats to national security during the 1950s, 1960s and 1970s by the FBI and other US law enforcement and intelligence agencies. Short for counterintelligence, Cointelpro involved the use of a multitude of methods up to and including murder in its crusade to neutralize any and all left opposition to the status quo in the United States. From Martin Luther King, Jr. to the Weather Underground Organization, any one considered an enemy of the US national security state because of their opposition to the US war in Vietnam or their support for the self-determination of people of color in the United States was a potential target of the Cointelpro program.

Cointelpro 101 opens with the April 1971 break-in by antiwar activists at the federal offices in Media, Pennsylvania. The activists were searching for Selective service files to destroy when they came upon files labeled Cointelpro. After a quick perusal of the file’s contents, they removed as many as they could find from the office, made copies and released them to the press. The program was unknown to the broader public at the time and the files proved a revelation to the country. Many politicians were offended and, after the 1972 discovery of the Plumbers unit run by G. Gordon Liddy under the direction of the Nixon White House and the subsequent months of Congressional hearings around Watergate, Senator Frank Church called for hearings to investigate the Cointelpro program.

As the history related in the film makes clear, Cointelpro’s stretch was broad. Beginning in the 1950s with a focus on the Puerto Rican independence movement and continuing through the 1960s and into the 1970s when much of its focus had shifted to the black liberation, Chicano liberation and American Indian movement, the program racked up a number of assassinations, false imprisonments and ruined lives. No government official was ever punished for actions taken under the program’s auspices. The film details this history through the artful use of still photos and moving images of the period covered. Films of police attacks and protests; still photos of revolutionary leaders and police murders graphically remind the viewer of Washington’s willingness to do whatever it takes to maintain its control. Organizers who began their political activity during the time of Cointelpro discuss the effect the program had on them and the organizations and individuals they worked with. Indeed, several of the interviewees were themselves targets and spent years in prison (some on charges that were false, as in the case of Geronimo ji-Jaga Pratt) or on the run. One of the interviewees, Wesley Swearingen, is a former FBI agent who was involved in Cointelpro operations in Los Angeles and elsewhere and later published a book exposing his knowledge. His recollections reveal the nature of the war the FBI was fighting.

Former Black Panther member Kathleen Cleaver states toward the end of the film that Cointelpro represented the efforts of a political police force making the decision as to what is allowed politically and what is not. Anything outside the parameters set by this force was fair game. Nothing that was done by government officials or private groups and individuals acting on the government’s behalf was perceived as wrong or illegal. As Attorney Bob Boyle makes clear in his final statement in the film, Cointelpro is alive and well. The only difference now is that most of what was illegal for the government to do during Cointelpro’s official existence is now legal. The PATRIOT Act and other laws associated with the creation of the Department of Homeland Security have insured this. The September 24, 2010 raids mentioned above are but the most recent proof of it.

WASHINGTON (AP) — FBI Director Robert Mueller on Wednesday called for changes in federal law to help his agents with surveillance of communications in anti–terrorism and other criminal investigations.

At a conference of intelligence experts, Mueller said that in some instances communications companies are unable to provide electronic communications the FBI seeks in response to court orders.

His comments came as the Obama administration considers proposals that would require service providers to make the plain text of encrypted conversations — over the phone, computer or e–mail — readily available to law enforcement.

There has been a domestic military application of counterinsurgency and internal defense doctrines within the
United States for decades.

The FBI and CIA do not come up with this stuff by themselves. It's a Pentagon trip since atleast the early 1960s.
Hoover's FBI used to be The Social Control agency until competing alphabet agencies were formed for WWII and after.

Cop who made tapes accuses NYPD of false arrestAdrian Schoolcraft made hundreds of hours of secret tapes while on duty

NEW YORK — Shouts followed the pounding on the apartment door: "Adrian! Adrian!"

It was Halloween night last year, but the scene outside patrolman Adrian Schoolcraft's home had nothing to do with trick-or-treating. The unannounced visitors were fellow New York Police Department officers from the Emergency Service Unit — men trained to capture dangerous suspects once they're cornered.

But wasn't this the home of a cop who said he just went home sick?

Hearing the commotion outside, Schoolcraft did what had become second-nature to him: He clicked on a tape recorder, then whispered into it.

"All right. ... ESU is here."

As several armed officers entered the apartment, a ranking NYPD officer found Schoolcraft resting on his bed — and gave him a scolding.

"Adrian ... you didn't hear us knocking on that door?" Deputy Chief Michael Marino can be heard saying on tape.

"No," Schoolcraft replies, saying he had taken Nyquil.

"For the last couple hours?" Marino asks.

"No ... Why would I expect anyone to knock on my door, chief?" Schoolcraft asks, sounding groggy.

"I don't know, Adrian, but if you hear somebody knocking normally you get up and answer it; they were kicking on that door loud and yelling."

"I wasn't feeling well ...."

As the conversation goes on, Marino tells Schoolcraft he's showing worrisome signs of agitation.

"Chief...," he replies, "if you were woken up in your house how would you behave? What is this, Russia?"

Schoolcraft's account of the messy episode that unfolded next bumps against the NYPD's carefully crafted image as a fine-tuned crime fighting machine.

