Over the last decade, the share of U.S. national income taken home by workers has plummeted to a record low.

Check out the chart below, compiled by the Labor Department, and posted this week by conservative writer David Frum. It shows that the decline began with the brief recession that followed 9/11 in 2001. But it continued even as the economy picked up again, and got even worse once the Great Recession hit. In the weak recovery since then, workers' share of income just kept on falling.

Why are workers taking home such a reduced share of the pie? Opinions differ, but many experts think that the trend has to do with a number of factors, including a decline in the bargaining power of labor, and increased competition from foreign workers. Similarly, over the last year or so, U.S. companies have made record profits, while unemployment has stayed high and wages have barely risen.

The chart jibes with other data, which show that since the 1980s, income for the richest 1 percent of Americans has exploded, while hardly budging at all for everyone else.

Still, there's little sense that either Obama administration or Congress plan to do much about this growing inequality. Indeed, any serious action to boost the economy and cut unemployment now seems to be off the table.

N.C. Man Allegedly Robs Bank of $1 to Get Health Care in Jail

A 59-year-old man has been jailed in Gastonia, N.C., on charges of larceny after allegedly robbing an RBC Bank for $1 so he could get health care in prison. Richard James Verone handed a female teller a note demanding the money and claiming that he had a gun, according to the police report.

He then sat down and waited for police to arrive. "… I say, 'I'll be sitting right over here, on the chair, waiting for the police,'" Verone told reporters, recalling the June 9 robbery in an interview from Gaston County Jail.

And wait for the police, he did.

"He's sitting on the sofa as you walk in the front door," the bank teller said in a 911 call.

Police arrested Verone where he sat. He was unarmed.

Verone said he asked for $1 to show that his motives were medical, not monetary, according to news reports. With a growth in his chest, two ruptured disks and no job, Verone hoped a three-year stint in prison would afford him the health care he needed.

"I'm sort of a logical person and that was my logic, what I came up with," Verone told reporters. "If it is called manipulation, then out of necessity because I need medical care, then I guess I am manipulating the courts to get medical care."

But the charge of larceny, not armed robbery, is unlikely to keep Verone behind bars for more than 12 months. He is being held in Gaston County Jail on a $2,000 bond, according to a spokesman for the jail, and is scheduled to appear in court June 28.

The Portland Water Bureau got pretty pissed off when cameras caught 21-year-old Josh Seater from Molalla, Oregon, urinating in a reservoir in Mount Tabor Park at about 1:30 am Wednesday morning. The Bureau spent about $36,000 to drain the 7.8 million-gallon open reservoir, a major water source for the city's residents.

David Shaff, administrator of the Portland Water Bureau, argued that the draining was justified because the thought of someone whizzing in the water would make residents stop drinking tap water.

Yesterday, KATU followed-up with the culprit, who apologized. He said he was drunk, and he didn't realize that he was peeing in a water supply because it was so dark outside: "I thought it was a sewage plant."

But fortunately for Portlanders, urine is pretty much chemically sterile, Dave Stone, assistant professor of Toxicology at Oregon State University told The Oregonian.

"It's inappropriate behavior. But how many animals are doing that or birds?" he said. "I don't want to second-guess the city, but I can't think of anything chemically that would have me be concerned."

Dr. Gary Oxman, the Multnomah County health officer who advises the city on infectious disease issues, also explained to the The Oregonian that the typical bladder holds a mere 6-8 ounces of water, which should quickly dilute in the reservoir and pose negligible health risks. That news should relieve Portland residents.

I was about to post that story. There used to be a homeless man round these parts, before my time but I read about him in the paper, who would go around smashing windows when the weather got cold so he could be put in prison and get some heat shelter and food.

I feel for him. I'd guess his presumption of the availability in prison of the healthcare he needs isn't based in reality.

On May 12th, A Rochester woman was arrested for taping a traffic stop in front of her 19th Ward Home. She was standing in front of her house with a hand held recording device when the arrest happened. Officer Mario Masic, Rochester Police Department, executed the illegal arrest.

Air passenger arrested in saggy pants dispute

A U.S. college football player who allegedly refused a request to hoist his saggy pants when he boarded a flight was arrested after a dispute with the crew, authorities said on Friday.

When DeShon Marman, 20, refused to leave U.S. Airways Flight 488 from San Francisco to Phoenix on Wednesday, he was arrested for trespassing by police at the request of the plane's captain, said San Mateo County Chief Deputy District attorney Karen Guidotti.

"The attention was brought to him because his pants were so low that his genitals were almost showing," Guidotti said.

Marman also was booked for resisting arrest after an alleged fracas with an arresting officer at San Francisco International Airport, authorities said.

