He's from Scranton, PA. Specifically the Greenridge section. EVERYONE in Greenridge does this. EV.ER.EE.ONE. One of my best friends at work, Brian, is from Greenridge, and we call him "Biden".
Brian is the nicest, most caring guy and whenever you talk with him, he's an attentive listener, concerned, and he puts his hand on your arm, back or shoulder and says either "Buddy", or "GodBlessYa" - both Biden-isms.
But they're not Biden-isms, they're Scranton-isms. Specifically, Greenridge-isms.
It's just that way here. If you've not been here, you won't get it. I met Joe at a book signing at Borders after he dropped out of the 2008 race. There were maybe 30 people there. He wasn't running for anything, there was no dope at all that Obama was looking at him, because Obama wasn't even that serious yet. But he treated those 30 people like visiting heads of state. He's a genuinely great guy.
FWIW - Hillary is also originally from Scranton, though she didn't live here as long. Also, she's from the other side of town, so no touching.