His description of being taken in handcuffs to a psychiatric ward that night suggests the nation's largest police force could have a vindictive underbelly. He claims that cops risk retribution when they try, as he did, to blow the whistle on supervisors' faking of crime statistics to make the stats look better.

To back up his allegations, Schoolcraft made hundreds of hours of secret tapes while on duty — everything from roll calls to locker room chatter to bosses yelling at him. The tapes, along with medical records and other documents, were supplied to The Associated Press.

The Federal Bureau of Investigation is the most powerful and secretive agency in the United States today. Despite the bureau's influence over a broad terrain of American life, independent examinations of the "B," as special agents refer to it, have been rare. (In the sixties The Nation published a special issue on the bureau by Fred Cook, which became The FBI Nobody Knows.) No Congressional committee has mustered the political will and staff to carry out a comprehensive review. With the bureau's political power greater than at any time in its eighty-nine-year history, an examination of the questions of how well it is performing its crime-fighting mission and safeguarding civil liberties is overdue. Beyond the recent series of F.B.I. problems—the tragedy at Waco, the shootout at Ruby Ridge, the Atlanta Olympic Park bombing, the flawed investigations by its scientific lab—are there broader kinds of defects that demand attention? We asked David Burnham, a reporter who has specialized in law-enforcement issues for thirty years, to review the current state of the F.B.I. With research support from The Nation Institute's Investigative Fund, Burnham availed himself of an entirely new kind of information—internal administrative data maintained by the Justice Department, which tracks every instance an investigative agency like the F.B.I. refers a matter for prosecution and the ultimate disposition of these referrals. I. A Bureau Full of Troubles

Despite the ugly blots of Waco and Ruby Ridge and the mess at the crime lab, and despite attacks on it by libertarians on the left and right, the Federal Bureau of Investigation is widely regarded as the world's pre-eminent crime-fighting agency. Because of the impressive investigative skills and dogged persistence of some F.B.I. agents, elements of this relatively shiny reputation are deserved. Nevertheless, our analysis of data that have been sitting unused in federal data banks—supported by interviews and evidence drawn from operating manuals, court decisions and government reports—proves conclusively that the F.B.I. today is a sloppy, unresponsive, badly managed, uncooperative and out-of-touch agency that is aggressively trying to expand its control over the American people.

The CIA, the KKK and the USA

By assigning covert action roles to the Central Intelligence Agency (CIA), it is as if the White House and Congress had legitimized the Ku Klux Klan to operate globally. That's because the CIA today resembles nothing so much as the "Invisible Empire" of the KKK that once spread terror across the South and Midwest. Fiery crosses aside, this is what the CIA is doing globally.



The CIA today is committing many of the same sort of gruesome crimes against foreigners that the KKK once inflicted on Americans of color. The principal difference is that the KKK consisted of self-appointed vigilantes who regarded themselves as both outside and above the law when they perpetrated their crimes. By contrast, the CIA acts as the agent of the American government, often at the highest levels, and at times at the direction of the White House. Its crimes typically are committed in contravention of the highest established international law such as the Charter of the United Nations as well as the U.S. Constitution. What's more, the "Agency," as it is known, derives its funding largely from an imperialist-minded Congress; additionally, it has no qualms about fattening its budget from drug money and other illegal sources. It is a mirror-image of the lawless entity the U.S. has become since achieving superpower status. And it is incredible that the White House grants license to this violent Agency to commit its crimes with no accountability. The Ku Klux Klan was founded shortly after the end of the U.S. Civil War. Klansman concealed their identities behind flowing white robes and white hoods as they terrorized the newly emancipated blacks to keep them from voting or to drive them from their property.



Allowing it to operate in secret literally gives the CIA the mythical Ring of Gyges. In Plato's Republic, the owner of the ring had the power to become invisible at will. As Wikipedia puts it, Plato "discusses whether a typical person would be moral if he did not have to fear the consequences of his actions." The ancient Greeks made the argument, Wikipedia says, that "No man would keep his hands off what was not his own when he could safely take what he liked out of the market, go into houses and lie with any one at his pleasure, kill or release from prison whom he would, and in all respects be like a god among men." The CIA, like Hitler's Gestapo and Stalin's NKVD before it, has provided modern man the answer to this question. Its actions illuminate why all criminal entities, from rapists and bank robbers, to Ponzi scheme swindlers and murderers, cloak themselves in secrecy.



There are innumerable examples of how American presidents have authorized criminal acts without public discussion that the preponderant majority of Americans would find reprehensible. Example: it was President Lyndon Johnson who ordered the CIA to meddle in Chile's election to help Eduardo Frei become president. If they had known, U.S. taxpayers might have objected to such a use of their hard-earned money to influence the outcome of another country's elections. But the public is rarely let in on such illegal foreign policy decisions.