Both charges would be misdemeanors but Marman has not yet been formally charged, Guidotti said. An arraignment has been set for July 18 and Marman was released from jail on Thursday after posting $10,000 bail, authorities said.

Marman is a University of New Mexico football player originally from San Francisco.

The plane had 150 passengers on-board, said Andrew Christie, a spokesman for U.S. Airways.

"U.S. Airways does not have a specific dress code, but we do ask that our passengers dress in an appropriate manner to ensure the safety and comfort of all of our passengers," Christie said.

The other passengers were asked to leave the plane when Marman refused to leave, Guidotti said.

Ultimately, the flight left one hour late, Christie said.

I read about a Hooters girl who was in a similar situation, she ended up getting an apology and a payout. Let's hope this lad gets the same.

Are things getting better or worse? Depends on how you make your money, reports the Federal Reserve Bank of Philadelphia, citing US Bureau of Economic Analysis data:

CAPITAL: "Dividends, interest, and rents increased more than 2 percent in the fourth quarter in all three states and the nation.

LABOR: "Wages and salaries grew more modestly at a quarterly rate of 0.6 percent in Delaware, 0.7 percent in New Jersey, 1.1 percent in Pennsylvania, and 0.8 percent in the nation.

GOVERNMENT: "Quarterly growth in transfer payments slowed to 0.4 percent in Delaware, halted at 0.0 percent in the nation, and declined in New Jersey (0.3 percent) and in Pennsylvania (0.1 percent)." -- So:

- If you own stocks, bonds, apartments or other assets, your income, on average, is at least keeping pace with inflation.

- If you work for someone else, your income's recovering very slowly. (Actually it's still falling, if you factor in the price of bread, meat and gasoline.)

- If you depend on government checks, it's time to get a job. Or buy a building. (Though if you could do that, you wouldn't depend on government. Would you?)

Congress pays $6.1 million in bonuses as it debates spending cuts

Washington (CNN) -- Members of the House of Representatives reported up to $6.1 million in staff bonuses between January and March even as they debated spending cuts and came within minutes of shutting down the federal government over fiscal problems, a CNN investigation has found.

At least one congressman gave thousands of dollars to his staff as he criticized other federal workers as being overpaid.

The analysis came from a three-week look at the latest House expense report by CNN Radio's American Sauce, a podcast.

Members of both political parties reported bonuses, though Democrats outspent Republicans, with up to $3.1 million in staff bonuses compared with $908,000 for GOP members. The remaining $2.1 million CNN found was disbursed by committees. Committee spokesmen did not respond or were not able to delineate between Democratic and Republican staff members.

Staff bonuses are not a new phenomenon on Capitol Hill, but only in the past year and a half have salaries and other House expenses been released in a single online report.

The bonuses come as lawmakers on all sides demand spending cuts and belt-tightening from government. The millions in bonuses are a tiny fraction of the roughly $1.5 trillion deficit but are a symbol of congressional spending at a time of economic struggle.

"These are congressional staffers getting bonuses while a lot of the constituents of the lawmakers are actually looking for jobs," said Steve Ellis, vice president of Taxpayers for Common Sense.

The bonuses came from an annual budget each member of Congress receives for staff, office space, travel and supplies. That allowance averages $1.5 million per year per office and is one of the few areas where each lawmaker has complete authority. Members must follow certain guidelines, but otherwise can spend their office budgets as they like. Any unspent money stays in the Treasury and keeps the deficit at a lower level.

The CNN analysis of thousands of pages of expenses shows members gave widely ranging amounts of bonuses in the past few months, from under $100 per staffer up to $16,000 and $17,000 apiece.

Watchdog groups said that wide disparity and the fact that members are not required to justify any of the bonuses add to the questions.

"Lawmakers have to be very judicious about how they use the bonuses, and they can't just be writing checks willy-nilly," Ellis said. "That's not to say that staff should not be compensated for their work -- they do hard work; they work long hours."

And if the bonuses are in the millions? Ellis responded, "Then you have to be questioning is this a good use of the taxpayers' money."

CNN contacted more than 115 congressional offices to clarify and get responses. A little more than half returned requests. Of those, some pointed out that expenses that may have looked like bonuses were deferred salary or accrued leave. Such items were taken off CNN's list.

But many others confirmed the expenses were bonuses and defended them.

Rep. Jim Clyburn, D-South Carolina, was majority whip for four years when Democrats controlled the House. On January 1 and 2, immediately before Republicans took over, he gave out some $79,000 in bonuses to his leadership staff.

In a statement, Clyburn wrote: "My staff worked extremely hard, spending very long hours on the Hill including quite a few all-nighters and many weekends. I was fortunate to have a dedicated staff, and I rewarded them with an end-of-the-year bonus that came from the remaining unspent funds allocated to my office."

A few members were unsure if they had given bonuses or not. Asked about seeming bonus payments he reported for January through March, Rep. Paul Broun, R-Georgia, said, "I don't recall. I'd have to go back. It's been a long time ago." Broun, a member of the Tea Party Caucus, referred CNN to his spokeswoman, who did not return repeated phone calls and e-mails.

Rep. Virginia Foxx, R-North Carolina, similarly told CNN she didn't know if she'd given bonuses. She defended congressional staff in general.

"I think that for the most part, people work for very low wages, they work long hours, and I think out of my staff I get very good service for the salaries they get," Foxx said.

According to the Sunlight Foundation, a watchdog group that pores over congressional expense data, top salaries go to chiefs of staff, who earn around $120,000 a year. But further down the pay scale, the group says the average salary for a communications director is about $58,000; schedulers average about $41,000, and staff assistants bring in about $30,000 a year.

Daniel Schuman, an analyst for the Sunlight Foundation, said congressional staff salaries have been essentially frozen for years and are well below the averages for similar work in the private sector. He says this is dangerous.

"The truth is, you get what you pay for," he said, "And congressional staff earn significantly less than their peers and oftentimes that encourages them to go and become lobbyists and work elsewhere where they can earn more money."

But if congressional staff is underpaid, why not just increase salaries? Why the millions in bonuses?

"Politics," Schuman responded bluntly. "It looks bad to increase congressional staff pay."

In fact, some members of Congress who gave bonuses have railed publicly against federal worker pay.

Rep. Dennis Ross, R-Florida, held a hearing on the subject in March, opening with a strong statement, "Our taxpayers can no longer be asked to foot the bill for these federal employees while watching their own salaries remain flat and their benefits erode."

But as he criticized federal workers as being overpaid, Ross reported $8,750 in what looks like bonuses to his personal office staff. His office did not respond to a request for clarification and comment.

Dear Mr. President,

This is a pivotal moment in the history of our country. Decisions are being made about the national budget that will impact the lives of virtually every American for decades to come. As we address the issue of deficit reduction we must not ignore the painful economic reality of today - which is that the wealthiest people in our country and the largest corporations are doing phenomenally well while the middle class is collapsing and poverty is increasing. In fact, the United States today has, by far, the most unequal distribution of wealth and income of any major country on earth.

Everyone understands that over the long-term we have got to reduce the deficit - a deficit that was caused mainly by Wall Street greed, tax breaks for the rich, two wars, and a prescription drug program written by the drug and insurance companies. It is absolutely imperative, however, that as we go forward with deficit reduction we completely reject the Republican approach that demands savage cuts in desperately-needed programs for working families, the elderly, the sick, our children and the poor, while not asking the wealthiest among us to contribute one penny.

Mr. President, please listen to the overwhelming majority of the American people who believe that deficit reduction must be about shared sacrifice. The wealthiest Americans and the most profitable corporations in this country must pay their fair share. At least 50 percent of any deficit reduction package must come from revenue raised by ending tax breaks for the wealthy and eliminating tax loopholes that benefit large, profitable corporations and Wall Street financial institutions. A sensible deficit reduction package must also include significant cuts to unnecessary and wasteful Pentagon spending.

NEW YORK (Reuters) - A former vice president of Citigroup Inc was charged on Monday with embezzling more than $19 million from the company's accounts.

Gary Foster, 35, was arrested on Sunday at New York's Kennedy airport on a flight arriving from Bangkok, prosecutors said. He was scheduled to make his initial appearance Monday afternoon in Brooklyn federal court, where he would plead not guilty to the charges, according to his attorney, Isabelle Kirshner.

Between May 2009 and December 2010, prosecutors said, Foster transferred $19.2 million from Citigroup debt-adjustment and interest-expense accounts to his own personal bank account at JPMorgan Chase.

Foster put fake contract and deal account numbers in the wire-transfer instructions to make them seem like they were supporting an existing contract, before diverting them first into the bank's cash accounts and then into his own accounts in as many as eight separate transfers, prosecutors alleged.

"The defendant allegedly used his knowledge of bank operations to commit the ultimate inside job," said U.S. Attorney Loretta Lynch.

The alleged fraud went unnoticed until a recent internal audit of Citigroup's internal treasury department. A Citigroup investigator immediately informed the authorities, according to an affidavit from Thomas D'Amico, a special agent with the Federal Bureau of Investigations.

A representative for Citigroup said the bank was "outraged" by Foster's alleged actions.

"Citi informed law enforcement immediately upon discovery of the suspicious transactions and we are cooperating fully to ensure Mr. Foster is prosecuted to the full extent of the law," the bank said in a statement.