Where the KKK after the Civil War terrorized blacks to keep them from voting, the CIA has worked to influence the outcome of elections all over the world through bribery and vote-buying, dirty tricks, and worse. According to investigative reporter William Blum in "Rogue State"(Common Courage Press), the CIA has perverted elections in Italy, Lebanon, Indonesia, The Philippines, Japan, Nepal, Laos, Brazil, Bolivia, Chile, Portugal, Australia, Jamaica, Panama, Nicaragua, Haiti, among other countries. If they had known, taxpayers might also object to the CIA's numerous overthrows of foreign governments by force and violence---such as was done in Iran in 1953 by President Eisenhower and Chile in 1973 by President Nixon.

If WikiLeaks had been around in 2001, could the events of 9/11 have been prevented? The idea is worth considering.

The organization has drawn both high praise and searing criticism for its mission of publishing leaked documents without revealing their source, but we suspect the world hasn't yet fully seen its potential. Let us explain.

There were a lot of us in the run-up to Sept. 11 who had seen warning signs that something devastating might be in the planning stages. But we worked for ossified bureaucracies incapable of acting quickly and decisively. Lately, the two of us have been wondering how things might have been different if there had been a quick, confidential way to get information out.

One of us, Coleen Rowley, was a special agent/legal counsel at the FBI's Minneapolis division and worked closely with those who arrested would-be terrorist Zacarias Moussaoui on an immigration violation less than a month before the World Trade Center was destroyed.

Following up on a tip from flight school instructors who had become suspicious of the French Moroccan who claimed to want to fly a jet as an "ego boost," Special Agent Harry Samit and an INS colleague had detained Moussaoui. A foreign intelligence service promptly reported that he had connections with a foreign terrorist group, but FBI officials in Washington inexplicably turned down Samit's request for authority to search Moussaoui's laptop computer and personal effects.

Those same officials stonewalled Samit's supervisor, who pleaded with them in late August 2001 that he was "trying to keep someone from taking a plane and crashing into the World Trade Center." (Yes, he was that explicit.) Later, testifying at Moussaoui's trial, Samit testified that he believed the behavior of his FBI superiors in Washington constituted "criminal negligence."

FBI agents got him out of jail to work for them.Guess how many women he murdered?
Want to guess how much of your tax dime will be spent paying off civil lawsuits around this case?
It's OK. It's not you mother daughter or relative that was tortured and murdered by this FBI informant.......The agents that handled this case have been duly promoted.

State and federal authorities have launched an investigation into serial killer Scott Kimball as a potential suspect in one of Colorado's most vexing unsolved murders — the 1987 stabbing and mutilation of Peggy Hettrick in Fort Collins, The Denver Post has learned.

The twin investigations, by the FBI and the Colorado attorney general's office, came after a Denver Post examination of evidence in the 2004 murder of a woman in Westminster that has been linked to Kimball found eerie similarities to the wounds suffered by Hettrick.

Catrina Powell, 26, was found dead behind a Westminster strip mall in the early hours of Oct. 25, 2004. Her killer brutally beat and strangled her and severed her hands, apparently in an attempt to prevent the use of fingerprints or a tattoo to identify her.

But an autopsy report showed that her killer also sliced the nipple on one of her breasts and cut tissue in her groin.

"That sounds just like the case in Fort Collins," said Dr. Mike Dobersen, Arapahoe County's coroner, after a Post reporter detailed the wounds suffered by Powell.

Dobersen consulted in the Hettrick case, which is currently before a statewide grand jury, and was familiar with the injuries she suffered.

Hettrick's killer cut off one of her nipples and sliced away tissue near her vagina.

The Hettrick and Kimball cases have been front-page news in recent years — hers because Tim Masters was convicted of her murder and then ultimately freed after the discovery of new DNA evidence, his because he killed at least four people while serving as an FBI informant.

Specific information about Headley's trips were passed on to the Federal Bureau of Investigations by Headley's wife during investigations into her complaint of domestic violence against him in 2005.

In at least three interviews, Headley's wife told FBI investigators in New York of his trips to Pakistan to train with the Lashkar-i-Tayyeba, said a report by ProPublica, a non-profit US news entity, on Friday.

Headley and his wife lived in New York then; he ran video stores owned by his family in Manhattan.

The ProPublica report quoted federal sources to say the wife -- who was not named for her safety -- told the FBI that Headley had shopped around for night vision goggles and other equipment.

The wife also told agents that Headley had talked about working as a paid U.S. informant while he was training with the Lashkar in Pakistan, ProPublica said quoting a person close to the case.

Headley was arrested for domestic violence, but no charges were pressed against him. His next arrest came 11 months after the Mumbai attacks on a tip passed on to US asuthorities by British intelligence. Headley was arrested in October with an accomplaice Tahawwur Hussain Rana, a Canadian citizen. He pleaded guilty in a bargain deal with the authorites that prevents his extradiction to any other country (read India).

Headley, a US citizen of Pakistani descent, has since pleaded guilty to having a hand in the Mumbai shootings and planning an attack on a Danish newspaper for carrying a cartoon of Prophet Mohammad.

What if the FBI had acted on these tips? Or it did? Did it have anything to do with the fact that Headley was an agent of the Drugs Enforcement Agency? Or was it simply another missed opportunity?

But this information was never shared with India. In fact, the US had initially dithered giving Indian investigators access to Headley causing a minor diplomatic rift. In fact, India wanted to try Headley.
